About this file

This is Addendum No. 1 to a federal construction specification for computer-room air-conditioning (CRAC) units at the VA Medical Center in Miami, Florida (Contract No. 546-22-110). The addendum modifies Section 23 81 23 of the specification and is effective May 31, 2024.

The specification requires the procurement and installation of wall-mounted, split-system CRAC units with the following key requirements: self-contained, factory-assembled units with galvanized steel cabinets featuring baked-enamel finish and 13-mm duct liner insulation; forward-curved centrifugal fans with two-speed direct-driven motors; hermetic scroll compressors with internal motor overload protection and crankcase heaters; direct-expansion evaporator coils with stainless-steel drain pans and integral condensate pump units; and remote air-cooled refrigerant condensers with E-coated aluminum-fin coils. Units must include fully modulating controls providing 0-100 percent capacity adjustment, solid-state temperature control modules, DDC or BAS interface capability, and MERV 7 filters per ASHRAE 52.2. The specification mandates remote outdoor condenser coils with multi-stage epoxy immersion coating featuring UV protection, traceability documentation, and minimum five-year warranty, with compliance to ASTM standards for salt spray resistance (6,000 hours), humidity resistance (1,000 hours), water immersion (260 hours), cross-hatch adhesion (4B-5B rating), and impact resistance (160 inch-pounds). Installation requires coordination with access flooring contractors, compliance with refrigerant piping and electrical standards, and adherence to manufacturer instructions. The contractor must provide commissioning documentation per Section 23 08 00, startup testing under Commissioning Agent observation with seven days' notice, and four hours of manufacturer's technical representative training for VA personnel. Warranty coverage is one year from final acceptance with four-hour service response time for defects.
