Projects are to be awarded within the last 5 years involve general hospital construction (completed or ongoing) with a similar scope, magnitude and complexity to the Seed Project for the geographical region that the proposal is for. Note: The magnitude of construction for the seed projects are listed as follows:
West Virginia Geographic Area: Between $1,000,000 and $2,000,000 MD/DC Geographic Area: Between $2,000,000 and $5,000,000.

15. For Subfactor 2.2 Quality Control, is a full Quality Control plan required? Or would a narrative addressing each of the required categories (submittal review, construction management, closeout processes, etc.) be sufficient?
• Provide a Quality Control plan for the “Seed Project”. No, narratives.
16. Confirm that the Government will allow proposers a minimum of seven (7) days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.
• Will allow for 7 calendar days.
17. By structuring the Factor 1 - Previous Experience to utilize award dates within 5 years, this may result in more projects being in progress instead of complete. If tracking the award date, please consider allowing for incomplete projects at 50% (or above a certain percentage) to be submitted.
• Firms are allowed to submit incomplete projects.
18. For Factor 1 – Previous Experience, the requirement for project experience is usually based on the project’s construction completion date, not the award date as indicated in the RFP (i.e. projects completed within 5 years of RFP issuance date).
Would the Government consider modifying this requirement so that relevant projects are completed within the last 5 years?
• No
19. We understand that the Government intends to award a lump sum contract for this
Task Order. The construction industry continues to experience significant cost volatility in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material costs from their suppliers, sometimes on a weekly basis, that can be as high as 10% or more. How is the Government going to accommodate the current price escalation being experienced in the marketplace with regards to commodities such as wood, steel, plastics, etc? Can an Equitable
Price Adjustment (EPA) per contract length as one of the Defense FAR Supplement (DFARS) 216.203-4(1)(ii) clause be added to the RFP?
• Department of Veteran Affairs is a civilian agency and cannot utilize
DFARS.
• All task orders will be firm fixed price, wage rates are determined at task order solicitation and will not utilize Equitable Price Adjustment.
20. The construction industry continues to experience significant volatility, resulting in material lead time delays, in nearly all commodities that cannot be anticipated.
Subcontractors are receiving unforeseen increases in material delivery durations from their suppliers.
How is the Government going to accommodate the current extended lead times and material manufacturing and delivery delays that are occurring in the construction industry?
• Projects will be individually awarded on task orders which will have their own Performance periods.
21. The SF1442 says that the proposal due date is October 18 but SAM.gov says that the offer response date is October 3. Please confirm that the proposal due by October 18.
• Proposals were due October 3, 2022 and then October 18, 2022. See SF30 for new date.
22. Would the VA [permit a 2nd site visit for the DC/Maryland seed project? The scheduled site visit was very close to the solicitation issue date and did not provide firms an opportunity to attend.
• A 2nd site visit was granted and conducted on 9/22/2022.
23. Do we need to provide a bonding letter in addition to Attachment 5 Surety Information, or would a letter from our bonding agent be sufficient? If Attachment 5 Surety Information is required, is out surety supposed to submit it directly to the VA or are we supposed to include it in our proposal?
• Attachment 5 is required. Firms may do either i.e. submit it in their proposal or have it emailed to alison.klein@va.gov.
24. Do the projects we include in Factor 1 Previous Experience need to be 100% complete or can we submit projects that are in progress? Also should they have been performed within 5 years from the solicitation issue date or from the proposal submission date?
• Firms can submit projects that are in -progress. The 5 years is from the solicitation issue date.
25. Will experience other than hospital; related projects to be considered if the proposer can provide sufficient detail regarding past performance on multi-trade projects that are similar to the seed project and/or potential Task orders issued under solicited JOC and meeting additional requirements under Subfactor 2.1 Key personnel, Subfactor 2.2 Quality Control, Subfactor 2.3 Risk Assessment and Subfactor 2.4 Safety & Infection Control that would demonstrate the ability to properly execute such projects.
• No, previous experience under Factor 1 submitted must be hospital experience performed either as a prime or subcontractor within the last 5 years where at least 3, no more than 5 construction projects where mailto:alison.klein@va.gov multiple trades were involved. Project magnitude shall be the price range of $ 1 million and $20 million, where a minimum of two (2) project should be equal or greater than $5 million. The 5 year timeframe is from award date of the project.
• Past performance under Factor III only requires demonstrating recent i.e.
in the last 5 years of general hospital construction that is similar in size and scope of the Seed Projects.
26. The RFP states that the contractor must have sufficient bonding capability to meet the maximum per Task Order amount of $20,000,000. This is a very large bond for the majority of SDVOSB contractors. Even if a surety provides proof of obtaining bonds at this level, there is no guarantee that a bond would be provided at any time as it would reflect over 50% of the small business size limit and depends on current on-going workload. How many projects does the VAMC expect to solicited under the JOC that reach this size? Would the VAMC consider creating two pools of contractors to reflect standard and elevated bonding levels? A base tier of binding capacity of $5-$10 million would promote more competition for the overall JOC award and allow for more localized contractors to submit an RFP response.
• This is not for a single VAMC, but two regions within the VISN i.e. MD/DC & WV for a total of 8 Medical Centers, 4 Medical Centers per region. This is not a Job order contract (JOC), but for Multiple Award Task Order Contract(s). A sources sought and market research were performed prior to solicitation. The Government at this time is not changing the bonding capability for a single project from $20,000,000.00 or creating two pools. It is unknown at this time how many projects over the 5 year period would be between $10,000,000.00 and $20,000,000.00.
27. Can experience from an ongoing current IDIQ be utilized in it’s entirety to demonstrate sufficient detail for past performance on multiple trades as well as project magnitude greater than 1 million? Such would also meet additional requirements under Subfactor
2.1 Key Personnel, Subfactor2.2 Quality Control, Subfactor 2.3 Risk Assessment and Subfactor 2.5 Safety & Infection Control and would also demonstrate the ability to properly execute such projects.
• Not for Technical Factors I, II and their subfactors, it states construction projects. Each project will be considered separate, not to be consolidated under a single contract like an IDIQ. Firms may utilize individual projects that were awarded under an IDIQ, but only if individual project is between $1 million and $20 million, where a minimum of two (2) project should be equal or greater than $5 million.
28. In which Volume (Technical, Past Performance or Price) should a copy of the Bid Bond be placed?
• None, Bid Bond is to be hard copy while the rest of the proposal is to be electronic and emailed to alison.klein@va.gov. The bid bond for the Seed Project(s) shall be hard copy and original and sent to Louis A. Johnson VAMC, Attn: Alison Klein (90C), 1 Med Center Drive, Clarksburg, WV 26301. Failure to receive the original hard copy of the Bid Bond(s) prior to solicitation closure will consider the offer(s)/proposal(s) to be non-responsive.

29. RFP page 66, Section 4.33 contains “Contractor Certification: Immigration and Nationality Act of 1952, As Amended”. Is this section required to be included with the proposal submission? If so, in which Volume (Technical, Past Performance or Price) should it be placed?
• Yes, place it in the Price Volume III.
30. Building Automation System , spec section 22 05 11, 22 63 00 Page 1 note 10, Page 9 section 2.4: The specification for Division 22 05 11 for plumbing on page 1 note 10 has note listed for BAS definition as Building Automation System. In Plumbing Division 22 63 00 section for Gas Systems and Laboratory and Healthcare Facilities on page 9 section 2.4 Alarms section A indicates “Provide all low voltage control wiring including wiring from alarm relay interface control cabinet to BAS, required from complete, proper functioning system.” Please confirm there is no requirement for the medical gases Alarm panels provided by Plumbing Division 22 and installed by Electrical Division 26 to provide any points relayed to the site wide Andover Continuum System Building Automation System onsite? If there is any integration requirements, please confirm what points would need to be relayed to Existing Andover Continuum DDC system onsite?
VAMC Response: Project scope does not include interconnection between the master alarm panels and BAS system (Andover).
31. Is there an environmental report available for Perry Point MD project? If ACM is discovered in the work area for penetrations, will the Government provide 3rd part air monitoring during the abatement process?
VAMC Response: Latest facility ACM survey to be provided. Areas and types of ACM expected to be encountered and abatement details are noted in the bid documents (sheet HA101 – HA107, and specification sections 028211 and 028213).
Contractor is wholly responsible for procurement of licensed abatement contractor as well as 3rd-party CPIH air monitoring services for their employees per OSHA requirements. VA will separately procure 3rd-party VPIH inspection and monitoring services to satisfy their own requirements, but this will not relieve the contractor of their 3rd-party CPIH requirements.
32. On drawing P-100.14 sheet note 5 states that a new pressure switch is to be provided for the 2" O2 source line. We have reviewed the specifications and the drawings and find no information beyond the referenced sheet note defining the manufacture, voltage, and termination point for this device to communicate to.
Please ask the engineer to provide: Basis of design for this pressure sensor?
Alarm panel that this sensor is to be connected to?
VAMC Response: Basis of design is “Powerex PX-PSB-24”. The switches are dry contact type. No power is required only low voltage wiring back to master alarm panels.
33. On drawing P-101.14 along column line 32 there is a note indicating a (N)MGA-1-2.
We understand this to be a new medical gas alarm panel. We have reviewed the specification and the drawings and are unable to locate the name of the manufacturers for the existing medical alarm panels at the facility. Can you please provide the name of the existing panel manufacturer?
VAMC Response: Existing master alarm panels are Amico Model A2M. Existing area alarm panels are Amico Model A2A.
34. On the SOW, Item 1.2: It describes the work being conducted in specific buildings, that is, Buildings 13H, 14H, 19H, 23H, 24H, 25H, 364. However, in the Specifications book, on Page 11, it describes work as being done on Buildings 14H, 19H, 23H, 24H, and 25H as well as alarm and monitoring upgrades for Buildings 361 and 364. These two descriptions are not the same. Building 361 is missing from the SOW, and Building 13H is missing from the Specifications. Can you clarify the specific buildings involved in this project? Are all buildings referenced in the drawings?
VAMC Response: There is no new work in Building 361 except work at the connection point of 361 to Building 23H. Alarm/piping work within Building 361 is not part of the bid documents. Building 13H is referenced in the bid documents as work occurs in the basement hallway to run new alarm wiring between 24H/25H and 14H. Other buildings include 14H, 19H, 23H, 24H, 25H, 364. All buildings are referenced in the bid drawings.
35. What are the specs for the lab air compressor listed on P-701 (23H-LA-1)? The lab air compressor is the only system that does not have specs listed. Please provide SCFM, discharge pressure, receiver size, number of motors, horsepower of each motor, and voltage requirements for this compressor package.
VAMC Response: Basis of Design is “Powerex LabAir System Model# LSD05A3”, which has specifications of 25 SCFM @ 145 PSIG, 80 gal receiver, 2x5 HP motors, 460V.
36. Will the facility be handling and coordinating the medical gas shutdowns? There will be many of these shutdowns for each gas throughout this project, and we’re curious who will be responsible for the coordination and facilitation of each one.
VAMC Response: VA COR will be assigned at project Notice to Proceed, and will be responsible for all facility-level coordination required by this project’s shutdowns. Shutdown requests and plans must be submitted at least 2 weeks prior to intended shutdown date to allow time for coordination.
37. Provide as-builts for the building(s) and surrounding site (utilities).
VAMC Response: Existing site building/utility drawings may be available depending on location of work. Offeror who is awarded contract should coordinate with assigned COR for access to available as-built information prior to start of construction.
38. Provide current geotechnical report.
VAMC Response: This request is too broad. This project does not include site/civil work. Some site information may be available depending on what information is needed. Coordinate with project COR after award.
39. Provide the firm and point of contact for the controls system.
VAMC Response: Medical Gas Alarms are not tied into the BAS (Andover) control system. Any other need for this information should be coordinated with project COR after award.
40. Verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc from the affected areas prior to construction.
VAMC Response: The majority of new work occurs in hallways and mechanical spaces. In office/patient care areas, local VAMC staff will be responsible for relocation of personal effects and service equipment in the immediate work area.
Contractor staff may need to temporarily relocate small movable furniture (tables, chairs, etc.) to allow safe access for contractor operations/equipment and required ICRA containment measures. Furniture bolted down or fixed in place will not be relocated. Coordinate needs with assigned COR.
41. Provide Hazardous Material Report for this project.
VAMC Response: Most recent facility Asbestos and Lead Survey Reports are attached.
42. Has the facilities ICRA team assigned classifications to the affected and adjacent spaces to set the level of ICRA measures to be put in place by the general contractor?
VAMC Response: ICRA permits will be finalized prior to construction proceeding in each area. See sheet AS-002 for work classifications and risk matrix. Preliminary ICRA notes majority of work is expected to require Class II ICRA, with some Class III ICRA containment measures in patient care areas. Class I & IV will not apply to this project’s scope.
43. Who does inspection and permitting of Infection Control? Is there an Infection
Control Permit fee?
VAMC Response: Local VAMC Infection Control staff is responsible for assigning project ICRA permits, and assigned COR will coordinate ICRA requirements and obtain permit prior to work beginning in each area. There is no fee.
44. Confirm standard / permissible work hours during construction.
VAMC Response: Medical Center hours 7a-4:30p.
45. HA101, HA102, HA103, HA104: Asbestos is referenced on HA101, HA102, HA103, HA104 multiple sheets at pipe penetrations for floor tile and ceiling tiles. But the statement of work says no ACM should be encountered? The Drawings say to submit unit pricing for abatement, should this be included in our overall number or submitted separately with-in our proposal, if so under what area.
VAMC Response: Offerors’ bid shall provide a lump-sum allowance for ACM abatement within their proposal, as well as noting a unit cost for additional abatement services during construction (if required). For bidding purposes offerors shall assume 50% of all new floor penetration areas noted on bid drawings HA101 thru HA107 will encounter ACMs that require ICRA containment, abatement, and 3rd- party monitoring prior to coring of new penetrations. Each floor penetration area shall be assumed to remove 2.0 SF of ACM floor tile and mastic. Contractor shall note the quantities of abatement allowance assumed within their bid proposal, and shall coordinate exact penetration locations and abatement activities with project COR. Contractor shall keep a detailed record of abatement quantities actually abated, and any overages to noted allowance/bid quantities will be compensated by change order directive during construction.
46. P100.13 Sheet Keynotes 1. EXISITING CORRIDOR CEILING SPACE IS CONGESTED
CONTRACTOR TO MAKE ALLOWANCES FOR EXTRA MATERIALS THAT MAY BE
REQUIRED TO AVOID EXISITING UTILIES AND COORDINATE WITH ACTUAL FIELD
CONSITIONS. Can the VA provide an estimate or quantities of suspected location this will be a factor?
VAMC Response: Cannot provide estimate. Bidders shall account for a reasonable quantity of additional piping/fittings and labor estimated to be required to install each run of new piping within the noted ceiling areas (ie. do not assume a continuous straight length of pipe in bid). No additional compensation will provided for avoiding existing utility conflicts – exact piping layout is contractor means and methods.
47. P-001 plumbing Note 24. POSTIVIE SHUT-OFF OF EXISITING VALVES CANNOT BE
GUARANTEED VA WILL PROVIDE REASONABLE EFFORT TO CLOSE OFF PIPING
WITH EXISITING VALVES. IF EXISITING VALVES FAIL TO HOLD. CONTRACTOR IS
RESPONSIBLE FOR COST AND EFFORT REQUIRED TO FREEZE PIPE AS NEEDED.
Can VA provide an estimated number of valves that should be expected to fail?
VAMC Response: This note does not apply to gaseous piping, and is not expected to be required under this project scope.
48. Room Finish Schedule A701 Patient Toilet Floor: Room finish schedule specifies epoxy floors in the patient toilet rooms, however drawings 1-A701 show ceramic on floors. Please clarify.
• The legend shows Porcelain Tile on 1-A701, but the Schedule shows
Epoxy. The correct application is Porcelain Tile.
49. Wall Protection pages A401 & A701 Detail 9: Under the Basis of Design – Finishes 2 wall protections are listed as same material, but 2 different colors. Could only find one on the plan, page A401 detail 9. This only shows a portion of the room on one wall. Are there any other locations or colors of the wall protection being used anywhere else? Please clarify.
• See Attached drawing #1. -
50. Finishes page A701: Armstrong LVT specs are discontinued. Please clarify alternate.
• All discontinued specifications should be resubmitted by the contractor with an acceptable, close alternate that shares the same salient characteristics as the discontinued item and also meets VA/project specifications.
51. Service Elevator: Service elevator was inoperable at time of site visit. Should it be in the same condition at any point of construction, what are the alternate means of transporting materials and debris from the site?
• For bid purposes, it should be assumed the service will be in operation for construction.
52. Furniture/Décor/TV: Is contractor installing new seating and décor for the new work area or the VA? Are the current TVs in the waiting area being reused?
• VA will install seating and décor, including TV’s (which are to be reused).

• These spaces are set up as treatment rooms (some with recliners and others with exam tables/equipment). Supply room is that of a typical supply closet with shelving. Work in the Oncology area is to only be done afterhours/on weekends and coordinated with the COR.
84. Drawing PD101 sanitary piping demolition required for 2nd floor impacts 1st floor existing space ceilings. The drawings show 1st floor plan; however, existing conditions and content for these spaces are not provided, including ceilings and owner furnishings. What are the existing ceiling conditions and content for the spaces?
• Area is Acoustical Ceiling Tile and standard lighting and electrical systems; see question 36 for furnishing.
85. Drawing EY101 calls for new fire alarm and devices for phasing tie-in at existing comm room 2AB-115, note #1. What are the existing conditions at this room, including ceilings, existing equipment, locations of panels, etc. phase 1 & 2 tie into the existing panels, will the existing panels accommodate the new system, considering age and compatibility?
• Exposed ceiling. Use existing patch panel in existing telecommunications rack for horizontal cabling. New fire alarm devices shall be compatible with existing system. Fire alarm system is Simplex.
86. Security cameras are required per the phasing plan. What is the existing PACS system name and who is the provider?

Do not use Acrovyn (WP1) in Rooms 2AB- 103 and 2AB-104; in 2AB-103 and 2AB-104 only ceramic tile wainscot (CT/CT1/CT2) per detail on sheet A401.
iii. Room 2AB-102 shows to receive GWB / P2 (which is depicted as no wainscot, just paint), however detail 9-A401 shows the wall with the sink (the west wall) receiving WP1 (CS Acrovyn) Refer to Drawing #1 in RFI.
iv. Room 2AB-100 shows the west and the south receive Blue Cruise paint and Ocean Gray Wall Protection. The north and west walls receive Crushed Ice paint and Oyster Gray wall protection Question: Can the room finish schedule be clarified for the exact finishes to be identified for each room? Refer to Drawing #1 in RFI.
