5.0 DEFINITIONS

1.0 Purpose

The intention of this solicitation is to obtain custodial services for FAA Buildings and Offices in the ZMP Air Route Traffic Control Center (ARTCC) Complex at 512 Division Street, Farmington, MN 55024.

1.1 General Requirements

The Contractor must provide all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide custodial services in accordance with this specification. Custodial service applies to all designated spaces including, but not limited to, halls, restrooms, offices, work areas, entrance ways, lobbies, storage areas, elevators, and stairways. Publications applicable to this specification are listed in Attachment 1- ZMP ARTCC & CCF Site Specific SOW

3.0 Requirements

Period of Performance: The period of performance must be for one (1) Base Year and four 12-month option years. The Period of Performance reads as follows:

Base Year: 10/01/2023 to 09/30/2024 Option Year 1: 10/01/2024 to 09/30/2025 Option Year 2: 10/01/2025 to 09/30/2026 Option Year 3: 10/01/2026 to 09/30/2027 Option Year 4: 10/01/2027 to 09/30/2028

3.1 Management

The Contractor must manage the total work effort associated with the custodial services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control. The Contractor must provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. The Contractor must maintain an adequate workforce and be trained in the proper use and handling of contract specified and approved supplies and equipment, to complete work in accordance with the time and quality standards specified herein.

3.1.1 Work Control

The Contractor must implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor must plan and schedule work to assure material, labor, and equipment are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. Verbal scheduling and reports on the status of service call and indefinite quantity work items must be provided when requested by the Contracting Officer. The Contractor must post and utilize checklists on site in the Janitor’s closet of each facility.

3.1.2 Work Schedule

The Contractor's initial work schedule must indicate the hours of the day that twice weekly or more frequent services will be performed and the day of the week that weekly or less frequent services will be performed. The schedule must list the type of work to be performed, the areas to be worked, and the estimated time to complete the work in each area. When scheduled services performed twice weekly or less frequently fall on a holiday, alternate dates must be specified. The initial work schedule must be submitted to the Contracting Officer for approval within 15 days after award. Once approved, all work must be performed in strict compliance with the work schedule to facilitate the Government's inspection of the work. Changes to the work schedule must be submitted for the Contracting Officer's approval at least three working days prior to performance. In preparing the work schedule, the Contractor must comply with the following general requirements:

(1) Except as may otherwise be specified, all firm fixed-price work must be performed during the Government's regular working hours. If the Contractor desires to carry on work after regular working hours, or on Saturdays, Sundays, or holidays, prior approval must be obtained from the Contracting Officer.

(2) Project (indefinite quantity) work items must be performed during the days and times coordinated with the Contracting Officer and the facility manager. If the Contractor desires to perform this work on Saturdays, Sundays, or holidays, prior approval must be obtained from the Contracting Officer.

REDUCTION IN PAYMENT:

A. Upon receipt of written notification by the Contracting Officer, regarding nonconformance of contractual services, as provided in the incorporated schedule, which specifies the allowable deviations and maximum deductions for deviations, the Contractor will be given 24 hours to provide the required corrective action. If such nonconformance is not corrected within this allowable period, the Contracting Officer may have such work done by others, with the cost(s) deducted from the monthly payment.

B. Repeated failures to perform work, as required by the specifications and contract documents, may result in termination of the contract.

C. The following schedule outlines the Government’s plan for ensuring contract performance; including maximum deductions which may be taken should deficiencies be found for the noted services. The Government will, at its option, require corrective action or take a deduction from the monthly invoice.

The contractor will be notified of any discrepancies found and will have an opportunity respond to the deficiencies. The Government has the right to inspect services at any time. Any random inspection will take into consideration the normally scheduled times and frequencies required for service performance.

The contractor is entitled to a joint monthly inspection each month. The contractor is to coordinate with the Contracting Officer’s Representative (COR) when a joint inspection is needed. The COR may also initiate a joint inspection, which will be coordinated with the Contractor Quality Control Representative or his designee.

D. Upon request, the COR is entitled to review the results of the contractor’s quality control program and internal inspections.

3.1.3 Interference with Government Business

The Contractor must schedule and arrange work so as to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference may be essentially unavoidable, the Contractor must be responsible to make every effort to minimize the impact of the interference, inconvenience, customer discomfort, etc.

3.1.4 Protection of Government Property

During execution of the work, the Contractor must take special care to protect Government property including furniture, walls, baseboards, and other surfaces from materials not intended. Accidental splashes must be removed immediately. The Contractor must return areas damaged as a result of work under this contract to their original condition, to include painting, refinishing, or replacement, if necessary.

3.1.5 Environmental Management

In order to comply with Executive Order 13834, and the FAA Green Procurement Plan (GPP), the Contractor must use environmentally preferable products and services. These program elements include, but are not limited to: products and services that are energy-efficient, water-efficient, biobased, non-ozone depleting, contain recycled-content, and non-toxic or less-toxic alternatives. The Contractor must also ensure the use of integrated pest management principles; responsible chemical use/storage practices; and diversion of non-hazardous waste from landfills. These program elements are described on the Office of Federal Sustainability website (http://www.sustainability.gov).

3.1.5.1 Products and Materials

Custodial cleaning products required in the performance of this SOW must carry the Environmental Protection Agency Design for the Environment (DFE) label, Green Seal certification, or must meet/exceed South Coast Air Quality Management District (SCAQMD) specifications and/or DFE and Green Seal specifications. Cleaning products must minimize exposure to potentially harmful chemicals (e.g., corrosives, skin irritants, human carcinogens, etc.) and contain biobased solvents, reduced flammability, and low or no volatile organic compounds. Green cleaning program guidance can be found in more detail on the Office of Federal Sustainability website (http://www.sustainability.gov) If it is determined that such certified products do not meet Government performance requirements, the Contractor must submit a proposed alternative that would meet the performance requirements with the lowest environmental impact for evaluation and acceptance. Products that fall under the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG) (http://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program) must meet the minimum recovered (recycled) content levels. Bio-based products must be used in accordance with the U.S. Department of United States Department of Agriculture’s BioPreferred program (http://www.biopreferred.gov). The contractor must purchase and use Energy Star or other energy-efficient items listed on the Department of Energy’s Federal Energy Management Program (FEMP) Product Energy Efficiency Recommendations product list.

3.2 Custodial Services Requirements

The Contractor must provide the custodial services described herein. Custodial services requirements are divided into three groups: basic services, service calls, and project (indefinite quantity) work requirements. An inventory and description of the areas to receive custodial services is included in this Statement of Work.

3.2.1 Basic Services

Basic services must be performed at the locations and frequencies shown in this Statement of Work, and must consist of the services listed for the specified spaces. Furniture or other equipment (including waste and recycling containers) moved while performing basic services must be returned to their original position. All basic services will be paid for under the firm fixed-price portion of the contract. Performance requirements for these services include the following:

3.2.1.1 Space Cleaning

Space cleaning must consist of the following services each time a space is cleaned.

(a) Sweeping/Dust Mopping. Concrete/quarry tile, terrazzo, wood, and resilient flooring must be swept or dust mopped so as to remove all loose dirt, dust, and debris.

(b) Vacuuming Carpets and Rugs. Carpeted areas and rugs must be vacuumed free of all loose soil and debris.

(c) Emptying Waste and Recycling Containers. All waste and recycling containers must be emptied and plastic liners replaced. Any plastic liner with food wastes or that is soiled or leaking must be replaced with a new plastic liner. Waste and recycling containers must be washed monthly inside and outside utilizing a disinfectant and must be free of odors. After washing, containers must be wiped dry and new plastic liners installed. All ash trays and ash receptacles must be emptied and cleaned free of tobacco residue. Boxes, cans, bottles, and other items placed adjacent to waste containers and marked "TRASH" must also be removed and disposed of. All waste collected must be disposed of in the nearest outside trash collection point. Waste that falls on the floor and outside grounds during the waste removal must be picked up and disposed of by the Contractor.

(d) Low Dusting/Cleaning. All furniture, partitions, radiators, equipment, hand railings in stairways, grills, horizontal ledges, and sills must be dusted. Walls, doors, and partitions must be wiped clean (including glass in partitions and doors) to a height of 7*- 0" above the floor level. If present, chalk boards, chalk trays, and erasers must be cleaned. Corridor, lobby, and entrance walls and doors must be cleaned.

Miscellaneous hardware and bright metal work must be wiped clean. Drinking fountains must be cleaned and disinfected. All surfaces of drinking fountains must be free of stains, smudges, and scale.

(e) Cleaning Walk-off Mats. Each time floors are swept/dust mopped or vacuumed, walk-off mats in that area must be cleaned. Soil and moisture underneath mats must be removed and the floor must be cleaned as appropriate along with the rest of the floor. The mats must be returned to their original locations afterwards. The Contractor must report, in writing to the Contracting Officer, all walk-off mats that are worn out to the point of being ineffective.

3.2.1.2 Floor Care

Floor care must be performed in the spaces as shown on the "Schedule of Services" under each location, and must consist of the following services.

(a) Damp Mopping. Prior to damp mopping, floors must be swept/dust mopped. Floors must be damp mopped with an approved cleaning solution to remove dirt, streaks, smears, and stains.

(b) Spray Cleaning and Buffing. Prior to spray cleaning and buffing, floors must be damp mopped as specified above. Floors must be spray cleaned and buffed to remove traffic marks, heavy soil, etc.

The material used for spray cleaning and buffing must contain a blend of detergents and polymers to emulsify surface soil and repair traffic areas. If loose residue is produced by buffing, it must be removed in a manner that will leave the floor clean without destroying the high gloss produced by buffing. When completed, a spray cleaned and buffed floor must have a uniform, high-gloss finish, free of scuff and heel marks. The floor finish must be uniform from wall to wall, including corners.

(c) Waxing and Buffing. In the event that spray cleaning and buffing is not sufficient to maintain a uniform high-gloss finish, floors must be completely waxed and buffed. The Contractor must use a liquid wax system containing not less than 18% solids. The floors must be damp mopped as specified above immediately prior to application of wax. Floors must be buffed, if required, to a uniform gloss finish free from dirt, traffic marks, and stains.

3.2.1.3 Restroom Services

Restroom services must consist of the following each time services are performed.

(a) Cleaning Restrooms. Restroom fixtures, including water closets, urinals, lavatories, and sinks must be washed inside and outside utilizing a disinfectant, and must be free of stains and odors. Pumice sticks and an approved toilet bowl cleaner must be used to remove stains from urinals and water closets. Brushes, sponges, and cloths that have been used to clean any other part of the restroom (including water closets, urinals, walls, floors, and partitions) must not be used to clean lavatories or sinks. Floors must be swept/dust mopped free of dirt and mopped with a disinfectant. Floor drains must be cleaned and flushed with a disinfectant.

Wainscoting, partitions, walls, and doors must be cleaned free of dirt, stains, and graffiti. Mirrors must be cleaned and polished. All metal fixtures and hardware must be cleaned. Waste and recycling containers must be emptied, disinfected, and plastic liners replaced. If present, shower stall rooms and locker/dressing rooms must be considered part of the restrooms, and cleaned accordingly.

(b) Servicing Restrooms. Servicing restrooms must include inspecting, replenishing, and cleaning supply dispensers. Restroom supplies must include, but are not limited to, paper towels, toilet tissue, and soap. The Contractor must stock restrooms with sufficient supplies to insure that the supplies will last until the next scheduled service. If dispensers become empty before the next scheduled servicing, the Contractor must replenish them at no additional cost to the Government.

3.2.1.4 Other Services

(a) Waste Management. In accordance with EO 13834, FAA is required to divert from landfill or incineration facility disposal a minimum of 50% of the non-hazardous waste generated as a result of its operations. In support of meeting this requirement, the Contractor must divert from landfill or incineration facility disposal a minimum of 50% of the non-hazardous waste generated as a result of the Contractor’s work, to the maximum extent feasible. In doing so, the Contractor must appropriately utilize the facility’s existing waste and recycling program.

3.2.2 N/A

3.2.3 Stripping and Rewaxing Floors

Resilient flooring must be swept/dust mopped and stripped to remove all built-up wax and imbedded dirt prior to rewaxing. After application of wax, areas must be buffed (if required) sufficiently for maximum gloss and uniform sheen from wall to wall, including corners. The rewaxed floor must present a clean appearance free from scuff marks or dirt smears. Furniture or other equipment moved during floor stripping and rewaxing must be returned to their original positions.

3.2.3.2 Shampooing Carpets and Rugs

Prior to shampooing, carpets and rugs must be vacuumed free of all loose soil and debris. Carpets and rugs must be shampooed free of streaks, stains, and spots, and must have a bright uniform color. Shampooing must be done by the water extraction method. After drying, furniture or other equipment moved for the shampooing must be returned to their original positions.

3.2.3.3 Cleaning Light Fixtures

Globes, reflectors, covers, diffusers, and plastic side panels must be removed and washed. After cleaning and reassembling, light fixtures must be free of bugs, dirt, dust, grease, and other foreign matter.

3.2.3.4 High Dusting/Cleaning

High cleaning includes cleaning horizontal and vertical surfaces above 7’ - 0" from floor level including all overhead piping and ceiling areas. All dust, lint, litter, and soil must be removed from all surfaces. Walls must be free of dirt, smudges, and markings. Ceilings are to be free of cobwebs and loose dirt.

3.2.3.5 Cleaning Exterior Glass

The Contractor must thoroughly clean all exterior glass surfaces, window frames, sills, and sashes, from the ground line up to and including the second floor. All glass surfaces must be cleaned and left free of streaks and stains, and must be wiped dry. All paint, putty, film, and foreign matter found on glass surfaces must be removed.

Where storm windows exist, exterior window cleaning must include both sides of the storm window and the outside of the inner glass, and must be counted as three separate surfaces for reimbursement purposes.

3.2.3.6 Cleaning Interior Glass

The Contractor must thoroughly clean all interior glass surfaces and associated window frames, sills, and sashes.

All glass surfaces must be cleaned and left free of streaks and stains, and all adjacent surfaces wiped dry. All paint, putty, film, and foreign matter found on glass surfaces must be removed.

3.2.3.7 Cleaning Venetian Blinds

Venetian blinds, including mini-blinds, must be removed and cleaned free of all dust and embedded dirt and re-hung in working order. Once removed for cleaning, the blinds must be re-hung by the Contractor within 1 working day.

4.0 Government Furnished Property and Services

The Government will provide the Contractor the option of using certain Government owned facilities, equipment, materials, and utilities for use only in connection with this contract. The use of Government furnished property and services for other purposes is prohibited. All such facilities, equipment, and materials will be provided in "as is" condition.

a. Government Furnished Facilities. The Government will not provide office space and operational facilities to the Contractor. The Contractor must secure and maintain the necessary office space and other facilities required for the performance of this contract at his/her own expense.

b. Government Furnished Equipment. The Contractor must furnish all tools and equipment required for the performance of this contract unless otherwise specified. The Government will not provide tools or equipment to the Contractor.

c. Government Furnished Material. The Government will not provide any materials to the Contractor.

d. Availability of Utilities. The Government will furnish the following utility services at existing outlets, for use in those facilities provided by the Government and as may be required for the work to be performed under the contract: electricity, steam, natural gas, fresh water, sewage service, and refuse collection (from existing collection points). Information concerning the location of existing outlets may be obtained from the Contracting Officer. The Contractor must provide and maintain, at his/her expense, the necessary service lines from existing Government outlets to the site of work.

(1) Utilities specified above will be furnished at no cost to the Contractor.

(2) The Contractor must be responsible for instructing employees in utilities conservation practices. The Contractor must be responsible for conserving utilities, which must include, but not necessarily be limited to:

* Lights must be used only in areas where and at the time when work is actually being performed unless otherwise directed by the COTR.

* Mechanical equipment controls for heating, ventilation and air conditioning systems will not be adjusted by contract employees.

* Water faucets or valves must be turned off after the required usage has been accomplished. To conserve water, only the minimum quantity of water needed for the required usage must be expended.

4.1 Contractor Furnished Items

Except for items listed in Government Furnished Property and Services paragraph, the Contractor must provide all facilities, equipment, materials, supplies, and services to perform the requirements of this contract. Material, equipment, and supplies provided must adhere to the requirements set forth in Section 3.1.5.

5.0 Definitions

As used throughout this contract, the following terms must have the meaning set forth below.

a. Where "as shown", "as indicated", "as detailed", or words of similar import are used, it must be understood that reference is made to this specification and the drawings accompanying this specification unless stated otherwise.

b. Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, it must be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.

c. Clean. "Clean" must be defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.

d. Contracting Officer. The Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.

e. Contractor. The term Contractor as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor must ensure that his/her subcontractors comply with the provisions of this contract.

f. Contractor Representative. A foreman or superintendent assigned by the contractor.

g. Disinfect. Cleaning in order to destroy any harmful microorganisms by application of an approved chemical agent.

h. Engineered Performance Standards (EPS). A job estimating system developed for the Department of Defense. EPS is the average time necessary for a qualified craftsman working at a normal pace, following acceptable trade methods, receiving capable supervision, and experiencing normal delays to perform defined amounts of work of a specified quality. EPS manuals are published under the following numbers by each military branch:

Navy: NAVFAC P 700 Series Army: TB 420 Series Air Force: AFM 85 Series

i. Facility. An establishment, structure, or assembly of units of equipment designated for a specific function.

j. Frequency of Service.

(1) Annual (A). Services performed once during each 12 month period of the contract at intervals of 345 to 385 days.

(2) Semi-Annual (SA). Services performed twice during each 12 month period of the contract at intervals of 160 to 200 calendar days.

(3) Quarterly (Q). Services performed 4 times during each 12 month period of the contract at intervals of 80 to 100 calendar days.

(4) Monthly (M). Services performed 12 times during each 12 month period of the contract at intervals of 28 to 31 calendar days.

(5) Semi-Monthly (SM). Services performed 24 times during each 12 month period of the contract at intervals of 14 to 16 calendar days.

(6) Weekly (W). Services performed 52 times during each 12 month period of the contract at intervals of six to eight calendar days.

(7) Twice weekly (2W). Services performed twice a week, such as Monday and Thursday or Tuesday and Friday.

(8) Three times weekly (3W). Services performed three times a week, such as Monday, Wednesday and Friday.

(9) Daily (D5). Services performed once each calendar day, Monday through Friday, including holidays unless otherwise noted.

(10) Daily (D7). Services performed once each calendar day, seven days per week, including weekends and holidays.

k. Quality Assurance (QA). A method used by the Government to provide some measure of control over the quality of purchased goods and services received.

l. Quality Assurance Evaluator (QAE). The Government employee designated by the Contracting Officer to be responsible for monitoring of Contractor performance.

m. Quality Control (QC). A method used by the Contractor to control the quality of goods and services produced.

n. Regular Working Hours. The Government's regular (normal) working hours are from 7AM- 3PM Mondays through Fridays except (a) Federal Holidays and (b) other days specifically designated by the Contracting Officer. These hours apply unless otherwise specified in the location detail.

o. Relamping. A procedure by which the Contractor periodically inspects each building included in this contract in order to systematically replace burned out and/or blinking fluorescent tubes and incandescent bulbs.

p. Response Time. Response time is defined as the time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site, with appropriate tools, equipment, and materials, ready to perform the work required.

q. Space. A space is an area to receive custodial services which may or may not be considered a room by common definition. Examples of spaces are definable sections of hallways, stairwells, lobbies, offices, entrances, and elevators.

r. Waste and Recycling Containers. Waste containers are defined as trash receptacles, waste baskets, trash cans, wastepaper baskets, ash trays, or any container holding trash, paper, or other recyclables and refuse of any type.

ZMP ARTCC Schedule of Services

Janitorial Service to be Performed: Facility to be cleaned consists of approximately 151,847 square feet.

Hours Service is to be Performed: All services must be conducted as follows. Contractor personnel need to be aware of times when Air Traffic is particularly heavy and therefore, adjustment of hours may be required to perform the necessary work. The contractor shall ensure that the janitor on-site is aware of and understands these requirements.

The contractor shall provide a minimum of two (2) employees on site during the hours of 0700- 1630 Mon-Fri, and 2030-0130 seven (7) days per week to ensure timely completion of all work required to maintain the facility in accordance with the Work Schedule. The Contractor shall provide a supervisor fluent in speaking and understanding the English language on-duty during the administrative working hours of 0730 to 1600.

a. Daily D5A. Services performed once each calendar day, Monday through Friday, between 0700-

0130, excluding holidays unless otherwise noted.

b. Daily D7X. Services performed once each calendar day, seven days per week, excluding National holidays. Monday through Friday from 0700-1630, Saturday and Sunday between 2030-0130.

c. Daily D7. Services performed once each calendar day, seven days per week, including weekends and National holidays, between 2030-0130.

Government operations performed in the Control Room area directly affect the national security and involve the control and separation of air traffic. The importance of the operation cannot be overstressed.

a) There shall not be any interference by the contractor, his employees, or his equipment.

b) It is of the utmost importance that the noise level to be kept to a minimum and special care be taken when cleaning the position consoles to prevent accidental movement of selector keys, etc.

CLEANING REQUIREMENTS FOR FACILITIES CONTAINING ASBESTOS BUILDING MATERIALS

General Requirements

c) All Janitorial work shall be performed in compliance with 29CFR 1910.1101 - OSHA Asbestos

Standard.

d) Contractor will be responsible for providing 2 hours of Asbestos Awareness Training to all employees at the time of initial assignment and annually thereafter. Training documentation shall be submitted to Contracting Officer for each employee working at the facility. Training must comply with 29 CFR 1910.1001U) (7)(iv).

e) An initial walkthrough with the contractor will be conducted to identify areas with asbestos containing materials. An asbestos survey report will be provided to the contractor representative prior to initial assignment. Any changes to the asbestos survey will be provided to the contractor representative.

f) Contractor shall comply with the OSHA Hazard Communication Standard, 29 CFR 1910.1200.

Prior to bringing hazardous chemicals and substances to the facility, the contractor shall provide material safety data sheets (MSDS) to the Contracting Officer or Contracting Officer Representative. Contractor shall also keep an MSDS binder for his/her employees at a location accessible at all times.

g) All containers shall be labeled clearly with appropriate hazard warning noted and the name and address of the manufacturer. Product name found on label shall be the same as that found on the relevant MSDS for the product.

Work Procedures

h) HEPA (High Efficient Particulate Air) vacuuming shall be performed in the following locations:

Rooms 1003, 1007, 1008, 1009, 1010, 1011, 1012A, 1012, 1016, 1017, 1018(hallway), 1019, 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2011, (hallway). The central vacuum system must be used on the control floors. HEPA vacuums shall be emptied in a manner to minimize exposure to workplace. HEPA vacuum waste shall be placed in sealed bags, labeled, and disposed of according to all appropriate regulations. HEPA vacuums/attachments shall be sealed when not in use to prevent contamination of workplace.

i) Asbestos containing flooring materials shall be dry buffed only if there is sufficient finish so the pads cannot contact the floor materials. Stripping of finishes on floor tile shall be conducted using wetting agents and low abrasive pads at a speed lower than 300 rpm.

j) All areas requiring dusting shall be cleaned using wet cleaning methods (damp cloth or mop) to minimize dust unless unfeasible due to hazards.

k) All equipment used shall be decontaminated (wet wiped / cleaned) after use.

l) All waste generated through cleaning activities shall be disposed of according to all appropriate regulations.

Emergency Response If suspected asbestos containing materials are identified as being damaged or disturbed, the contractor shall immediately report the problem to the Contracting Officer, Contracting Officer's Representative, Facility Asbestos Coordinator or ZMP Systems Operation Center. Clean up shall not be attempted unless directed by the Contracting Officer.

Frequency of Services for ZMP ARTCC

DAILY

• Restrooms o Wet mop floors using a disinfectant solution. Clean all urinals, commodes and lavatories inside and out with disinfectant; remove stains, scale and odors. Clean all mirrors; wipe and polish all plumbing hardware. Spot clean walls and partitions. Fill soap dispensers, check and clean (as necessary) to assure proper operation. Notify the C.O.R. of any dispensers found to be defective. Empty all waste containers and insert a clean plastic lining in the containers. In case of leakage, clean receptacles of all residues and wipe dry. Provide and maintain an adequate supply of quality hand towels and 2-ply toilet tissue in dispensers at all times.

o In addition to the above, waste containers in the restrooms in Area 2 shall be emptied at the start of the evening shift.

• Ash Receptacles o Empty all outside and smoking shelter ash receptacles into metal containers. Wipe all receptacles clean.

• Drinking Fountains o Clean and disinfect all exposed surfaces of drinking fountains with a disinfectant type cleaner.

• Floors and Stairwells o Sweep all tiled, painted and concrete floors and stairs with a treated dust mop.

Remove foreign objects and other adhesive material from floor surfaces.

o Wet mop all tiled floor areas in the cafeteria on customer side of serving line and dining area

• Waste Containers o Empty all wastebaskets and containers, except those in the kitchen area. Insert a clean plastic lining in wastebaskets and containers as needed. In case of leakage, clean receptacles by washing or damp wiping to remove all residues and wipe dry.

All trash, garbage, packing, crating or other extraneous material shall be removed daily by the contractor and placed in dumpsters or proper recycling containers located outside the building. The area around the dumpsters shall be maintained in a clean, orderly condition.

• Cafeteria/Dining Area o Clean and damp wipe tabletops and employee food prep areas in cafeteria dining room. Ensure tables and chairs are evenly distributed.

o Spot clean the windows along cafeteria serving line.

o Clean interior/exterior of microwaves

• Carpeted Floors o Vacuum and spot clean the Control Room (room 1052), ready room (room 1003), CCMS Room (Room B117). Dust tabletops and furniture in ready rooms.

o Host Computer area is not occupied at this time, waiting for MOD Update.

o Central vacuum system must be used for control rooms.

• Tile o Damp mop all floors not specified for more frequent cleaning to remove oil, grease and other stubborn stains.

o Spot wax high traffic areas to prevent floor finish from wearing through to the tile.

Machine buff to a high gloss.

o All baseboards are to be cleaned free of wax and buffer marks.

• Window Sills and Wall Mounted Air Conditioning and Heating Units.

o Window sills and wall mounted air conditioning and heating units in offices shall be dusted and wiped clean with a damp cloth.

• Carpeted Floors o Vacuum and spot clean all rooms in Area 1.

o The remaining areas are to be policed and obvious pieces of debris removed.

• Entrances, Loading Dock, Ramp Area, and Security Guard Building o Spot clean all inside and outside glass and metal surfaces of all entrances.

• Window Sills and Wall Mounted Air Conditioning and Heating Units o Units in offices shall be dusted and wiped clean with a damp cloth

• Metal Handrails and Hardware o Clean all metal handrails and associated hardware in Control Room, Common Area, Host

Room, and in all stairways.

• Spot clean inside window surface of Gallery and Bridge (room 240A) to remove all fingerprints and smudges.

• Clean/dust tops of refrigerators and vending machines throughout the building.

• Clean all door surfaces with disinfecting cleaner. Clean both sides of safety windows.

• Thoroughly clean the small exterior shack located on the northeast side. (Old guard shack)

• Thoroughly clean the exterior phone boxes located at the loading dock and west side entrance door

QUARTERLY

• Glass o Clean all glass in the Security Guard Building.

o Clean glass in the entrance doors, glass partitions, safety windows in metal doors, and the interior surface of glass panels in the observation gallery/bridge.

• General Cleaning, (high cleaning) To be performed after 2200 o Vacuum or dust the tops, backs, and cabinet pockets on the front of all control room consoles.

Clean glass.

Dust all partition panels and desk units on control floor

• Restrooms o Mechanically scrub the floors using a disinfectant solution.

• Employee Lockers o Dust top of all lockers.

• Carpeted Floors o Clean carpet in ready rooms, using methods currently approved by the carpet industry.

• Air Supplies, Returns, Exhaust Fans, Control Room Vents, etc.

o Clean all air supply diffusers, air return grills, exhaust fans, including louvered doors and screens, using a vacuum cleaner with appropriate attachments.

Wash units (with a suitable cleaning solution that will not damage the finish) to remove all grease, grime and other foreign matter.

NOTE: The contractor is reminded that scaffolding will be required for cleaning the ceiling lights and air supply/return units in the control room and computer areas. Use of the agency hoist will be permitted, but must be coordinated with the C.O.R., and all OSHA requirements must be adhered to. Proof of OSHA approved training is required.

• Thoroughly clean and polish stainless steel stall walls and doors in all restrooms.

• Thoroughly scrub floors to include corners and baseboards in all restrooms.

SEMI-ANNUALLY

• Blinds o All blinds shall be dusted using a blind attachment for a vacuum cleaner. A damp cloth shall be used to remove accumulation of dirt and spots, not removable with the vacuum attachment.

• Walls, Doors, Partitions, and Dividers and Elevator o Spot clean to remove finger marks and soil.

This is to include all areas not identified under more frequent service requirements.

o Wood paneled walls shall be dusted with a treated cloth.

o All fabric wall covering and partitions shall be spot cleaned to remove stains and/or soil and vacuumed with appropriate vacuum m cleaner attachments.

NOTE: A manufacturer-approved cleaning solution shall be used.

• Windows o Clean all windows inside and outside (including inside window sills, frames and casements) in the administrative office annex building, administrative wing, Engineering Services Building, smoking shelters, dock, cafeteria, and the outside surface of the observation gallery (time of cleaning to be coordinated with the C.O.R.).

o Wash all glass in transoms, office wall panels, and doors.

• Tiled Floors o Strip all finish from tile floors in hallway in front of cafeteria, cafeteria serving line, hallway outside control room, AF Break Room, Dining Area, Power Service Building, and front lobby.

o Apply floor finish and burnish to a hard gloss finish.

NOTE: Only non-metallic pads may be used for scrubbing and buffing.

• Fabric Upholstered Furniture and Drapes o Vacuum all drapes and the fabric upholstery on furniture.

o Apply leather cleaner and conditioner to leather upholstered surfaces.

• All Carpeted Areas o Clean the carpet in the control room (room l052), locker room (room 1001), Administrative Wing Hallways, and cafeteria dining area (room 1033) using standard industrial dry-Chemical or wet shampoo method as appropriate for type of sub-floor to which the carpet is attached

• Metal Handrails and Door Hardware: thorough cleaning of metal handrails.

• Thoroughly clean ramp in Control Room o Use approved method to remove built up dirt and debris from ramp area.

ANNUALLY

• Carpeted Floors o All carpeting (not specified for more frequent cleaning elsewhere in this statement of work) shall be cleaned, using methods currently approved by the carpet industry.

The time of cleaning shall be coordinated with the C.O.R.

• Tiled Floors o Strip all finish from tile floors in basement, PCS building, and other tile floors not specified for more frequent cleaning.

Apply floor finish and buff to a hard glossy finish.

Asbestos containing flooring materials shall be dry buffed only if there is sufficient finish so the pads cannot contact the floor materials.

Stripping of finishes on floor tile shall be conducted using wetting agents and low abrasive pads at a speed lower than 300 rpm.

• Walls o Thoroughly wash all painted walls not specified for more frequent cleaning.

• Fabric Wall Covering and Partitions o All fabric wall covering and partitions shall be thoroughly cleaned to remove stains and/or soil and vacuumed with appropriate vacuum cleaner attachments.

NOTE: A manufacturer-approved cleaning solution shall be used.

• Restrooms o Wash walls, ceilings, doors and partitions using a disinfectant solution (including all installed showers).

• Light Fixtures o Clean all light fixtures.

Cleaning includes washing and polishing of globes, reflectors, diffusers, bulbs, tubes, glass and metal framework.

• Previous studies of this facility have identified asbestos in the ceilings in parts of the main center building. Extreme care should be taken not to disturb ceiling material when performing this work.

AS REQUIRED

• Walk-in Floor mats o Walk-in floor mats will be used at all entrance doors during foul weather.

o Furnishing of the mats will be the responsibility of the contractor and are subject to approval by the C.O.R. and Safety Officer.

• Additional Floor Care o Vestibule, lobby, Security Guard Building, all corridors, locker room, stair steps and stairway landings shall receive additional wet mopping in inclement weather, as needed, when mud and dirt are tracked in from outside.

• EMERGENCY SERVICES - ALL AREAS

o Provide EMERGENCY cleaning services for incidental occurrences as required and requested. This service will be coordinated through C.O.R. prior to work being accomplished.

WORK SCHEDULE AND CHECK OFF LISTS

o Prior to performing work on this contract, the contractor shall submit a schedule indicating the dates on which he proposes to comply with the scheduled requirements.

All scheduling which pertains to the control room will be subject to continual approval and/or modification.

Work performed by the contractor in certain areas may be halted due to the workload brought on by excessive air traffic, adverse weather, etc.

• In the event work is halted the contractor will not be penalized because the normal work, which otherwise would have been accomplished during that interval, was not accomplished.

Child Care Facility Schedule of Work

A) SCOPE OF WORK:

1) The Contractor shall furnish all labor, supplies and equipment necessary to perform janitorial services for approximately 6640 square feet of space at the Child Care Center at the Air Route Traffic Control Center.

B) GENERAL

1) Cleaning is to be performed after the operating hours of the Child Care Center (Operating hours are

5:30 am to 11:00 pm, Sunday through Saturday, including Holidays that CCF is open) unless otherwise stated. Twice per day tasks should be completed after 12:00pm.

2) The Contracting Officer's Technical Representative (COTR) will notify the contractor if the Child Care Center operating hours differs from the hours that are specified. Any questions should be referred to the COR.

D.TWICE PER DAY

1) NURSERIES, CLASSROOMS AND PLAY AREAS (Includes all areas not specifically identified elsewhere in the contract) Police and free the facility of all paper, trash, and other discarded materials. SOLID WASTE COLLECTION: All solid wastes generated in the building except solid wastes generated in kitchen/eating area, shall be collected and removed to storage areas designated for trash by the Child Care Operators.

NOTE: Feces filled and soiled diapers shall be sealed in plastic bags or disposed of in covered collection cans lined with disposable bags by the Child Care Center operator. Custodial contractor shall remove the sealed bags to the trash collection point or dumpster

2) TOILET AREAS/RESTROOMS

Empty waste receptacles and service dispensers, police rooms and clean washbasins, once around midday

Wash basins shall be clean and bright, no dust, spots, stains, green mold, rust, encrustation or excess moisture.

3) KITCHEN/EATING AREA

Remove trash from waste receptacles, once after the midday meal time.

E. DAILY

Waste baskets shall be free of dirt dust, streaks and spots

Clean horizontal surfaces, including tables, counters, and desk tops. Clean all appliances.

NOTE: Official papers shall not be disturbed in the office area. However, desk type items shall be lifted for dusting.

All surfaces and furniture shall be dusted with a treated cloth to insure a dust free environment.

Appliance surface areas shall be cleaned with appropriate cleaners. Surface areas shall be grease and dirt free. Appliances shall shine, no smears or streaks shall be on surfaces

Clean sinks and mirrors. Replenish toilet supplies and provide paper towels for all dispensers

Wash basins shall be clean and bright no dust, spots, stains, green mold, rust encrustation or excess moisture

Clean vertical surfaces of cabinets Smudges, marks, or spots shall be removed without causing unsightly discolorations

Vacuum entry matting Thoroughly vacuum to remove all dirt and other debris

Spot clean carpeting to remove spills Daily spot cleaning shall insure removal of any stains, dirt, grease, etc. Spots cleaned shall blend in with overall carpet appearance. No evidence of fuzzing cause d by harsh rubbing or brushing

Deodorizers may be required to alleviate odors.

Diaper changing board shall be washed with mild detergent and disinfectant

Detergent shall remove all soil from the changing board. A cleaner disinfectant shall be used daily to insure the surface is germ free and odor free.

Surface shall be clear of smudges, soil, and streaks

2) TOILET AREAS/RESTROOMS

Disinfect floor by sweeping and wet moping or scrubbing

The floors shall be clean and free of dirt, dust, water streaks, string, gum, grease, tar, etc., and present an overall appearance of cleanliness. All surfaces shall be dry and corners shall be clean

Clean all fixtures, including metal chrome surfaces, toilets, urinals, shelving, washbasins. shower stalls, mirrors, waste receptacles, dispensers, and wall surfaces, using a cleaner disinfectant

Porcelain fixtures and metal surfaces (washbasins, urinals, toilets, shower stalls, etc.)

shall be clean and bright; surfaces shall be free of dust, spots, stains, rust, green fold, encrustation, or excess moisture

Empty waste receptacles, and service/supply paper towels, toilet paper, and soap dispensers. Empty, clean and disinfect sanitary receptacles; replace soiled bags. Collect soiled bags in separate containers for disposal.

All supplies shall be provided and dispensers shall be filled. Waste receptacles shall be emptied, cleaned, disinfected, and new bags inserted
