General Summary
AMA randomly tested surfaces for lead containing materials (LCM) throughout each above listed building at the Perry Point VAMC Campus.

The LCM testing was performed with a Radiation Monitoring Device (RMD) LPA-1 model x-ray fluorescence analyzer (XRF), Serial #1954. The XRF contains a small radioactive source (Cobalt 57), which emits radiation when pressed against a surface. If the paint contains lead, the radiation will stimulate the lead atoms to re-emit x-rays, which are sensed by a detector in the unit. The XRF then converts these signals to a final reading in milligrams of lead per square centimeter of surface area tested (mg/cm2). The LPA-1 XRF is capable of achieving a ninety-five percent confidence interval in readings to a depth of 3/8 inch.
The XRF was calibrated in accordance with the manufacturer's instructions. Prior to obtaining readings from suspect surfaces, three calibration readings were taken on a National Institute for Science and Technology (NIST) Calibration Test Block and recorded. The NIST Calibration Block contains a known concentration of lead (1.02 mg/cm2) and the XRF must indicate 1.02 mg/cm2 with a tolerance of + or - 0.3 mg/cm2 for the average of the three readings. If the average of three readings is within the established tolerance, the unit is working properly. Calibration checks were performed prior to and at the end of the investigation.
The LPA-1 XRF features two modes of operation when in use: Quick mode and Standard mode. When the Quick mode is engaged on the LPA-1, the unit seeks the shortest period of time to assure a positive, or a negative measurement with 95% confidence. As stated in the XRF Performance Characteristics Sheet (PCS) developed jointly by the U.S. EPA and the U.S. Department of Housing and Urban Development (HUD); no substrate correction is needed. The Quick mode was used during the course of the investigation.
Many types of components tested were found to contain greater than (>) 0.7 mg/cm2 of surface area tested, which is the amount defined as a lead-containing material according to the COMAR, Title 26, Department of the Environment, Subtitle 16, Lead, Chapter 01. Table I at the end of the report lists components that were found to have lead concentrations of >0.7 mg/cm2 within each building.
Table II lists all XRF readings that were found to be LCM.
There is no requirement to remove LCM prior to demolition activities for this type of building in the State of Maryland, only that components finished with LCM be tested, to determine the disposal requirements, following the requirements of the Resource Conservation and Recovery Act (RCRA) and any other applicable federal, state and local laws and regulations. In addition, contractors need to be made aware of the existence of LCM so their workers and the environment can be adequately protected. All lead-containing waste is to be handled and disposed of as hazardous waste unless toxic characteristic leaching procedure (TCLP) testing is performed and indicates otherwise. The waste shall be considered as hazardous when the concentration of lead exceeds 5 parts per million (ppm) by the TCLP.
The Occupational Safety and Health Administration (OSHA) Lead in Construction Standard (29 CFR 1926.62, with Maryland Amendments) must be adhered to during demolition to the LCM finished surfaces. This standard established the permissible exposure level (PEL) for lead at 50 micrograms per cubic meter (ug/m3) as an eight-hour time weighted average (TWA); the action level has been established at 30 ug/m3 as an eight hour TWA. This regulation also requires employers to use engineering controls and special work practices to reduce worker lead exposure to, at, or below the PEL. It also triggers several requirements regarding exposure monitoring, biological monitoring, and employee training when a worker is exposed to airborne lead levels at or above the action level.
Some painted surfaces may contain levels of lead at or below 0.7 mg/cm2, which are able to create lead dust or lead-contaminated soil hazards if the paint is turned into dust by abrasion, scraping, or sanding. Whenever renovation or demolition is performed on any painted components, an attempt should be made to control dust. If any surfaces with measurable amounts of lead are to be disturbed, it must be done so in accordance with the OSHA, and by trained personnel using appropriate techniques and respiratory protection. The OSHA does not honor threshold levels of lead in paint.
