About this file
This is Amendment Number 004 to Solicitation 333302-26RF-0010008 for the Solar Arrays for Agrivoltaics Research Project at Smithsonian Environmental Research Center (SERC). The amendment clarifies concept design submission requirements, revises fencing treatment, introduces pricing options, and replaces the bid schedule. The proposal due date is June 22, 2026, at 3:00 PM ET.
The concept design submission must include an estimate of annual electrical energy production (kWh) based on the proposed system configuration and demonstrate the offeror's technical approach regarding layout, configuration, components, and performance characteristics. Perimeter fencing has been removed from the base bid scope in its entirety, eliminating all associated specifications for height, subsurface embedment, gate width, and site enclosure. Offerors must provide Option 3—a deductive price for removal of approximately 0.5 MW DC of installed system capacity as a discrete, constructible segment—and Option 4—an additive price for perimeter fencing (approximately 8 feet in height with chain link or equivalent material, including at least one non-powered access gate with a minimum 25-foot clear width). Optional site visits are available June 9–11 and June 16–18 between 12:00 p.m. and 4:00 p.m. by appointment only for reference purposes, with no additional requests for information accepted as a result. The Government reserves the right to award the base bid alone or include any combination of additive and deductive options. Attachment 5 (Bid Schedule) is replaced entirely with Attachment 5R. All other terms, conditions, requirements, and submission deadlines remain unchanged. Offerors must acknowledge this amendment in their proposal.

Clarifications, Revision to Fencing Requirements, Addition of Pricing Options, Bid Schedule Replacement, and Site Visit Availability
1. Purpose of Amendment
This Amendment is issued to clarify the requirements for the Concept Design Submission and to revise the treatment of perimeter fencing within the solicitation. Specifically, the Amendment removes fencing from the Base Bid scope, eliminates the previously prescribed subsurface embedment requirement, and establishes new additive and deductive pricing options to provide greater flexibility in proposal evaluation and contract award. In addition, this Amendment replaces the Bid Schedule to reflect these changes and ensures that all revisions remain consistent with the evaluation framework set forth in Section M.
2. Concept Design Submission – Clarification
The Concept Design Submission shall include an estimate of annual electrical energy production (kWh) based on the proposed system configuration. The Concept Design shall demonstrate the Offeror’s technical approach, including layout, configuration, components, and performance characteristics. The Concept Design will be evaluated under Section M as part of the pre-award Technical Evaluation.
3. Project Objectives Clarification
The project supports agrivoltaics research and renewable energy generation. No specific prioritization between these objectives is prescribed.
4. Site Visit (Optional)
Offerors may elect to visit the project site to better inform their Concept Design and proposal. Options to visit the site are available on June 9–11 and June 16-18 between 12:00 p.m. and 4:00 p.m. Interested Offerors shall coordinate scheduling with the Government Point of Contact identified in the solicitation. Site visits will be conducted by appointment only. This site visit is for reference purposes only, no additional RFIs will be accepted as a result of the visit.
5. Revision to Fencing Requirements
DELETE the requirement for permanent perimeter fencing in its entirety, including all associated specifications for height, subsurface embedment, gate width, and site enclosure.
Offerors shall not include fencing in the Base Bid.
6. Pricing Options
Offerors shall provide the following options:
a. Option 3 – Deductive: 0.5 MW DC Capacity Reduction
Provide a deductive price for removal of approximately 0.5 MW DC of installed system capacity, corresponding generally to one of the agrivoltaic array groupings. The Offeror shall identify the specific portion of the system proposed for removal in the Concept Design Submission. The selected portion shall represent a discrete and constructible segment of the proposed design, and the remaining system shall be a complete and functional installation. The portion selected for this option should result in the maximum reasonable cost reduction.
b. Option 4 – Additive: Perimeter Fencing
Provide an additive price for the design and installation of perimeter fencing enclosing the agrivoltaics project area. The fencing system shall provide continuous enclosure of the agrivoltaics site, including research and operational areas, and shall be constructed of chain link fencing or an equivalent durable material suitable for agricultural and outdoor environments, subject to Government acceptance. The fencing shall be approximately 8 feet in height and shall include at least one non-powered access gate with a minimum clear width of 25 feet to accommodate equipment access. The alignment, layout, and installation approach shall be proposed by the Offeror and included in the Concept Design Submission.
No minimum subsurface embedment requirement is prescribed.
7. Bid Schedule Replacement
Attachment 5 is replaced in its entirety. Offerors shall use the revised Bid Schedule provided with this Amendment. See Attachment 5R.
8. Evaluation of Options
The Government reserves the right to award the Base Bid alone or include any combination of additive and deductive options, as determined to be in the best interest of the Government.
9. Acknowledgement
Offerors shall acknowledge this Amendment in their proposal.
10. No Other Changes
All other terms, conditions, requirements, and submission deadlines of Solicitation 333302- 26RF-0010008 remain unchanged.
