PART 1 - GENERAL

This Statement of Work (SOW) defines the scope of work for the Base Civil Engineer contractor to repair building B1210 “Ground Control Approach Equipment Facility” at March Air Reserve Base, CA (MARB). The Contractor shall provide the engineering, supervision, labor, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are licensed members of architectural, planning, science, and engineering professions.

1.1 APPLICABLE DOCUMENTS

Contractor shall comply with MARB Facilities Excellence Plan (FEP) and the following technical references:

1.2 SCOPE

Attachment 14

The contractor will prepare and paint the building interior and exterior, replace carpets, replace the HVAC system, replace the roofing, repaint all doors and trims, replace faucets and exposed plumbing for lavatories, replace flush valve and exposed plumbing for water closets, replace flush valve and exposed plumbing for urinals, replace water cooler, replace water closets and urinals, and replace rain gutters and downspouts. Replace the flooring 100-1 with new anti-static vinyl flooring. Combine rooms 107-1 and 108-1 into single room. Test for HAZMAT (asbestos and lead) and abatement/removal if testing is positive. To the best of our knowledge there is no asbestos nor lead paint. All work will comply with Americans with Disabilities Act (ADA). All the work will be performed upon the issuance of the Notice to Proceed (NTP) by the Contracting Officer (CO). The following tasks will be required:

1.2.1 Replace Carpeting

1) Remove and dispose the existing carpeting and clean the floor.

2) Provide and install first quality woven carpet that is free of visual blemishes, streaks, poorly dyed areas, fuzzing of pile yarn, spots or stains, and other physical and manufacturing defects. Provide carpet materials and treatments as reasonably non-allergenic and free of other recognized health hazards. Provide a static control construction on all grade carpets which gives adequate durability and performance. Submit manufacturer's catalog data and printed documentation stating physical characteristics, durability, resistance to fading, and flame resistance characteristics for each type of carpet material and installation accessory.

3) Products must meet emissions requirements of CDPH SECTION 01350. Provide certification or validation of indoor air quality for carpet.

4) Carpet will be woven modular tiles Commercial 100 percent branded (federally registered trademark) nylon continuous filament.

5) Provide primary backing materials

6) Provide carpet moldings where floor covering material changes or carpet edge meets the walls. Provide a heavy-duty vinyl molding designed for the type of carpet being installed, 4’ minimum.

7) Prepare floor in accordance with flooring manufacturer's recommended instructions. Repair holes, cracks, depressions, or rough areas using material recommended by the carpet or adhesive manufacturer. Free floor of any foreign materials and sweep clean. Before beginning work, test floor with glue and carpet to determine "open time" and bond. Submit three copies of the manufacturer's printed Installation instructions for the carpet, including Surface Preparation, seaming techniques, and recommended adhesives and tapes.

8) Perform all work by manufacturer's approved installers. Conduct installation in accordance with the manufacturer's printed instructions and CRI 104/CRI 105. Follow ventilation, personal protection, and other safety precautions recommended by the adhesive manufacturer. Continue ventilation during installation and for at least 72 hours following installation. Do not permit traffic or movement of furniture or equipment in carpeted area for 24 hours after installation. Complete other work which would damage the carpet prior to installation of carpet. Submit three copies of Installation Drawings for carpet and moldings indicating areas receiving carpet, carpet types, patterns, direction of pile, location of seams, and locations of edge molding.

9) Provide manufacturer's standard performance guarantees or warranties including minimum ten year wear warranty, two year material and workmanship and ten year tuft bind and delamination.

10) Use the graphical scale in Drawing SK-001 to calculate the carpeting area for each room.

11) Execute the work under the provisions of unified facilities guide specifications UFGS 09 68 00 “Carpeting”.

12) Work apply for rooms 101,102,103,104, and 111

13) Comply with MARB Facilities Excellence Plan (FEP) requirements

1.2.2 Replace the flooring of room 100

1) Remove and dispose the existing flooring.

2) Clean the concrete floor and install the new anti-static flooring suitable for electronic equipment rooms. Provide maximum coverage. Conductive vinyl tile must be a homogeneous vinyl product and conform to ASTM F1700. Provide electrical resistance from surface to surface and surface to ground between 25,000 ohms and 1,000,000 ohms when tested in accordance with ASTM F150. Tile must be 12 inches square and 1/8 inch thick.

3) Provide and install wall base, 5 inch minimum.

4) Floor: 1/8” Vinyl composition tile with rubber base molding.

1.2.3 New Restroom accessories

1) Remove and dispose the existing restroom accessories

2) Provide and install new restroom accessories but not limited to toilet seat cover dispenser, soap dispenser, tissue dispenser, towel dispenser, mirrors, coat hanger, partitions, etc. similar to existing.

1.2.4 Restrooms

1) Remove and dispose the existing flooring, ceramic tile on walls, celling, light fixtures, water closets, urinals, sinks, and the plumbing fixtures.

2) Provide and install ceramic tile on walls and floor similar to existing.

3) Provide and install new hard ceiling and light fixtures

4) Provide and install new water closets, urinal, and the associated complete plumbing work and fixtures.

5) Provide accessories including but not limited to 3 soap dispensers, 3 clothes hangers, mirror with shelf, power outlet for hair dryer, shower head, sink with hot and cold water, and shower curtain.

6) Relocate the wall partitions to comply with ADA (5 feet clear circle), no internal partitions around the toilets. The wall partitions will extend to the roof for privacy.

7) Door locks to be lockable from the restroom side.

1.2.5 Repaint Interior Walls and Doors

1) Clean, patch holes and cracks, repair damaged texture paint, repair damaged drywall, and prepare the walls for painting.

2) Remove dirt, splinters, loose particles, grease, oil, and other foreign matter and substances deleterious to coating performance as specified for each substrate before application of paint or surface treatments. Remove oil and grease prior to mechanical cleaning. Schedule cleaning so that dust and other contaminants will not fall on wet, newly painted surfaces. Spot-prime exposed ferrous metals such as nail heads on or in contact with surfaces to be painted with water-thinned paints, with a suitable corrosion-inhibitive primer capable of preventing flash rusting and compatible with the coating specified for the adjacent areas.

3) Test existing finishes for lead based paint (LBP) before sanding, scraping, or removing. If LBP is found, abatement survey is required for all areas in scope.

4) Wipe previously painted surfaces to receive solvent-based coatings, except stucco and similarly rough surfaces clean with a clean, dry cloth saturated with mineral spirits, ASTM D235. Allow surface to dry. Wipe immediately preceding the application of the first coat of any coating, unless specified otherwise.

5) Prior to painting, repair joints, cracks, holes, surface irregularities, and other minor defects with patching plaster or spackling compound and sand smooth.

6) Provide certification of Indoor Air Quality for paints and primers.

7) Do not use kerosene or any such organic solvents to clean up water based paints. Properly dispose of paints or solvents in designated containers. Close and seal partially used containers of paint to maintain quality as necessary for reuse. Store in protected, well-ventilated, fire-safe area at moderate temperature. Place materials defined as hazardous or toxic waste in designated containers.

8) Remove the existing paint from the existing doors and frame.

9) Wall and Hard Ceiling Paint: Latex RIN 9.2A-G3 (Eggshell), Primer: MPI 50, Intermediate:

MPI44, Topcoat: MPI 44, System DFT: 100 microns 4 mils

10) Doors and Door Frames: Latex RIN 6.4B-G3 (Eggshell), Primer: MPI 46, Intermediate: MPI 139, Topcoat: MPI 139, System DFT: 1123 microns, 4.5 mils.

11) Clean the ceramic floors and walls, repair any cracks, and apply caulking to close off any holes or void space. Apply new sealer on the tiles.

12) Colors to match the existing paint

13) The wall height (floor to ceiling is 9’-0”)

14) Execute the work under the provisions of unified facilities guide specifications UFGS 09 90 00 “Paints and Coatings”

15) Work apply for all the building except the generator room (room 110)

16) Comply with MARB Facilities Excellence Plan (FEP) requirements.

17) Comply with UFC 3-190-06 “Protective Coatings and Paints” requirements.

1.2.6 Repaint Exterior Walls

1) Clean, patch holes and cracks, and prepare the walls for painting. Clean the walls with high pressure water spray and let it dry for 24 hours prior to repainting.

2) Remove dirt, splinters, loose particles, grease, oil, and other foreign matter and substances deleterious to coating performance as specified for each substrate before application of paint or surface treatments. Remove oil and grease prior to mechanical cleaning. Schedule cleaning so that dust and other contaminants will not fall on wet, newly painted surfaces. Spot-prime exposed ferrous metals such as nail heads on or in contact with surfaces to be painted with water-thinned paints, with a suitable corrosion-inhibitive primer capable of preventing flash rusting and compatible with the coating specified for the adjacent areas.

5) Colors as per the Facility Excellence Plan

6) The wall height is 9’-0”

7) Latex, MPI REX 4.2A-G1 (Flat); Block Filler: MPI 4; Primer: N/A; Intermediate: MPI 10;

Topcoat: MPI 10; and System DFY: 275 microns 11 mils.

8) Use roller or brush only, spray not allowed.

9) Remove the dirt around the building up to 4 inch below the grade and clean the wall with high pressure water spray.

10) Execute the work under the provisions of unified facilities guide specifications UFGS 09 90 00 “Paints and Coatings”

11) Comply with UFC 3-190-06 “Protective Coatings and Paints”

12) Work apply for the entire building. Comply with MARB Facilities Excellence Plan (FEP) requirements.

1.2.7 New lighting System

1) Remove the existing light fixtures and the light switches in all rooms and the building exterior.

2) Provide and install new LED light fixtures in all rooms and the building exterior.

3) Comply with UFC 3-530-01 “Interior and Exterior Lighting Systems and Controls” requirements and recommendations including the illuminance levels and the light fixtures efficiency.

4) Provide and install new light switches in all rooms with motion detectors, one for each room, to control the light fixtures and turn off the lights after 30 minutes if the room is not

5) Provide lighting sensor (photocell switch) on the exterior fixtures to turn the light on/off based on the light density outside.

6) Provide and install emergency lights and the illuminated exit signs.

7) Execute the work under the provisions of unified facilities guide specifications UFGS 26 51 00 “Interior Lighting”.

8) Work apply for the entire building except the generator room

9) Comply with MARB Facilities Excellence Plan (FEP) requirements.

1.2.8 Electrical system modifications

1) Remove and dispose the existing electrical system including but not limited to panels, cables, cable trays, wires, power outlets, fuses, circuit breakers, and transformers, etc. in all rooms except the generator room. Save panels A & B for reuse in the existing locations in room 100, remove panel C in room 101. Save conduits for power outlets and light fixtures for rooms 102, 103, 104, 105, 106, 107, and 108 for reuse.

2) Remove and dispose all electrical cable trays, cables, equipment, wires, etc. in roomm100.

Terminate any wiring and cable in a safe manner to outside of the building. Save the existing grounding for reuse. The room will be used for maintenance of the communications equipment.

3) Provide and install a grounding connection in the combined rooms (107 and 108) on the west wall in the middle of the combined room.

4) There is no change to the power outlets in rooms 102, 103, 104, 105, 106’ and 111.

5) Combined room 107 and 108 – to be combined in order to host Communications Equipment.

The main effort in this combination from an electrical standpoint is the grounding.

Referencing requirements as noted in section 1.2.14, “…anti-static grounding…” this requires to install a new and separately grounded panel. This panel is not to be grounded through the main panel’s neutral bus bar – it must be grounded separately. This involves the potential to have to install a new Circuit Breaker to feed the loads in this room. The 75KVA transformer in place would be able to provide power to this new feed.

6) Provide and install a complete electrical system. Rewire all the power outlets and light fixtures. Contractor may reuse existing conduits where it’s viable.

7) Provide duplex power outlets, 10 feet apart, in rooms 100 and combined room (107 and 108).

8) Comply with UFC 3-501-01 “Electrical Engineering”, UFC 3-520-01 “interior Electrical Systems”, and UFC 3-530-01 “Interior and exterior Lighting Systems and Control” requirements and recommendations.

9) Execute the work under the provisions of unified facilities guide specifications Division 26 – Electrical.

10) Comply with MARB Facilities Excellence Plan (FEP) requirements.

1.2.9 New HVAC system

1) Remove and dispose the existing HVAC systems including the exhaust fan serving the restrooms.

2) Provide, and install two new air-cooled packaged air conditioning units, heat pump, and air side economizer. 4 ton unit (AC-2) to serve rooms 102, 103, 104, 107, 108, and 111; locate the room thermostat in room 104 and 6 ton unit (AC-1) to serve rooms 100 and 101, locate the room thermostat in room 101.

3) Provide and install new ductwork for the entire building

4) Provide and install new air inlets and outlets (diffusers, grilles, registers, etc.

5) Comply with all requirements of UFC 3-401-01 “Mechanical Engineering”, UFC 3-410-01 “HVC Systems”, UFC 3-420-02 “Direct Digital Control for HVAC and other Building Control Systems”, UFC3-450-01 Noise and Vibration Control”, and, UFC 3-470-01 “Utility Monitoring and control Systems (UMCS) Front End and Integration”

6) The control system must be compatible with ASHREA BACnet protocol (open protocol) requirements.

7) Comply with MARB Facilities Excellence Plan (FEP) requirements.

8) AC-2, Packaged air conditioning/heat pump unit made by Carrier or equal, model 50HCQ-A -05-H-1-F-5-blank-2-B-3-J-0, 4 ton cooling capacity, 1,140 cfm supply air, 1.4 inch external static pressure, single stage cooling, with return and supply air smoke detection, carbon dioxide detection, copper coils and fins on condenser and evaporator, 208-230/3/60 power, RTU open multi-controller, temperature economizer with barometric relief, hinged access panels, and 2-speed indoor fan motor controller (VFD). Power: MCA=25, fuse=30, FLA=25, LRA=124, 208-230/3/60

9) AC-1, Packaged air conditioning/heat pump unit made by Carrier or equal, model 50HCQ-D -07-H-1-F-5-blank-2-B-3-J-0, 6 ton cooling capacity, 2,005 cfm supply air, 1.4 inch external static pressure, two stage cooling, with return and supply air smoke detection, carbon dioxide detection, copper coils and fins on condenser and evaporator, 208-230/3/60 power, RTU open multi-controller, temperature economizer with barometric relief, hinged access panels, and 2-speed indoor fan motor controller (VFD). Power: MCA=39, fuse=50, FLA=39, LRA=202, 208-230/3/60.

10) Provide and install new roof top exhaust fan to serve the restrooms, 250 CFM, 0.25 inch water column external static pressure, made by Greenheck or equal.

11) All air inlets and outlets shall be anodized aluminum and the neck air velocity shall be 500 fpm or less.

12) Exterior ductwork shall be double wall duct with 2 inch thermal insulation made from galvanized sheet metal and painted to match the walls. Interior supply air duct shall be made from galvanized sheet metal with exterior on inch insulation and vapor barrier. Return air ducts shall be made from galvanized sheet metal without insulation.

1.2.10 New IT System

1) Remove and dispose the existing wiring and outlets for the IT services

2) Provide and install new outlets and wiring, one for each room. Provide 9 outlets in room 101, one for each cubical. New IT System shall be designed and installed in accordance with UFC 3-580-01 and MARB FEP.

3) Work apply to entire building.

1.2.11 New fire alarm system

1) The building will be protected throughout by single fire alarm system designed and installed in accordance with NFPA 72, UFC 3-600-01 and the MARB FEP.

2) Install a new fire alarm system including fire alarm control panel, fire alarm horns/strobes, pull stations, smoke detectors, flow switches, tamper switches and reporting system to the fire station on Base.

3) The new fire alarm control panel shall have the capability for adding additional monitoring and activation devices. The new fire alarm control panel shall be addressable, and be capable of being programmed from the panel keypad and with computer interface for any programming changes for expansion or alarm function changes.

4) Install audible/visual alarm devices throughout per NFPA guidelines.

1.2.12 New ceiling

1) Remove and dispose the existing celling in all rooms

2) Provide and install new T-bar ceiling in all rooms except restrooms.

3) Provide hard celling in the restrooms and the shower.

4) Install the new ceiling under the provisions of UFGS Section 09 51 00 “Acoustical Ceilings”

5) Work apply to entire building except rooms 109 and 110

1.2.13 Cubical Partitions

1) Provide new acoustical cubical partitions as shown in SK-001

2) Partitions will be provided with book cabinet and surface lights underneath the book cabinet.

3) Lights will be controlled by hand on/off switch.

1.2.14 Convert rooms 107 and 108 to a single room

1) Remove and dispose the ceiling, doors, flooring, drywall, light fixtures and electrical wiring

2) Provide and install new ceiling, floor, light fixtures, power outlets, and IT ports, and door.

3) Clean the concrete floor and install the new anti-static flooring suitable for electronic

Attachment 14 equipment rooms. Provide maximum coverage. Conductive vinyl tile must be a homogeneous vinyl product and conform to ASTM F1700. Provide electrical resistance from surface to surface and surface to ground between 25,000 ohms and 1,000,000 ohms when tested in accordance with ASTM F150. Tile must be 12 inches square and 1/8 inch thick.

4) Provide grounding connection on the middle of the west side wall.

1.2.15 Replace the existing water cooler

1) Replace the existing water cooler with a similar one.

2) Connect the new water cooler to the domestic water, drain, and electricity.

3) Patch and clean the wall prior to painting.

1.2.13 Replace roofing

1) Maintain and clearly mark existing utilities and venting indicated to stay in service and protect against damage demolition and deconstruction operations.

2) Carefully remove and dispose of the existing gravel surface BUR roof membrane, metal flashings, counter flashings and all other roofing appurtenances without damaging the roof.

3) Prep roof deck to ensure a smooth, firm, dry, free from dirt and foreign materials surface. If required, completely power wash roof.

4) Repair, if applicable, all damaged roof decking to match existing.

5) Repair all roof bare spots, blisters, holes, loose bonds, joints and all other roof damage.

6) Remove and dispose of existing asphalt felt, roof edge metal flashings, edge boards, gravel stops and all roof sealants and caulking.

7) Provide and install new edge boards.

8) Provide and replace, if applicable, flashing and counter flashing of air vents.

9) Carefully remove all existing downspouts, gutters and hangers. Save for reinstallation

10) Provide and install 2” polyiso insulation prior to TPO membrane

11) Provide and install mechanically attached TPO (Thermoplastic Polyolefin) single ply roofing system to meet manufactures’ specifications and instructions.

12) Reinstall previously removed gutters, downspouts and fasteners to roof edge and building exterior wall. Paint to match existing color.

13) Provide and install new concrete splash blocks so as to divert water away from building.

14) Provide contractors’ and manufacturer's standard performance guarantees or warranties for material and workmanship.

15) Carefully remove building exterior identification number. Save for reinstallation.

16) Comply with UFC 3-110-03 “Roofing” and UFC 3-110-04 “Roofing Maintenance and Repair”

17) Execute the work under the provisions of UFGS Division 07 “Thermal and Moisture Protection”.

18) Comply with MARB Facilities Excellence Plan (FEP) requirements.

PART 2 - ADMINISTRATIVE REQUIREMENTS

2.1 NOTICE TO PROCEED

This project will include a single Notice to Proceed (NTP).

2.2 MEETINGS REQUIRING ATTENDANCE

The Contractor shall participate in and/or facilitate on-site meetings as required by this Statement of Work. The purpose of these meetings include, but are not limited to, contract discussions, progress reviews, drawing reviews, construction reviews, project status, and the general exchange of information concerning current and future activities. All official meetings will be held at March ARB in the Operational Contracting Office, Building 449. The Contractor shall prepare a sign-in sheet and meeting minutes for all meetings attended on MARB. Meeting minutes shall include the names and emails of all individuals in attendance. A copy of the meeting minutes shall be provided to the Contracting Officer (KO) within 3 calendar days of the meeting.

2.2.1 Kick-off Meeting

A kick-off meeting shall be held within 10 calendar days of contract award. The meeting will be held at the MARB 452 Operational Contracting Office, Building 449. The Contractor is required to attend the Kick-off Meeting. The Contractor shall coordinate a date and time with the Contracting Officer (KO). The Government may issue the NTP at the Kick-off Meeting.

2.2.2 Preconstruction Meeting

A preconstruction meeting will be held at the 452 Operational Contracting Office, Building 449.

The preconstruction meeting will be held after Government approval of the Submittal. The Contractor shall coordinate the date and time of the meeting with the Contracting Officer (KO).

2.2.3 Construction Meetings

The contractor shall schedule and attend a bi-weekly meeting during construction of the project.

Weekly meetings shall be scheduled with Contracting Officer (KO).

2.3 GENERAL SECURITY REQUIREMENTS

Contractor personnel shall have base approved contractor badges to enter onto MARB. The Contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance while conducting business on MARB. The Contractor shall ensure conformance of all employees and subcontractors.

2.3.1 Base Access

The Contractor shall prepare a pass information sheet identifying all employees, including the subcontractor employees, who will be working on MARB. The pass information sheet shall be submitted to the Contracting Officer at the preconstruction meeting. Upon completion of the contract or expiration of the passes, the Contractor shall ensure all passes issued to employees and

Attachment 14 subcontractor employees are returned to security. Failure to comply with this requirement may result in withholding of final payment.

2.3.2 Hours of Operation

Typical work hours are Monday thru Friday from 0630 to 1600 hours. Any work performed outside of these days/times shall be coordinated with the COR or Project Engineer and approved by the Contracting Officer.

3.1.2 AF Form(s) 3000

Each submittal shall contain a completed Air Force Form 3000, Material Approval Submittal. This form may be obtained from the Air Force E-Publishing website at: http://www.e-publishing.af.mil/. The Contracting Officer will not accept any submissions that do not contain a complete AF Form 3000.

3.1.3 AF Form(s) 3064

Contract Progress Schedule (AF Form 3064) Within 10 calendar days after construction NTP the Contractor shall submit a signed AF Form 3064, Contract Progress Schedule, depicting an overall

Attachment 14 contract progress schedule for the main elements of work for the period of performance for approval by the Contracting Officer. Once approved the contract progress schedule may only be changed by the Contracting Officer.

3.1.4 AF Form(s) 3065

Contract Progress Report (AF Form 3065): Monthly during construction, the Contractor shall submit AF Form 3065, Contract Progress Report, signed by the Contractor’s on‐site representative.

The work elements and percentages for each element stated on the AF Form 3065 will be identical to the work elements and percentages on the AF Form 3064.

3.1.5 DD Form 1354

Contractor to complete and submit Transfer and Acceptance of Real property form.

PART 4 - CONSTRUCTION

The Contractor shall construct IAW approved submittals.

4.1 CONSTRUCTION ADMINISTRATION

4.1.1 Construction Notice To Proceed

Construction shall not begin until the Contracting Officer issues the Construction NTP. The Contractor shall schedule and attend a preconstruction meeting at the 452nd Operational Contracting Office.

4.1.2 Sanitary Facilities

The Contractor shall provide temporary sanitary facilities for personnel working at the project site.

4.1.3 Permitting

The Contractor shall be responsible for completion and submittal of a March Form 103 (Work Clearance Request) to the BCE prior to beginning work. Allow a minimum of 14 days for processing of the form.

The Contractor shall obtain permits for work associated with hot work, welding, cutting, and brazing from the MARB Fire Department prior to any such work. The Contractor shall allow seven (7) days processing time for these permits.

4.1.4 Power Outage Coordination

Contractor shall coordinate any power outage with the COR or Project Engineer no later than one week prior to the outage.

4.1.5 Pre-final Inspection

The Contractor shall request a Pre-Final inspection with the COR. The Pre-Final shall be requested with sufficient performance days remaining on the contract to allow for punch list item correction and Final inspection completion within the contract performance period.

4.1.6 Final Inspection

The Contractor shall request a Final inspection, in writing, with the Contracting Officer upon correction of Pre-Final punch list items. Final inspection shall be requested within the contract performance period.

4.2 QUALITY CONTROL

The Contractor is responsible for quality control of both itself and its subcontractors.

4.3 QUALITY ASSURANCE

The government may periodically evaluate the Contractor’s performance through on-site inspections during construction.

4.4 CONTRACTOR SITE REPRESENTATIVE

The Contractor shall have an authorized representative with decision making authority at the site at all times when there are workers on site or when deliveries/ shipments are received/ made. The representative’s name and contact info will be indicated on the Letter of Superintendence and shall be provided to the KO.

4.5 SALVAGE & TRANSFERABLE ITEMS

All salvageable/transferable items shall become property of the Contractor.

4.6 PERSONAL PROTECTIVE EQUIPMENT (PPE)

All personnel in the designated work area will wear appropriate hard hat protection, respiratory protection/equipment as necessary, ear protection, safety-toe shoes, gloves, reflective vests, and proper eye protection.

PART 5 - CONTRACT PERFORMANCE PERIOD

5.1 CONTRACT PERFORMANCE PERIOD

The contract performance period will consist of and construction activities.

5.1.1 Construction Performance Period

Construction performance period is 120 calendar days. The contractor shall begin work as described in the scope of work within 10 days of receiving the Construction NTP.

PART 6 - CONTRACT COMPLETION/ACCEPTANCE

6.1 AS-BUILT DRAWINGS

The contractor shall submit as-built drawings prior to acceptance of the work. The AutoCAD files shall include all necessary external references and be error free. Missing files or errors will result in submittal rejection.

6.2 O&M MANUALS

The contractor shall submit O&M Manuals for all systems and equipment installed as part of this contract.

6.3 WARRANTY INFORMATION

The contractor shall submit construction warranty information to warranty construction work performed and installed equipment.

6.4 TRAINING

The contractor shall provide training to Government personnel on all systems and equipment that are installed within or in support of the new facility. Training shall be scheduled with COR or Project Engineer and shall take place prior to the final inspection.

PART 7 - GOVERNMENT POINTS OF CONTACT

7.1 CONTRACT ADMINISTRATION

The Contracting Officer is responsible for addressing all contractual issues relating to the contract. All changes to the contract shall be processed through the Contracting Officer. The Contracting Officer is the only individual with authority to direct a Contractor to proceed with contract changes. The Contract Specialist serves as a POC for the KO, COR, and Contractor; this position oversees the contract from start to finish. The Contract Specialist derives authority from the Federal, Department of Defense, and Air Force acquisition regulations and publications along with guidance from the respective KO

7.2 BASE CIVIL ENGINEERING

The 452 MSG/CE Project Engineer and COR will provide technical support, project coordination, and guidance as required for the project. The Contractor is reminded that neither the Project Engineer or COR are authorized to direct any change to the contract.
