SECTION C: DESCRIPTION AND SPECIFICATIONS
STATEMENT OF WORK
1 Overview
The U.S. Geological Survey, Earth Resources Observation and Science (EROS) Center, 47914 252nd St., Sioux Falls, SD 57198, has a requirement to provide armed security services for physical protection at the EROS Center. The EROS Center is a Level III facility with scientific investigations, computer software and hardware engineering, archival and retrieval systems of satellite and high-altitude imagery data of the Earth.
EROS archives and processes remotely sensed images of the Earth's land surface. These data are acquired by civilian satellites and aircraft and used to study a wide range of natural hazards, global environmental change, and economic development and conservation issues. EROS staff members manage and distribute these data to scientists, policy makers, and educators worldwide.
1.1 Background
The EROS Data Center is located at 47914 252nd St. Sioux Falls, SD 57198 The grounds are approximately 318 acres and the facilities consist of the main building, a generator backup power building, the maintenance garage substation building, a heavy equipment storage building, a reverse osmosis building that is used for paint storage, a waste water treatment facility, dam gate controls, a water tower, exterior lighting, a guard security office building, and three parking lots with approximately 500 parking stalls.
Roads consist of asphalt surface and gravel surface.
a) Main Building The Main Building is comprised of reinforced concrete and steel with a ground floor area of approximately 272,000 usable square feet. The building houses approximately 600 total Government and contractor employees.
b) Maintenance Garage Substation (MGS) Building This building is constructed of reinforced concrete and steel, with a ground floor area of approximately 20,000 square feet.
c) Heavy Equipment Building This building is a metal building of approximately 7,500 square feet.
d) Generator Building The backup Generator Building is connected to the main building by electrical conduits and a canopy roof.
e) Other Structures The Picnic Shelter is a 28' Octagon canopy made of steel, with concrete flooring and electrical service lights and outlets. There are two domed satellite buildings, both constructed of concrete block wall and a fiberglass dome structure, with asphalt parking pad and HVAC assemblies. In addition to these antennas there are four external antennas, and six operational weather and scientific sensor sites.

2 Objective
The objective of this contract is to acquire armed security guard services to protect the people, resources, and property at the EROS Center. The Contractor must maintain a secure environment in which visitors and employees can conduct the business of the USGS with confidence. The contractor shall provide all management, supervision, manpower, material, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and ensure effective performance of all services described herein. The contractor shall provide these security services in accordance with the requirements of this contract at: U.S. Geological Survey, Earth Resources Observation and Science (EROS) Center, 47914 252nd St., Sioux Falls, SD 57198.
3 Phase-In Services
A smooth and orderly transition between the Contractor and the predecessor Contractor is necessary to ensure minimum disruption to vital Contractor services and Government activities. The Contractor shall provide a transition plan within 7 working days after contract award. The transition plan shall include, at a minimum, all preliminary licensing and certifications required to initiate performance, the process planned for transitioning any predecessor employees if desired, recruitment of new employees, and a timeline showing milestones for procuring required uniforms and equipment. The Contractor shall not disrupt official Government business or in any way interfere with the assigned duties of the predecessor Contractor employees. A recruitment notice may be placed in each facility prior to the new Contractor assuming full security responsibilities, however the Contractor shall not under any circumstances contact or conduct any discussions with the predecessor Contractor employees while they are on duty at this facility for the purposes of recruitment, scheduling or conducting interviews.
4 Work Requirements
4.1 Work Hours
The Contractor shall provide, operate, manage, and maintain a uniformed protective security force 24 hours a day, 7 days a week, for the physical protection of the EROS Center in accordance with Attachment III,” Guard Post Orders”. The Contractor shall provide the required number of security guards and supervisors to properly perform the specific duties outlined in the SOW, Standard Operating Procedures (SOPs), Post Orders and Special Orders for each post. Manned posts will be listed as:

g) Security Guard Booth located at the main entrance to the EROS Campus:
Activities will include but are not limited to checking all incoming vehicles for employee parking tags. Visitors will be screened, recorded, and issued a day parking pass. The guard shall be armed and have two-way communication radio.
A Government issued phone and computer will be provided in this booth. The booth has an HVAC system and sun filtering blinds. This position is manned 24/7.
h) Main lobby Guard Post located at the S2 door entrance into the main EROS building: This manned site will have x-ray scanner for visitors and packages, personnel magnetometer and personnel wand scanner. Visitors, new employees, and service workers will be screened through this post. This position is manned 0600-1800 Monday thru Friday, excluding holidays.
i) Security Control Center (SCC) located at the W5 door into the main EROS building: This manned site will be required to monitor multiples screens, computer applications for door access alarms, digital video camera system, and building automation alarms. The Information Technology requirements at this post will require demonstrated knowledge of Building Automation Systems (BAS) by manufactures such as Honeywell Home and Building Controls. The post will also be responsible for contacting all external supporting emergency responders during emergencies. A complete set of Safety Data Sheets keys, and other emergency information will be at this location. This position is manned 24/7.
j) Employee Entrance Post located at the W5 employee entrance door: This post will be responsible for spot checking employees’ property (briefcases, computer bags, etc.,) verifying property passes, validation and verification of employees’ IDs, and other tasks as identified by the COR. This position is manned 0600-1800 Mondy thru Friday, excluding holidays.
k) Rover: Responsible for conducting Indoor/outdoor roving security patrols, which consists of routine patrols and inspections of Government property and facilities;
primary first responder called to incidents and emergencies; and counter surveillance operations. Responsible for screening all delivery vehicles and screening and inspecting mail and packages entering the site and operates the package screening x-ray scanner system. This position is manned 24/7.
l) Shift Supervisor located at the SCC: This manned site will be required to provide supervisory support for the shift. They will be required to be qualified as a Guard II Security Guard and demonstrate a working knowledge of all the security posts covered under this contract. This position is manned 24/7.

The Contractor shall provide routine and emergency protection and security support services in accordance with this contract (SOW), SOPs, Special Orders, Post Orders, and task orders. In the event of conflicts between these documents, this contract/Statement of Work takes precedence. The contractor will make sure copies of SOPs, Special Orders, and Post Orders ar available at each post, for all shifts. These orders define the basic work to be performed at each post. Occasionally, emergency or special situations may occur that require the Contractor to make immediate changes in operational procedures, processes, plans, patrol/guard deployment, and staffing levels to meet specific situations.
During such times, direction will be provided by the Contracting Officer (CO), or COR.
When requested by the COR, the Contractor shall coordinate with the EROS Security, Safety and Facilities Managers offices to assist in fire drills, practice building evacuations, threat drills, and other emergency evacuation procedures and plans.
a) SOPs and Post Orders. The COR shall provide all details, procedures, and instructions necessary for proper performance at each post. The COR may make technical/administrative revisions to SOPs and Post Orders to provide clarity and avoid misunderstanding. The Project Manager or an authorized representative for the Contractor shall sign each SOP and Post Order to indicate receipt. The Contractor is responsible for enforcing compliance with all such orders. Any discrepancies in SOPs and Post Orders and work performed shall be brought to the attention of the COR immediately.
b) Changes to SOPs and Post Orders. The COR may modify, amend, and/or revise SOPs and Post Orders to change shift start and stop times and post locations, unless such changes would result in an increase or decrease in contract price. Changes which increase or decrease requirements, such as the total number of basic hours specified, the amount of equipment, supplies, etc., or otherwise affect the Contractor's cost, must be made by the Contracting Officer through a written bilateral modification to the contract.
c) SOP and Post Order Deviations. In the case of emergency conditions requiring immediate attention, the COR may direct the Contractor's on-site Supervisor to temporarily divert personnel from their normal post duties to respond to the emergency conditions. Such employees shall return to their normally assigned duties when released from the emergency. Except for the emergency conditions, the Contractor shall not divert personnel from their prescribed post duties without the prior approval of the COR. In instances where verbal deviation approval is given by the COR, all pertinent facts concerning the deviation shall be recorded in an incident report and forwarded to the COR within three (3) hours of the approval. Diversions resulting from emergency conditions shall be reported to the COR in an incident report within three (3) hours after normal operations are restored.
d) Work Schedule. A copy of the work schedule and/or changes for all employees shall be forwarded to the COR at least seventy-two (72) hours prior to the start of the scheduled work period. Emergency changes to work
Solicitation 140G0126R0008 Page 11 of 105 schedules, occasioned by unexpected employee absences, will be made as they occur. The Project Manager and/or Supervisors may post such changes.
Changes to the schedule shall be forwarded to the COR when they occur.
e) No guard shall leave their post until properly relieved. If a post is operational during specified hours, the last guard shall leave at the end of the post’s duty hours only after properly securing the post.
f) Tour of Duty. All Security Guards shall begin work promptly at the start of their tour of duty and shall remain on the job until the end of their full tour of duty except for authorized breaks. Security Guards shall not leave their posts during the post operating hours unless properly relieved. No Contractor employee shall assume contract duties unless he/she has been in a non-working status for a minimum of eight (8) hours prior to reporting for duty under this contract. No employee of the Contractor shall provide more than twelve (12) consecutive hours of duty under this contract. These limitations may be waived by the COR in emergency situations which are beyond the control of the Contractor (i.e., weather conditions which prevent the next shift from getting to the building, civil disturbances, natural or manmade disasters).
A written confirmation of waiver shall be obtained for each occurrence from the COR.
4.3 Roving Patrol
Security Guards shall patrol areas inside and outside the EROS facilities and property in accordance with routes and schedules provided by the COR. During the patrol, these procedures include, but are not limited to, the following:
a) Immediately reporting, in accordance with procedures in the Post Orders, any problems, incidents, violations, etc., immediately taking corrective action, securing the area (if necessary), and reporting the incident and providing written or verbal inputs for reports.
b) Reporting, in accordance with procedures in the Post Orders, potentially hazardous conditions and items in need of repair, including inoperative lights, leaky faucets, toilet stoppages, broken or slippery floor surfaces, etc.
c) Serving as the primary first responder to all security alarms and emergencies occurring at the Center and on the property, providing incident response and carrying out lawful force protection measures, and providing emergency assistance in the forms of CPR, First Aid and/or AED assistance to anyone needing medical assistance.

Security Guards shall maintain fixed, stationary positions at the entrances to the EROS facilities and individual offices and other designated areas to prevent unauthorized access. Guards shall also monitor closed-circuit television, access control alarms or other such equipment to promptly respond to security situations.
4.5 Entrance and Exit Control Points (Employee and Visitor) ECPs
The Security Guards shall operate and enforce a system of personnel identification and security screening to prevent unauthorized access. This may include the operation of magnetometers, hand-held metal detectors, and X-Ray equipment, and the checking of handbags, packages, vehicles, etc., to detect weapons, contraband, and the like. All personnel authorized access to EROS facilities must present/display a valid USGS identification badge (permanent or temporary). The Security Guards shall courteously and promptly issue temporary badges to Government employees, visitors, Contractors, vendors, and others, and record the required information as identified in local access procedures.
4.6 Temporary Additional Services
Temporary additional services are those services required to be performed over and above the routine services, such as providing additional guards to staff before or after-hour events at EROS or additional guards required to augment existing staff during periods of heightened security. Temporary additional services will be ordered via separate task order. EROS will normally provide a minimum of twenty-four (24) hours notice of increased staffing; however, less notice may be provided depending on the circumstances involved. All personnel provided under temporary additional services shall meet the contract requirements. These additional services are intended to be used to satisfy the Government’s short-term non-recurring needs for service. Should a continuing need for additional services arise, a contract modification will be negotiated pursuant to the “Changes” clause (reference FAR 52.243-1).
4.7 Replacement and Relief Guards
The Contractor shall provide qualified and trained replacement security guards for emergency purposes (i.e. sickness) to start within one (1) hour of the regular tour of duty.
During all relief periods (lunches, breaks, etc.) the Contractor shall, at Contractor’s own expense, provide certified replacement guards while an employee is on an authorized break. Full-time security guards working a minimum of an eight (8) hour shift shall be provided a fifteen (15) minute break for each four (4) hours of productive work and a thirty (30) minute lunch break. On-duty rovers shall not be used to provide relief.
4.8 Security Systems
a) The Contractor shall monitor all security systems, which include interior intrusion detection, entry access control systems, closed circuit television surveillance systems, and building and fire monitoring systems. The Government shall
Solicitation 140G0126R0008 Page 13 of 105 conduct tests, complete inspections, provide preventive maintenance and repairs to the security systems, and ensure all equipment is maintained in optimum operating condition.
b) The Contractor shall monitor and respond to EROS facilities intrusion detection system alarms. Security Guards shall be dispatched and arrive at alarm site(s) within five (5) minutes of the alarm sounding. The guard shall secure the area and be responsible for detaining any person(s) attempting to gain unauthorized access to the facility. Guards shall be capable of communicating with the SCC so appropriate authorities can be contacted immediately, if required.
c) The Contractor shall monitor and respond to fire or other building equipment alarm systems. Security Guards shall be dispatched and arrive at alarm site(s) within five (5) minutes of the alarm sounding. Security Guards shall be capable of communicating with the SCC so appropriate authorities (fire department, maintenance, etc.) may be contacted immediately, if required. Guards shall take what action is warranted in the event of fire or other emergencies. Security Guards shall assist in evacuating personnel, extinguishing fire, and assisting with other tasks as needed.
4.9 Safety
The Contractor shall establish procedures to ensure all operations are performed in a safe manner. The Contractor shall strictly adhere to proper safety procedures, particularly firearms safety while on duty.
Performance of work hereunder shall comply with the provisions of the USGS, Occupational Health and Safety Act of 1970 (as amended), Occupational Safety and Health Administration (OSHA), the EROS Occupant Emergency Plan, and the contractor’s safety and health plan. The contractor shall apply the USGS, OSHA regulations, and the contractor safety and health plan as minimum standards of occupational safety and health. If, at any time during the performance of this Contract, the Government-furnished facilities and/or equipment do not conform to OSHA standards, and those facilities and/or equipment affect or potentially affect the safety and/or health of the Contractor’s employees, the Contractor shall notify the COR immediately. The COR will work with the EROS Center Government Facility Manager (hereinafter referred to as Facility Manager) to correct the situation. The Facility Manager has reciprocal responsibility to notify the Contractor of any Government-furnished facility and/or equipment that does not conform to OSHA standards where the facility and/or equipment affects or potentially affects the safety and/or health of the Contractor’s employees. The Facility Manager shall provide this notification to the COR and Contractor in a timely manner so as not to compromise the safety and health of the Contractor’s employees.
4.10 Property Control

a) Lost and Found. The Contractor shall recover, provide receipt for, and maintain a record of custody for found or turned in property, contraband, or other prohibited items pending transfer to the EROS Security Manager’s Office. Disposition of recovered or found property and contraband will be made by the EROS Security Manager’s Office. Any money or valuable items shall be turned in immediately to the EROS Security Manager’s Office.
Security Guards shall notify the Security Manager via email of what and where the item was found, and the Security Manger will have an All-Hands notification sent out regarding the property. The Shift Supervisor will assist when a person comes to claim their lost item. When this is not possible, the Contractor shall receive, provide receipt for, and store found articles for up to thirty (30) calendar days pending proper disposition from the EROS Security Manager’s Office. All unclaimed items will be turned in to the Security Manager at the end of the month.
b) Property Movement Control. The Contractor shall receive and account for property passes from persons removing property from EROS facilities when directed by the COR. The Contractor shall verify information on the property pass in accordance with USGS Property Management Survey Manual SM408-2-H and local property management instructions. If a person does not have, or has an incorrect, property pass, they shall gather the employee and equipment information and forward to the COR for resolution.
4.11 Personal Escort Duties
Security Guards shall provide a personal escort for designated personnel, visitors, etc., when directed to do so by the COR to meet threats to the personal safety of these individuals or as a courtesy. Generally, this will include, but not be limited to, escorts from one room to another or one floor to another.
4.12 Parking and Traffic Enforcement
Guards shall assist in directing traffic (between vehicles and pedestrians at entrance points) and controlling vehicle entrances/exits. At the EROS vehicle entry points, the Security Guard shall ensure visitors are directed to visitor parking areas and shall inspect all vehicles prior to entry.
4.13 Enforcement of EROS Rules and Regulations
Security Guards will monitor and observe building occupants and visitors for adherence and compliance with the Federal Management Regulations (41 CFR 102-74) and the facility’s posted rules and regulations. Security guards shall also identify, report, delay, or detain those persons who violate the rules and regulations as appropriate.
4.14 Enforcement of Law and Order

The Contractor shall take whatever action is necessary to detect, stop, and detain individuals attempting to commit criminal acts against the safety and security of the Government, its employees or property, and the general public. After apprehension of a person suspected of committing a criminal offense, the suspect shall be turned over to the proper law enforcement agency for transporting and processing. The Security Guard(s) shall prepare an incident report and may possibly be called as witnesses in legal proceed-ings. In the event of a break in, attempted break in, or any law-and-order violation, the guard shall immediately notify the following authorities in the order indicated:
1) EROS Security Manager’s Office/COR.
2) Facilities Manager.
Security Guards shall receive and process complaints and protect crime scenes until the local law enforcement agency arrives on the scene and take control.
4.15 Other Incidents
In some situations, Security Guards may be required to act independently as the primary security response until local law enforcement assistance arrives. The Contractor shall endeavor to deter crimes against persons without waiting for a specific complaint, while immediately notifying the local law enforcement agency.
4.16 Complaints
The Contractor shall respond to complaints from any person concerning security, safety, or law enforcement within the Government’s jurisdiction. Such complaints shall be reported to the PM for resolution and disposition. The COR shall be notified of any complaints as soon as possible.
4.17 Control, Issuance and Storage of Special Keys
Contractor will be responsible for maintaining facility keys issued to Guards and any facility keys maintained under Security’s control to be temporarily issued to EROS staff upon approval.
4.18 Flags/Execute Colors
Flags at EROS are flown 24/7. Flags are lighted in accordance with regulations to fly for the full 24-hour period. The Contractor shall raise and lower the United States Flag (and other site flags as authorized) at the Center as directed by the Government during declarations, and or recognitions as authorized. No deviations are permitted unless authorized by the COR.

“Emergency Operations” are the supporting actions the Contractor provides in response to emergencies, fires, natural and manmade disasters, civil disturbances and or medical emergencies at the Center. All Security Guards, including the PM, shall become thoroughly familiar with the Government’s Occupant emergency Plan (OEP) which identifies Security’s roles and responsibilities.
In case of an emergency, the COR shall have the right to direct the activities of the Security Guards to respond to the emergency. When the time and circumstances permit, such direction will be requested through the PM. The diversion may be for the duration of the emergency or longer. Under no circumstances may the Guards refuse to cooperate with such directives when the USGS determines an emergency situation exists. No additional cost shall be charged to the Government for the diversion, and the Contractor will not be held accountable for the normal daily work that was not done and which was otherwise scheduled for the diverted guard.
4.20 Reports and Records
a) The Contractor shall prepare factual, complete and legible required reports on accidents, fire, bomb threats, unlawful acts, etc. and provide these reports to the COR within tenty-four (24) hours of occurrence unless otherwise noted elsewhere in this contract. In some cases, this will also require notations in electronic logs.
b) The Contractor and its employees shall ensure that all reports listed below, and others as needed by the Government are completed.

c) The Project Manager shall maintain a copy of all guard service reports, with the original forwarded to the COR. A report of all open posts will be sent to the COR within twenty-four (24) hours.
d) All logs, reports and records are the property of the Government and shall be provided to the COR within fifteen (15) days of contract termination.
4.21 Security Evaluation Drills
A series of evaluation drills will be conducted periodically by the Government to assure the emergency response capability of security personnel. It is anticipated that these drills shall be conducted during normal working hours at no additional expense to the Contractor.
4.22 Failure to Provide Productive Labor/Supervisory Man-Hours
In the event the Contractor fails to provide the required coverage, productive labor and/or supervision for each post, deductions may be made to the monthly payment, per Attachment VI.
5 Personnel Requirements
5.1 Key Personnel Descriptions
When the term “Management” is used in this contract, it refers to the Project Manager (PM), and Shift Supervisors.
Only DOL category Guard II security guards may be utilized to perform services under this Contract. All category Guard II security guards must be 9 MM firearms qualified.
a) GUARD II (Security Guard). The Guard II enforces regulations and procedures designed to prevent breaches of security, exercises judgment and uses discretion in responding to incidents and emergencies, determining whether to intervene directly, ask for assistance as time permits, keep situation under control or surveillance, or to report incident or situation to the appropriate authority for handling. Duties require specialized training in methods and techniques of protecting controlled areas. Commonly, the Guard II is required to demonstrate
Solicitation 140G0126R0008 Page 18 of 105 proficiency with firearms and other special weapons and meet physical fitness standards.
b) Site Project Manager. The Contractor shall appoint a full-time on-site EROS
Project Manager (PM). The PM shall be available to act for the Contractor to oversee and coordinate the services described in this contract. The PM shall be the single point of contact through which all Contractor/Government commu-nications, work, and technical direction shall flow except in cases of an emergency. The PM shall be available to the COR twenty-four (24) hours daily through telephone, pager, or radio communications. The PM shall respond to emergencies or critical situations, call back the COR within ten (10) minutes to confirm the telephone/pager call; and be on the site within one (1) hour of the telephone/pager call being placed by the Government. The telephone/pager shall be of the type that can be contacted via telephone. The duties of the PM shall be performed by an employee qualified to perform work as a Security Guard under the terms of this contract. However, the PM will only be utilized as a backup or as needed to support first responder and emergency operations as directed by the COR and not as an assigned member of the security staff.
1) The PM shall provide evidence of job experience and or education i.e., academic degree or certification in Criminal Justice, law enforcement, security management, or related field that has equipped the individual for the position. At least two (2) years of contract management is desirable. They must be able to effectively communicate with, supervise, and manage Security Guards and perform all aspects of the requirements in this Contract. The PM must demonstrate the capability to maintain an efficient workforce while supporting the USGS security objectives. The PM must be articulate and demonstrate excellent interpersonal skills.
2) The Contractor shall assign a cell phone to the PM and provide the name, home telephone number, cell phone number, and address of the PM, in writing, to the COR within twenty-four (24) hours of being assigned to this Contract.
3) The PM shall ensure that an alternate PM is available to respond to inquiries from the COR when the PM is absent. This individual shall meet all the specified contract requirements for the PM as stated above.
4) The PM shall oversee performance of the work and maintain an office at EROS and shall work variable hours Monday through Friday (excluding Federal holidays) to ensure proper contract execution.
During times the PM is unavailable (e.g. vacation, sick leave, etc.) the Contractor will ensure the alternate PM is on-site.

5) The PM shall receive and execute, on behalf of the Contractor, such technical direction as the COR may issue within the terms and conditions of the contract.
6) Project Manager Duties.
(a) Project management duties include, but are not limited to, managing all required services; communicating with the Government;
monitoring Supervisors; keeping personnel informed of and trained in all aspects of their positions, tasks, and duties; planning and scheduling all work requirements and training; preparing reports;
establishing and maintaining records; and ensuring quality control.
(b) The PM shall perform Quality Control Inspections on all shifts and maintain frequent liaison with the COR of this contract. The PM shall attend regularly scheduled meetings with the COR to discuss performance, operations, requirements etc.
(c) Monthly Status Report. The PM shall prepare a monthly status report and submit it to the COR. The report shall identify significant issues, problems, or concerns related to the performance or administration of the contract. The report shall include statistics on the suitability and stability of the work force (i.e., absenteeism, turnover rates, and behavior infractions), training certification and licensing accomplished during the month, summary of incidents, injuries reported, etc.
c) Shift Supervisor. Shift Supervisor(s) are assigned to supervise a specific shift of subordinate guard personnel.
1) Shift Supervisors shall have a background with a minimum of two (2) years of successful experience in field supervision (civilian community law enforcement, military service law enforcement, or commercial/industrial security guard service) and possess a high school diploma or equivalency.
2) Shift Supervisors must be qualified as Guard II Security Guards and be authorized to carry a firearm.
3) Shift Supervisors shall not perform company administrative activities (i.e.
schedules, timekeeping, payroll, etc.) while charging direct labor hours under this contract.
4) The man-hours stated in Attachment III are the minimum man-hours of supervision which have been predetermined as essential to provide the degree of supervision required by the Government. On-duty supervisors may be used for relief periods in performance of this contract to ensure adequate manning for all posts. Supervisors will be fully qualified to perform all post tasks
Solicitation 140G0126R0008 Page 20 of 105 identified in this contract. Should the Contractor not provide the minimum number of supervisory man-hours, deductions may be made as specified in Section C.4.22.
5) The Supervisor shall ensure that employees are:
(a) Available to man all posts as required by the contract and are properly trained to perform all duties as specified in accordance with this contract and the Post Order Record for the security post assigned.
(b) Are properly armed, uniformed and present a neat appearance.
(c) Maintain a continued state of proper training.
(d) Possess the necessary permits, authority, etc.
d) Security Guard. All Security Guards will meet the Guard II requirements identified herein and possess the ability to meet and deal with EROS staff and the public, the ability to construct and write clear, concise, accurate, and detailed reports, and the ability to maintain poise and self-control under stress.
1) Security Guards must possess a high school education or equivalent and have at least one (1) year of experience demonstrating the following: any security experience that may have equipped the employee in meeting the Guard II requirements and any applicable military service that may be credited toward meeting those requirements.
2) Operator must possess a valid state driver’s license per SD state vehicle operations requirements and Federal requirements for operating a vehicle on Federal property.
5.2 General Personnel Specifications/Requirements
Each contract employee must meet the following education, experience, health, language proficiency and suitability requirements. Each Contract employee must possess the ability to speak fluent English, understand English, read, understand, and apply printed rules, detailed orders, instructions, and training material.
5.3 Medical and Physical Qualifications.
The Contractor shall ensure that all employees performing on the Contract are physically capable of performing the duties of their post. Employees who sustain a physical injury or illness that prevents them from performing the duties of this Contract will be removed from the Contract until their condition is medically resolved.

a) Physical Examination. All Contractor employees shall successfully pass an initial and subsequent annual examination by a licensed physician or health professional prior to being assigned to duty under this Contract. The Contractor must provide written medical certification for each employee to the Contracting Officer and
COR.
b) Drug and Alcohol Program. The Contractor shall establish and maintain a drug and alcohol program that provides for pre-employment, reasonable suspicion, random, post-accident, and periodic follow-up testing.
c) Vision.
1) Visual acuity in each eye shall be correctable to 20/30 (Snellen) with eyeglasses or contact lenses. If the uncorrected distance vision is not at least 20/40 in the better eye, the employee shall carry an extra pair of corrective lenses. Near visual acuity, corrected or not, shall be at least 20/40 in the better eye. Field of vision must be at least seventy (70) horizontal meridians in each eye.
2) The ability to distinguish red, green, and yellow colors is required.
Loss of vision in one eye is disqualifying.
3) Glaucoma shall be disqualifying, unless controlled by acceptable medical or surgical means, provided that such medications, as may be used for control, do not cause undesirable side effects, which adversely affect the individual’s ability to perform assigned security duties.
4) Where corrective eyeglasses are required, they shall be of the safety glass type. The use of corrective eyeglasses or contact lenses shall not interfere with an individual’s ability to effectively perform assigned security job duties during normal or emergency operations.
d) Hearing.
1) Individuals shall have no hearing loss in the better ear greater than thirty
(30) decibels average at 500 Hz, 1,000 Hz, and 2,000 Hz, with no level greater than forty (40) decibels at any one frequency (by ISO 889 “Standard Reference Zero for the Calibration of Purtone Audiometer” (1975) or ANSI S3.6-1969 (f. 1973) “Specifications for Audiometers.”
2) A hearing aid is acceptable provided that suitable testing procedures demonstrate auditory acuity equivalent to the above-stated requirements.

3) The use of a hearing aid shall not interfere with the effective performance of the individuals assigned security duties during normal or emergency operations.
e) Medical Condition.
1) Individuals who have a medical condition that could affect their ability to perform their assigned security duties shall provide medical evidence that the condition can be controlled to the extent that there is minimal risk that they will be unable to carry out their responsibilities.
2) Disease. Individuals shall have no established medical history or medical diagnosis of epilepsy or diabetes, or where such a condition exists, the individual shall provide medical evidence that the condition can be controlled with proper medication so that the individual will not have a seizure, or lapse into a coma or unconscious state while performing assigned Security Guards’ duties. Any other disease or condition which interferes with the full performance of position duties is also grounds for medical rejection.
3) Addiction. Individuals shall have no established medical history or medical diagnosis of habitual alcoholism or drug addiction, or, where such a condition has existed, the individual shall provide certified documentation of having completed a rehabilitation program which would give a reasonable degree of confidence that the individual would be capable of performing assigned Security Guards’ duties.
4) Mental Health. The Contractor shall ensure monitoring and observation of employees and for any indications of emotional instability in the course of their performing assigned duties and shall take appropriate corrective measures as necessary. Individuals shall be emotionally and mentally stable with no history of any basic personality disorders. The Contractor shall provide supervisors with information and support necessary to recognize indications of emotional instability among their personnel.
5) Medical Evidence of Recovery. An individual who has been incapacitated due to a serious illness, injury, disease, or operation, which could interfere with the effective performance of assigned security duties shall, prior to resumption of such duties, provide medical evidence of recovery and ability to perform such security duties.

a) The Contractor shall provide, for each prospective employee, all data at the time of hire and in the form and format as may be necessary to assure the completion of the Government investigations.
b) The Contractor shall assure that employees who are selected for assignment to this contract are professionally and personally reliable, of reputable background and sound character, and meet the training and experience requirements stipulated herein.
5.5 Contract Work Hours
a) The Contractor is responsible for determining an appropriate number of man hours to complete the tasks described in this Statement of Work (SOW) and as identified in Attachment III, Guard Post Orders, and should be considered when preparing the bid, but in no case should the proposed hours be less than the hours listed to support each post identified and supervision identified in this SOW.
b) Productive Work Hours are defined as the actual working time of the Contractor employees performing security duties as specified in this contract. "Productive Manhours" shall include only the actual working time of employees performing services as specified on the Guard Post Orders and as specified for the duties and hours of each post. The duty hours of posts are subject to change. Should the Contractor fail to provide the specified number of minimum productive man-hours, deductions may be made as specified in Section C.4.22.
Security Guard services are required 24 hours a day, 7 days a week with actual hours scheduled varying by individual post. However, in case of an emergency it may be necessary to occasionally alter scheduled start and stop times to meet security needs or to request additional guards. The additional guards requested will be at the rates prevailing in the contract. The Project Manager shall be notified as far in advance as possible when it is determined that a change in hours will be required. In the event of a Presidential Proclamation, severe weather, or, other emergency as determined by the CO and/or COR, security services will continue normal operational schedule unless notified by the CO and/or COR.
5.6 Standards of Conduct
a) General. The Contractor shall maintain satisfactory standards of employee competency, conduct, personal appearance, and integrity.
b) Appearance. All Contract employees are required to wear the prescribed uniform while on duty. They shall maintain a clean and neat appearance and not wear dirty or wrinkled clothing. Uniforms shall be sized correctly for each employee and not show signs of excessive wear. The Contractor may obtain specific guidance from the COR. The goal is to present a positive image to the public.

c) Neglect of Duties. The Contractor shall not allow any employee to neglect duties.
Neglect includes but is not limited to sleeping while on duty, abandoning post, unreasonable delays or failure to carry out assigned tasks, conducting personal affairs during duty hours, refusing to render assistance, and failing to uphold security of the work site.
d) Disorderly Conduct. The Contractor shall not allow any employee to display disorderly conduct. The use of abusive or offensive language, gestures, quarreling, intimidation by words, actions, abuse of authority or fighting is considered disorderly conduct. Also prohibited is participation in disruptive activities that interfere with the normal efficient operations of the Government.
e) Intoxicants and Controlled Substances. The Contractor shall not allow any employee (while on duty or when reporting for duty) to possess, sell, consume, or be under the influence of intoxicants, illegal drugs, or any substances that produce similar effects.
f) Solicitation. The Contractor shall not allow any employee to solicitate.
Solicitation of any sort to sell or promote any products or services to Government or other Contract staff will not be tolerated and will result in removal from position.
g) Criminal Actions. Contractor employees may be subject to criminal actions/penalties in certain circumstances. These include, but are not limited to:
1) Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records, or concealment of material facts by willful omission from official documents or records.
2) Unauthorized use of Government property, theft, assault, and vandalism.
3) Deliberate security violations, espionage, and related activities.
4) Unauthorized disclosure of sensitive or classified information to unauthorized sources.
6 Training
The syllabus for training requirements is in Attachment II.
The Project Manager shall certify that each employee is familiar with the post orders and current SOPs prior to assuming duties and shall maintain certified documentation for each uniformed employee.
The Contractor shall bear all costs and responsibilities related to their employees’ attendance at the training and examinations, including all expenses for transportation, Solicitation 140G0126R0008 Page 25 of 105 lodging, and meals (as may be necessary). The Contractor shall provide remuneration to their employees at the same hourly rate/salary they would receive for on-the-job training.
All training-related costs shall be factored into the offering price, as they will not be itemized or paid for separately by the Government after delivery order award.
6.1 Firearms Training and Qualification (DHS/FPS)
a) All Contractor-provided weapons used for qualifications of employees shall be the employees’ service pistol as approved by the CO and/or COR.
b) Annual firearms requalification requires the employee’s ability to pass the
Practical Pistol Course (PPC) (See Attachment II) with a passing score.
6.2 CPR/AED/First Aid Training
The Contractor is responsible for scheduling, obtaining, and covering costs associated with providing CPR, AED, and First Aid training to all Contractor employees. CPR and AED training and certifications shall be valid for a period of one (1) year. Upon the one-year expiration of the CPR and AED certifications, each employee shall be recertified.
Recertification training shall cover adult, pediatric, and infant CPR procedures and AED procedures. The CPR and AED courses are to be certified by the South Dakota Safety Council.
6.3 Government-Provided Training
Project Manager shall ensure that guard personnel receive orientation training as provided by the COR as follows:
a) General information and special orders for the facilities to be protected under this contract/task order are covered in the following:
1) EROS Safety Awareness and OEP overview
2) EROS Spill Plan
3) EROS Security Awareness
4) USGS Property Management
5) USGS Records Management
b) Procedures for security systems on the protected premises.
6.4 Contractors Plan for Training
The Contractors plan for training as specified by this contract/task order shall be submitted to the COR within ten (10) days after receipt of the award notice. All formal training required shall be administered (i.e., taught, presented) by persons who are certified as being qualified to instruct or teach the specific subject or topics required.
Certification to instruct the specific subject shall be in the form of a certificate issued by
Solicitation 140G0126R0008 Page 26 of 105 an accredited institution of learning (school, college, university, etc.), a Governmental (Federal, State, County, etc.) educational certification body (agency, board, commission, etc.), or by documentation that the person instructing has sufficient authoritative, practical and current knowledge of the subject matter. Such certification (documentation) offered shall be current (by date) and shall meet the approval of the COR. Copies of the instructor’s certifications and documentations shall be submitted to the COR for approval.
6.5 Report of Training Completion
A report of the completion of all required training shall be submitted to the COR by the Contractor for each employee.
6.6 Training Inspection
The CO or the COR is authorized to inspect, monitor and evaluate the conduct of all training. Reports by the evaluator relative to the status, progress and effectiveness of training will be coordinated with the COR.
7 Permits, Licenses, Clearances, and Qualifications
7.1 Firearms Licensing and Permits
a) The Prime Contractor must be licensed by the state of South Dakota to provide armed security guard services. All Security Guards assigned to this contract are required to carry firearms and shall be licensed and certified in accordance with South Dakota state law and Federal Protective Services (FPS) standards.
