About this file
This is a Statement of Work for construction services to renovate Building 6403, an Arthropod Quarantine (AQ) Facility at Moore Air Base in Edinburg, Texas. The facility is a high-security containment lab operated by USDA-APHIS-PPQ that supports biological control programs, insect strain development, and invasive species testing. The scope includes major renovation and upgrades to mechanical, electrical, and plumbing systems, as well as interior finish improvements across multiple functional areas including laboratories, environmental growth chambers, greenhouses, decontamination facilities, and support spaces.
The contractor shall furnish all labor, materials, and equipment required to execute work per design documents prepared by Coffman Engineers dated October 17, 2025. Preconstruction services include attending a pre-bid meeting, conducting field investigation and site survey, submitting itemized proposals with construction schedules for base bid and alternates, participating in post-award meetings, and providing shop drawings and submittals for approval. Construction phase services require participation in progress meetings, two-week look-ahead and look-back schedules with progress photos, code compliance analysis, regular submittal documentation, compliance with all applicable federal, state, and local building codes and environmental regulations, and training for facility users. The contractor must submit a code analysis addressing occupancy classifications, fire resistance ratings, egress, fire suppression systems, structural and seismic design, and sediment/erosion control. The project schedule requires 14 days for shop drawing review, 5 days notice to proceed, 120 days for construction, and 14 days for closeout. Key project contacts include Contracting Officer Jim Roloff, Engineering Project Manager Gordon Limbaugh, and Facility Manager Gabriel Lopez. All submittals must be distributed electronically to the contracting officer, facility manager, designer of record, engineering project manager, and plant protection and quarantine representatives. The project must coordinate with other ongoing construction at Moore Air Base, including NWS facility development and hangar repairs.
