Statement of Work (SOW) Condenser Coil Replacement
Location:
USDA-ARS-BIIRU

Project Asset: Chiller 1 — York Air-Cooled Chiller with Scroll Compressors Objective: Safe isolation, recovery, component replacement, and system restoration to resolve refrigerant leaks and ensure reliable cooling operation.
1. Executive Summary This Statement of Work (SOW) outlines the mechanical and electrical requirements to safely replace a damaged condenser coil on Chiller 1. The chiller utilizes scroll compressor technology and operates on R410A refrigerant. All work must comply with EPA regulations, local codes, and OSHA safety standards.
2. Scope of Work (SOW) Phase I: Safety Isolation & Refrigerant Recovery
· Lockout/Tagout (LOTO): Isolate all electrical power sources to Chiller 1 in compliance with OSHA safety protocols to ensure a zero-energy state.
· Refrigerant Recovery: Connect an EPA-certified recovery unit to Circuit 2. Recover all remaining R410A refrigerant into clean, certified recovery cylinders. Document the total weight of the recovered gas.
Phase II: Component Demolition & Installation
· Coil Demolition: Unbraze and unbolt the leaking condenser coil. Properly rig, lift, and remove the damaged section from the chiller frame.
· Coil Installation: Furnish and rig into position a new OEM-specification York condenser coil. Braze the coil connections into Circuit 2 using an inert nitrogen purge to prevent internal oxidation.
· Filter Drier Replacement: Remove the existing liquid line filter drier cores. Furnish and install brand-new, high-capacity filter drier cores to safeguard the scroll compressors from moisture and acid.
Phase III: Integrity Testing & Dehydration
· Nitrogen Pressure Test: Charge Circuit 2 with dry nitrogen to the manufacturer's recommended test pressure. Perform a pressure-decay leak test across all new joints and coils using soap bubbles and electronic leak detectors.
· System Evacuation: Once the pressure test passes successfully, safely blow down the nitrogen gas. Connect a high-vacuum pump to evacuate Circuit 2.
· Vacuum Hold Test: Pull the system down to deep vacuum levels (below 500 microns). Perform a standalone vacuum hold test to confirm system dehydration and complete structural integrity.
Phase IV: Commissioning & Startup Verification
· Refrigerant Charging: Fully charge circuit 2 with virgin R410A refrigerant in liquid form through the high-side service valves.
· LOTO Removal: Clear the work area of all tools, verify guarding is intact, and officially remove all lockout/tagout equipment to restore main electrical power.
· Operational Verification: Start Chiller 1. Monitor log parameters—including suction pressure, discharge pressure, subcooling, superheat, and current draw on the scroll compressors—to verify optimal operational baseline performance.
3. Deliverables & Documentation Upon project completion, the service provider will submit a formal field service report including:
1. Lockout confirmation log and safety sign-off sheet.
2. Recovered refrigerant weight logs and EPA tracking compliance forms.
3. Final vacuum micron readings and hold times.
4. Operational log sheet showing baseline performance metrics post-startup.
