About this file

This is a specifications document and final turnover submittal for the USDA APHIS Building 6403 Renovation project located at Moore Air Base in Edinburg, Texas. The project involves comprehensive renovation of the Arthropod Containment Facility with both base bid scope items and optional alternates. Base bid work includes complete replacement of the chilled water system, air handling units, exhaust fans, and ductwork throughout the facility; replacement of the entire building DDC controls system and steam boiler system; roof replacement with new fall protection rail; access control and door modifications; remodeling of entry and bathroom areas; installation of new air curtains at laboratory access points; laboratory remodeling including new fume hoods, emergency showers, and floor drains; installation of a 100% outside air energy recovery unit; flooring and casework replacement in laboratory rooms; and various plumbing upgrades including a new bottle filler drinking fountain and RO water system in the headhouse.

Four optional alternates are offered: Alternate 01 includes additional room finishes (flooring, wall base, lighting, and ceiling repairs) in four specific rooms; Alternate 02 involves demolition of an exterior electrical panelboard and repainting the entire building exterior; Alternate 03 covers repair of six environmental growth chambers with new controls, pumps, and connections to building systems; and Alternate 04 addresses relocation of a door opening in the Maintenance 105 room. The specifications document establishes detailed administrative and procedural requirements including submittal procedures, quality assurance and quality control standards, coordination with Owner occupants during full occupancy, restrictions on utility interruptions requiring 14 days' notice and Owner written permission, employee identification and screening requirements, and provisions for handling contract modifications, RFIs, and payments. Contractor must coordinate construction to minimize disruption to ongoing operations, provide temporary power when necessary, and comply with USDA identification and drug screening requirements for all personnel.
