About this file

This document is a comprehensive specification for a water tower rehabilitation project at the Blackwell Job Corps Civilian Conservation Center in Laona, Wisconsin. The project consists of two primary components: Base Item No. 1 involves a complete water tower rehabilitation, including replacing the SCADA transducer valve, cleaning and recoating the exterior insulated sphere and stem, abrasive blasting and recoating the tank interior and platforms, installing new pipe insulation, adding sampling and chemical injection taps, and reconfiguring the overflow/tank drain outlet. Optional Item No. 2 involves replacing an existing submersible water well pump with a new 5 HP, 3-phase, 208V pump with specific performance requirements, including a capacity of 50 gpm at 250' total dynamic head and a set depth of 80'-100'.

The specification provides detailed technical requirements for surface preparation, coating systems, valves, piping, and installation procedures. The coatings must comply with AWWA D102 standards and be NSF certified, with specific layers and thickness requirements for both exterior and interior surfaces. The project includes provisions for temporary water tower bypass, pressure monitoring, and strict discharge sampling and reporting requirements. Contractors must follow precise surface preparation standards, use specified coating materials (primarily Tnemec products), and adhere to Wisconsin state and federal regulations for potable water systems. The work must be completed with minimal disruption to the Job Corps Center's operations, with work hours restricted to 8:00 AM-4:30 PM Monday through Friday.

b. Surface Preparation: All surfaces shall be thoroughly clean to levels defined by

SSPC-SP WJ-4/NACE WJ-4 Light Cleaning by use of Low-Pressure Water Cleaning (LP WC) and dry prior to overcoating. Thoroughly power wash surfaces using hot water and detergent at sufficient pressure and flow rate to remove all chalk and surface contaminants. This can usually be accomplished using a rotating nozzle with 140F biodegradable detergent/water solution (1-2 oz. detergent per gallon of water) at 1,000-2,000 psi with 3-5 gallons per minute flow rater. If may be necessary to use some means of additional mechanical agitation during power-washing to help facilitate the removal of chalk or non-water-soluble contaminants.

Rinse surfaces with clean water. If mildew is present, allow the surface to dry and wet mildewed surfaces with bleach solution consisting of 3 parts warm water and 1 part household bleach. Allow the bleach solution to remain on the surface until dry then rinse with clean tap water. If present, clear coats must be thoroughly and uniformly abraded to degloss. De-gloss any areas where coating remains gloss by feasible means. Prepare bare metal and rusty areas according to SSPC-SP11 Power Tool Cleaning to Bare Metal and feather edges for smooth transition into tightly adhered coating. Prepare areas of exposed epoxy according to SSPC-SP3 Power Tool Cleaning and feather edges for smooth transition into tightly adhered coating.
