ISO 50001 PROGRAM FOR WARNER ROBINS
AIR LOGISTICS COMPLEX (WR-ALC)
Response to Contractor Questions for IOS 50001 below:
1. CLINs, CDRLs, and Pricing
CLINs 0002 through 0009 are listed in the RFQ document (RFQF3QCCL1005A002_FINAL.docx) as “Not Separately Priced.” Each of these CLINs, however, is described as a specific CDRL. The CDRL item sheets (Forms 1423-1) have a space for separate prices for each CDRL (Box 18 on each sheet). Are we supposed to separately price each CLIN (CDRL), or not?
Answer: CDRLs are not separately priced.
2. PWS Contractor Requirements and CLINs
The PWS document (PWS for ISO 50001 20 JAN 2021.docx) lists fifteen (15) specific Contractor Requirements in section 1.4. However, only one of these (1.4.1 Implementation (Certification) Support) appears to have a CLIN associated with it (CLIN 0001). Where should we price the other fourteen (14) Contractor Requirements?
Answer: See updated COMBO synopsis/solicitation CLIN structure.
3. PWS Contractor Requirements and CDRLs
The PWS document (PWS for ISO 50001 20 JAN 2021.docx) lists fifteen (15) specific Contractor Requirements in section 1.4. However, only five of these have formal descriptions of the expected deliverables in a CDRL (Form 1423-1) What are your expectations for the deliverables for the other ten
(10) Contractor Requirements?
Answer: In 1.4, subparagraphs 1.4.2, 1.4.5, 1.4.6, 1.4.7, 1.4.8, 1.4.10, 1.4.11.1, 1.4.14, 1.4.15.1 have deliverables. The rest do not have a deliverable. They either tie to tasks requiring deliverables, use one of the deliverables to assist the Government, or is just an expectation. The CDRLs are to not be separately priced.
4. CDRL A004
CDRL A004 is titled “Quality Audit Site Visit Schedule.” But the Remarks (Block 16) describe the ISO 50001 Integrated Master Schedule (IMS). Is the contractor expected to conduct a quality audit as part of this contract? If so, what is the criteria for that audit? (ISO 9001 is the international quality management standard. AS 9110 is the aerospace-specific quality management standard.) Will this be the initial quality management system certification? Recertification? Or will this be a quality management system surveillance audit?
Answer: The contractor is not expected to conduct a quality audit as part of the IMS. “Quality Audit Site Visit Schedule” is the title of the Data Item Description (DID) that refers to the CDRL. The DID can be found at the link https://quicksearch.dla.mil/qsDocDetails.aspx?ident_number=279641. It can be searched by the DID number DI-SESS-81925. It will have the description while the CDRL will provide the details of what is wanted as a deliverable based on the PWS.
5. CDRL A007
CDRL A007 is titled “Status Report.” But the Remarks (Block 16) describe the annual ISO 50001 Internal Auditor Training. What is CDRL A007?
Answer: Status report is the title of DID DI-MGMT-80368A. The CDRL Block 16 will provide the details of what is wanted in the deliverable.
6. CDRL A008
Likewise, CDRL A008 is titled “Quality Audit Site Visit Report.” But the Remarks (Block 16) describe the monthly meter reading. What is CDRL A008?
Answer: Quality Audit Site Visit Report is the title of DID DI-SESS-81925. The CDRL Block 16 will provide the details of what is wanted in the deliverable.
