BGE Level 4 Net Meter Aggregation Project - Conditional Approval Letter
This is a conditional approval letter from BGE (Baltimore Gas and Electric Company, an Exelon Company) dated September 24, 2025, regarding a Level 4 interconnection application for a net meter aggregation project at 647 Contees Wharf Road, Edgewater, Maryland 21037, submitted by the Smithsonian Institution Environmental Research Center. The project has been conditionally approved at a reduced size and must meet the terms and conditions of BGE Electric Tariff Rider 18. The conditional approval expires in one calendar year, with a Certificate of Completion required by that deadline. Extension requests must be submitted in writing to gpcteam@bge.com, with provisions for additional six-month extensions upon demonstration of good cause.
BGE presented three interconnection options with varying capacity and cost implications. Option 1 supports a 750 kW AC project for approximately $50,000 on the 13.2 kV feeder number 7463, with BGE-owned transformer and conductors connected at 480Y/277V three-phase four-wire service to the customer's low voltage switchboard. Option 2 supports 2,000 kW AC for approximately $600,000, requiring customer-owned medium voltage switchgear, transformer, and ancillary equipment per BGE specification CSR-1. Option 3 would support capacity exceeding 2,000 kW AC via extension to the 33 kV feeder along Muddy Creek Road at an estimated cost of $4,500,000, deemed cost prohibitive. The applicant must select one option and edit the application accordingly. Twelve conditions must be satisfied for final approval, including submission of aggregated account lists at least 60 days before energization, application for BGE service upgrade (allowing up to twelve weeks for planning, engineering, and design), IEEE 1547-2018 and UL-1741-SB compliance for inverters with BGE default smart inverter settings, submission of final electrical one-line diagrams and site plans, manufacturer's shop drawings for service entrance switchgear, third-party commissioning reports, local electrical authority approval, and successful witness testing before BGE issues Permission to Operate.

Subject: Level 4 Net meter aggregation project at 647 Contees Wharf Rd, Edgewater, MD 21037
Status: Your application for a Level 4 Interconnection is: Conditionally Approved at a reduced size
After reviewing your applications for completeness along with the technical information for the net meter aggregation, your projects were studied under the Level 4 process, and your projects have been
Conditionally Approved with several options. This interconnection shall meet the terms and conditions of BGE Electric Tariff Rider 18: Net metering aggregation.
This conditional approval expires in one calendar year per the terms of COMAR 20.50.09. You must deliver the Certificate of Completion within one calendar year or request, in writing, a six-month extension before this conditional approval expires. Further six-month extensions may be requested in writing and granted upon good cause shown. Your request for time extension shall be sent to gpcteam@bge.com
High Level Scope Options: BGE shall extend the feeder to the customer’s service entrance equipment per the terms and conditions of BGE standard construction practices. BGE shall install a recloser on each of the taps to allow BGE to manage the DER as necessary. The scope is subject to change based on actual site conditions.
1. BGE can support a 750 kW AC project for about $50,000 on the nearby 13.2 kV feeder number
7463. We can use the infrastructure that’s right there and build an extension to your service. This service would be an interconnection at 480Y/277V three phase four wire. BGE would own the transformer and the conductors which would be connected to your low voltage switchboard per the terms of BGE metering and construction standards. 2. BGE could also support a project of 2000 kW AC on the 13.2 kV feeder by extending from the Y in the road at Contees Wharf Rd and Dr to the site. This would require a customer-owned medium voltage switchgear per the terms of BGE CSR-1. CSR-1-R20_Metal_Enclosed.pdf This option will cost about $600,000. You would procure, install, and own a medium voltage switchgear and transformer and all ancillary equipment. BGE would extend the electric service to your site and connect to your medium voltage switchgear.
3. To do more than 2000 kW AC, BGE would have to go all the way back to the 33 kV feeder along Muddy Creek Rd and this would cost about $4,500,000 which is likely cost prohibitive for this project.
Please select the option that you want to continue with. This will require you to edit the application as necessary. Contact me for more details on how to do this.

The following conditions need to be satisfied to achieve a final approval status. BGE will work with you through the engineering, construction, and commissioning phases of the project. When this information becomes available, please upload it to the CTG on-line application portal.
1. Please submit a list of electric accounts to be aggregated, along with allocation instructions. (This shall be submitted at least 60 days before energization.)
2. The BGE electric system will have to be extended to accept this generation. To start this process, you may apply for a BGE service upgrade by filing an application at the following link:
https://www.bge.com/MyAccount/MyService/Pages/ConstructionRemodeling.aspx
Site control is required to submit this application.
3. Once the service application has been received, the BGE electric upgrade will be planned, engineered, designed, and priced for your approval. This process may take up to twelve weeks.
Once prepared and delivered to you, the interconnection agreement and job print must be signed, and 50% deposit received, for the distribution upgrades to be constructed. Rights of way documents and other BGE documents may also be necessary. For timeline information, please see:
https://www.bge.com/SmartEnergy/MyGreenPowerConnection/Pages/DevelopersContractors.aspx
4. The high-level estimates provided above are based on a preliminary desktop review and although provided in good faith, should not be considered a contractual estimate. The estimate was derived from the following assumptions:
• Extension will be taken from the nearest point of feeder(s) designated in the High-Level Scope
• Site plan depicts an accurate location where all BGE equipment can be placed.
• Minimum distance between pad mounted equipment is 10’.
• No special permits will be required for the construction of the job. (ex. Railroad, Bridge, Stream Crossings)
• System size and service type do not deviate from proposed SLD and Site plan.
This is not a final estimate. The final project estimate is determined after BGE performs all engineering and design studies at which time our team will issue the Interconnection Agreement with a contractual estimate. Both parties must sign this document to move forward with your project.
5. Your service entrance equipment shall be in accordance with BGE standards. Please submit the final electrical one-line diagram and site plan showing the electrical equipment connections and physical arrangement. All customer-owned transformers must be grounded-wye to grounded-wye configuration with a five-legged magnetic core structure. A customer owned interrupting device shall be installed between the high side of the transformer and the BGE system. This device shall be set to detect and operate on the loss of a single phase and set for any other requirements of IEEE 1547-2018. The settings shall be reviewed and approved by BGE during the witness test mentioned in item 11.
6. Any changes that are made once the design print has been prepared will trigger a new design and a new interconnection agreement with updated pricing and will cause significant delays that will impact the schedule.
7. Your inverter and overall PV system shall be IEEE 1547-2018 and UL-1741-SB compliant. The
BGE default smart inverter settings shall be programmed in your inverter(s). The default settings are located on bge.com at the following link: BGE_Smart_Inverter_Settings.pdf
(contentstack.com) You will be required to provide proof of settings before Permission to
Operate is granted. Changes to the default settings may be necessary depending on system conditions after the system is in service.
8. For primary service projects, please submit manufacturer’s shop drawings in accordance with BGE specification CSR-1 (metal-enclosed customer substation requirements) for your service entrance switchgear. You are required to engineer, purchase, install, and maintain metal-enclosed service entrance switchgear.

9. BGE will install metering equipment in your service entrance switchgear which will register in both directions (received and delivered). For photovoltaic installations, an AC disconnect switch is required near the billing meter for emergency shutdown purposes.
10. You should receive permission from the local electrical authority having jurisdiction (AHJ) to determine what else may be required.
11. Once your system is installed, please submit the Certificate of Completion and attach a third-party commissioning report and electrical inspection certificate from the local authority having jurisdiction. BGE will schedule a witness test to ensure that your system is complaint with IEEE
1547-2018. Once your system passes the witness test successfully, BGE will then send you a
Permission to Operate letter.
12. Other conditions which may become evident during the interconnection process.
Once all conditions have been met, BGE can then issue Permission to Operate.
Sincerely, James A. Mirabile James A. Mirabile, P.E.
