STANDARD OPERATING PROCEDURES (SOPs)
DELIVERIES
· All delivery vehicles must enter site using the Delivery Gates, not the main entrance and will be searched. Drivers are required to have a valid driver’s license prior to entry.
· Catering and flower deliveries will be allowed to enter thru the main entrance
· Security WILL NOT sign for or accept any delivery.
· Warehouse delivery times are 0730 – 1600 hrs.
· Call 6104 or 2344
· Café delivery/service times are 0730 – 1400 hrs.
· Call 6513
· Custodial delivery times are 0730 – 1600 hrs.
· Call 6104 or 2335
· Café deliveries, repairs or service work are only authorized during café delivery hours or while café staff are on site as a point of contact
· FedEx will be allowed on site after 1600 for PICKUP only
· Waste Management will be allowed on site after 1600 for garbage pickup
FRONT LOBBY SCREENING PROCEDURES
· Ensure all EROS personnel badge in using the Access Control Reader on the pillar near the x-ray machine
· All non-EROS personnel will be screened through the magnetometer/x-ray machine prior to signing into the facility
· Prior to completing the screening process, advise all non-employees of the following:
· They and their personal belongings will be screened
· No weapons, explosives, drugs/drug paraphernalia or alcohol is permitted
· They must remove all metal objects such as keys, knives, coins, cell phone, iPad, etc. and place them in the provided bin. Hats and bulky clothing will be checked thru the x-ray machine separately
· If any prohibited items are found, immediately contact the shift lead, PM/DPM for assistance or further instructions.
· Anyone with a pacemaker or similar device will not go through the magnetometer and will be checked using a handheld wand
· Advise visitors of the access limits of the facility and where they may proceed without an escort
· For official visitors, call their point of contact and advise that their visitor is on site
· Issue the appropriate badge to the visitor:
· Blue – employee temporary badge
· Orange – official visitor not requiring an escort as indicated on visitor log
· Green sticker – visitor/tour and all others
· All personnel with a DOI PIV will be directed to display their badge – provided a badge clip if needed
· When requested by the COR, ensure that all equipment that could be government property has a valid property pass when enter/exiting the building or that it is logged on the required property sheet
· During high traffic times, security will maintain a heightened situational awareness. Use of electronic devices and the computer will be restricted to business use only
· Immediately contact the Shift Lead, PM/DPM, or COR with any questions or concerns regarding credentials before permitting anyone to bypass the security checkpoint or screening
PIV ACCESS PROGRAMMING
· Employee IDS will only be programmed Monday – Friday between 0900 – 1100 hrs.
· If an employee is requesting their PIV programmed between 0900 – 1100 hrs, contact day shift lead. The employee may wait in the hallway while programming is being conducted.
They will not be permitted in the security area.
· If an employee is requesting programming outside of the established programming schedule, it will be security’s discretion to accommodate. If not accommodated, document the date, time and employee and direct the employee to return during the established programming days and hours.
· The COR may request for a PIV to be programmed outside of normal hours and will do so in writing to the PM, DPM, and day shift lead.
EMPLOYEE OUT PROCESSING PROCEDURE
· If an employee/contractor attempts to turn in their PIV to the Security Control Center (SCC), inform them to contact their supervisor and the Physical Security Manager to surrender their PIV and parking tag.
· If they refuse, have the shift lead, PM, or DPM take possession of the PIV and parking tag
· The PIV and parking tag will be turned over to the Physical Security Manager
· In the case of a hostile removal, SCC will dispatch the Rover to the location requested to assist in escorting the person out of the facility and off the site
· SCC will notify the PM/DPM of the request to support. They will notify the COR
· Blotter all actions
EXTERIOR ROVING GUARD POST
· Remain mobile and vigilant around EROS property and notify Security Control Center of any suspicious activity
· Provide armed response to any incident within EROS property
· Inspect all vehicles the enter EROS through the NW gate
· Physically check all outer buildings while on patrol to include the warehouse, heavy equipment building, ponds, lake, and both satellite dish buildings (weather permitting)
· Conduct perimeter road checks as directed paying attention to fences, gates, and any suspicious activity (weather permitting)
· Check parking lots for unauthorized vehicles and make sure authorize buildings have proper parking passes displayed (weather permitting)
· Ensure all personnel on EROS property are wearing proper credentials while on site
· During high traffic time, assist the main gate guard as needed
FIRE OR SMOKE PRE-ALARMS
· On the Honeywell, numbers in the alarms all start with 001_N011_D006 (example), the next 3 numbers are the panel the alarm came from. Look for the numbers that match the 3 numbers after e.g. 102, 107, 115 for example. These will be the panel numbers. The next 4 digits of the alarm are the actual smoke head that should be blinking. Log the smoke head number and instruct the roving guard to respond to the affected location to investigate the status of the alarm
· Call Rod Beck after hours via the security guard phone list and inform him of the current situation
· For an actual fire, dial 911 using the RED phone in the SCC
· When an actual fire or building evacuation occurs, immediately notify the PM/DPM of the situation
· Dispatch the roving guard to the “S” location in the parking lot. They are responsible for gathering evacuation information from the various sections and will report the status back to the SCC
· Do not allow anyone into the building until cleared by facilities or the local Fire Department and the “ALL CLEAR” has been given
· Contact the COR and blotter all events
FRONT LOBBY ENTRY GUARD
· Ensure all EROS personnel badge in using the access control reader on the pillar near the x-ray machine. Government issue credentials are acceptable to display and only DOI credentials may bypass security screening procedures
· Advise all non-EROS personnel prior to screening that no weapons, explosives, drugs/drug paraphernalia, or alcohol are permitted, and they and they personal belongings will the screened prior to processing thru the security checkpoint
· Advise all non-EROS personnel they must remove everything from their pocket, their belt, hat, and bulky clothing and place them in the plastic tubs – SCREEN ALL ITEMS
· Anyone with a pacemaker or similar device with not be required to go through the metal detector and will be checked with a hand wand. All others will go through the metal detector
· If any prohibited items are found, immediately contact the security supervisor or assistant for further instructions
· All visitors need to be briefed on access limits of the facility and where they may proceed without an escort
· Issue the proper EROS identifications to employees and visitors:
· Blue = employee temporary badge
· Orange = official visitor not requiring an escort as indicated on the visitor log
· Green sticker = visitor/tour and all others
· All DOI issued PIVs are acceptable and if they are displayed
· During high traffic times security will maintain a heightened situational awareness. During theses times all cell phones, electronic devices and computer use will be restricted to business use only
· When requested by the COR to complete and equipment inspection, ensure all equipment that might be government property has a valid property pass when entering with the equipment or that it is logged on the required property sheet NOTHE: Immediately contact the shift lead, PM, DOM, or COR with any questions or concerns regarding credentials before permitting anyone to bypass the security checkpoints/screening
MAIN GATE ENTRANCE POST
· EROS PARKING TAGS ARE RED WITH A WHITE BACKGROUND
· Verify all incoming vehicles have an EROS parking tag before allowing entry. Positively identify the parking tag of oncoming vehicles. If the parking pass cannot be verified from inside the ECP, security officers will step outside of the building, slow the vehicle down and bring the vehicle to a stop, if necessary, to verify the parking tag is valid.
· After verifying the parking tag, vehicles can be signaled to proceed through the ECP by giving a “green light/arrow”, or by physically waiving the vehicle through.
· Non-parking tag holders are required to present identification and submit to a vehicle search
· Any visitor on official government business presenting a government ID may bypass the vehicle search and the discretion of the guard or when directed by the COR – all others will be searched
· All visitors will be issued a temporary parking pass with the expiration date written on it. The COR is the only person authorized to request multiple day passes and request it in writing to the PM, DPM, and Day Shift Lead
· Direct all visitors to the appropriate parking area
· Notify the front lobby guard of any visitor that will access the main facility
· Notify the SCC of any visitor that will not be entering the main facility GATE RUNNER: immediately notify SCC of situation and if open, shut the entrance and exit gates. Gates will remain closed until all clear is received from SCC
· Immediately notify SCC of situation and attempt to obtain and provide the following information
· Vehicle Make
· Vehicle model
· Vehicle color
· License plate State and Number
· Number of occupants
· All non-employee attempted entries between 1800 – 0600 hours will be denied entry unless prior notice is provided to security. The front loop guard will attempt to ID the person, collect vehicle information, and the purpose of the visit. Notify SCC for a blotter entry of all pertinent information. (all exceptions must be cleared by the security shift lead)
· Gates:
· All gates will be closed to both inbound and outbound vehicle and pedestrian traffic on weekdays from 1800 – 0600 hours except when processing authorized or permitted vehicles and person on to EROS property or allowing vehicles to exit
· All gates will be closed to both inbound and outbound vehicle and pedestrian traffic on weekends beginning Friday at 1800 hours until Monday 0500 hours except when processing authorized or permitted vehicles and persons on to EROS property or when allowing vehicles to exit EXCEPTION: Front loop gates will remain open during winter months when the road surface is snow/ice covered
· Tour hours for non-official visitors are between 0800 – 1600 hours Monday through Friday, excluding holidays
· All deliveries/pickups will be routed to the NW gate between 0700 – 1600 Monday through Friday. FedEx and UPS may come on site for package pickups and Waste Management may come on site for waste removal. No deliveries are accepted on weekends/holidays
INTERIOR ROVING GUARD
· Remain mobile in the interior/exterior within 25 ft. of main building. Remain highly vigilant for any suspicious activity and notify SCC of any issues
· Provide armed response to any incident within the EROS property
· Ensure all personnel on EROS property are wearing proper credentials: PIV, visitor sticker, Etc. Remind offenders of the proper wearing of the item and ensure they display the item properly. If the offender fails to respond, contact the SCC to have the PM/DPM respond to the location for assistance. COR shall be notified
· Responsible as the initial responder to medical emergencies
· At least once per shift, conduct an exterior walk around the main facility. Check door/windows to ensure proper security of the facility (weather permitting)
LOWER-LEVEL SECURE ROOM (LLSR) ALARM CHECKLIST
· Identify what type of alarm is activated (i.e. motion, power, tamper, door)
· DO NOT clear alarm until directed by the SSO/COR
· Check camera #09 for unusual activity surrounding the time frame of alarm activation
· Dispatch rover to room LL01 to verify if LLSR door is secure and to inspect the exterior of the room (5-minute maximum response time from notification)
· Rover will report results to SCC. SCC will make an initial blotter entry indicating the time the alarm was activated and results of the rover and camera inspection.
· SCC will contact the SSO/COR (ASSO if no answer) to advise of status must be made

RESERVED GOVERNMENT VEHICLES
The Reserved Government Vehicle List is found on the EROS Main Page. Click on EROS Organization: Facilities: Govt Vehicles: Reserved Government Vehicles
· Any employee (government/contractor) requesting a GSA vehicle MUST have reserved the vehicle prior to showing up at the SCC and be on the reserved vehicle list
· If any employee is not on the reserved government vehicle list, direct them to Cyndi Boltjes, Rich Hazen, or Jesse Boyer
· Issue keys only to the person that reserved the vehicle
EXCEPTIONS
· TSSC personnel are authorized to have the keys to the white transit van ONLY and do not need to reserve this vehicle
· The white transit van is solely for TSSC use and WILL NOT be issued to any other organization or person not assigned to the TSSC contract
· Senior government leadership may checkout any vehicle if not in use or reserved
SECURITY CONTROL CENTER (SCC) RESPONSE TO A MEDICAL EMERGENCY
· When notified of a medical emergency, clear the SCC of all non-security personnel
· Ensure you obtain the individuals name, phone number, location, and type of emergency
· Dispatch the Roving Guard(s) to the emergency location and ensure they take a medical kit from the nearest location (SCC, MGS Lobby, vending machine area) where the Roving Guard is located
· Once an update is received from the response team, call 911 using the RED PHONE, relaying all information
· Continue to relay information between the SCC and 911 until 911 completes the call
· Blotter all events, including emergency personnel arriving and departing EROS. When the incident is resolved, contact PM, DPM, COR, and the Safety Manager
ROVING GUARD RESPONSE TO A MEDICAL EMERGENCY
· When dispatched by SCC for a medial emergency, determine where the closest medical equipment bag is located, get the bag, and then report to the scene as quickly as possible
· Assess the scene and gather a vital information from the victim and update SCC and request an ambulance if needed
· Administer basic first aid or CPR as needed until relieved by the EMTs or if no other care is needed
· Notify SCC when the ambulance arrives and departs; find out which hospital they are taking the victim
SENSITITIVE COMPARTMENTED INFORMATION FACILITY (SCIF) ALARM CHECKLIST
· Identify what type of alarm is activated (i.e. motion, power, tamper, door)
· DO NOT CLEARA ALARMS UNTIL DIRECTED BY THE SSO/COR
· Check camera #01 for unusual activity surrounding the time frame of alarm activation
· Dispatch Rover to room 603 to verify if the SCIF to verify is SCIF dooes is secured and to inspect the exterior of the room (5-minute maximum response time from notification)
· Report results to SCC and stay at the SCIF until directed otherwise
· SCC will blotter results and contact the SSO/ASSO/COR and advise of status
· At direction of the SSO/ASSO/COR, reset alarms, blotter results indicating personnel contacted, direction given, and any other pertinent information
· If required, conduct periodic checks as directed by the SSO/ASSO/COR

SENSITIVE COMPARTMENTED INFORMATION FACILITY (SCIF) ROOM 603 EMERGENCY ACTION PLAN (EAP)
SSO: Richard Hazen This EAP will be located in room 603 on the sign in sheet for quick reference and a copy will be located in the Security Control Center for after hours emergency contact. This EAP will remain in effect until the SSO makes appropriate changes to update information and/or procedures.
Emergency Evacuation: In the event of a fire, natural disaster, civil disturbance, or other emergency that requires an evacuation of the SCIF, the SSO and/or alternate will safely make every effort to ensure all classified material has been properly safeguarded in the locked security containers. When the emergency does not permit the orderly return to classified material to the locked security containers, and if un-cleared emergency personnel need to enter the facility, classified material should be covered or turned face-down, if time and safety permit. In the event of an emergency that would require un-cleared personnel to enter room 603 (i.e. first responders, emergency personnel, Security, etc.), the SSO/ASSO will obtain the names of the un-cleared personnel and ensure they are de-briefed after the emergency.
Building Disaster: When room 603 or the Mundt Federal Building has been destroyed because of a fire, natural disaster, or other catastrophe, the SSO/ASSO shall ensure disaster recovery officials are notified to recover the security containers from the rubble. The recovered containers shall be relocated to the EROS Warehouse for temporary storage and guard protected until arrangements can be made to contact the Air National Guard is Sioux Falls for transport and safeguarding at their SCIF. As soon as possible after the disaster, the contents of the security containers and classified equipment shall be inventoried by the SSO and/or any classified information in the remaining in the container will be properly destroyed in accordance with proper destruction procedures.
Emergency Destruction: Emergency destruction procedures shall be initiated when it is apparent that hostilities may present a potential for the compromise of the classified material in room 603. Generally, such emergencies are a result of a declared national emergency by the President, enemy attack, or a civil disturbance subjecting classified material to the imminent possibility of compromise. In the event of such an emergency, the SSO, if feasible, will be in contact with Headquarters PSO on actions and shall initiate destruction of the classified material in room 603. The document destruction shredder in 603 shall be used for the emergency destruction and, time permitting, the destruction event properly documented.

SECURITY CONTROL CENTER (SCC)
· Monitor the security camera system, access control, and building automation system. Dispatch Roving Guard to investigate any issues (security breach, facility issue, etc.)
· Maintain the security blotter with all pertinent information. Document all arrivals of those coming thru the delivery gate, perimeter checks, etc.
· Ensure all after-hours employees and authorized visitors are properly signed-in and inspected
· At the beginning of each shift, inventory all keys, equipment, and weapons – blotter inventory
· Use the RED PHONE to make any emergency calls for medical or police support.
SEVERE WIND AND LIGHTNING
· Monitor the television, weather scanner, KELO weather and radio stations for the latest weather

· When winds are expected to exceed 40 mph, notify roving guard to take all flags down and remain mobile. Annotate flag removal in blotter
· When weather conditions return to norma., direct roving guard to hoist the flags. Annotate flag hoisting in blotter
· When lightning is detected, notify computer room 2 (ext. 2586) and annotate in blotter
· When property is damaged, call the following:
· Facilities Manager – Jesse Boyer
· Security Manager/COR – Richard Hazen
· Safety Manager – Tracy Michel
· Security PM/DPM
TORNADO APPROACHING
· Monitor the television, weather scanner, KELO weather and radio stations for the latest weather
· Position spotters: one at the NW gate and one by the entrance to the EDC, use maintenance personnel if possible
· Turn the key on the red box above SCIF Alarm system to manual
· Turn to Honeywell computer and go to system select
· Left click on tornado, horns, chimes, and strobes (located on the right side of monitor)
· Locate green box with red arrow and click it to the “on” position
· Assist with evacuating personnel to the shelter. Ensure the building is clear. Have all guards proceed to the lower-level shelter. SCC guard will head down to the old logistics area office to get the pre-positioned WX radio to monitor WX activity while in the shelter area
· If possible, contact the Facilities Manager, COR, and PM/DPM
· In coordination with Facilities Manager or designee, one of the following actions will be relayed to security:
· ALL CLEAR – all personnel may return to work
· Given after it is determined the facility is safe
· By be given by the Security Shift Lead during off shifts
· Maintenance will check and reset the Honeywell system
· Turn the key on the red box back to auto
· During off shifts, Roving Guard will conduct a facility inspection of the exterior of the facility and then complete a perimeter check and relay back to SCC any damage that occurred
· Blotter all events and brief PM/DPM – call if not on site
· STANDBY – stay in place until a damage assessment can be conducted
· Facilities must complete a damage assessment to determine if building is safe
· All personnel will remain in shelters until further instruction is provided
· EVACUATION ORDER – leave the facility as safely as possible
· Facilities has determined the building is unsafe
· All personnel stay in place until security determines the safest route to exit
· Security will assist in the evacuation effort and have all report to primary assembly area
W5 HALLWAY GUARD POST
· Post is manned from 0600 – 1800 Monday thru Friday, excluding holidays
· Post Responsibilities
· Monitor personnel entering thru the W5 Entrance
· Ensure all personnel badge in using the card reader and are not “piggybacking” behind another employee
· Ensure all employees are correctly displaying their PIV
· When directed by the COR, complete bag inspections. If the individual has a government issued computer, verify they have a property pass that matches the device. If there are issues, annotate the name of the person and the item they have – report issue to the COR for resolution – DO NOT keep employees from leaving the facility
· Official visitors, visitors, and visiting scientists MUST be directed to enter the facility via the Main Entrance. They are not allowed to enter thru W5 and walk to the Main Entrance desk
· NO CELL PHONEs or unauthorized items will be used at this post without prior approval from the PM/DPM, or shift lead
· Reading material is authorized, but it must be discrete and will not interfere with assigned duties
WINTER WEATHERE PROCEDURE
· In case of inclement weather, monitor the television and the following websites:

· Determine the following conditions and report said conditions to the Facility Manager or Security Manager between 0300 – 0330 hours:
· Current road conditions at EROS to include the loop and parking lots
· Current weather conditions
· Wind speed and gusts

· Blotter all events and conditions
· Security will be notified if EROS will have a delayed start or close
STOPPING SUSPICIOUS VEHICLES
· When notified of a gate runner, SCC will dispatch the Roving Guard to intervene
· Activate emergency lights on the vehicle and attempt to stop the suspicious vehicle. Position the vehicle in a safe manner behind the suspect vehicle and notify SCC of vehicle description and number of occupants prior to exiting the security vehicle. Ensure the portable radio is on
· Maintain situational awareness while approaching the suspect vehicle
· Have driver turn off the vehicle and provide their driver’s license
· If they are here for a visit and did not stop at the main gate:
· Direct them return to the main gate for processing
· Follow them to the main gate and stay there until they are processed
· Notify SCC of situation
· If they are acting suspicious, intoxicated, or have a weapon in the vehicle:
· Have occupants remain in the vehicle
· Notify SCC
· SCC will contact Sherriff’s Department ASAP
· Rover will maintain a presence until the Sherriff’s Department and the suspect vehicle have left the EROS grounds
· Once actions are complete, rover may return to normal operations
· Blotter all events
· Contact PM/DPM and COR
UNAUTHORIZED ENTRY TO EROS PROPERTY
· Main Gate Guard:
· Stop all traffic by closing the inbound and outbound gates
· Notify SCC of situation and provide vehicle description and number of people in the vehicle if possible
· If required, complete a vehicle inspection
· Once a notification of all-clear is given by the SCC, reopen the gates, if needed
· Security Control Center:
· Dispatch Roving Guard
· Contact the Sherriff’s Department if needed
· Once situation if resolved, provide an all-clear notice
· Provide a complete blotter entry of events on the daily blotter
· Notify PM/DPM and COR of the situation
· Roving Guard:
· Complete the Stopping Suspicious Vehicle SOP
VIP TOURS ACCESSING N3 DOOR
· Tours requesting access for the N3 door MUST have prior authorization from the Security Manager
· The tour provider is responsible for providing a person authorized access to N3
· Security WILL NOT open the door for the tour group
· Tour provider MUST contact SCC prior to opening the door
· SCC will observe the tour group via the security camera system to ensure there are not stragglers
· At completion of the tour, SCC will dispatch the Roving Guard to ensure the N3 door is secured
WAREHOUSE GUARD DUTIES
· Hours of operation: 0900 – 1500 Monday thru Friday, excluding holidays
· SECURITY WILL NOT SIGN FOR ANY PACKAGES!!!!!!
· Monitor all delivery/pickup vehicles arriving at the warehouse, ensuring all items being delivered or removed from the property are authorized
· All questionable items must be cleared by the PM/DPM prior allowing items to be delivered or removed
· All deliveries will be screened using the x-ray machine immediately upon provided by the receiving agency
· If size of package prohibits ability to utilize the x-ray machine, the package will be opened by hand to screening
· All inspected items will be marked with an “S” after being screened
· Notify the Property Team the package has been inspected or place in the agreed upon location
· Secure screening room when not in use
HUNTERS – RETREIVING WOUNDED GAME/HUNTING ANIMALS
· Hunter must request permission to enter EROS property to retrieve a wounded animal that was lawfully shot outside of EROS property but came on site or to retrieve a hunting dog that come on site.
· SSC will contact the South Dakota Fish and Wildlife Warden – leave message if no answer
· Hunters will enter through the main gate and must be cleared though the ID process for all visitors. NO WEAPONS OR AMMUNITION ALLOWED ON SITE
· Hunters will be escorted by the Roving Guard while on site and must leave the EROS property immediately after retrieving the animal. Site access will be limited to one (1) hour to search. Any longer will be at the discretion of the Shift Lead
· If animal is not found, collect the hunter’s information so they can be contacted if the animal is eventually located
· If a hunter enters ERO property without prior authorization, they are trespassing on federal property.
· Roving Guard will the trespassers
· SCC will contact the Minnehaha County Sherriff’s office
· Once Sherriff arrives, the Roving Guard will release the trespasser to the Sherriff, and they will determine next steps
· Contact PM, DPM, and COR immediately
PIV ACCESS PROGRAMMING
· Employee PIVs will be programmed Monday – Thursday between 0900 – 1100
· The COR may request a PIV to be programmed outside of normal hours and will do so in writing to the PM, DPM, and day Shift Lead
· The Day Shift Lead may accommodate an employee’s request at their discretion.
· If not accommodated, direct the employee to return during established programming hours
· When an employee arrives to have their PIV entered into the Access Control System, contact the Day Shift Lead. Employee WILL NOT enter the SCC and will remain in the hallway
