About this file

This is an RFI Log documenting 55 questions and clarifications submitted by contractors during the pre-bid phase for the USDA/APHIS Building 6403 renovation project located at Moore Air Base in Edinburg, Texas. The project, based on specifications dated October 17, 2025, and an 83-sheet drawing set, involves major renovation of the Arthropod Quarantine Facility including mechanical, electrical, and plumbing system upgrades and interior finish refreshes. The contract duration is 450 calendar days (approximately 15 months) from Notice to Proceed, and the building will remain unoccupied during construction. All RFIs were closed by August 20, 2026, with responses provided through two addenda.

Key clarifications addressed in the RFI log include: hazardous materials testing responsibility, with an asbestos survey underway; roof work assuming 20% sheathing and framing replacement with 50 linear feet of blocking and R-20 minimum insulation; laboratory pressure relationships and HVAC sequence of operations requirements; environmental growth chamber repairs (EGC 4, 5, 6, 10, 11, 12) as a deferred alternate with delegated design responsibility; fume hood installation by contractor with owner-provided equipment and APHIS-contracted certification; access control and security system installation by owner's contractor with GC responsible for rough-in; structural assessment completed for roof loads with delegated design for guardrail anchorage; and comprehensive commissioning requirements per new Specification Section 019113. Additional critical scope items include temporary fencing requirement, designated door removal authorization during construction, laboratory casework coordination with plumbing and electrical penetrations, point-of-use water heater electrical requirements, and owner responsibility for equipment removal and sensitive materials handling. RFIs were submitted by multiple contractors (Covington, McKenzie, Trevino, Truinco, and AR6 CE) with priority levels distributed as 36 high-priority and 19 medium-priority items.

RFI-001ArchitecturalPlease confirm if there is a Hazardous Material report on the facility.

a. If not, is the contractor responsible for performing any hazardous material testing? and or if the contractor should intend on performing a test to document this?

b. If the contractor is responsible for performing hazardous material testing, are they then responsible for performing hazardous material abatement as well? This will be difficult to price abatement, as quantity would not be known until after the report is developed.

c. If contractor is responsible for performing hazardous material testing and abatement, would the government please specify an allowance to be carried out for HAZMAT abatement?

d. If hazardous material is known, please specify what it is, locations, quantities, and if the contractor

is responsible for appropriate abatement.ClosedWe're getting a survey performed in the next day or two.08.17.202608/20/2026
RFI-002ArchitecturalWithout further inspection, the contractor cannot quantify damaged roof sheathing that may need to be

replaced as noted on drawing A-301 wall sections.

Would the USDA be willing to specify a percentage of roof sheathing to be replaced and reconcile this upon further evaluation of the sheathing conditions? This would keep all bidders on equal

footing for pricing, as some may price more or less sheathing replacement than others.ClosedSee direction provided in Addendum 1. No allowance. Assume replacement of 20% of sheathing and framing with 50 linear feet of blocking.08.17.202608/19/2026
RFI-003ArchitecturalCan the USDA confirm the slab profile or provide a detail for patching back the slab removed on drawing
PD101?ClosedExact existing slab provide for the original portion of the building is not available. Contractor to assume 4" concrete slab (4000 psi) with #3 bars at 13" o.c. each way. Dowel new slab infil into existing slab edge with #3 dowels, 8" long, embedded 4" into existing slab at 13" o.c. on all sides of the new infil.08.17.202608/19/2026
RFI-004General ConditionsWill the contractor be required to install temporary fencing around the job site, or will this not be required?ClosedYes for when work is occuring outside the building. See Addendum 2.08.17.202608/19/2026
RFI-005ArchitecturalSheetrock is currently installed at the underside of roof joists at the lower roof area and possibly the higher

roof areas; with the new roofing being installed, it is our understanding the roof system R Value will be in the new TPO roof assembly. Please advise if the sheetrock installed tight to the roof joist needs to be re-installed or can be removed or compromised without being repaired during the installation of new hangers, etc. Please advise on the finished product of the roof joist drywall.

a. What is the construction intent of the drywall on the underside of the roof deck?

i. Is it for firewall/fire rating purposes?

ii. To help achieve insulation R-value?

b. Additionally, for the installation of MEP hangers, does additional blocking have to be installed to prevent hangers from penetrating the TPO roof assembly? See the attached picture of the drywall

on the underside of the roof deck. Please advise if blocking will need to be installed for hangers.ClosedSection 03/A-301 existing gypsum board ceiling is to remain as noted. This is a part of the insect containment construction. Install blocking as required to support ductwork.08.17.202608/19/2026
RFI-006General ConditionsReferencing past performance to be submitted with proposals, please indicate how many prior projects are
to be submitted with the contractor’s proposals.ClosedThat's up to you.08.17.202608/20/2026
RFI-007General ConditionsWill the entire building be vacated during construction?ClosedYes.08.17.202608/19/2026
RFI-008General ConditionsWill there be any equipment left in the building that is sensitive and needs protection? Or will the government be responsible for removing all sensitive equipment?ClosedAll sensitive equipment will be removed by FMS and IMMDL. The only equipment that will stay fixed is to the building and will be secured by FMS.08.17.202608/19/2026
RFI-009General ConditionsWill the government leave any scientific research, reagents, materials, etc. that are temperature sensitive in
the lab spaces in freezers or refrigerators that must remain on and protected during construction?ClosedNo. All will be removed. The only equipment that will stay is fixed to the buidling and will be secured by FMS.08.17.202608/19/2026
RFI-010General ConditionsIs the contractor responsible for removing any bio-safety cabinets, centrifuges, microscopes, etc.?

a. If so, is the contractor responsible for re-certifying these devices once placed back in the labs?

b. If the contractor is responsible for moving and recertifying, we will need to know quantities, equipment description (brand, model #, serial #), and if they need to be recertified or balanced upon relocation. Closed No existing biosafety cabients to demolish. Owner will remove bench equipment. The new fume hood installation and TAB by the contractor. APHIS will have the fume hood certified. 08.17.2026 08/19/2026
