Station Level Project No. 512A-16-303 Upgrade Medical Gas Systems
1. OVERVIEW —
1.1 Government Agency Department and Address:
VA Maryland HealthCare System – VISN5 – Perry Point VAMC
1.2 Project Title, Number and Location:
Project Title: Upgrade Medical Gas Systems Project Number: NRM Project No. 512A5-16-303 Project Location: Perry Point VAMC, Buildings 13H, 14H, 19H, 23H, 24H, 25H, 364
1.3 Scope of Work
Contractor to supply all labor, supervision, equipment, tools, materials, inspections and the legal disposal of materials to replace, modify, repair, or demolish existing medical gas source system equipment and associated piping, wiring, and accessories, and located in several building across the Perry Point VA Medical Center campus (Bldg. 13H, 14H, 19H, 23H, 24H, 25H, and 364). Work scope includes, but is not limited to, demolition and installation of concrete equipment pads, steel equipment support bracket fabrication and installation, electrical power and control wiring, telecommunication alarm wiring, pump VFD and medical gas alarm panel programming, pressure and drainage piping, split HVAC system installation, vacuum pump demolition and replacement, air compressor demolition and replacement, oxygen supply line modifications, medical gas system verification, and other work as shown in the contract drawings. Contractor is responsible for the exact routing of all piping and electrical services, and shall provide allowances in bid to account for extra materials that may be required to avoid existing utilities and coordinate with actual field conditions.
Scope of work shall omit work shown on the contract drawings related to the “Dental Oral Vacuum”. This work was previously completed and is considered Not In Contract (N.I.C.).
Hazmat materials (asbestos and lead) are present in isolated areas of the buildings within this project scope. Testing has been previously performed to identify representative materials prior to construction, and in general determined that existing structure and piping indicated for direct modification under this contract are negative for ACM/Lead materials. However, contractor shall adhere to best practices working around materials identified as ACM throughout the construction. Potential locations of concern are noted in contract drawings HA101-HA107, but shall depend on actual contractor proposed penetration locations. Conditions and existence of ACM must be field verified prior to cutting into or otherwise damaging suspect materials. Contractor shall include an allowance in bid for abatement of hazardous materials indicated to potentially to be encountered in the course of this work.
Contractor bid and schedule shall include consideration of all Infection Control Risk Assessment (ICRA) requirements as well as any Interim Life Safety Measures (ILSM) deemed necessary. ICRA requirements are expected to be Class II or III depending on area – requiring negative air machines and a IRCA barrier constructed outside of the main work area (see project drawing AS002 for additional details). Work above drop ceilings in corridor or other clinical/public areas shall utilize portable ICRA containment carts, or be pre-planned and scheduled as a static work area with the project COR to avoid potential fire & life safety, operational, or pedestrian traffic issues.
Project will involve multiple coordinated shutdowns of the existing medical gas source systems to allow for removal of the existing pumps and reconnection of piping to the new equipment. Contractor shall take ALL necessary steps in their work phasing plan and manpower assignments to limit the duration and impact of the shutdown on normal medical center activities. Shutdown shall be scheduled at least 2 weeks in advance of planned shutdown with the project COR and Clinical Services to allow for patient appointments to be re-scheduled or alternative sources to be coordinated around the shutdown. Maximum shutdown length shall be 24 hours (1 day of operation) and shall be completed off-hours if feasible. Scheduling shall also account for testing/verification of system operation and compliance per NFPA99 prior to putting the equipment into service. No additional compensation will be considered for the performance of after-hours work required by this project scope.
All piping, valves, fittings and other components for use in all medical gas systems must be thoroughly cleaned by the manufacturer in accordance with CGA G4.1 to remove oil, grease and other readily oxidizable materials as if they were being prepared for oxygen service (ASTM B819). Use particular care in storage and handling. Such material must be capped or plugged to prevent recontamination before final assembly. Just prior to final assembly, the material must be examined internally for contamination. Copper-to-copper joints shall be made using a copper-phosphorus brazing filler metal (BCuP series) without flux. During brazing, the system shall be continuously purged with oil-free dry nitrogen to prevent the formation of scale within the tubing. The purge shall be maintained until the joint is cool to the touch.
Project will require several temporary piping/electrical system connections and equipment temporary moves/connections to maintain facility medgas supply throughout construction. Contractor bid shall account for all temporary work activities, labor and materials required to achieve the demolition and installation phasing sequences as detailed in the contract drawings.
Training of VA staff and maintenance employees on the operation and maintenance of the new source system equipment shall be provided by a factory-authorized service representative experienced in operation and maintenance procedures and training of the actual equipment being installed. Submit qualifications for approval.
1.4 Qualifications Requirements
All preparation, installation, and brazing work directly on medical gas supply piping and equipment shall be completed by a certified Medical Gas Systems Installer, ASSE 6010, and have no less than 4 years of documented prior experience with the installation of plumbing and mechanical piping systems in accordance with NFPA 99 and ASME Section IX. Submit installer qualifications (State plumbing license with med-gas endorsement) for approval.
Contractor shall provide as part of their project team a 3rd- party certified Medical Gas Systems Inspector/Verifier, ASSE 6030 and ASSE 6035, and have no less than 2 years of documented prior experience with the design, inspection or verification of med gas systems in accordance with NFPA 55 and NFPA 99, including bulk 02 storage. Verifier shall also be a member of the Medical Gas Professional Healthcare Organization (MGPHO). Verifier should be standing by to verify completed medgas piping system connections, and also to keep shutdowns as short as possible. When a medical gas or vacuum system is cut and brazed or a "major component" is replaced the system must be tested by a credentialed ASSE 6030 Medical Gas Verifier. Verifications shall be conducted after the system installation and installation related tests have been completed by the installing contractor and after it's re-pressurized before patient service. Submit chosen verifier qualifications for approval.
1.5 Period of Performance
All work, including closeout submissions and training, shall be completed within 365 calendar days from date of receipt of contract Notice to Proceed (NTP).
