WR-ALC Energy Management System (EnMS) Scope & Boundary
(ISO 50001:2018 - 4.3, 4.4, 5.1, 5.3, 7.1)
Introduction. The Warner Robins Air Logistics Complex (WR-ALC) is the largest tenant organization on Robins Air Force Bases and accounts for approximately 55% to 60% of the total energy consumption for the Base. The mission of the WR-ALC is to provide organic programmed depot maintenance (PDM), engineering support, and software development to major weapon systems to support the warfighter. Currently the WR-ALC provides programmed depot maintenance, engineering support and software development to major weapon systems (F-15, C-5, C-130, C-17, RQ-4 Global Hawk, E-8 Joint Surveillance Target Attack Radar Systems (JSTARS) and Special Operation Forces (SOF) aircraft) as well as avionics parts and components for these and other Department of Defense (DoD) assets. The complex achieves command objectives providing a capability/capacity to support peacetime maintenance requirements, wartime emergency demands, aircraft battle damage repair and a ready source of maintenance of critical items. Major activities within the WR-ALC that use energy include stripping, cleaning, inspection, machining, repair, painting, and testing of aircraft, components, and engines.
The 78th Air Base Wing Base Civil Engineering (78 ABW/CEG) group provides utility services to the WR-ALC in support of the 402nd Maintenance Support Group (MXSG) and other tenants.
EnMS Scope. The EnMS scope applies to all WR-ALC organizations and operations at Robins Air Force Base. WR-ALC depot organizations accomplish overhaul/repair/modification of military aircraft, aircraft components, aircraft avionics and aircraft software for the Department of Defense (DoD) weapon systems and support activities. The WR-ALC encompasses multiple sub-organizations. They are 402nd Aircraft Maintenance Group (AMXG), 402nd Commodities Maintenance Group (CMXG), 402nd Electronics Maintenance Group (EMXG), 402nd Software Maintenance Group (SMXG), 402nd Maintenance Support Group (MXSG), Business Operations (OB), Financial Management (FM), Safety & Operational Health (SE), Engineering (EN), Quality Assurance (QA), Art of the Possible (AoP), and Aerospace Sustainment (AS). The 402nd Maintenance Support Group (MXSG) is responsible for the overall energy performance of the WR-ALC complex, and is continually engaged with the other groups as the provider of operational support services. 402nd MXSG is therefore the logical lead organization for the WR-ALC’s ISO 50001 EnMS. WR-ALC also manages energy performance of out-source operations IAW Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD directives (DoDDs), and AF 63- and 64-series.
EnMS Boundaries. WR-ALC is a tenant organization at Robins Air Force Base (RAFB) in Warner Robins, Georgia. WR-ALC facilities are combined with the facilities used by other tenants at Robins AFB. Figure 1.2 shows the facilities where various WR-ALC operations are accomplished. In some cases, a facility is a shared tenancy, i.e. the facility is occupied by multiple organizations including the WR-ALC. Not shown is the WR-ALC presence in the former Boeing Macon facility now considered Robins AFB North. The list of WR-ALC allocated facilities can be viewed in the WR-ALC Facilities List in Appendix 1. This listing should be considered the authoritative source for the physical boundary of the EnMs.

Utilities. WR-ALC utilities come from several sources. The WR-ALC receives natural gas and electricity from the local utility. The WR-ALC also receives utility services from the ABW. In addition, the WR-ALC generates its own compressed air, steam, and chilled water at many locations. However, in some instances, the 78 ABW/CEG provides compressed air, steam, water, and chilled water from the infrastructure installed at the base. The identification of energy sources is included in the Energy Review document resident in the EnMS Enterprise Information Management (EIM) site.
Top Management. WR-ALC is set up as a multi-level/tiered organization. Complex, Group, and Squadron organization commanders/directors are responsible for their respective organizations. They report to the next level up with the Commander and/or Vice Director and Vice Commander, with the Commander having overall authority. The WR-ALC/CC (Brigadier General) is in command of the WR-ALC. The next ranking military commander is WR-ALC/CV (Colonel), and the highest-ranking civilian leader is WR-ALC/DV (NH-04). In view of the WR-ALC and command structure hierarchy, traditionally these three positions are interchangeable and substitutable when the highest-ranking officer is not present or available. Therefore, the WR-ALC EnMS will define “Top Management” as consisting of these three positions – WR-ALC/CC, WR-ALC/CV, and WR-ALC/DV. However, IAW the Air Force Command structure the WR-ALC/CC is the authoritative decision maker.
Figure 2: WR-ALC general highlighted areas on Robins AFB Installation Top Management Commitment. Management supports the EnMS by providing the resources for its development and implementation. Top management is instrumental in the development and communication of the energy policy and the establishment of WR-ALC’s energy goals and Energy Performance Indicators (EnPIs). Management conducts reviews of the EnMS.
Top Management has demonstrated its commitment to support the EnMS and to continually improve its effectiveness by:
a) defining, establishing, implementing and maintaining an energy policy;
b) appointing a management representative and approving the formation of an energy management team;
c) providing the resources needed to establish, implement, maintain and improve the EnMS and the resulting energy performance;
d) identifying the scope and boundaries to be addressed by the EnMS;
e) communicating the importance of energy management to those in the organization; ensuring that energy objectives and targets are established;
f) ensuring that EnPIs are appropriate to the organization;
g) considering energy performance in long-term planning;
h) ensuring that results are measured and reported at determined intervals;
i) conducting management reviews;
