About this file
This document is a technical specification for the overhaul of a rudder blade for the United States Coast Guard. The contractor will be required to receive a rudder blade previously removed from a 140 foot Coast Guard icebreaking tug. The contractor must perform an initial inspection of the rudder blade to document any damage or deficiencies and ensure compliance with drawings. This will include ultrasonic thickness testing of the plating. The interior of the rudder must be flow coated with corrosion preventative compound and the exterior painted. The overhauled rudder blade must then be preserved, packaged, marked and shipped according to specified requirements. The Coast Guard will witness inspection of completed repairs and preservation, packaging and marking. The technical specification outlines quality assurance and testing requirements the contractor must follow and maintain records in accordance with.

3.3 Rudder Receipt Inspection:
3.3.1 Ensure each rudder is uniquely identified either by existing numbers/stamps on rudder, or
Contractor devised system of marking. Each rudder shall undergo a full inspection as follows:
3.3.2 Visual Inspection. Carefully inspect the rudder for obvious damage. Document discovered damages in sketches, photos, etc.
3.3.3 Drawing compliance Inspection.
3.3.3.1 Inspect the rudder for compliance to Drawing 140 WTGB 562-003. Measure and document all critical dimensions and attributes.
3.3.3 Plate Thickness Inspections.

3.3.4 Air test.
3.3.4.1 Perform an air test of rudder.
3.3.4.2 Air Test: The rudder void shall be air test at 3 PSI for 30 minutes with no leakage allowed. The gage shall have an indicated range of no more than 10 psi. Gage shall be of sufficient size so that any reduction of pressure shall be immediately apparent. Any leaks shall be examined to determine the cause and addressed in a condition found report. A copy of the air test report shall be attached to the rudder blade during packaging
3.3.5 Final Inspection Report.
3.3.5.1 Submit a final written report on each Rudder. Include all noteworthy discoveries, damage and deficiencies. Include results of all tests. Include recommended repair options. Include recommendations to scrap a rudder, if repairs are not feasible and are potentially more costly then fabricating a new replacement rudder.
4. QUALITY ASSURANCE
4.1 General. The contractor shall maintain an inspection system which shall insure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be documented and meet the requirements of ISO 9001 and available for review by the Coast
