Section C – Performance Work Statement

Performance Work Statement (PWS) For U.S. Marine Corps Training & Education Command (TECOM) Range and Training Area Management Branch (RTAM) Military Operations Data Support

C.1. BACKGROUND

The updating and sustainment of Military Operations (MILOPS) Geographic Information System (GIS) feature dataset and the twenty-nine (29) feature classes, contained within, are operationally important to the safe and efficient utilization of United State Marine Corps (USMC) Ranges. MILOPS GIS data is paramount to the maintenance and sustainment of the Range and Training Area (RTA), as well as safely de-conflicting space and time for live fire operations. These GIS data elements, also provide the backbone of the warfighters most basic warfighting map, the Topographic Line Map (TLM).

The TLM is the standard baseline cartographic map used for Military Installation Maps (MIM) and its purpose built variants the Military Installation Map Installation Commander’s Special (MIMICS) which are both extremely portable and consumable in Department of Defense (DoD) tactical systems. This action will produce professional MIM and MIMICS products for use aboard USMC installations.

The Range Managers Tool Kit (RMTK) suite of tools provide the Range Control Officer (RCO) a three dimensional (3D) area of interpretation for the firing weapons and quantify the associated risk to life and property in conformance to official Marine Corps policy. Marine Corps Order (MCO) 3570.1C, Range Safety, 30 January 2012.

C.2. SCOPE

The scope of this contract shall identify and update functionally obsolete, inadequate and unverified MILOPS GIS data at the nine (9) Bases/Stations locations and (5) optional Major Installations listed below. The contractor shall evaluate, update and maintain the fidelity of the MILOPS GIS data holdings. The contractor shall report required real property in accordance with the DoD, Real Property Acceptance Requirements (RPAR) V2, 15 May 2015, Real Property Inventory Requirements (RPIR), January 2005 and in alignment with the Naval Facilities Engineering Command (NAVFAC), P-78 Real Property Inventory Procedures Manual which identify the required information for inclusion into the internet Naval Facilities Assets Data Store (iNFADS) system. The contractor shall update RMTK products in the Range Control to ensure RCOs are using the most current version of RMTK. The contractor shall create MIM and MIMICS products at the locations listed below in accordance with the production schedule.

2) Operations and Training Division, Marine Corps Base Hawaii, HI

3) Range Control, Marine Corps Camp Fuji, Japan

4) Range Control, Marine Corps Mountain Warfare Training Center, Bridgeport, CA

5) Operations and Training Division, Marine Corps Air Station, Cherry Point, NC.

6) Range Control, Townsend Bombing Range, GA

7) Operations and Training Division, Marine Corps Air Station, Miramar, CA.

8) Training Division, Marine Corps Logistics Base, Barstow, CA.

9) Range Control, Marine Corps Camp Blaz, Guam

Ancillary support to five (5) Major Installations:

10) Range Operations Division, Marine Corps Base Camp Lejeune, Jacksonville, NC

11) Range Operations Division, Marine Corps Base Camp Pendleton, Oceanside, CA

12) Range Control, Marine Corps Base Quantico, Quantico, VA

C.3. OBJECTIVES

The objectives of this contract is as follows: The contractor shall evaluate, update and maintain the MILOPS GIS feature classes for use in all three (3) primary USMC enterprise business systems; GIS, Range Facilities Management Support Systems (RFMSS), iNFADS. During the length of the period of performance, the contractor shall support the range control offices with daily GIS products. The contractor shall produce cartographic products that leverage the investment in MILOPS data, primarily through daily support and the production of MIM and MIMICS map documents. The contractor will synchronize the validated data entries for conformity to policy and standards. Once verified, all necessary information is to be reported for inclusion in Property Record Cards (PRCs).

C.4. CONTRACTOR PERSONNEL

Contractor Personnel shall be available to work on the first day of the period of performance of the resultant contract.

C.4.1 Contract Administration The contractor shall establish processes and assign appropriate resources to effectively administer the contract. The contractor shall have a single Point of Contact (POC) between the Government and contractor personnel.

C.4.1.1 Contract Management The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.

C.4.1.2 Personnel Administration The contractor shall manage personnel performance, make necessary travel arrangements for employees, provide necessary infrastructure to support contract tasks, provide administrative support and bear all costs for contract support and administration, and any other costs associated with the performance of this contract. The contractor shall also bear all costs to obtain all clothing and safety equipment for employees.

C.4.1.3 Contractor Conduct The contractor, although in fact not a Government employee, shall comply with Executive Order 11222, May 8, 1965, "Prescribing Standards of Ethical Conduct for Government Officers and Employees." Contractor personnel driving a motor vehicle on Federal property cannot use a cell phone unless the vehicle is safely parked or the driver is using a hands-free device. Additionally:

The contractor shall maintain satisfactory standards of the employee competency, conduct, appearance, and integrity.

The contractor shall take appropriate disciplinary action against his/her employees when necessary.

Each contractor employee is expected to adhere to standards of conduct that reflects credit on themselves, their employer and the Government.

The Government reserves the right to direct the contractor to remove an employee from the work site for failure to comply with the standards of conduct.

The contractor shall initiate immediate action within 48 hours to replace a removed employee to maintain continuity of services at no additional cost to the Government.

C.4.2 Status of Forces Agreement The Contractor shall follow all applicable the Status of Forces Agreements (SOFA federal, state and local labor laws for each country and the United States). The lead regional contract representative shall require a Synchronous Predeployment & Operational Tracker (SPOT) account established.

C.4. 3. Personal Hygiene/Working Attire Contractor personnel shall conduct and present themselves in a clean, neat and professional manner including professional attire.

C.4. 4 Non-Personal Services The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

C.4.5 Business Relations The Contractor shall successfully integrate and coordinate all activities needed to execute the requirements of the PWS. The Contractor shall manage the timeliness, completeness, and quality of the tasks to perform in this PWS. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all Contractor personnel.

C.4.6 Contractor Compliance The Contractor and its subcontractors shall comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E). Contractor personnel performing services on a DoD installation shall participate in the local VPP. Information on the VPP is available at http://www.osha.gov/dcsp/vpp/index.html.

C.4.7 Subcontract Management The Contractor shall be responsible for the management of any subcontract necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The Contractor shall manage work distribution to ensure there are no organizational conflict of interest (OCI) considerations.

C.4.8 Mishap Notification and Investigation If a Mishap occurs during contract performance, the Contractor shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The Contractor shall notify (via telephone or by the most expeditious method) the Contracting Officer Representative (COR) of mishaps or incidents. If the Government investigates the mishap, the Contractor and the subcontractors shall cooperate fully with Government personnel until the investigation is completed.

C.4.9 Drivers Licenses/On-base Requirements Contractor employees shall comply with base traffic regulations at all sites. The Contractor shall have a current and valid state driver's license. An International driver’s license will be required for international locations.

C.5. Requirements:

C.5.1 The contractor shall provide GIS expertise and program management support services.

The contractor shall be required to perform work on normal Government workdays, legal holidays excluded, between the hours of 0700 and 1630.

C.5.1.1 Recognized Holidays

The Government observes the Federal holidays that are listed below and on the Office of Personnel Management website at https://www.opm.gov/policy-data-oversight/pay-leave/pay-administration/fact- sheets/holidays-work-schedules-and-pay/. Except as specified by the PCO, services shall not be required on the following Federal holidays:

•New Year’s Day, January 1
•Inauguration Day (Washington, DC only), January 20
•Martin Luther King’s Birthday, third Monday in January
•President’s Day, third Monday in February
•Memorial Day, last Monday in May
•Independence Day, July 4
•Labor Day, first Monday in September
•Columbus Day, second Monday in October
•Veterans’ Day, November 11
•Thanksgiving Day, fourth Thursday in November
•Christmas Day, December 25

Holidays falling on Saturdays are observed the Friday preceding the holiday, while those falling on Sundays are observed on the Monday following the holiday. Holidays shall also include any additional day(s) granted by executive order. If additional federal holidays or time off is declared by the President of the United States or other Government official, DOD employees may be given “59 minutes” early release. In these events, the Contractor employees shall seek appropriate guidance on duty location from his/her contractor supervisor or COR. As a courtesy, the contractor should inform the Program Manager where support will be provided (i.e., contractor’s site). The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

C.5.1.2 Unscheduled Gate / Base Closures

Unscheduled gate closures by the Security Forces may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges. Contractor shall not report to work on those days the Government or installation is closed due to inclement weather, national emergencies, or other events requiring installation closure. During periods of closure, the contractor shall work with the Government to determine payment terms; any payments will be subject to PCO approval. For official or base-level Family Days, or holidays granted by Executive Order, the Government is not liable for the contractor’s costs incurred for work at the locale affected by the shutdown. In all cases (including normal workdays), when Government personnel are not available in the building/location of work to oversee contractor activities, contractor personnel shall leave the premises but are allowed to work at the local contractor’s office. Costs incurred for work will not be reimbursed, unless the option for alternate work locations is coordinated with the COR and approved by the PCO prior to performing the work.

C.5.1.3 Performance of Services during Crisis or Emergency Conditions In the event of a crisis, services on this contract have been determined as essential and will require continued support during the crisis or emergency due to mandatory training and education requirements that Marine Corps personnel need to accomplish.

C.5.1.4 Kickoff meeting - Kick-Off meeting shall be conducted at Government facilities no later than 15 business days after award. The purpose of this kickoff meeting is to:

· Introduce key Government and Contractor personnel

· Review terms and conditions of the contract

· Review PWS requirements, schedule (to include travel) to ensure understanding between all parties

· Discuss planning strategy,

· Discuss special site considerations,

· Discuss logistics, and overall content and structure of the submittals and deliverables.

· Discuss any other items the COR may deem appropriate to discuss

· Obtain Non-Disclosure Agreements from ALL Personnel performing on this contract

· In addition, administrative items, such as invoicing, communication mechanisms, access to Government systems, etc. will be addressed System Authorization Access Request (SAAR) 2875 forms provided by the Government for Common Access Card issuance.

· Provide answers to Contractor questions regarding the administration of the contract

· Establish preliminary dates for future program events

The contractor shall prepare respective briefs and a proposed project schedule for the kick off meeting that outlines timing and activities at each of the bases and stations.

C.5.1.5 Monthly Status Report: The Contractor shall compile twelve (12) Monthly Status Reports (MSR) documenting work accomplished. All electronic deliverables issued will be annotated with location of delivery and shall be reviewed and accepted by the COR.

The MSR shall include the following major sections, but not limited to:

· Summary of the work accomplished during the reporting period

· Status of major contract work elements

· Identification of any outstanding issues during the reporting period

· Status of major annual milestones

· Projected summary of the work to be accomplished next reporting period

· Travel both incurred and projected

· Data Status Stoplight Diagram, Attachment #21

· MILOPS GPS Collection Summary, Attachment #20

· Exported copies of each MIM at its current status in .pdf form

· Installation of the RMTK software updates, including version currently installed and version updated along with the date of installation, provided via time stamped screenshot of standalone machine.

C.5.1.7 Meetings:

The contractor shall attend meetings as indicated in table 6.1 and the MSR. The contractor shall provide minutes of items discussed and forward to the COR within five (5) business days.

C.5.1.9 The Contractor shall provide all services, personnel, materials, equipment and transportation necessary (unless otherwise specified) to accomplish the requirements of the scope of work.

C.5.2 MILITARY OPERATIONS GEOSPATIAL DATASET. The contractor shall provide updated and GEOFidelis Data Model (GDM) compliant, MILOPS geospatial data representing the RTA at the bases and stations annually. All data delivered in section 5.2 shall conform to current DoD, Department of Navy (DoN), and USMC standards and guidelines and shall be published to the Authoritative Data Store (ADS) as outlined in IGI&S ADS Implementation Guidance Annex A, 13 March 2019. Details about the establishment of Installation Geospatial Information and Services (IGI&S) can be found in Department of Defense Instruction (DoDI) 8130.0, Installation Geospatial Information and Services, 4 August 2020. All feature classes shall conform to Data Layer Specifications (DLS) standards supplied, via attachment #1. Required

C.5.2.1 The contractor shall verify, analyze, rectify anomalies, update and maintain data contained in the MILOPS feature classes, both spatial and non-spatial for the twenty-nine (29) MILOPS feature classes listed in the GDM for a total of two-hundred and sixty-one (261) at the primary locations and one-hundred and forty five (145) at the ancillary locations, on an annual basis (Twenty-five percent of the required feature classes shall be completed quarterly.). The contractor shall provide a Work Breakdown Structure (WBS) to include a schedule of anticipated dates for completion of the feature classes. The contractor shall notify the COR via the MSR (Data Status Stoplight Diagram) of quantity of the completed and uploaded feature classes, including the estimated time of completion at both the primary and ancillary locations into the ADS.

C.5.2.2 The contractor shall collect any required geospatial data per the DLS, through topographical surveys utilizing Global Positioning Systems (GPS). This field collection shall include all validated geospatial locations and attribution in the GDM compliant schema and upload into the ADS. The notional number for validation is approximately forty-five (45) total locational visits per year at the bases and stations. Findings shall be included in the MSR, via attachment #20.

C.5.3 MILITARY INSTALLATION MAP (MIM) PRODUCTS. The contractor shall create, update and maintain TLM maps representing the USMC Military Installation Maps, for the Bases and Stations listed in item 2.0 of this PWS. All map products delivered in sections 5.3 shall conform to Army SRP and USMC standards and guidelines, as identified in attachment #13. The contractor shall provide a WBS to include a schedule of anticipated dates for completion of the MIMs.

C.5.3.1 The contractor shall provide to the COR, MIM map documents in accordance with the U.S. Army SRP Military Installation Map (MIM) Production, May 2019, using the ArcGIS software.

C.5.4 MILITARY INSTALLATION MAP INSTALLATION COMMANDER’S SPECIAL (MIMICS) PRODUCTS. The contractor shall create and supply thematic maps representing the Military Installation Maps Installation Commanders Special, for Bases and Stations. The contractor shall provide a WBS to include a schedule of anticipated dates for completion of the MIMICS.

C.5.4.1 The contractor shall provide to the COR final MIMICS map documents in accordance with the TECOM RTAM Standard Operating Procedures for MIMICS Development, using the ArcGIS software.

C.5.5 MILITARY OPERATIONS GIS DATA TO iNFADS AND RFMSS COMPARISON EXCEL SHEETS. The contractor shall provide to the COR a complete consolidated GIS to RFMSS and iNFADS Comparison Report in accordance with attachment #9.

C.5.5.1 The contractor shall review and provide to the COR any recommendations for updates to the RFMSS iNFADS reconcile sheets in accordance with the current version of the GDM, RFMSS and iNFADS databases annually.

C.5.6 REAL PROPERTY DOCUMENTATION PACKAGE. The contractor shall audit for both presence and accuracy of the ranges and range related infrastructure of the bases and stations. The contractor shall complete the RTAM Range Inventory Real Property Form, provided via attachment #14 and prepare compiled substantiating documentation for report to the COR.

C.5.7 RANGE MANAGER TOOL KIT (RMTK) RANGE CERTIFICATION PRODUCTS AND RMTK SUPPORT. The contractor shall provide on a daily basis; ad hoc map requests for the Range Control at the bases and stations consisting of:

C.5.7.1 The contractor shall install TECOM directed software releases of the RMTK at each of the base and stations.

5.8 Information Technology (IT) requirements

5.8.1. The contractor shall be required to gain view access into the iNFADS, and Range Facility Management Support System (RFMSS) systems for audit/comparison of those system records accordingly at intervals outlined in the WBS.

5.8.2. The contractor shall be required to possess system access to the Marine Corps Enterprise Network (MCEN) and possess a Common Access Card (CAC)

5.8.3. The contractor shall provide for the COR, conference call line and web conferencing support as needed for those team members unable to attend in meetings in person.

5.8.4. The contractor shall utilize The GEOFidelis Production Environment (Citrix) to build, upload and retain .mxd products for all required deliverables. The COR will supply sponsorship and access.

5.8.5. The contractor shall be required to gain access to the Marine Corps Range & Training Area Management System (MCRTAMS) website, for referencing items identified in section 5.7.

C.6.2. Performance under this contract will require travel by Contractor personnel. The Contractor is responsible for making all necessary arrangements for its personnel. The anticipated travel locations and frequency are identified above. Please be advised that these locations are not all inclusive and the Government reserves the right to add additional locations as the requirement demands.

C.6.3.No travel may occur without prior approval from the COR. The Contractor is required to submit a travel estimate to include, at a minimum: number of travelers; dates/duration of trip; departure and arrival locations per travel; airfare per traveler; baggage fees (if required); parking fees (if required); hotel duration and cost per traveler; rental car duration and cost; expected tolls; and Meals and Incidentals Expenses (M&IE) (please remember first and last day of travel is only 75% of allowed M&IE).
C.6.4.Travel Policy. The Government will reimburse the Contractor for allowable travel costs incurred in performance of the contract in accordance with FAR Subpart 31.2. Travel required for tasks assigned under this contract will be governed in accordance with: Federal Travel Regulations prescribed by the General Services Administration for travel in the contiguous 48 United States (hereinafter the FTR); Joint Travel Regulation, V 2, DoD Civilian Personnel, Appendix A, prescribed by the DoD, for travel in Alaska, Hawaii, the Commonwealth of Puerto Rico, territories and possessions of the United States (hereinafter JTR); and Standardized Regulations (Government Civilians, Foreign Areas), Section 925 "Maximum Travel Per Diem Allowances for Foreign Areas," prescribed by the Department of State, for travel in areas not covered in the FTR or JTR (hereinafter the SR).

C.6.5. Travel and M&IE are authorized for travel beyond a fifty-mile radius of the Contractor’s office whenever a task assignment requires work accomplished at a temporary alternate worksite. No travel or M&IE will be charged for work performed within a fifty-mile radius of the Contractor’s office. The Contractor will not be paid for travel or subsistence for Contractor personnel who reside in the metropolitan area in which the tasks are to be performed. Travel performed for personal convenience, in conjunction with personal recreation, or daily travel to and from work at the Contractor’s facilities will not be reimbursed. Similarly, travel from a telework site to the metropolitan area in which the tasks are being performed will not be reimbursed if it exceeds 90 miles from the telework site.

(a)For travel costs other than described above, the Contractor will be paid on the basis of the actual amount incurred to the extent that such travel is necessary for the performance of services under the contract and is authorized in advance by the COR in writing.
(b)When transportation by privately owned conveyance is authorized, the Contractor will be paid on a mileage basis not to exceed the applicable Government transportation rate as contained in the FTR, JTR or SR. Authorization for the use of privately owned conveyance will be indicated in the contract. Distances traveled between points will be shown on invoices as listed in standard highway mileage guides. Reimbursement will not exceed mileage shown in the standard highway mileage guides.
(c)The Contractor agrees, in the performance of necessary, authorized travel, to use the lowest cost mode commensurate with the requirements of the mission as set forth in the basic contract and in accordance with good management principles. When it is necessary to use air or rail travel, the Contractor agrees to use coach, tourist class, or similar accommodations to the extent consistent with the successful and economical accomplishment of the mission for which the travel is being performed.
(d)The Contractor’s invoices shall include receipts or other evidence substantiating actual costs incurred for authorized travel. In no event will such payments exceed the rates of common carriers. Travel shall be passed through at cost; the Contractor may not charge a fee on travel costs.

C.6.6. Car Rental. The Contractor will be reimbursed for car rental, exclusive of mileage charges, as authorized in the basic contract or upon approval COR, when the services are required to be performed beyond the normal commuting distance from the Contractor’s facilities. One car rental for a team at one site will be allowed for a minimum of four (4) persons per car, provided that such number or greater comprise the TDY team.

C.6.7. Per Diem. The Contractor will not be paid for per diem for Contractor personnel who reside in the metropolitan areas in which the tasks are being performed. Per Diem will not be paid on services performed within a fifty-mile radius of the Contractor’s home office or the Contractor’s local office. Per Diem is authorized for Contractor personnel beyond a fifty-mile radius of the Contractor’s home or local offices whenever a task assigned requires it be done at a temporary alternate worksite. Per Diem is not authorized for travel from a telework site to the metropolitan area in which the tasks are performed, and will not be reimbursed unless the travel exceeds 90 miles from the telework site. Per Diem will be paid to the Contractor only to the extent that overnight stay is necessary and authorized under this contract. The authorized per diem rate will be the same as the prevailing per diem in the locality. These rates will be based on rates contained in the FTR, JTR or SR. The applicable rate is authorized at a flat seventy-five (75%) percent on the day of departure from Contractor’s home or local office, and on the day of return. Reimbursement to the Contractor for per diem will be limited to actual payments of per diem defined herein. The Contractor shall provide supporting documentation for per diem expenses as evidence of actual payment.

The Government will not reimburse the Contractor for costs incurred beyond the Not to exceed price for travel. The Contractor must obtain the COR’s approval in writing prior to travel occurring.

C.7. Security Requirements

C.7.1. Security Requirements: All personnel identified to perform on this contract shall maintain compliance with DoD, DoN, and USMC Information and Personnel Security Policy to include completed background investigations (as required) prior to performance. The Contractor shall notify the Government (written notice) within twenty-four hours of any Contractor personnel added or removed from the contract that have been granted access and/or issued a Common Access Card (CAC).

C.7.2. Common Access Card (CAC) Requirement: The COR will identify and approve only those Contractor employees performing on this contract that require CACs in order to perform their job functions. In accordance with Headquarters, United States Marine Corps issued guidance relative to Homeland Security Presidential Directive – 12 (HSPD-12), all personnel must meet eligibility criteria to be issued a CAC. In order to meet the eligibility criteria, Contractor employees requiring a CAC must obtain and maintain a favorably adjudicated Personnel Security Investigation (PSI.) Prior to authorizing a CAC, the employee’s Joint Personnel Adjudication System (JPAS) record must indicate a completed and favorably adjudicated PSI or (at a minimum) that a PSI has been submitted and accepted (opened). The minimum acceptable investigation is a Tier 1 background check. If a Contractor employee’s open investigation closes and is not favorably adjudicated, the Contractor must immediately retrieve the CAC and return it to the COR.

C.7.3 Facility Security Officers (FSOs) are responsible for notifying Marine Corps Systems Command (MCSC) Security Branch if any Contractor employee performing on this contract receives an unfavorable adjudication after being issued a CAC. The FSO must also notify the MCSC Security Branch of any adverse/derogatory information associated with the 13 Adjudicative Guidelines/Factors concerning any Contractor employee issued a CAC, regardless of whether a JPAS Incident Report is submitted.

Each CAC is issued with a “ctr@usmc.mil” e-mail account that the individual Contractor employee is responsible to keep active by logging in on a regular basis (at least twice a month), sending an e-mail and clearing any unneeded e-mails. Contractors and Contractor employees are prohibited from “auto-forwarding” their .mil e-mail account to their .com e-mail account. If the “ctr@usmc.mil” e-mail account is not kept active, G-6 will deactivate the account and CAC will lose its functionality. Contractor employees shall solely use their government furnished “ctr@usmc.mil” e-mail accounts for work supporting the USMC, conducted in fulfillment of this contract, and shall not use a Contractor supplied or personal e-mail account to conduct government business. The use of a Contractor or personal e-mail account for Contractor business or personal use is allowed, but only when using cellular or a commercial internet service provider.

If a Contractor employee loses eligibility for a CAC due to an adverse adjudicative decision, the Contractor employee also loses eligibility to perform on MARCORSYSCOM contracts. CACs are not issued for convenience.

The information provided to the Contractor will be unclassified. However, the Contractor must comply with the Industrial Security Requirements described in the National Industrial Security Program Operating Manual Supplement (NISPOMSUP).

All personnel having access to personal protected information (e.g. social security numbers) shall have the appropriate background checks and clearances as required by SECNAVINST M5510.30. In addition, CAC cards are required for access to the MCDLP LRC systems and therefore all personnel in positions needing access to the system must meet CAC background check requirements and maintain eligibility. The exclusion of an employee for security reasons shall not relieve the contractor from performance of the services required under this contract. In addition to this all employees must meet the requirements of Homeland Security Presidential Directive 12 (HSPD-12).

C.7.4 Information Assurance Training Contractors shall conduct initial and annual IA refresher awareness training in accordance with Marine Corps Administrative Message (MARADMIN) 257/12 dated 9 May 2012.

C.8. Transition- In/Out

To minimize any decrease in operational availability and to prevent possible negative impacts on services, the Contractor shall ensure a transition period where the incumbent and successive contractor shall transition knowledge and understanding of efforts and processes. The Contractor shall have personnel on board at the time of contract award to participate in the transition and accept turnover of all documentation and any items determined by the COR to be necessary for the Contractor to perform the requirements of the PWS. The Contractor shall become familiar with all efforts and processes in order to commence full performance of services from contract award to incumbent upon contract expiration.

C.9. Glossary

ArcGIS Desktop: Is a software application, created by the Environmental Systems Research Institute (ESRI) used to build, compile and visualize Geospatial data.

Authoritative Data Store: A centrally managed repository of validated or trusted data that is recognized by an appropriate set of governing entities of witch supports multiple business systems within a governmental entity.

Feature Dataset: In ArcGIS, a collection of feature classes stored together that share the same spatial reference; that is, they share a coordinate system and their features all fall within a common geographic area. Feature classes with different geometry may be stored in a feature dataset Feature Class: In ArcGIS, a collection of geographic features with the same geometry type (such as point, line or polygon) the same attributes and the same spatial reference. Contained in geodatabases, feature classes allow homogeneous features to be grouped into a single unit for data storage purposes.

GEOFidelis: GEOFidelis is the USMC Installation Geospatial Information and Services (IGI&S) program for Installation and Environmental geospatial products and services. GEOFidelis was established to support the people, policies, and information resources necessary to acquire, manage, and sustain installation & environmental geospatial assets (imagery and data) in support of the Marine Corps' mission.

Geographic Information System (GIS): An integrated collection of computer software and data used to view and manage information about geographic places, analyze spatial relationships, and model spatial processes. A GIS provides a framework for gathering and organizing spatial data and related information so that it can be displayed and analyzed.

Metadata: Information that describes the content, quality, condition, origin and other characteristics of data or other pieces of information. Metadata for spatial data may describe and document it’s subject matter; how, when, where, and by whom the data was collected; availability and distribution information; its projection, scale, resolution, and accuracy; and its reliability with regards to standards.

Range Managers Tool Kit (RMTK): The Range Managers Toolkit is a framework of interrelated tools that assist the Range Manager and Range Control staff and the operating forces in operating a safer and more efficient range complex and training exercise. The RMTK-WG has identified nine main functional areas (or tools) of requirements: Surface danger zones, laser hazard danger zones, on range ammunition storage potential explosion radii, range development and planning, range design, range related noise, explosive training range danger zones, range clearance, range management data visualization (3D), and weapon danger zones.
