About this file

This is a Requests for Information (RFI) and Responses document for the Renovate Building 6403 Containment Lab project at the Department of Agriculture's Arthropod Quarantine Facility. The document addresses technical clarifications submitted by bidders and the government's corresponding responses regarding the mechanical, electrical, and plumbing system upgrades and interior finishes renovation.

Key clarifications provided include: (1) addition of five Electric Duct Heaters (EDH-1, EDH-2, EDH-3, EDH-5, EDH-6) to equipment schedules as accessories to Supply Air Control Valves; (2) clarification that existing condensate lift methods for High-Pressure Steam serving Environmental Growth Chambers shall be repeated for new piping, with Alternate 03 scope to be completed by the EGC Specialist; (3) correction of roof-mounted exhaust fan EF-11 from a side-ducted Greenheck G-140HP-VG to a high plume or utility set vent fan to avoid performance issues; (4) confirmation that no specific control system manufacturers are restricted in the specifications for 230900-Instrumentation & Control Systems; (5) provision of insulation specifications for outside air intake and exhaust located outside the building envelope per 230700-HVAC Insulation Systems; (6) clarification and addition of details for Chilled Water and Steam line connections to Environmental Growth Chamber equipment; and (7) confirmation that a bid bond is not required, though performance and payment bonds are mandated. Addendum 1 documents posted on SAM August 13 incorporate the fixes and technical details addressing these RFI responses.

RFIs and Responses

1. M-101: There are (5) Electric Duct Heaters marked EDH-1, EDH-2, EDH-3, EDH-5 and EDH-6 directly downstream of respectively numbered Supply Air Control Valves. These EDHs are not scheduled. Please add these (5) EDHs to the equipment schedules. These are scheduled with the air control valves as they come as an accessory to the valves. See the “Air Control Valve” schedule for more information. (no changes for Add. 1)

1. M-102: Where the High-Pressure Steam is to service the Environmental Growth Chambers, is the equipment served above or below ceiling? If the equipment is below ceiling there is a need for some kind of Condensate Return Unit/Pump to move the High-Pressure Condensate (HPC) up in elevation into the HPC main. There is currently no instruction on how the HPC fluid is to be returned from the equipment served to the HPC main. Please clarify. Alternate 03 scope to be completed by the EGC Specialist as identified on Keynote 5, MD102. Existing method of condensate lift shall be repeated for new piping. (no changes for Add. 1)

1. M-110: EF-11, which is scheduled as a Greenheck G-140HP-VG fan, is a roof mounted downblast fan that is not designed to have a side-ducted intake as drawn. After discussing with fan providers, this application could cause performance issues if used as shown on the plans. It is recommended this fan be a high plume exhaust fan like EF-12 or a utility set vent fan. Fixed and shown in the addendum 1 documents posted on SAM Aug 13.

1. 230900-Instrumentation & Control Systems: Who is the manufacturer of the current control system? Is there a restriction on which manufacturers can be used for the new system? No approved manufacturers are listed in the specifications. Fixed and shown in the addendum 1 documents.

1. 230700-HVAC Insulation Systems: Please provide insulation specifications for outside air intake and exhaust located outside the building envelope. Fixed and shown in the addendum 1 documents.

1. M-110: There is a CHW branch approximately at the intersection of gridlines C.5/2.75 that shows 1-1/2" CHW lines down to AHU-1. AHU-1 is not shown on the piping plan Sheet M-102. Please clarify if this branch is necessary and if so, where AHU-1 is located. Fixed and shown in the addendum 1 documents.

1. M-102: Please provide details for connection of new CHW and Steam lines to equipment in Environmental Growth Chambers. Details were added showing how the chilled water piping is to be connected to the EGCs based on the existing conditions. See addendum 1 documents for this addition.

1. Is a bid bond required. From page 2 of the solicitation:

3. Performance and payment bonds are required. A bid bond is not required.
