About this file
This document is a set of Questions and Answers (Q&A) for a water tower rehabilitation project at the Blackwell Job Corps Center. The project involves cleaning, spot repairing, and recoating the exterior of a water tank constructed in 1991, replacing pipe insulation, installing a chemical injection tap, and addressing potential bug infestation through manway gasket sealing. Key technical requirements include blasting and coating preparation, potential asbestos and lead paint testing, and maintaining water system pressure during the project. The contractor will be responsible for draining, refilling, disinfecting, and performing bacteriological tests on the water tower, using existing well pumps for pressure and water supply.
The project has a preliminary funding threshold of $250,000, which may be adjusted based on bid reviews. The Forest Service (FS) expects to make an award after completing RFP evaluations and determining the Lowest Price Technically Acceptable (LPTA) offer. Physical work is anticipated to start after contract award, with timing dependent on seasonal and weather conditions. The project scope includes technical specifications for coating preparation, insulation replacement, chemical injection infrastructure, and potential additional work like manway sealing to prevent insect infiltration. Coatings inspections will be performed by the contractor, with potential government third-party quality assurance oversight.

1. Are there any mandatory on-site supervision/safety roles required by the Prime Contractor for this project? Yes – See FAR 52.236-6 and FAR 52.236-13 and spec section 010150.
2. When does the FS expect to make an award for this project? Once RFP evaluations have been completed and the LPTA offer has been determined.
3. When does the FS expect the project to start following the award? Will this be a Spring Project? Work will be expected to start once the contract has been awarded. All bonding and submittals will be due as prescribed within the solicitation. Physical work will be expected to follow; however, it can be discussed during the pre-work meeting. The season and current weather conditions will be accounted for. Contract extensions will be granted on a case-by-case basis at the time of request.
4. Are there any concerns for Asbestos Containing Material or Lead in the material or areas being worked in? Existing lead paint or asbestos pipe insulators in particular? Tank was constructed in 1991, existing finishes: Interior = 2 coats epoxy, Exterior = 3 Coat alkyd enamel. Insulation: Riser = Isocyanurate. Pipe: Fiberglass. ACM and Lead Paint is not expected, but sampling/testing is scheduled and bidders notified with a solicitation amendment issued if they are detected/positive, results will be available for review.
5. Does the FS want a paint containment system erected to protect surroundings from paint drips and/or overspray? Not unless required by environmental conditions, coating manufacturer, or State regulations for environmental protection. Note that containment of waste generated by blasting/removal of old coatings (where indicated) is required.
6. Will the exterior of the tank also need to be blasted or just overcoat? Clean, spot repair, and recoat. See spec section 221216 2.4 F 1-2.
7. Does the FS want temporary fencing provided surrounding the work area? See FAR 52.236-13 spec section 010150 4.5 B. Coordinate with your safety plan submittal for protection of the public (students/staff).
8. How much pipe insulation is to be replaced? For bidding purposes, can the FS provide an anticipated amount or unit/cost line item? Does all insulation reviewed need to be replaced or just loose fitting insulation? See drawing sheet C1.1 Keynote 14. Secure loose insulation (as needed, limited areas) and replace all insulation jacket on insulated riser and recirculation piping. Note that where jacket is still adhered to insulation, over-wrap with new is acceptable to avoid damaging underlying insulation by forcing old jacket removal.
9. Does the interior of the tank need to be taken down to bare metal when blasting?
See spec section 221216 2.4 G1-2 for preparation requirements.
10. Does the Blackwell Job Corps Center have a map or drawing of private utilities in the excavation/grading area? No as-builts are available.
11. Will the FS provide temporary pressure to the facility when the tower is out of service?
See spec section 010150 1.10 B 1 b xi. “Contractor shall provide pressure monitoring and modulation,…” This will be through use of the existing well pumps.
12. Will draining the tower be the responsibility of the FS? Contractor will setup the temporary pressure devices and then drain the tower.
13. Will refilling the tower be the responsibility of the FS? Contractor shall fill tower (using wells) and coordinating with the water system operator, then disinfection and perform bacteriological tests.
14. Is the $250k magnitude a hard ceiling for funding of this project? The $250k is associated with a cost threshold the government estimate falls within, ceiling may be adjusted based upon government review of bids received.
15. What is the total depth of the well? Do you have a unique number for the well log? Well # 1 & 2: WUWN’s are BP977 AV111 respectively. Well 1: 113’ of 6” casing, with a screen from 113”-123’. Well 2 has 114’ of 6” casing and is unscreened with a total depth of 137’.
16. Please confirm we are only to install the chemical injection tap, but not any chemical injection feed system beyond the brass plug. Just the tap, no chemical injection apparatus beyond the tap detail shown in the drawings.
17. At the site visit, there were thousands of flies living inside the tower. The existing manways are not currently sealed with a gasket giving the bugs access. Would the FS want these manways sealed w/ a gasket to prevent bug infestation? Please provide a cost proposal for consideration along with schedule of items for this.
18. Can you confirm that there will not be any lettering or logo going on the tank for the rehab work? No lettering or logo.
19. Who will be doing the coatings inspections? Contractor, though government may have third party inspections done for Quality Assurance– See spec section 221216 3.7A
