1.0 INTRODUCTION

1.1 PURPOSE

The purpose of the GEOFidelis Operations Guide is to provide documentation of required procedures to maintain clear communication and operations throughout the GEOFidelis

Program. It has been developed to facilitate accomplishing the policy and goals set forth in

Marine Corps Order (MCO) 11000.25, Installation Geospatial Information and Services

(IGI&S). MCO 11000.25 provides policy, guidance and standards for acquiring, utilizing and implementing Marine Corps (IGI&S), also referred to as GEOFidelis, in support of Marine

Corps installation management.

1.2 APPLICABILITY

This document provides guidance for GEOFidelis operations, and communication. This guide is also applicable to USMC installation management functional areas having responsibility for or possessing a stake in IGI&S capabilities. A formal review of this guide will occur annually and will be updated as necessary.

The provisions of this guide are applicable to programmatic operational practices for non-tactical IGI&S. Geospatial information for tactical and intelligence purposes are excluded from the provisions of this guide.

1.3 SCOPE

GEOFidelis data and staff take on an important role in the USMC installation management decision-making processes. To support that role, the GEOFidelis Program will function with clear communication and operational practices that ensure installation management decisions are supported in a clear, judicious, and timely manner. Well documented and disseminated operational procedures simplify the ability of the GEOFidelis Program to support an integrated installation management structure and to also support the many departments and functions that rely on USMC installation data. All facets of the GEOFidelis

Program will utilize this guide to create and implement comprehensive operation plans to satisfy Headquarters Marine Corps (HQMC), regional and installation requirements and improve the delivery of installation geospatial data and services.

2.0 ROLES AND RESPONSIBILITIES

MCO 11000.25 has established and defined roles and responsibilities covering all levels of

IGI&S management. This guide describes in detail the roles and responsibilities for USMC

GEOFidelis operations and communication procedures.

2.1 GEOSPATIAL INFORMATION OFFICER (GIO)

The GIO, as appointed by Headquarters Marine Corps, Installations and Logistics

Department, Facilities and Services Division (CMC LF) with leadership and oversight responsibilities for Marine Cops IGI&S, will oversee the GEOFidelis Program; implement policy and guidance required by MCO 11000.25.

2.2 MARFORPAC, MARFORCOM, AND MARFORRES

The MARFORPAC, MARFORCOM, and MARFORRES roles and responsibilities include supporting installations and reserve sites in meeting the objectives outlined in MCO

11000.25. All participate in the Marine Corps IGI&S program and provide coordination and advocacy to the installations and sites under their command.

2.3 REGIONAL GIO

The Regional GIO, as appointed by Regional Commanders with installation management responsibilities, will oversee the regional command’s IGI&S efforts in accordance with MCO

11000.25. The Regional GIO will provide expertise to the regional commander, and ensure the implementation at the region and installation level of all GEOFidelis standards, policies and procedures. The Regional GIO shall implement the GEOFidelis operations policy and guidelines across his/her respective area of responsibility.

2.4 INSTALLATION IGI&S MANAGER

The Installation IGI&S Manager, as appointed by the Installation Commander, will oversee the installation’s IGI&S efforts in accordance with MCO 11000.25. The IGI&S Manager will provide stewardship of the installation’s geospatial data holdings in support of the installation management mission. The IGI&S Manager shall implement the GEOFidelis

Operation Guide policy, guidelines, and procedures at the installation level.

2.5 FUNCTIONAL DATASET LEAD

A Functional Dataset Lead, as defined in MCO 11000.25, is an agency, department, activity or organization that has lead responsibility for coordinating the collection, coverage and stewardship, including maintenance and update, of a specific spatial data theme or mission dataset. Each Functional Dataset Lead is responsible for ensuring the procedures outlined in the GEOFidelis Operations Guide are communicated to functional area SMEs at regions and installations.

3.0 GEOFIDELIS PROGRAM COMMUNICATION PROTOCOL

GEOFidelis Program communications include both formal and informal methodology. Both types of communication are appropriate to improve situational awareness and ensure effective operations across the GEOFidelis Program.

3.1 GEOFIDELIS PROGRAM FORMAL COMMUNICATION

The GIO will follow the guidance set forth in the Deputy Commandant, Installations and

Logistics Department document titled, Installations and Logistics (I&L) Task Tracking

Procedures (4 June 2004). This document details the procedures of using the Marine Corps

Administrative Tracking System (MCATS). The GIO will utilize MCATS following the guidelines described in the Installations and Logistics (I&L) Task Tracking Procedures document. The procedures necessitate that when actions include one or more of the following, the tasker will be entered into MCATS:

The task requires some type of deliverable

The action must be completed by a given date

A departmental response is required

The task is an internal, request for information

The GIO will coordinate MCATS taskers and will provide a copy through email from the

GEOFidelis organization email box to: MARFORs; MCCDC; and MARBRKS for situational awareness.

Formal communications may also be executed by official messages at the unclassified level.

Unlike the MCATS systems, messages will be utilized primarily to convey formal notices of

GEOFidelis programmatic initiatives or announcements which do not require a response.

3.2 GEOFIDELIS PROGRAM INFORMAL COMMUNICATION

Strong and open communication at all levels of the Command structure are necessary to conduct efficient daily operations of the GEOFidelis Program. Informal communications from

CMC (LF) to all field activities are needed on a frequent basis to convey information that is useful to the program and may assist in improving situational awareness. Examples of informal communications include, but are not limited to, notices of change in email or shipping addresses, or advanced notice of upcoming meetings or events.

Informal communications will be conveyed utilizing the GEOFidelis Organizational Mailbox to all affected MARFORs, MCCDC, Regional GIO's and IGI&S Managers.

3.3 GEOFIDELIS FUNCTIONAL AREA SUPPORT REQUEST COMMUNICATION

CMC (LF) receives requests or inquiries from General Officers, Managers, and Functional

SMEs at HQMC for map products, analysis, or support. Requests may, at times, require a same-day delivery in support of meetings or briefings. When any request is received by the

GIO, it will be assessed to determine which of the following scenarios will be utilized to satisfy the request:

The request is determined to be routine in nature and CMC (LF) has the necessary data or supporting materials available to complete the product. In these cases, the GIO fulfills the request.

The request is determined not to be routine in nature. The request may involve modifying an existing map product which was originally generated by an installation or region; and/or CMC (LF) does not have the necessary data to complete the request; and/or other factors or circumstances prevent the request from being labeled as routine. In these cases, the GIO will coordinate with the appropriate POC’s via the Chain of Command to determine how the request will be fulfilled.

3.4 GEOFIDELIS EMAIL DISTRIBUTION LIST

The GEOFidelis GIO maintains the master email list for persons supporting the IGI&S efforts at the HQMC, regional, and installation levels. This email list is utilized for mass distribution of program news and information (i.e. Newsletters, announcements). Anyone interested in receiving news and announcements from the CMC (LF) can request to be added to the list by emailing the GEOFidelis organization email address, geofidelis@usmc.mil.

4.0 GEOFIDELIS OPERATIONS

CMC (LF), as directed in MCO 11000.25, will provide documentation of required operational procedures to facilitate leadership, functional advocacy, central direction, and oversight for implementing and utilizing IGI&S to support Marine Corps installation management.

4.1 RECURRING OPERATIONS

Many events, taskings, meetings, and other requirements fulfilled or sponsored by the

GEOFidelis Program are recurring throughout the course of each year. These requirements can be documented as occurring annually, quarterly, or during certain known time windows.

It is useful to document them here as an important part of GEOFidelis Program operations.

Persons supporting IGI&S efforts at all levels can rely on this general outline of recurring events in order to prepare in advance. Annual or recurring events for the GEOFidelis

Program include, but are not limited to:

4.1.1 GEOFIDELIS READINESS RATINGS

The GEOFidelis Readiness Ratings provide management with a tool to measure each USMC installation’s geospatial program and its capability to provide mission support.

Data Call will be released by the CMC (LF) in summer via MCATS

Responses from the field are due in October

Ratings are Published in winter

4.1.2 GEOFIDELIS PROJECTS DATA CALL

Each year, field activities may submit requests for funding of projects utilizing GEOFidelis

Centrally Managed Program (CMP) funds. During the course of a given fiscal year, requestors may be notified that their projects were approved for funding and execution.

Data Call will be released by CMC (LF) in Spring via MCATS

Responses from the field are due in summer

Requests received are compiled, reviewed and prioritized in September in preparation for the new fiscal year

Requestors of projects approved for CMP funding will be notified throughout the course of the fiscal year

4.1.3 GEOFIDELIS MAPPING AND CAPABILITIES GUIDE

The GEOFidelis Mapping and Capabilities Guide represents the success stories for the use of

IGI&S data, maps, and analysis in support of installation management. The Guide will be published every other year and is a great resource for HQMC, Regional, and IGI&S

Managers to leverage when briefing their Commands on the accomplishments of the

GEOFidelis Program.

Data Call will be released in fall of each even numbered year (e.g., September 2010) via MCATS

Responses from the field are due in winter of each odd year (e.g., February 2011)

Material received will be compiled into final format and published by spring of each odd numbered year (e.g., April 2011)

The GEOFidelis Mapping and Capabilities Guide will carry the title "GEOFidelis Mapping and Capabilities Guide 20xx", where xx is the publication year.

4.1.4 GEOFIDELIS ANNUAL MEETING

The GEOFidelis Annual Meeting is an essential meeting for Regional GIOs and Installation

IGI&S Managers to attend during the year. This is the forum utilized by the CMC (LF) to convey programmatic initiatives, promote information sharing, and discuss the way ahead for the GEOFidelis Program.

Meeting date will be announced as early as possible in summer or fall so all Regional

GIOs and IGI&S Managers can block the date on their calendars

Formal announcement of the meeting date, location, and registration procedures will be released in fall

Registration deadline will be approximately one month prior to the meeting

The meeting will be held in Spring each year

4.1.5 GEOFIDELIS ANNUAL AWARDS

The GEOFidelis Annual Awards were established to recognize outstanding efforts of Marine

Corps personnel who use and implement IGI&S to further the Marine Corps installation mission. The award is designed to generate interest and recognize innovative leadership;

encourage competition to increase readiness by emphasizing installation management effectiveness; recognize creative opportunities for economies and efficiencies through the use of IGI&S in installation management; and inspire new ideas for management and innovation through the use of IGI&S.

Award announcement will be released for general distribution in the fall via message, and a formal call for submissions will be released via MCATS.

Submissions will be due in winter

CMC (LF) will convene a board to review nominations and select winners

Awards will be presented at the GEOFidelis Annual Meeting each Spring

4.1.6 GEOFIDELIS NEWS AND EVENTS

GEOFidelis news and events will be conveyed via various methodologies during the course of the year. Formal newsletter publications, items of interest posted on the GEOFidelis

Portal, and meeting announcements released from the GEOFidelis Organizational Mailbox are all examples of methods used to convey news and events regarding the GEOFidelis

Program.

4.1.7 STRATEGIC PLANNING AND ANNUAL PROGRAM GOALS

In addition to publishing a formal GEOFidelis Strategic Plan, the CMC (LF) will annually establish program goals in October. Program goals will provide guidance to the field for upcoming priorities and focus areas. These goals will include major implementations, studies, policy, and program metrics. For example:

4.1.8 TELECONFERENCES

CMC (LF) uses teleconferences as needed to augment the GEOFidelis Annual Meeting and provide a year-round platform for open programmatic discussions. Teleconference information and agenda will be distributed via email from the GEOFidelis Organization

Mailbox to Regional GIO’s and IGI&S Managers.

4.1.9 SITE VISITS

CMC (LF) recognizes that each Regional GIO and Installation IGI&S Manager faces unique opportunities and challenges within their installation. Each Regional GIO and Installation

IGI&S Manager can benefit from individual CMC (LF) site visits to allow briefings to upper management and one-on-one programmatic issue discussions. CMC (LF) will strive to conduct site visits on a 2 to 3 year cycle. The purpose of the visit is to provide support and meet locally with the Regional GIO and Installation IGI&S Manager, executive sponsor, and stakeholders. Site visits can include:

4.1.10 GEOFIDELIS DATA SHARING AGREEMENTS

The GEOFidelis Program supports many USMC and DoD programs through providing USMC

IGI&S data. The program also gains additional data and situational awareness through obtaining other USMC department and DoD IGI&S program data. To manage such requests, the GIO developed a Memorandum of Understanding (MOU) template to provide a standard approach to service and data delivery between CMC (LF) and the requesting organization.

With executed MOUs, the GEOFidelis Program will provide current, authoritative IGI&S geospatial data through map services or through media delivery. The MOU will follow the data sharing and release procedures defined in the GEOFidelis Data Management Guide. All

GEOFidelis MOUs will be reviewed annually.

4.1.11 GEOFIDELIS WHITEPAPER LIBRARY

To document technical and procedural program challenges, CMC (LF) created a Whitepaper

Library that is hosted on the GEOFidelis Portal. The library will serve as a knowledge base for outlining technical issues, documenting potential data sources, reporting the findings of research on emerging technologies, SDSFIE 3.0 implementation issues/solutions, etc. This library will be leveraged as the beginning of a knowledge base of documentation which supports the overall GEOFidelis Program. Content of the library will be reviewed and updated on an as needed basis.

4.2 OPERATIONAL FRAMEWORK

The Business Transformation Agency (BTA) annually delivers the Business Enterprise

Architecture (BEA) for the DoD Business Mission Area (BMA) to help defense business system owners and program managers make informed decisions in support of the

Department. The BEA Version 7.0 includes IGI&S as a DoD business activity. This

BEA IGI&S activity model provides an operational framework for the GEOFidelis Program.

4.2.1 IGI&S IN THE DOD BUSINESS ENTERPRISE ARCHITECTURE

The BEA defines the Department of Defense business transformation priorities; the business capabilities required to support those priorities; and the combinations of enterprise systems and initiatives that enable those capabilities. The purpose of the BEA is to provide a blueprint for DoD business transformation that helps ensure the right capabilities, resources and materiel are rapidly delivered to our warfighters: What they need, where they need it, when they need it, anywhere in the world. The BEA guides and constrains implementation of interoperable defense business system solutions as required by the National Defense

Authorization Act (NDAA) of 2005 and guides information technology investment management to align with strategic business capabilities as required by the NDAA of 2005, the Clinger-Cohen Act and supporting Office of Management and Budget (OMB) and

Government Accountability Office (GAO) policy. The main focus areas for use of the BEA are:

Investment Management – Support alignment of services, systems and solutions to the prioritized strategic capabilities of the Department

Interoperability - Permit approval authorities to demonstrate compliance with the

BEA to achieve transformation objectives and implementation of interoperable business solutions

The BEA includes activities, processes, data, information exchanges, business rules, system functions, system data exchanges, terms, and linkages to laws, regulations and policies.

The IGI&S activities published in BEA version 7.0 are listed in Figure 1.

4.2.2 GEOFIDELIS ACTIVITY MATRIX

CMC (LF) created the activity matrix below to align the business operations of the

GEOFidelis Program with Figure 1, the IGI&S activities defined in the DoD BEA. The activity matrix provides a framework for organizing GEOFidelis business operations, actions, and responsibilities. It represents MCO 11000.25 requirements and general IGI&S business operations. This matrix is informational and can be leveraged in several ways to support

GEOFidelis program operations, e.g. it will be used to form the categories for requesting

GEOFidelis Centrally Managed Program funds during the annual Projects Data Call.

The appearance of a particular item in the matrix does not imply it is mandatory. In some cases, the item is a best practice or may be applicable under certain circumstances. For example, a data sharing MOU may not be necessary at installations.

5.0 GEOFIDELIS PROGRAM OUTREACH PROTOCOL

Brand recognition and outreach of the GEOFidelis Program is vital to maintaining an engaged user base as well as maintaining the key position as a model of IGI&S success in the DoD. Program outreach includes the promotion, presentation, or representation of

GEOFidelis within the Marine Corps; to the public; federal, state, and local agencies.

Participation in outreach activities is highly supported but requires careful consideration in the development of materials and the message to be conveyed to the audience.

5.1 PAPERS, BRIEFINGS, POWERPOINT SLIDES, MAPS, AND POSTERS

When submitting abstracts, papers, maps, posters, or presentations the author must consider the topic and breadth of the topic in relation to the GEOFidelis Program.

Considerations must be made for the title, content and overall message to be delivered. If the content implies a GEOFidelis Program or Marine Corps IGI&S approach or solution, that must be approved by the GIO. For all papers, briefings, or presentations, maps or posters, follow these criteria:

1) Without GIO approval, refrain from using titles that imply a USMC IGI&S or

GEOFidelis methodology or approach. For example:

Rather than “Marine Corps IGI&S Data Management” use “IGI&S Data

Management at (name of installation or region)”

Rather than “GEOFidelis Quality Assurance” use “Geospatial Data Quality

Assurance at (name of installation or region)”

2) If the requirement or request is to provide a paper or presentation on the

GEOFidelis Program, follow the proper communication protocol to request approval from the GIO.

3) If the product is for public display, it is required that appropriate approval to display the products has been granted. Approval should be sought via appropriate channels which may include functional area SME’s and the Public

Affairs Office.

5.2 SOCIAL MEDIA AND GEOFIDELIS

Social Media is used for a variety of media and communications including collaborating, communicating, sharing, expressing opinions and reviews, entertainment, and brand monitoring but generally always involves the ability to share or broadcast out to a network of users who share a common interest in the topic being shared.

For some time, the DoD saw social media participation as a threat that required mitigation and control measures. Recently the DoN and USMC have allowed access to these “Internet

Based Capabilities” but mandate the responsible and effective use of these capabilities.

CMC (LF) will research and determine if the program will participate in these capabilities.

The GIO will be the authority for any and all social media sites for the GEOFidelis Program.

6.0 GEOFIDELIS PROGRAM TRAINING AND PROFESSIONAL

DEVELOPMENT

Enterprise-wide training events and materials will be developed by the GIO based on strategic plans and program requirements. Other types of new user training and refresher training on the use of GIS software or GIS concepts are typically the responsibility of the

Command.

The GIO also leads the GEOFidelis Community of Practice (formerly known as the

Community of Interest) in order to promote professional development of IGI&S Managers and staff in the Marine Corps. The GIO publishes an inventory of competencies and proficiency levels recommended to accomplish IGI&S activities and tasks. These inventories can be leveraged by Commands when defining position descriptions for IGI&S staff. They are published as part of the GEOFidelis Career Road Map, which includes suggested career paths and training courses for IGI&S professionals. The GIO will periodically update and distribute the Career Road Map to the GEOFidelis community.

7.0 GEOFIDELIS GOVERNANCE AND ADVOCACY

COORDINATION

The GIO will participate in CMC (LF) organized advocacy and governance groups to advise, promote and sustain the business use of geospatial information, technology, and services in support of an integrated approach to installation management across the USMC. GEOFidelis program advocacy falls within the Facilities Operational Advisory Group (FOAG) governance and advocacy structure. CMC (LF) will coordinate through approved channels to foster communication to support the GEOFidelis GIO to establish broad program goals, objectives and priorities, and to coordinate, review, and approve/disapprove configuration enhancements to the GEOFidelis Program.

GEOFidelis program governance and advocacy rely on requirements and issues being vetted through appropriate channels. MCO 11000.25 designates the roles and responsibilities of two key areas of Marine Corps geospatial management: the IGI&S community and functional communities. The functional communities must facilitate communication through

Headquarters, MARFORs, Regions, and Installations to ensure clear position of requirements and issues has been reached (Figure 2).
