About this file
This is an Addendum to a Request for Proposal (RFP No. HHS0014929) issued by the Texas Health and Human Services Commission (HHSC) for Conference Planning and Coordination Services. The HHSC seeks a contractor to design, plan, coordinate, and conduct an annual two-day statewide training conference for the Council on Sex Offender Treatment (CSOT) to be delivered in-person or virtually. The conference aims to disseminate information, educate, and train professional organizations involved in assessing, treating, and managing sex offenders while providing Continuing Education Units (CEU) hours for provider licenses. The RFP was released on November 20, 2024, with a pre-proposal conference and HSP training held on November 26, 2024, at 11:00 a.m. Central Time (optional attendance). The deadline for submitting written questions or requests for clarification is November 27, 2024, at 3:00 p.m. Central Time, with responses posted on the Texas Electronic State Business Daily (ESBD) website by December 4, 2024. Proposals must be received by December 20, 2024, at 10:30 a.m. Central Time. The evaluation period is anticipated for February 2025, with a notice of award expected in April 2025 and a contract effective date of May 2025. The initial contract term is three years with two optional one-year extensions and potential additional monthly extensions up to 12 months for transition purposes.
Respondents must submit a completed HUB Subcontracting Plan (HSP) using one of five subcontracting methods, along with Exhibit A (HHS Solicitation Affirmations) signed and Exhibit H (Cost Proposal). The contract is structured as a zero-dollar agreement, with the contractor generating revenue solely through conference registration fees and booth/exhibit sales. Minimum qualifications require three years of experience in training coordination and conference management. Respondents must provide three years of financial statements (2021–2023) to demonstrate financial solvency. All communication regarding the RFP must be directed to the sole point of contact, Erin Silva, HHSC Contract Specialist, with the exception of HSP-related questions, which may be directed to Bob McCurdy, HUB Coordinator. Proposals may be submitted via USB or through the HHS Online Bid Room, with options for express/overnight delivery or U.S. Postal Service delivery to the HHSC Procurement and Contracting Services (PCS) Bid Room. A courtesy HSP review is available to respondents prior to December 6, 2024, at 3:00 p.m. Central Time. Respondents are responsible for monitoring the ESBD website for any addenda and must sign and submit all addenda with their original response. Late submissions will not be considered.
