STATEMENT OF WORK FOR

Janitorial Services at Minneapolis District ATCT Facilities

1. SCOPE: This document outlines the requirements for janitorial service at Federal Aviation

Administration (FAA) buildings and offices in 14 locations.

**Facilities may be added or removed upon mutual agreement of the Government and Contractor.

2. GENERAL INFORMATION:

Period of Performance: The period of performance must be for one (1) Base Year and four 12-month option years. The Period of Performance reads as follows:

Base Year: 10/01/2023 to 09/30/2024 Option Year 1: 10/01/2024 to 09/30/2025 Option Year 2: 10/01/2025 to 09/30/2026 Option Year 3: 10/01/2026 to 09/30/2027 Option Year 4: 10/01/2027 to 09/30/2028

The Government reserves the right to extend the term of this contract at the prices set forth in Section B of the Contract in accordance with the terms and conditions contained in clause 3.2.4-34 Option to Extend Services.

Type of Contract: The Government must award a single firm fixed-price contract.

Quality Control: The contractor must develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor must develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means by which he assures himself that his work complies with the requirement of the contract. A draft Quality Control Plan will be provided with the offer and once selected for award, the contractor must provide the final plan within 30 days after award. After acceptance of the quality control plan the contractor must receive the contracting officer's acceptance in writing of any proposed change to his QC system.

Interference with Government Business: The Contractor must schedule and arrange work so as to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference may be essentially unavoidable, the Contractor must be responsible to make every effort to minimize the impact of the interference, inconvenience, customer discomfort, etc.

Protection of Government Property: During execution of the work, the Contractor must take special care to protect Government property including furniture, walls, baseboards, and other surfaces from materials not intended. Accidental splashes must be removed immediately. The Contractor must return areas damaged as a result of work under this contract to their original condition, to include painting, refinishing, or replacement, if necessary.

Safety and Fire Prevention: The Contractor must be responsible for instructing their employees in appropriate safety measures. Housekeeping employees must not place mops, brooms, machines and other equipment in traffic lanes or other locations in such a manner as to create safety hazards.

Appropriate, neat appearing, well-kept signs must be provided by the Contractor to indicate, "Danger, Hazardous Floors, Walk Left or Walk Right", as applicable, and approved by the COR prior to use. Such signs must be displayed at all times in all areas where cleaning operations are in progress that necessitate use of any equipment or supplies such as buckets, wires, ladders, water, wax, etc., which may impose a traffic obstruction or personnel hazard. Contractor's employees will be required to interrupt their work to allow passage of personnel, equipment, or carts. When cleaning of a public traffic area (i.e., lobbies or corridors) results in a temporary hazard of wet/slippery floors, housekeeping personnel must use parallel wet mopping or cleaning procedures.

Quality Assurance: The government must evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

REDUCTION IN PAYMENT:

A. Upon receipt of written notification by the Contracting Officer, regarding nonconformance of contractual services, as provided in the incorporated schedule, which specifies the allowable deviations and maximum deductions for deviations, the Contractor will be given 24 hours to provide the required corrective action. If such nonconformance is not corrected within this allowable period, the Contracting Officer may have such work done by others, with the cost(s) deducted from the monthly payment.

B. Repeated failures to perform work, as required by the specifications and contract documents, may result in termination of the contract.

C. The following schedule outlines the Government’s plan for ensuring contract performance;

including maximum deductions which may be taken should deficiencies be found for the noted services. The Government will, at its option, require corrective action or take a deduction from the monthly invoice. The contractor will be notified of any discrepancies found and will have an opportunity respond to the deficiencies. The Government has the right to inspect services at any time. Any random inspection will take into consideration the normally scheduled times and frequencies required for service performance. The contractor is entitled to a joint monthly inspection each month. The contractor is to coordinate with the Contracting Officer’s Representative (COR) when a joint inspection is needed. The COR may also initiate a joint inspection, which will be coordinated with the Contractor Quality Control Representative or his designee.

D. Upon request, the COR is entitled to review the results of the contractor’s quality control program and internal inspections.

3. GOVERNMENT FURNISHED ITEMS AND SERVICES

Facilities: The Government must furnish or make available to the Contractor the facilities described herein. The Contractor will be responsible and accountable for such facilities accepted for use and must take all precautions necessary to prevent fire hazards, odors, and vermin. Custodial services for Government furnished facilities will be provided by the Contractor. The Contractor must obtain written approval from the Contracting Officer prior to making any modifications or alterations to the facilities.

Any such modifications or alterations approved by the Government will be made at the expense of the Contractor. At the completion of the contract, all facilities will be returned to the Government in the same condition as received, except for reasonable wear and tear. The Contractor will be held responsible for the cost of any repairs caused by negligence or abuse on his/her part, or on the part of his/her employees.

Utilities: The Government must furnish utility services at existing outlets, for use in those facilities provided by the Government and as may be required for the work to be performed under the contract:

electricity, steam, natural gas, fresh water, sewage service, and refuse collection (from existing collection points). Information concerning the location of existing outlets may be obtained from the Contracting Officer Representative. The Contractor must provide and maintain, at his/her expense, the necessary service lines from existing Government outlets to the site of work.

The Contractor will be responsible for instructing employees in utilities conservation practices. The Contractor will be responsible for conserving utilities, which must include, but not necessarily be limited to:

• Lights must be used only in areas where and at the time when work is actually being performed unless otherwise directed by the COR.

• Mechanical equipment controls for heating, ventilation and air conditioning systems must not be adjusted by contract employees.

• Water faucets or valves will be turned off after the required usage has been accomplished. To conserve water, only the minimum quantity of water needed for the required usage will be expended.

Janitorial Closets: Janitorial closets/storage room may be assigned, if available, to the contractor by the Contracting Officer's Representative for the storage of bulk supplies inside the building. No other supplies or equipment may be stored on site. The Government must not be responsible for loss and/or damage to contractor's stored supplies, materials, equipment, or other personal belongings caused by fire, theft, accident, or otherwise. Failure to keep these facilities in a clean and orderly condition may result in the withdrawal of the use of such facilities.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBLITIES

The Contractor must furnish all materials, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this Statement of Work.

a. The Contractor must furnish all supplies. The Contractor is responsible for placing these items in their normal place of use. NOTE: ALL toilet tissue supplied under this contract must be no less than 2-ply. There will be a sufficient stock of supplies (based on typical usage) including, but not limited to, toilet tissue and paper towels to ensure the facilities does not run out, especially over a weekend or Holiday.

b. The Contractor must furnish all tools, equipment, and janitorial supplies in sufficient quantities necessary to meet the requirements of this contract. Contractor- provided tools must not generate excessive noise that disrupts the work in progress. The Contractor must use cleaning agents of synthetic detergent that are low-odor, odor counteracting, and have germicide properties.

c. All power equipment and attachments, including power cable and extension cords, must be free from any defects. The Contractor must use only the FAA furnished power outlets designated by the COR or CO. See section 6 for further details.

d. No contractor furnished or owned commodity may be kept on FAA owned or leased space or property without approval in writing by the COR or CO. The Contractor must keep pilferable items under lock and key at all times and must provide the COR with a key in the event of an emergency.

e. The Contractor must provide the COR and Facility a binder with the complete list of Material Safety Data Sheets (MSDS) for ALL CHEMICALS being utilized to sanitize and clean the facility.

The Contractor must also ensure that this list is updated whenever there are Chemical / Product changes.

5. CLEANING SERVICES: Performance requirements for cleaning consist of the following each time an area is serviced. Furniture or other equipment (including waste bins) moved while performing cleaning services must be returned to their original position.

a. Clean/Wash Drinking Fountains. The tops and sides of the drinking fountains must be cleaned.

The adjacent walls must also be cleaned. Surfaces shall be free of streaks, spots, or smudges.

b. Empty/Wash Waste Bins. All waste bins must be emptied and plastic liners replaced. Any plastic liner with food wastes or that is soiled or leaking must be replaced with a new plastic liner.

Waste bins must be washed inside and outside utilizing a disinfectant to remain free of odors.

After washing, bins must be wiped dry and new plastic liners installed. Boxes, cans, bottles, and other items placed adjacent to waste bins and marked "TRASH" must also be removed and placed in waste dumpster outside. All waste collected must be disposed of in the nearest outside trash dumpster. Waste that falls on the floor and outside grounds during the waste removal must be picked up.

c. Empty/Wash Recycle Bins. Remove all receptacles from recycle bins and place in appropriate outside recycle dumpster. Any plastic liner with food wastes or that is soiled or leaking must be replaced with a new plastic liner. Waste bins must be washed inside and outside utilizing a disinfectant to remain free of odors. After washing, bins must be wiped dry and new plastic liners installed.

d. Empty Paper Shredder. Clean and empty the receptacle and vacuum paper from exposed surfaces.

e. Empty/Wash Ash Trays. Store butts and ashes in metal containers until it is safe to include in the trash or dumpster. Clean all pedestal receptacles outside of the building. All ashtrays and ash receptacles must be emptied and cleaned free of tobacco residue. Trays to be washed utilizing a disinfectant to remain free of odors

f. Vacuum Carpets. Carpeted areas and mats must be vacuumed free of all loose soil and debris.

g. Sweep/Dust Mop. Concrete/quarry tile, terrazzo, metal, wood, and resilient flooring must be swept or dust mopped to remove all loose dirt, dust, and debris. Floors must be swept/dust mopped free of dirt and mopped with a disinfectant.

h. Damp Mopping. Prior to damp mopping, floors must be swept/dust mopped. Floors must be damp mopped with an industry standards cleaning solution to remove dirt, streaks, smears, and stains.

i. Clean Restrooms. Restroom fixtures, including water closets, urinals, lavatories, and sinks must be washed inside and outside utilizing a disinfectant, and must be free of stains and odors.

Brushes, sponges, and cloths that have been used to clean any other part of the restroom (including water closets, urinals, walls, floors, and partitions) must not be used to clean lavatories or sinks. Wainscoting, partitions, walls, and doors must be cleaned free of dirt, stains, and graffiti. Mirrors must be cleaned and polished. All metal fixtures and hardware must be cleaned. If present, shower stall rooms and locker/dressing rooms must be considered part of the restrooms, and cleaned accordingly. Restroom supply dispensers (paper towels, toilet tissue, soap, and hand sanitizer) must be replenished. The Contractor must stock restrooms with sufficient supplies to ensure that the supplies last until the next scheduled service.

j. Dust Ledges/Counters/Other Flat Surfaces. All furniture, partitions, radiators, hand railings in stairways, grills, horizontal ledges, and sills must be dusted. Walls, doors, and partitions must be wiped clean (including glass in partitions and doors) to a height of 7'0" above the floor level. If present, chalk and marker trays, and erasers must be cleaned. All dry erase boards must be cleaned with a cleaning solution designed for dry erase boards. Corridor, lobby, and entrance walls and doors must be cleaned. Miscellaneous hardware and bright metalwork must be wiped clean.

k. Clean Walk-off Mats. Soil and moisture underneath mats must be removed and the floor must be cleaned as appropriate along with the rest of the floor. The mats must be returned to their original locations afterwards. The Contractor must report all walk- off mats worn out to the point of being ineffective.

l. Clean/Defrost Refrigerator if specified in location-specific schedule. Clean and defrost the refrigerators located in the break room. Clean the inside of the refrigerator. Clean the outside of the refrigerator removing handprints, dirt and scuff marks. Only breakroom refrigerators are covered. Personal refrigerators in individual offices are not covered.

m. Clean Microwave. Clean interior and exterior of microwave oven to remove handprints, soil and food particles. Only breakroom microwave are covered. Personal microwaves in individual offices are not covered.

n. Clean Stove Top/Range Hood/Oven. Clean interior and exterior stove top, range hood and oven to remove handprints, soil and food particles.

o. Clean Kitchen Counters/Sinks/Other Fixtures. A commercial solution shall be used to remove streaks, stains, smudges, food residue, and other obvious soils.

p. Spot Cleaning. Smudges, fingerprints, marks, streaks, etc. shall be removed with a germicidal detergent from washable surfaces of walls, furniture, hardware, partitions, lockers, doors, fixtures, elevator doors/panels/buttons, stairwell handrails/guards, panels and picnic tables.

After spot cleaning, surfaces shall have a uniform appearance and be free of streaks, spots, and other evidence of removed soil. Dust and foreign matter shall be removed from the frames, casings, sills, and glass.

q. Clean Window Blinds/Shades. Blinds and shades shall be damp wiped to remove soil and dust, using a commercially approved cleaner. Blinds and shades shall be free of streaks and smudges.

This does not include the Tower Cab blinds/shades. Shades in the tower cab must be cleaned per manufacturer instructions.

r. Exterior Window Cleaning. Windows up to the second floor shall be washed using such instruments as to assure the cleaning is thorough. Windows shall be free of all traces of film, dirt, smudges, water deposits, and other foreign matter. Dust and foreign matter shall be removed from the frames, casings, sills, and glass. Windows above the 2nd floor shall be cleaned using professional window cleaners.

s. Interior Window Cleaning. All window and adjacent trim. Glass will be thoroughly cleaned to keep it free of finger prints, smudges, streaks, and smears. This does not include the Tower Cab windows. See site specific instructions/schedules for Tower Cab window cleaning.

t. Spray Clean/Strip/Buff/Wax. Prior to spray cleaning, stripping, buffing and waxing. Floors must be damp mopped. Floors must be spray cleaned and buffed to remove traffic marks, heavy soil, etc. The material used for spray cleaning and buffing must contain a blend of detergents and polymers to emulsify surface soil and repair traffic areas. If loose residue is produced by buffing, it must be removed in a manner that must leave the floor clean without destroying the high gloss produced by buffing. When completed, a spray cleaned and buffed floor must have a uniform, high-gloss finish, free of scuff and heel marks. The floor finish must be uniform from wall to wall, including corners. Resilient flooring must be swept/dust mopped and stripped to remove all built-up wax and imbedded dirt prior to waxing. After application of wax, areas must be buffed (if required) sufficiently for maximum gloss and uniform sheen from wall to wall, including corners. The waxed floor must present a clean appearance free from scuffmarks or dirt smears. Furniture or other equipment moved during floor stripping and waxing must be returned to their original positions.

u. Shampoo Carpets. Prior to shampooing, carpets must be vacuumed free of all loose soil and debris. Carpets must be shampooed free of streaks, stains, and spots, and must have a bright uniform color. Shampooing must be done by the water extraction method. After drying, furniture or other equipment moved for the shampooing must be returned to their original positions.

6. SPECIAL PRECAUTIONS: Some areas must be occupied by FAA employees performing official duties during the time contract work is being conducted. Therefore, the contractor must give special attention while conducting work in these areas. These areas contain critical and specialized power for the operation of equipment used by the FAA. At no time may the Contractor's power-driven equipment be plugged into any electrical outlet used by FAA equipment or racks and/or consoles.

Care must be exercised to prevent vacuum cleaners, buffers, mops, etc., from striking FAA electronics equipment and racks. The COR must assist the Contractor in working out the best and safest methods for the proper cleaning of these areas.

7. SPECIAL INSTRUCTIONS:

a. The Contractor must arrange for satisfactory supervision of the contract work. The contractor or his/her supervisors must be available at all times. The name of the supervisor must be submitted in writing through the COR to the CO.

b. The Contractor must post and update cleaning checklists in the Janitor’s Closet of each facility.

c. Employee Training -The Contractor will be responsible for training his/her employees on the following subjects:

• Proper use and handling specified and approved detergents, supplies, and equipment.

This is including, but not limited to, personal protective equipment (PPE), biohazard clean up kits, etc.

• Care and maintenance of Contractor and Government furnished property.

• Familiarization with fire prevention and safety procedures. This must include fall protection if applicable for cleaning in high areas and proper use of ladders.

Documentation of this training will be made available to the Contracting Officer and/or their Representative upon request.

d. The Contractor must ensure each employee completes the appropriate security forms required by FAA, Personnel Security Division, in order to conduct local background checks and appropriate national agency checks. If the background security checks reveal the employee does not meet FAA’s suitability standards, he/she must not be allowed to work at the FAA facility.

Security must notify the CO prior to notifying the Contractor to remove the employee from the facility. The Contractor must submit to the COR a list of all employees by name who are to work at this facility not later than ten (10) days after receipt of contract award. The Contractor must likewise notify the COR in writing of any deletions or additions of employees performing under this contract immediately. The Contractor and his/her employees must be subject to all rules and regulations relative to entering and leaving the buildings and grounds for security purposes.

e. There may be additional badging requirements at certain locations. Additional badging requirements may include a second form of photo ID.

f. Additional Airport Authority Insurance Requirements may be required at the sites below.

GRI ATCT

g. The contractor is responsible for all government-furnished keys and access cards. The contractor must bear the cost of replacement keys and re-coring and all applicable locks if the keys and/or access cards become lost or destroyed.

8. OTHER

Policing Grounds: Paper, bottles, cans, and all other trash and refuse must be removed from all grounds, sidewalks, and interior courts within the facility property as needed. All removed items must be deposited in the nearest waste container.

Emergency Services: In the event that an emergency situation occurs, such as flooding, glass breakage, biohazard cleanup, spillage of liquids, etc., prior to or after normal working hours, the contractor must be required to provide clean up services.

Lost and Found Property: It is the contractor's responsibility to ensure that all articles of possible personal or monetary value found by the contractor's employees are turned in to an office designated by the COR/Fac.POC.

DEFINITIONS

As used throughout this contract, the following terms shall have the meaning set forth below. Additional definitions are in the "DEFINITIONS" clause.

1. Where "as shown", "as indicated", "as detailed", or words of similar import are used, it shall be understood that reference is made to this specification and the drawings accompanying this specification unless stated otherwise.

2. Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, it shall be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.

3. Clean. Defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.

4. Contracting Officer (CO). A person with the authority to enter into, administer, and terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.

5. Contracting Officer’s Representative (COR). The government employee designated by the Contracting Officer to be responsible for monitoring of contractor performance.

6. Facility Point of Contact (Fac.POC). The government employee designated by the Contracting Officer to assist the Contracting Officer’s Representative and the Contracting Officer throughout performance and closeout.

7. Contractor. The term contractor as used herein refers to both the prime contractor and any subcontractors. The prime contractor shall ensure that his/her subcontractors comply with the provisions of this contract.

8. Contractor Representative. A foreman or superintendent assigned in accordance with the "CONTRACTOR EMPLOYEES" clause.

9. Disinfect. Cleaning in order to destroy any harmful microorganisms by application of an approved chemical agent.

10. Facility. An establishment, structure, or assembly of units of equipment designated for a specific function.

11. Frequency of Service.

a. Annual (A). Services performed once during each 12 month period of the contract at intervals of 345 to 385 days.

b. Semi-Annual (SA). Services performed twice during each 12 month period of the contract at at intervals of 160 to 200 calendar days.

c. Quarterly (Q). Services performed 4 times during each 12 month period of the contract at intervals of 80 to 100 calendar days.

d. Monthly (M). Services performed 12 times during each 12 month period of the contract at at intervals of 28 to 31 calendar days.

e. Semi-Monthly (SM). Services performed 24 times during each 12 month period of the contract at intervals of 14 to 16 calendar days.

f. Weekly (W). Services performed 52 times during each 12 month period of the contract at intervals of six to eight calendar days.

g. Twice weekly (2W). Services performed two times per week, such as

Monday and Thursday or Tuesday and Friday.

h. Three times weekly (3W). Services performed three times per week, such as Monday, Wednesday and Friday.

i. Daily (D5). Services performed once each calendar day, five days per week, Monday through Friday, excluding holidays unless otherwise noted.

j. Daily (D7). Services performed once each calendar day, seven days per week, including weekends, excluding holidays unless otherwise noted.

12. Quality Assurance (QA). A method used by the government to provide some measure of control over the quality of purchased goods and services received.

13. Quality Control (QC). A method used by the contractor to control the quality of goods and services produced.

14. Response Time. Response time is defined as the time allowed the contractor after initial notification of a work requirement to be physically on the premises at the work site, with appropriate tools, equipment, and materials, ready to perform the work required. Response times are designated in the appropriate technical clauses.

15. Space. A space is an area to receive custodial services which may or may not be considered a room by common definition. Examples of spaces are definable sections of hallways, stairwells, lobbies, offices, entrances, and elevators.

16. Spot clean. Wet clean identified spot with appropriate chemical cleaning agent.

17. Spot vacuum. Vacuum localized area affected by a dry spill.

18. Waste and Recycling Containers. Defined as trash receptacles, waste baskets, trash cans, wastepaper baskets, ash trays, or any container holding trash, paper, or other recyclables and refuse of any type.

SERVICES SPECIFIC TO EACH LOCATION.

Please Note: Facility-specific requirements contained in this section are in addition to all other requirements contained in the SOW, and to the extent that there are any inconsistencies, the facility-specific requirements must control.

Appleton Air Traffic Control Tower (ATW ATCT)

Janitorial Service to be Performed: Facility to be cleaned consists of approximately 1500 square feet and 6 floors.

Hours Service is to be Performed: All services must be conducted as follows. Contractor personnel need to be aware of times when Air Traffic is particularly heavy and therefore, adjustment of hours may be required to perform the necessary work. The contractor shall ensure that the janitor on-site is aware of and understands these requirements.

All service shall be performed between the hours of 8:00a.m. and 10:00.p.m. Start of service shall commence in a timely manner so as to be completed by the 10:00 p.m. deadline.

Service schedule shall be Seven (7) days per week (excluding National Holidays. All window washing shall be performed during daylight hours.

All services must be conducted during the following days/hours:

Daily (D7):

• Sweep all tiled floors using a chemically treated absorbent cleaning tool. Sweep and damp-mop entranceways and spot-clean as necessary.

• Vacuum all carpeted areas

• Clean and disinfect sink

• Empty wastebaskets and containers, insert clean plastic lining as needed. In case of leakage, damp-wipe the receptacle to remove all residues.

• Restroom:

o Wet mop tiled floor using a disinfectant solution.

o Clean all lavatories inside and out to disinfect, remove stains, scale and odors.

o Clean mirror, wipe and polish all plumbing hardware with a non-abrasive solution approved for use on chrome finish.

o Spot clean walls and partitions.

o Fill soap dispenser, clean as necessary and check to assure proper operation.

(Report all equipment issues to COR immediately.)

o Provide and maintain an adequate supply of hand towels and toilet tissue.

o Provide a constant supply of deodorant in each commode.

o Refill sanitary napkin dispenser as needed. (If applicable.)

Weekly (W):

• Wet mop all tiled floors and entrance way using soap or detergent solution. Remove all foreign material and marks. Spot-wax traffic areas. Remove all marks and wax from walls and furniture.

• Dust surfaces of all office furniture, including chairs, fixtures, windowsills, window frames and tower consoles.

• Clean finger marks from desktops and tower consoles.

• Sweep all stairs.

• Damp wipe all exposed pipes & ledges to remove dust/dirt build-up.

• Clean tower cab shades (front and back) per manufacturer instructions.

Monthly (M):

• Wash inside and outside of entrance and corridor glass doors (located in the breezeway) with cleaning materials that will not film, streak or stain. Wipe up all spills and drips.

• Wash inside of all Tower Cab windows during daylight hours. Use methods and materials that neither streak nor smudge. Wipe up all drips and spillage.

• Spot clean elevator walls/doors inside and out to include elevator entranceway.

• Sweep and mop down all stairwell steps and landings (from the bottom of the shaft to the top elevator landing). Remove any built-up grime.

• Provide suitable walk-in mat at main entrance of the building.

• Deodorize P-traps (floor drains). Clean and sanitize light switch covers. Clean/dust all vents, ceiling fans, ceiling fan lights and exposed/open light fixtures.

Quarterly (Q):

• Remove soiled spots from walls, doors and woodwork. Use warm water and appropriate cleaning solution. Ensure surfaces are dried and free of streaks.

• Vacuum all other upholstered chairs/furniture not mentioned above, spot-clean as needed.

• Spot clean metal doors and frames, door louvers and air conditioner louvers.

• Change walk-in mat at entrance of the building.

• The following item to be accomplished by professional window cleaner and must be coordinated with the COR:

o Wash all Tower cab windows both inside and outside.

Semi-Annually (SA):

• Wash all windows inside (except for Tower Cab windows specified above). Use methods and materials that neither streak nor smudge. Wipe up all drips and spillage. (Includes all floors.)

• Strip old wax from all tiled floor areas, apply three thin, even, coats of non-skid wax and buff to a uniform gloss finish. All surfaces adjacent to the floor shall be clean and free of wax and scuff marks.

• Vacuum all window shades, blinds, and drapes using appropriate vacuum attachments.

A damp cloth shall be used to remove accumulation of dirt and spots not removable with the vacuum attachments.

• Clean all light fixtures.

• Shampoo all carpeting, using methods currently approved by the carpet industry and appropriate for the type of sub-floor to which the carpet is attached. This work is to be done at a time designated by the COR, who will coordinate this work with the Air Traffic Shift Supervisor.

As Required:

• Additional floor care: Vestibule, lobby, all corridors, locker room, stair-steps and stairway landings shall receive additional wet mopping in inclement weather, as needed, when mud and dirt are tracked in from outside.

• Replace incandescent bulbs and fluorescent tubes (bulbs and tubes supplied by the Contractor). Waste lamps and bulbs shall be dropped off at an approved recycling facility or disposed of in compliance with the Wisconsin Administrative Code of Natural Resources, Chapters 610 and 615.

Bismarck Air Traffic Control Tower (BIS ATCT)

Janitorial Service to be Performed: Facility to be cleaned encompasses 6 floors and consists of approximately 5300 square feet.

Hours Service is to be Performed: All services must be conducted as follows. Contractor personnel need to be aware of times when Air Traffic is particularly heavy and therefore, adjustment of hours may be required to perform the necessary work. The contractor shall ensure that the janitor on-site is aware of and understands these requirements.

Service shall be provided seven (7) days per week in- the tower cab and the fifth floor. ln all other areas service shall be provided five (5) days per week (Monday - Friday) between the hours of 4:30 p.m. and 10:00 p.m., excluding national holidays.

All services must be conducted during the following days/hours:

Daily (D7 or D5):

• Empty all wastebaskets and containers and insert clean plastic linings as necessary. In case of leakage, damp wipe receptacle clean to remove residue.

• Clean and disinfect all drinking fountains. Spot clean adjacent wall.

• Empty and wipe all ashtrays in the E/G Room.

• Restrooms: Sweep and wet mop floors using a disinfectant solution. Clean and disinfect toilet bowls, urinals, and washbowls. Clean all fixtures and mirrors and spot clean private partitions, doors, and walls. Furnish and maintain a constant supply of toilet tissue, towels, hand soap, and toilet deodorant.

• Sweep uncarpeted floors including landings and stairways.

• Vacuum and spot clean carpeted areas in the tower cab and 5th floor break room.

Vacuum all remaining carpeted areas every Tuesday and Thursday.

• Dust Consoles (including bottom) and desks in tower cab.

• Clean sink, countertop, table, stove, and refrigerator surfaces on fifth floor in the breakroom.

Weekly (W):

• Damp mop all tiled and cement floors using a detergent solution, removing oil, tar, and gum, excluding storage areas and equipment room.

• Sweep/damp mop elevator floors.

• Clean all metal hardware, railings, shelves, ledges, and furniture.

• Dust all tables and desks.

Monthly (M) (1st week of the month):

• Wash public entrance windows

• The following item to be accomplished by professional window cleaner and must be coordinated with the COR:

o Wash all Tower cab windows both inside and outside.

• Spot wax traffic areas of all tiled floors and buff all areas.

• Damp mop storage and equipment room.

• Dust Mylar shades with soft cloth without taking down.

• Dust all venetian blinds.

Quarterly (Q):

• Spot clean woodwork, walls, doors and partitions to present neat and clean appearance.

• Clean all light fixtures.

Semi-Annually (SA):

• Wash all windows inside and outside not included in more frequent cleaning schedule.

• Strip, rewax, and buff all tile floors.

• Clean Mylar shades using a mild ammonia/water solution and a soft cloth without taking down. Clean in a back and forth motion only (from side to side). Any circular motion may scratch shades.

• Shampoo all carpeting using methods consistent with acceptable industry practices.

Des Moines Air Traffic Control Tower (DSM ATCT)

Janitorial Service to be Performed: Facility to be cleaned encompasses 7 floors and consists of approximately 7249 square feet.

Hours Service is to be Performed: All services must be conducted as follows. Contractor personnel need to be aware of times when Air Traffic is particularly heavy and therefore, adjustment of hours may be required to perform the necessary work. The contractor shall ensure that the janitor on-site is aware of and understands these requirements.

The hours when services are to be performed will be between 15:00 and 22:00 local time, with the exception of the tower cab where services are to be completed between 15:00 and 20:00 local time. Services will be performed 7 days/week, including National Holidays.

All services must be conducted during the following days/hours:

Daily (D7 or D5) (unless otherwise noted):

• Vacuum and remove spots from all carpeted floors

• Empty and clean the ashtray receptacles in the 6th floor smoke room. Check for hot embers before dumping into a fireproof receptacle.

• Empty all wastebaskets and trash receptacles and dispose of trash into the facility garbage container in the parking lot.

• Plastic wastebasket liners in receptacles which receive food stuffs are to be changed daily. All others to be changed when they become soiled.

• Sweep tile floors using chemically treated absorbent tools, to include areas around and behind fixtures. Spot mop floors as needed, to remove grime, liquid spills, and footprints.

• Sweep and damp mop restroom floors using a solution of warm water, detergent, disinfectant and deodorant.

• Sweep and damp mop break room floors (including 1st floor food storage/prep area and 2nd floor kitchen/dining room) using a solution of warm water, detergent, disinfectant and deodorant.

• Sweep 3rd floor free of debris and spot clean as necessary. Do not use an excessive amount of water as it will seep between the cracks and cause mold problems.

• Wash all basins, water closets, urinals, and associated wall areas, and toilet bowls, rinse and remove stains. Include all flushometers traps, seat hinges, and all other metal trim. Provide deodorant in urinals and toilet bowls. NOTE: Solid deodorants are not to be used due to previously experienced plumbing problems.

• Wash and Rinse all toilet seats and leave in the up position free of water marks.

• Clean bathroom wall fixtures, mirrors, molding, stalls, and other services. Toilet stalls are to be free of water splashes, fingermarks, writing, and dust.

• All stainless steel and chrome are to be cleaned and dried.

• Refill all paper, hand towels, and other dispensers as required.

• Clean and refill soap-dispensing systems daily and/or as required with anti-bacterial soap.

• Clean all partition and door glass to remove all fingerprints and smudges. This includes the front and side entry doors and windows, the door windows on every floor to the stairway, and the TRACON Supervisor’s office windows.

• Clean all microwaves (exterior and interior), refrigerators (exterior only), toaster oven, oven/range (exterior). Countertops/tabletops are to be damp wiped as necessary to remove any spills and maintain clean appearances. Remove all grease from surfaces. Food storage and prep areas include: 1st floor Tech Ops – Microwave Ovens and Refrigerator; 2nd floor break room – Microwave Ovens, Toaster Oven, Oven/Range, and Refrigerators; and Tower Cab – Microwave Oven.

• Scour break room sink using cleanser.

• Damp wipe break room tile backsplash to remove spills and maintain clean appearance.

• Sweep stair-steps, landings, and elevator floor, including under the stair-steps on 6th and 1st floors. Wipe down hand rail from first floor to tower cab with a disinfecting solution.

• Wipe tower cab and TRACON control consoles with a damp cloth after dusting.

• Dust counters and equipment in Tower Cab, tables and desks in Conference Room, counters, desks, equipment, and furniture on 2nd floor and in TRACON.

Weekly (W):

• Wet-mop all tile floors using soap or detergent; and remove all oil, tar marks, or other foreign substances from floors. Spot wax and buff as necessary. Remove mop splashes from furniture and fixtures.

• All wastebaskets and receptacles are to be washed inside and outside.

• Wash inside and outside of ash and trash receptacles, and change plastic liners.

• Wipe down the fronts of upper and lower kitchen cabinets.

• Damp mop stair-steps, landings, and elevator floor.

• Stringers, heaters, and other miscellaneous fixtures to be dusted and washed.

• Exchange two contractor furnished doormats inside north entrance and two of the same inside east entrance of 3000 McKinley Building and two of the same on either side of the first floor stairwell door. These mats shall be backed with rubber or similar material that will prevent mat slippage.

• Dust surfaces of all office furniture, fixtures, desks, tabletops, tops of storage cabinets, lockers, and windowsills using chemically treated absorbent dusting cloths.

• Wash the bathroom floors with a bleach solution paying specific attention to grout lines and areas surrounding toilets, urinals, and sinks and wax.

• Wash all glass partitions and glass doors on both sides.

• Clean all walls, partitions, and doors, paying particular attention to: Fingerprints, smudges, marks, footprints, heel marks, water, spill stains, and splashes on walls near trash receptacles, particularly in kitchen areas.

• Dust cobwebs in corners, behind doors, on ceilings, diffusers, moldings, chair rails, ledges and trim.

• Wash Tower Cab windows (inside and out) to present a clean streak free appearance. If required, they will be washed more frequently on an as needed basis (not to exceed an additional 18 times per contract period.)

o Exterior cleaning to be accomplished by professional window cleaner and must be coordinated with the COR.

• Wash entire tower cab window shades, both sides, using chamois skin or soft cloth. When washing and wiping dry, custodian should wear clean cloth gloves or keep a soft cloth in both hands to prevent smudging with fingerprints.

• Remove and wash ceiling air diffusers, return air grills, and lighting fixtures (all locations) with antiseptic solution.

Quarterly (Q):

• Wash all walls using disinfectant in the cleaning solution, paying specific attention to areas surrounding toilets, urinals, and sinks.

Semi-Annually (SA):

• Steam clean carpeted floors (except computer room, TRACON, and Tower Cab areas) using contractor-furnished steam cleaner. Computer room, TRACON, and Tower Cab are to be dry steam-cleaned with contractor-furnished equipment.

• Strip all old wax and re-wax tile floors.

• Wash all windows (inside only) ground floor to 6th floor. (This should be done once in the Spring timeframe and once in the Fall timeframe).

• Vacuum upholstered furniture.

Annually (A):

• Vacuum kitchen vents and above kitchen cupboards.

• Wash all outside windows (excluding tower cab) from ground to 6th floor o Exterior cleaning above ground level to be accomplished by professional window cleaner and must be coordinated with the COR.

Other Requirements:

• Doormats may be required to be changed more frequently (not to exceed an additional 15 times per contract year) at the request of the COR.

• Apply rain-x product on tower cab windows once in each month of April, June, and September.

If required, rain-x will be applied more frequently on an as-needed basis (not to exceed an additional 6 times per contract period.)

• Contractor is required to provide bags for central vacuum.

Duluth Air Traffic Control Tower (DLH ATCT)

Janitorial Service to be Performed: Facility to be cleaned encompasses 4 floors and consists of approximately 7357 square feet.

Hours Service is to be Performed: All services must be conducted as follows. Contractor personnel need to be aware of times when Air Traffic is particularly heavy and therefore, adjustment of hours may be required to perform the necessary work. The contractor shall ensure that the janitor on-site is aware of and understands these requirements.

o Seven (7) days per week including holidays in the tower cab, TRACON, 3rd floor breakroom, 3rd floor TV lounge/game room, 3rd floor restroom, , stairs/hallways, and Contract Weather Observer office o five (5) days per week cleaning (Monday through Friday) excluding national holidays, in all other areas.

o Work shall be completed between the hours of 6:00am – 9:00am in the tower cab and TRACON and between 6:00am – 2:00pm in all other areas. Deviations from these times must be agreed upon in advance by local FAA management, the COR, and the contractor.

o Window washing shall be performed during daylight hours.

All services must be conducted during the following days/hours:

Daily (D7 or D5) (unless otherwise noted):

• Empty wastebaskets and containers and insert clean liners as needed in all areas. In case of leakage, damp wipe receptacles and clean to remove all residue.

• Empty recycle bins into appropriate container and use clear liner.

• Tower cab and TRACON: vacuum carpet, spot cleaning as needed.

• Clean and disinfect sink in tower cab. (Note: No elevator is available for tower cab, so cleaning supplies must be carried up the stairs)

• Vacuum or sweep and damp mop stairwells, east and west-end first floor to second floor and east-end second floor to 4th floor.

• Clean and disinfect drinking fountains.

• Damp mop or sweep tiled floors using chemically-treated absorbent dusting tools.

Damp mop first and second floor west-end foyer entrance and spot clean as needed.

• Spot check all carpeted areas, removing obvious debris.

Kitchen / Dining / Breakrooms:

• Vacuum carpet and sweep tile. Clean and disinfect sink.

• Clean countertops and tabletops.

• Wipe vinyl chairs and brush off upholstered chairs.

• Replenish paper towel dispensers.

• Clean all microwaves (exterior and interior), and exteriors of: refrigerators, toaster oven, oven/range, and countertops/tabletops are to be damp wiped as necessary to remove any spills and maintain clean appearances. Remove all grease from surfaces.

Restrooms:

• Wet mop tiled floor using a disinfectant solution.
