SOLICITATION # 36C77622B0047 ALASKA MENTAL HEALTH FACILITY
TECHNICAL QUESTIONS AND VA RESPONSE TRACKING SHEET
ITEM
NO. QUESTION GOVERNMENT RESPONSE
1. There are Baseboard Wall Heaters under the exterior windows.
It was found that these will conflict with the TEMP Wall construction and location. Are these heaters to be removed / decommissioned? Removed and relocated to a TEMP location or PERMANENT location?
Yes. See MD101
2. Is the VA providing the GC use of utilities (power, water) at no expense to the GC, with the exception of initial connection? Or is the VA requiring the GC to install metering and pay for the utility usage each month?
AVAHS will provide a reasonable amount of utilities at no cost based upon the square ft of building area for existing consumption of utilities.
3. The specification calls for Rauland Responder 4 nurse call compatible devices, but it is our understanding that the Anchorage VA clinic has a Rauland Responder 4K (R4K) nurse call system. Please confirm the version of nurse call system.
Specification is for a new system in this portion of the building, not connecting to existing.
4. The Rauland R4K nurse call system is obsolete and discontinued. We cannot source or add R4K parts to the existing system. We can provide an upgrade to the existing head end equipment to Rauland R5K and add R5K hardware to the system. We can do this and leave the existing R4K hardware in the other units in the facility. Will an R5K upgrade be allowed as part of this project?
See #3 response.
5. The drawings call for a wireless pull cord. Will a wired pull cord be acceptable?
Wireless is preferred, wired is acceptable.
6. As the nurse call system is stand alone are the Cyber Security requirements applicable?
Per VA Physical Security Design Manual, end-to-end cybersecurity is required for both internet connected and standalone systems, hence the inclusion of requirements.
7. Who will be responsible for all network programming? This will include all IP addresses for all new devices onsite
Programming for the individual systems is the responsibility of the contractor. We are assuming this question is regarding nurse call/video/access control systems which are standalone and not on the VA network.
8. Will there be a need for any additional network switches to support any of the new equipment being added?
Video system will require switches as cameras are being terminated in a new telecom room. If switches are needed to support other systems, these are the responsibility of the contractor but none other than video were anticipated.
9. If any new network switches are required what model is acceptable for the site?
Switches must meet manufacturer requirements and VA physical security requirements in specifications, no specific model number is given in specs/standards otherwise. A variety of switches have been observed in use at VA facilities.
10. Will the video system require any new licenses for adding the additional cameras for the site?
Contractor is responsible for new licenses required to add new hardware.
11. General video question. What frame rate is required for recorded video and how many days storage is required?
This will be coordinated with VA Physical Security personnel during installation/commissioning for each camera.
12. With the new quantity of cameras for the site will any new video servers be required.
No new servers required.
13. Need clarification on PACS system on site. Will any new license be needed to add the additional readers?
Contractor is responsible for new licenses required to add new hardware.
14. Need clarification on PACS system on site. Since we are adding to the existing need verification on Brand and version for connectivity
Per specification, existing brand is Hirsch.
15. Specification 22 13 00 VA Facility Sanitary sewer vent piping allows for cast iron piping. This is not typically used for forced waste.

Doors and frames will be galvanized. Doors will have been tested in accordance with SDI/DOOR A250.4 and will have met the requirements for Level C. Prepare doors to receive specified hardware.
Doors shall be 1-3/4 inch thick.
50. Spec section 081400 references STC-47 and the door and frame schedule is calling out STC-45. Which is correct, the specification or the door and frame schedule?
STC 45
51. Please clarify Door C1-1B. Based on the called-out hardware set #20, It has typical hardware of a hollow metal opening and not an aluminum opening. C1-1B is calling out for a door type 3 storefront door and frame with a finish note 8. The frame type says HM hollow metal and detail 1/AE810 and 2/AE810 do call out for a hollow metal frame. Should the door change to a door type 6 and the finish note change from door note 8 to door note 7?
Change door to type 6. Change finish from type 8 to 7.
52. Section 00 01 15 – on Page 11 of 11 there is a note that states “Full sets of all drawings on existing building in PDF and AutoCAD formats are available.” Please provide these.
Drawings on existing building and wayfinding will be provided to successful bidder.

LP-101, LP-102, LP-103 and LP-104 are the correction landscaping drawings.
55. Section 00 01 05 – on Page 11 of 11 it indicates that Drawing GI002.3 is “Drawing Index – Volume 3”. Sheet GI002.3 that is included in the drawing package is labeled “Drawing Index – Volume 2”. Please confirm this should be labeled “Drawing Index – Volume 3”.
Volume 3 drawings are listed on G1002.3.

57. Drawing MJ001 note 17 describes the VRF equipment condensate drain system (shown on drawing PP103). Drawing MJ001 note 18 describes a secondary condensate drain system which is not shown on any drawing. Is it the intent to have two condensate drain systems serving the same equipment?
Two condensate drain systems are required.
58. Table 1 section 03300 calls for minimum cement per cyd. If the concrete meets W/C and strength but not the minimum cement would that be acceptable for the project? This would be a significate cost savings to the VA to specify compressive strength and W/C not the amount of cement in the mix.
This is structurally acceptable to meet W/C and strength requirements but not minimum cement.
59. 03300 states “ Maximum size of coarse aggregates not more than one-fifth of narrowest dimension between sides of forms, one-third of depth of slabs, nor three-fourth of minimum clear spacing between reinforcing bars.” The structural notes specify 1” minimum coarse aggregate, and the specifications reference AASHTO # 67 stone to be acceptable (AASHTO #67 can be 100% passing the 1” sieve and still be within specification).
Please follow the 1” minimum coarse aggregate size per the structural notes.
60. Is the structural note a misprint? Is it supposed to say 1” maximum coarse aggregate size?
CD 1 is correct.
The larger aggregate helps to minimize cracking in the slab on grade.
61. On sheet AI-123: Please clarify - Provide Material Types / colors for the following: WD-1 Panels; TB-1 Back Panel; SLDS- 1 Counter Top and Backsplash; WD-3 Panel / Shelves and SS-1 Finish
