About this file
This is an evaluation scoring document for RFP-25-005 issued by the California Arts Council (CAC) for an Event Producer to manage and execute the CAC's 50th Anniversary Awards Ceremony. The ceremony will recognize the impact and legacy of founding council members, California artists, arts leaders, and arts organizations that have contributed to the state's cultural and civic life. The evaluation process consists of three phases: Administrative (Pass/Fail compliance review), Technical (merit-based scoring up to 70 points), and Cost (scoring up to 30 points), with a maximum total of 100 points. Bidders must submit all required attachments and business documents in non-editable PDF format, except for the Cost Proposal Worksheet, which must be submitted in Excel. Required submissions include certifications, business documents, a project narrative (10-page limit), team descriptions, work examples (minimum 2), professional references (minimum 3), and resumes/CVs (2-page maximum per team member). Only bids passing the administrative phase will proceed to technical evaluation, where an evaluation panel will independently score proposals based on meeting RFP requirements, quality of proposed project, demonstration of quality in past work, realistic resource allocation, and accuracy and presentation of the proposal.
The contract budget is up to $90,000. Eligible bidders include California independent contractors, individuals, sole proprietors, partnerships, California-certified Small Business (SB) entities, Disabled Veteran Business Enterprises (DVBE), 501(c)(3) organizations, private for-profit organizations, and organizations with joint powers agreements based in California. The cost evaluation formula awards the lowest cost proposal the maximum 30 points, with other bidders scored proportionally based on (Lowest Cost Proposal / Bidder's Cost Proposal) × 30. Prior to award, CAC will conduct due diligence verification including verification of good standing with California's Secretary of State, absence of negative contractor evaluations, tax compliance status, liability insurance coverage with CAC named as additional insured, and confirmation that any SB, DVBE, or 501(c)(3) certifications are active and current. Proposals must be submitted to Procurement@arts.ca.gov by the specified deadline, with late submissions not accepted under any circumstances.
