About this file
Summary
This is a Commercially Useful Function (CUF) Evaluation and Determination Worksheet used by the California Arts Council (CAC) to assess whether certified Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) contractors meet compliance requirements for the California Arts Council's 50th Anniversary Awards Ceremony event producer contract. The worksheet provides a standardized evaluation framework requiring assessors to verify that the SB or DVBE supplier is responsible for executing a distinct element of work, actually performing or supervising that work, conducting activities normal to their business services, managing product/inventory responsibilities when applicable, and not inappropriately subcontracting work beyond normal industry practices. Evaluators must complete one worksheet for each certified SB or DVBE identified on the Bidder Declaration, whether functioning as a prime contractor or subcontractor, and document their findings with signatures and supporting documentation.
The CUF compliance determination requires a "YES" or "N/A" response to all five evaluation questions for a supplier to be considered compliant; any "NO" response results in non-compliance status. The worksheet instructs evaluators to reference supporting documentation such as Bidder Declaration forms (GSPD-05-105 or GSPD-05-106), Confirmation Letters, Standard Form 843, certifications, resumes, UNSPSC codes, and website research to substantiate their assessments. The evaluation document was last revised October 24, 2015, and is issued by the California state procurement office with instructions available through the Commercially Useful Function Requirements Policy and accompanying FAQ documentation.
