Lab Waiting Project Beckley VA Medical Center 517-14-123
SCOPE OF WORK
517-17-123 Lab Waiting Area
Location:
Work performed under this scope will be conducted at the Beckley VA Medical Center (VAMC) located at 200 Veterans Ave., Beckley, WV 25801. Work will be conducted in Building 1.
Project outline:
This project will renovate the current lab waiting area at the Beckley, VAMC. The waiting room for lab and phlebotomy patients will be expanded, and an additional restroom will be provided, with recessed specimen pass through cabinet. The existing spaces of the staff locker-room and lounge area will be demolished to house the lab waiting area. This renovation will include new finishes, lighting, fire protection, plumbing, mechanical, and electrical devices throughout the space.
Lab Waiting Area This scope of work (SOW) shall be used to provide the prospective general contractor an overall description of work to be completed per design drawings and VA specifications. The information provided in this SOW includes but shall not be limited to, the following:
Phasing
1. All Infection Control measures will be required during each phase.
2. Construction phases identified on the design drawings will be followed in order and all pre-planning will promote continuous Emergency Department operations outside the construction boundaries identified in Phases 1-4.
Architectural Scope of Demolition:
1. Demolition will consist of removing existing walls, finishes, utility services, and infrastructure as necessary for the modifications and repairs; refer to design drawing for greater details.
Scope of New Work:
1. Construction will include all areas included within construction limits shown on design drawings.
2. Construction will include new flooring, walls, and ceiling installation.
3. Painted walls will be augmented by LVT flooring in public areas and seamless flooring in accessioning areas. Tile and epoxy flooring will be used in the restrooms.
4. Construction will be coordinated and designed to accommodate alterations required for structural fire protection, plumbing, mechanical, and electrical systems included in the project.
Fire Protection
Scope of Demolition:
1. Fire Sprinkler System: The existing sprinkler heads and corresponding branch piping will be demolished/removed throughout the area being renovated.
Scope of New Work:
1. Fire Sprinkler System: New sprinkler heads and branch piping will be provided in the work area.
2. The sprinkler contractor will provide flow test data, sprinkler installation drawings and perform hydraulic calculations for the area of work.
Plumbing
Scope of Demolition/Removal:
1. Domestic Cold-Water Distribution: The existing cold-water supply serving the existing plumbing fixtures and equipment in the area of work will be capped above ceiling and associated piping will be demolished/removed.
2. Domestic Hot Water Distribution: The existing hot water supply serving the existing plumbing fixtures and equipment in the area of work will be capped above ceiling and associated piping will be demolished/removed.
3. Sanitary Drainage and Vent System: The existing sanitary drainage and vent piping serving plumbing fixtures in the area of work will be removed/demolished.
4. Plumbing Fixtures: All existing plumbing fixtures in the area of work will be demolished/removed.
Scope of New Work:
1. Domestic Cold-Water Distribution: A cold water distribution system will be provided for the area of work. The supply will connect to the existing domestic supply. Domestic cold water will be distributed to plumbing fixtures and equipment.
2. Domestic Hot Water: A hot water distribution system will be provided for the area of work. The supply will connect to the existing domestic supply. Domestic cold water will be distributed to plumbing fixtures and equipment.
3. Sanitary Drainage and Vent System: The sanitary drainage and vent piping will connect to the existing system. The sanitary drainage and vent system will serve plumbing fixtures including water closets, lavatories, sinks and floor drains.
4. Plumbing Fixtures: All new plumbing fixtures will be of the low flow water saving type complying with the EPA's Water Sense program.
Mechanical Scope of Demolition:
1. All existing supply return and exhaust ductwork will be removed from the area of work.
2. VAV boxes and accessories will be removed.
3. Hot water piping will be removed as necessary to support the new VAV layout.
4. AHU’s and exhaust fans will be reused and rebalanced for new airflows.
Scope of New Work:
1. New VAV boxes will be installed to provide zone temperature control. These new boxes will have hot water reheat coils, electronic modulation, and be tied into the existing DDC system. New supply and exhaust duct will be tied into the existing ductwork at the determined locations.
Electrical Scope of Demolition:
1. Remove existing receptacles in the areas of renovation. Remove associated branch circuitry back to nearest existing device or serving panel. Conduits, in walls that are to remain, shall also remain with conduit being cut off 6 inches above accessible Cabling in these conduits shall be removed.
2. Remove all lighting devices and controls from areas of renovation, unless otherwise noted. Remove associated branch circuitry back to nearest existing device or serving panel.
3. Remove all data outlets in area of renovation. Remove all cabling serving data outlets in area of renovation. Remove all conduit in area of renovation serving these devices. Conduit, in walls that are to remain, shall also remain with conduit being cut off 6 inches above accessible ceiling.
4. Relocate existing wireless access point, provide new CAT 6 cable to new location from existing patch panel.
Scope of New Work:
1. Power: Receptacles will be provided throughout the addition necessary to for convenience power and special equipment needs as required. Duplex receptacles on normal power will be provided in lab rooms and waiting rooms. Receptacles in waiting rooms shall be tamper-resistant per NEC 406.12. Emergency receptacles will be provided as necessary to comply with design guide criteria and special equipment needs.
2. Lighting: New LED lay-in type lighting will be provided throughout the renovated area. Occupancy sensors, low voltage controls, and exit lighting will be provided to comply with NFPA and VA Guidelines.
3. HVAC Equipment: Power will be provided to all new HVAC and plumbing equipment. Normal and/or Emergency power will be provided per NFPA and VA Guidelines.
4. Fire Alarm: New fire alarm devices will be provided as required by NFPA and VA Guidelines in the renovated area. All new devices will be connected to the existing fire alarm system.
5. New telecommunications outlets will be provided per VA Design guides. Existing patch panels will be used as available and new provided where required.
6. New nurse call devices will be provided for patient restrooms and blood draw areas per VA Design guides. New devices will be connected to the existing nurse call head end equipment.
7. Public address speakers, conduit, and cabling will be provided. The new devices will be integrated into the existing public address system.
8. CCTV cameras, conduit, boxes, and cabling will be provided as necessary. The new devices will connect to the existing system.
9. Access Control devices, boxes, conduit, and cabling will be provided as necessary. The new devices will connect to the existing system.
10. Wireless Access Points will be reinstalled in locations from which they were removed.
Bid Items
BID ITEM 1 (BASE BID): Work includes general construction, alterations, interior demolition, and reconstruction, including mechanical electrical, plumbing, and fire protection systems work, necessary removal of existing structures and construction and certain other items for renovation of the 2nd floor lab accessioning and waiting area. Construction duration for Bid Item 1 is 150 calendar days for all bid items after the Notice to Proceed.
Additional Requirements
Offeror is expected to inspect the site prior to submitting a proposal.
Infection Control measures including negative pressure airflow and filtration, hard construction walls, solid doors, tacky mats, and warning signs will be utilized for project duration of both demolition and construction.
Temporary work delays may be requested as needed, given the area of construction is in an occupied medical treatment facility. Interruptions to patient care must be avoided and mitigated immediately upon request from VA COR.
Contractor will be required to maintain a safe environment for all staff, visitors and patients. Work will be around an occupied healthcare facility in operation 24 hours a day and care must be taken to keep work areas clean and contained.
Contractor will also be required to supply a dumpster for material disposal, and an Office trailer if necessary, which will be located per VA COR approval.
Contractor shall also be responsible for the disposal of all demolished material, with disposal reports provided to the VA COR quantifying weight, material type, etc. All VA GEMS specifications, 01 57 19, 01 74 19, and 01 81 13, as found in the VA TIL apply to all construction activities conducted in the scope execution of this project.
Adherence to VA Specifications and Special Hospital Requirements during all phases of construction is required by the Contractor.
A copy of the VA Master Specifications will be provided by the VA and distributed to each prospective general contractor.
In the event the contractor encounters any dangerous or hazardous materials, including asbestos, it shall be processed and removed in accordance with all VA environmental regulations and VA master specifications.
Evening and weekend work may be required. All work will be coordinated with the COR.
All outage details should be submitted to COR in writing 72 hours in advance. No unplanned outages, that deviate from the approved planned outage submittal, will be conducted without approval from the VA.
It shall be the responsibility of the contractor to ensure that his workers and his sub-contractors workers abide by all government rules and regulations. All workers on site shall show proof of completion of the OSHA 10-hour Training course, VA patient privacy training COVID 19 screening, and TB test results. Workers not meeting these requirements will not be allowed to work inside the facility and will be asked to leave the site.
All contractor employees are required to be fingerprinted within five business days of receiving Notice to Proceed. After negative findings result, the COR will assign temporary contractor identification badges to workers as needed with proof of valid driver’s license and OSHA cards. Workers that will be physically onsite 181 days or longer will require more extensive background checks. Note that employees cannot start work until all security requirements outlined in the ‘Special Agreement Check’ guidance provided with this contract.
energy efficient and sustainable design policy for vA new construction
1. ISSUE: Mandatory compliance requirement of Energy Policy Act (EPACT) of 2005, and application of sustainable design principles in new construction.
1. BACKGROUND: The EPACT 2005 mandates that all new federal facilities shall reduce the energy cost budget by 30 percent compared to the baseline building performance rating per the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 90.1-2004, Energy Standard for Buildings except Low-rise Residential Buildings or International Energy Conservation Code (IECC), and employ sustainable design principles.
1. DISCUSSION: To assure that all new Federal buildings incorporate the best energy efficiency techniques available, Section 109 “Federal Building Performance Standards” of the EPACT 2005 directs the Secretary of Energy, within one year, to issue a rule that establishes Federal building energy efficiency performance standards. The standards will require that, if life-cycle cost effective, all new Federal buildings will be designed to achieve energy consumption levels thirty percent below those of the current version of the applicable ASHRAE standard or the IECC. The requirement further states that sustainable design principles will be applied to the siting, design, and construction of all new and replacement buildings. As an oversight provision, the section also directs each agency to include in its annual budget request, and report under the National Energy Policy Act, identification of all new buildings and whether they meet or exceed the developed standards.
The general contractor shall conform to all the provisions of the contract documents, and shall provide the necessary sub-contractors, materials and labor required to complete the project.
