About this file
This document is a preproposal conference presentation for the Smithsonian Environmental Research Center (SERC) Agrivoltaics Research Project. The Smithsonian Institution is seeking a Design-Build contractor to design, permit, construct, and commission a 2.0 MW DC agrivoltaics photovoltaic system on a 12-acre site within the SERC campus in Edgewater, Maryland. The system will be interconnected to the Baltimore Gas and Electric (BGE) electrical distribution system and is expected to offset approximately 85% of SERC's annual electricity consumption. The project includes four distinct solar panel configurations with varying heights and row spacing to enable agricultural research and education underneath and between the arrays.
Proposals are due by June 22, 2026, at 3:00 PM ET, with Request for Information (RFI) submissions due by May 18, 2026, at 3:00 PM ET. The base bid covers all site infrastructure improvements and system commissioning, excluding operation and maintenance. Two options are available: Option 1 provides operation and maintenance services for one year with extensions available for up to four additional years, and Option 2 includes an agricultural water well system and distribution network for year-round irrigation. Technical proposals will be evaluated on design-build team past performance (quality and relevance of similar completed projects), schedule and plan of accomplishment, and concept design submission responsiveness to the Statement of Work. Cost proposals will be evaluated for completeness, reasonableness, and compatibility with the technical approach. Award will be made to the responsive and responsible offeror providing the best value to the Smithsonian Institution.
