Executive Summary
This guidance defines what an IGI&S ADS is and establishes the intent of the policy requirement for them. It also provides a set of implementation rules regarding the content and technical level capabilities of IGI&S ADS within a Component. A companion annex contains a reference architecture to be used by the Components as a blueprint for implementing IGI&S ADSs. Finally, the document includes a set of maturity rating levels to be used across the Department to measure implementation progress for IGI&S ADSs.
The principal authority for this guidance is Department of Defense Instruction (DoDI) 8130.01. This policy establishes the authority of the IGI&S Governance Group (IGG) to develop guidelines for IGI&S, and requires that for each installation, the DoD Components must establish a trusted authoritative data source (ADS) for all geospatial data and products produced, acquired, or maintained to fulfill energy, installations, and environment (EI&E) missions. This policy also defines the IGG as the community of interest (COI) for IGI&S, per DoDI 8320.07. As such, the IGG is issuing this implementation guidance to be used by each Component’s authoritative bodies (AB) for identifying and registering IGI&S ADSs.
This guidance applies to all DoD Components and has an enterprise level scope – meaning, it guides and constrains Component implementations of IGI&S ADS only with respect to IGI&S COI requirements. Each Component’s AB(s) shall develop general ADS management processes per DoDI 8320.07, which should be supplemented by this implementation guidance as well as the Component-specific implementation strategies and plans described herein.

1 Introduction
Purpose
This document provides guidance for the implementation of installation geospatial information and services (IGI&S) authoritative data sources (ADS) across the Department of Defense (DoD). It defines what an IGI&S ADS is, and establishes the intent of the policy requirement for them. It also provides a set of implementation rules regarding the content and technical level capabilities of IGI&S ADS within a Component. A companion annex contains a reference architecture to be used by the Components as a blueprint for implementing IGI&S ADSs. Finally, the document includes a set of maturity rating levels to be used across the Department to measure implementation progress for IGI&S ADSs.
Authority
The principal authority for this guidance is Department of Defense Instruction (DoDI) 8130.01. This policy establishes the authority of the IGI&S Governance Group (IGG) to develop guidelines for IGI&S, and requires that for each installation, the DoD Components must establish a trusted authoritative data source (ADS) for all geospatial data and products produced, acquired, or maintained to fulfill energy, installations, and environment (EI&E) missions. Scope
This guidance applies to all DoD Components (including DoD Agencies and the Office of the Secretary of Defense). This guidance has an enterprise level scope, meaning it guides and constrains Component implementations of IGI&S ADS only with respect to IGI&S COI requirements. Each Component’s AB(s) shall develop general ADS management processes per DoDI 8320.07, which should be supplemented by this implementation guidance as well as the Component-specific implementation strategies and plans described in Rule 3-2.

Document Maintenance
This document shall be maintained by the IGG and will be updated according to the change management process defined in the Governance Plan for the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE).
2 IGI&S ADS Overview
According to DoDI 8320.03, an authoritative data source is “a recognized or official data source with a designated mission statement, source, or product to publish reliable and accurate data for subsequent use by customers. An authoritative data source may be the functional combination of multiple separate data sources.” Several DoD Components are establishing various levels of implementing guidance for ADSs, specifically within the information technology (IT) policy realm. This document, therefore, focuses on the specific meaning of an IGI&S ADS (see 2.1 below) as well as the key guidance required to successfully implement them across the enterprise.
Today, installations and their parent headquarters (regions, major commands, etc.) acquire a wide range of location-based or geospatial data to support numerous installation missions. These acquisitions tend to occur related to stove-piped projects, via separate funding streams. For example, environmental restoration funds may be used to develop a clean-up plan (which includes infrastructure and natural resource maps), while for the same installation, natural resource management funds are used to develop an integrated natural resource management plan (which relies upon and incorporates much of the same infrastructure and natural resource map data as a clean-up plan). Meanwhile, installation master plans and joint land use plans (JLUS) both require the use and combination of map data showing the built and natural infrastructure as well as range and training areas, environmental restoration areas, critical habitat, noise contours, and air operations safety areas or zones. Because their respective subject matter expert (SME) groups typically fund and acquire these installation geospatial layers independently, they have not traditionally been stored and shared in a coordinated way.
Regardless of the acquisition funding source, or the SME group(s) who principally use the data, all geospatial data collected and used for installation management functions is considered IGI&S by DoD policy. The strategic intent of the IGI&S ADS requirement is to bring this data together into a single trusted source, under a common management structure. This will reduce duplication of effort, facilitate standardization, ensure the professional curation and maintenance of the data, and allow authorized to users gain maximum value from the data and mapping investments already occurring at all DoD installations. A Department-wide effort is needed to implement ADSs for each installation, an effort which is described by this document and which will require a fresh approach to acquiring, curating, and sharing IGI&S data within the DoD Components.
The IGI&S ADS Defined
According to DoDI 8130.01, an IGI&S Authoritative Data Source is an installation-specific, managed repository of valid and trusted geospatial data and products produced, acquired, or maintained to fulfill EI&E missions. Furthermore, an IGI&S ADS is more than just a database. It includes the IT infrastructure and management functions needed to ensure its contents are made visible, accessible, understandable, trusted, and interoperable throughout their lifecycles for all authorized users.
Mission Statement of the IGI&S ADS
The IGI&S ADS shall maintain and publish reliable and accurate IGI&S data sets (vector and raster) for the installation per DoDI 8130.01, for subsequent use by customers. Specific goals of the IGI&S ADS include:
To provide mechanisms for this data to be made visible and accessible through net-centric, secure means for all authorized users such as through data catalogs or IGI&S portals
To provide mechanisms that make this data understandable to authorized users, such as through metadata and linkages to appropriate functional area groups (aka SMEs)
To provide mechanisms for this data to be trusted by users, such as through assessment and documentation of the data’s provenance, quality, and governing SME group(s)
To ensure this data is interoperable with all applicable DoD business systems such as by standardizing it in accordance with existing international, national, and DoD standards and by drawing SME input into the DoD standards governance process
3 IGI&S ADS Implementation Rules
The IGI&S COI (aka IGG) shall govern the implementation of IGI&S ADS in accordance with these rules:
Rule 3-1 One ADS Per Installation
1) Each DoD installation shall have a corresponding IGI&S ADS.
2) The valid and trusted geospatial data and products for each given installation shall be located in a single ADS instance. “Instance” may refer to a system instance, a database, or an internet/intranet endpoint.
3) Each Component’s ADS capability can support one or more installations.
a) Clarification: This rule does not require that every installation maintain its own ADS instance, nor does it limit the possibility that an installation maintain its own ADS instance.
Rule 3-2 Component-Level Implementation Strategy and Plans
1) Each Component shall establish an IGI&S ADS implementation strategy
a) The strategy shall describe how metadata at the repository level is created and updated as repository content changes over time.
b) The strategy shall describe how quality at the repository will be measured and documented as repository content changes over time.
2) Each Component shall establish an IGI&S ADS implementation plan, including:
a) Approach for creating and updating metadata, per the strategy.
b) Approach for measuring and documenting quality, per the strategy.
c) These approaches shall be addressed in the Component quality management plan (QMP) defined by SDSFIE-Q.
d) Implementation plans shall address the implementation of IGI&S Reference Architecture roles, including Data Provider and ADS Manager.
3) The strategy and plan can be maintained together in a single document or in separate documents and shall be submitted to the IGG Chair for validation.
4) The strategy and plan must be aligned with any existing Component guidance regarding ADSs and their implementation (e.g. ADS identification and registration processes established by an AB).
Rule 3-3 IGI&S ADS Reference Architecture Compliance
1) Component IGI&S ADS capability shall comply with the IGI&S ADS Reference Architecture (RA); see Annex A.
2) Compliance means that the following conditions are met:
a) The Component has an IGI&S ADS Solution Architecture (SA) that shall be a documented architecture and should be DoDAF 2.02 compliant (or otherwise consistent with Component architecture documentation guidance).
b) The Component IGI&S ADS SA is a service-oriented architecture that implements the capabilities described in the IGI&S ADA RA.
c) The Component IGI&S ADS SA documents compliance claims to the guiding principles, principles, and business rules contained in the IGI&S ADS RA.
d) The Component IGI&S ADS SA documents compliance claims to any applicable standards contained in the IGI&S ADA RA.
Rule 3-4 IGI&S ADS Content
1) A Component IGI&S ADS shall contain both vector and raster geospatial data and should include products1 produced, acquired, or maintained to fulfill EI&E missions as cited in DoDI 8130.01 (see Appendix B).
2) IGI&S ADS content shall be documented with metadata that complies with the currently mandated SDSFIE Metadata (SDSFIE-M) version.
3) A Component IGI&S ADS should also contain geospatial data and products outside of that listed in Appendix B if it is necessary base map information or is used to make decisions at the installation(s) the IGI&S ADS covers.
4) IGI&S ADS vector content shall conform to the Components currently mandated SDSFIE Vector (SDSFIE-V) version, where applicable.
5) All IGI&S ADS metadata for SDSFIE-V structured vector data, shall contain quality elements in compliance with the currently mandated SDSFIE Quality (SDSFIE-Q) version and applicable data content standards.
6) All IGI&S ADS metadata for non- SDSFIE-V structured vector data, should contain minimum quality elements in compliance with the currently mandated SDSFIE-Q version.
7) The raster data contained in a Component IGI&S ADS should follow the best practices recommended in the current version of the SDSFIE Raster (SDSFIE-R) document.
Rule 3-5 IGI&S ADS Maturity Documentation
1) The maturity of IGI&S ADS implementations shall be measured using the IGI&S ADS Maturity Model (see Appendix C.1.6).
2) Components shall assess and document the maturity rating level of IGI&S ADS implementations on a regular basis, for all installations in the Component. This maturity rating process shall be aligned (or integrated, if practical) with the Component’s general ADS management processes, as issued by an AB per DoDI 8320.07.
3) Components may be required to report the maturity rating level of their IGI&S ADS implementations (per C.1.6) to the Assistant Secretary of Defense for Sustainment, as directed in future.

Appendix B IGI&S ADS Designated Content
The IGI&S data listed in the attached spreadsheet comprise the content determined by the IGG to meet the requirement of DoDI 8130.01, “establish an ADS for all geospatial data produced, acquired, or maintained to fulfill EI&E missions.” The list includes the majority of SDSFIE-V 4.0 feature types and cites the DoD policies which require each one (in some cases the requirement is implied, not explicit). IGI&S products are not included in this version and may be at some point in the future at the discretion of the
IGG.
All of the data listed are considered suitable ADS content and should be included in the IGI&S ADS for a given installation if they are available and applicable (e.g. some installations do not have airfields, or ammunition storage facilities, etc.). Some of the data are designated as “Mandatory” or “Recommended” content because they are key and essential to policy-driven EI&E missions; other data are designated as “Optional”. The maturity level of a Component’s IGI&S ADS implementation is measured, in part, on the percentage of “Mandatory” and “Recommended” content their ADS(s) contains (if applicable).
In most cases, the scope or spatial extent of each data type is assumed to be limited to the installation boundary or the geographic region around the installation (see regional annotation in the spreadsheet).
DoD Components are encouraged to exercise judgment in restricting or expanding the scope/extent of these data based on mission requirements.

C.1 Introduction to the ADS MM
The IGI&S ADS Maturity Model (ADSMM) defines a set of common, benchmark capability levels, and is intended to be used as a tool for measuring implementation progress of the IGI&S ADS capability.
Recognizing that the implementation of IGI&S ADS is a multi-year, incremental process, the ADSMM provides a consistent methodology for understanding the implementation progress along several important process dimensions. The DoD Components should use the ADSMM internally as a self-measurement tool, and it may also be used by OSD as an external measurement tool.
The Capability Maturity Model Integration (CMMI) Institute has developed a Data Management Maturity (DMM) Model as a comprehensive reference model for state-of-the-practice process improvement. The DMM defines the fundamental business processes of data management and specific capabilities that constitute a graduated path to maturity. It allows organizations to evaluate themselves against documented best practices, determine gaps, and improve management of data assets across functional, line-of-business, and geographic boundaries.
The DMM Model is a process improvement and capability maturity model for the management of an organization's data assets and corresponding activities. It contains best practices for establishing, building, sustaining, and optimizing effective data management across the data lifecycle, from creation through delivery, maintenance, and archiving. The model is applicable to all industries and any data management objective. It facilitates an organization's appreciation for the management of data as critical infrastructure, through increasing capabilities and disciplined practices.
While the DMM defines data management requirements and activities, it is not prescriptive about how an organization should achieve these capabilities. In order to effectively use the DMM Model, the IGG has adapted, extended, and further specified how to achieve the capabilities outlined in the IGI&S ADS Reference Architecture according to the DMM Model elements (process areas).
C.1.1 CMMI DMM Framework
The DMM Model defines 20 data management process areas as well as 5 supporting process areas based on CMMI process areas. The model is organized into five categories, as illustrated in Figure 1.
Each category contains a number of process areas, as shown in Table 4. These process areas communicate the themes, goals, practices, and example work products of the model. An organization builds capabilities by accomplishing the process area practices, then accomplishes data management maturity by implementing the infrastructure support practices.
Maturity = Process Area Practices + Infrastructure Support Practices
The model is structured such that an organization can implement any combination of process areas or categories and still obtain a precise evaluation of their capabilities if only process areas are evaluated, or overall maturity if process areas and infrastructure support practices are evaluated. An organization can therefore evaluate achievement of capability or maturity in a single or set of process areas, a category or set of categories, or any combination, up to the whole model. This allows flexible use of the model to meet the specific needs of all organizations.
C.1.2 Organization of the DMM
Process areas are consolidated under the five categories. Figure 1 shows how these categories (strategy, governance, data quality, operations, and platform and architecture) work together to create an effective data management program. The DMM also includes supporting process areas, which contain the best practices for providing support for the implementation of process areas.

Although each process area can be considered separately, the collection of practices work together to ensure that the organization has addressed data management across all disciplines. There are dependencies and interrelationships that must be synthesized for an effective program. The primary supporting relationships are presented as "Related Process Areas." Other relationships exist but are not explicitly stated; they are mentioned in supporting informative text. Table 4 shows which process areas are contained within each category in the DMM. The selection of process areas within categories was based upon the affinity of the process areas and the manner in which they support each other.

As previously stated, the IGG has adapted the DMM Model to fit the IGI&S ADS requirements. The process areas of the DMM Model selected for inclusion are depicted in Table 4 with the red dot ().
The definition of each selected process area is provided in Table 5. The definitions shown are from the DMM Model itself and have not been adapted or changed for use in the ADSMM.

The Purpose, Introductory Notes, Goals, Core Questions, and Core Questions from the DMM Model are not specifically adapted by the ADSMM and are also not included here due to space considerations.

Data Lifecycle Management
