About this file
This justification document supports a firm-fixed price construction contract for a new mental health building and parking at the Alaska VA Medical Center. The project requires several brand-name components for compatibility with existing security, fire alarm, and HVAC control systems, including door hardware and locks from Best Corporation, a security access control system from Hirsch, a fire alarm system from Edwards EST-3, and direct digital controls from BACnet. The justification cites the significant costs of replacing standardized components across the facility as the basis for restricting competition under FAR 6.302-1. The related solicitation is a service-disabled veteran-owned small business set-aside for design-bid-build construction with an anticipated award date in 2022.
