About this file
This document is the Performance Verification Test Procedures for the Joint Base Lewis-McChord (JBLM) Integrated Commercial Intrusion Detection Systems IV (ICIDS IV). The procedures detail the steps to test and verify the performance of the ICIDS IV system, including testing the panel tamper alarms, line supervision, duress alarms, access control, and network connectivity. The document outlines the specific actions to be taken, the expected responses at the monitor station, and the signatures required from the contractor and government representatives upon completion of the testing.
The related federal contract opportunity is a sole source solicitation (W911S824R0010) for the contractor to provide monitoring, maintenance, repair, and administration of the JBLM ICIDS IV system until operations are transferred to a government facility and a follow-on contract can be competed. The objective is to ensure the ICIDS IV systems remain 100% operational. The solicitation is being issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Joint Base Lewis-McChord.

ICIDS Account# _______________________ Project # _______________________ Date/Time: _______________________ Testing Technician _______________________ Building/Room: _______________________ Panel/Circuit Breaker: _______________________ IP Address/Comm Port: _______________________ Port/Switch: _______________________ Zone Type: _______________________ Install Date: _______________________ Batt Install Date: _______________________
1. Ensure IDS system shows “ONLINE” at monitor station and that no alarms exist for Zone.
2. Start with the IDS system in “ACCESS” mode, testers inside the alarmed area and all doors/sensors are in a normal state.
3. Open Panel Enclosure(s): verify tamper alarm(s) at monitor station Y/N NA
4. Move tamper switch to maintenance position: verify tamper return at monitor station Y/N NA
5. Disconnect AC Power: verify “AC FAIL” at monitoring station. This will generally take 5-10 minutes. If testing IAC as well, disconnect AC Power from Local Controller. Panel will now run on battery backup for the remainder of the test.
Time Power Disconnected:___________ Time Alarm Received at monitor station:__________ Y/N NA
6. Place 24/7 alarm points into alarm: Duress/ BMS / Motion: verify alarm at monitor station (verify on schematic located in panel) Y/N NA
7. Verify monitor station cannot clear alarms until the device(s) return to a “Normal” state Y/N NA
8. Place 24/7 alarm points back into a “Normal” state: verify monitor station can clear alarms Y/N NA
NOTE: The zone is now considered “NOT SECURE” and will begin to report alarms until the zone is armed and disarmed again
9. Arm the IDS system with Duress: Input PIC code, hit enter/ Input PIN code plus 1, hit enter (remote star pad will be the “F1” key) this will send the Duress Alarm immediately. Verify “DURESS” at monitor station Y/N NA
10. Verify Panel is set to “SECURE”: verify secure mode at monitor station Y/N NA
11. Have the Alarm Monitor force open the IDS system: (will only work on Arms Rooms/ADNs/Comms Rooms) Verify panel is set to “ACCESS” at monitor station Y/N NA
12. Enter incorrect PIC/PIN: verify “KEYPAD VIOLATION” at monitor station Y/N NA
13. Disconnect ALL sensor points on RADC, in order for Line Supervision Open/Short: verify “TAMPER(S)” on each point at the monitor station Y/N NA
14. Connect ALL sensor points back in order: verify “NORMAL” on each point at the monitor station Y/N NA
15. Verify monitor can now clear the alarm(s): Y/N NA
16. Remove cover(s) and/or tamper magnet(s) from device(s)/junction box: verify each tamper: BMS, PIMS, Power
Supply, Junction Box. Verify “TAMPER” at monitor station Y/N NA
17. Replace cover(s) and/or tamper magnet(s) from device(s)/junction box: verify “NORMAL” at monitor station Y/N NA
Arm the IDS System: Input PIC/PIN: Input PIC code, hit enter/ Input PIN code, hit enter. (remote star pad will be the “F1” key) wait 15 seconds for SCIF, 30 seconds for Arms Room for system to arm Y/N NA
18. Test each alarm point in order: verify “ALARM” at monitor station Y/N NA
19. Set each device back into a “NORMAL” state: verify “NORMAL” at monitor station Y/N NA
20. Disarm the IDS System: Input PIC/PIN: (star pad will be the “F1” key): Y/N NA
21. Disconnect Network/Data Connection: verify “COMMS FAIL” at monitor station. This will generally take
5-10 minutes. Time Network/Data Disconnected: __________ Time Alarm Received at monitor station:______ __ Y/N NA
22. Restore Network/Data Connection: verify “ONLINE” at monitor station ____________________________ Y/N NA
23. Restore AC Power: verify “AC POWER NORMAL” at monitor station ______________ ___________________Y/N NA
24. Verify ALL points in the Zone have returned to its recommended state: verify “NORMAL” “AC POWER NORMAL”
“ONLINE” “ACCESS” at monitor station Y/N NA
25. Have the monitor station print Alarm Activity Report for the duration of the test Y/N NA
ICIDS IV IAC Local Controller
1. Ensure IDS Portal being tested shows “Access” at monitor station under Access Points
2. Open Panel Enclosure(s): verify portal cabinet tamper alarm(s) at monitor station Y/N NA
3. Move tamper switch to maintenance position: verify tamper return at monitor station Y/N NA
4. Disconnect AC Power from Local Controller(s): verify “AC FAIL” at monitoring station
Time Power Disconnected: __________ Time Alarm Received at monitor station: ___________ Y/N NA NOTE: The Local Controller AC Fail Indicator Light is steady red and the local Controller is still online. This will generally take 2-6 minutes to show at the monitor desk. Panel will now run on battery backup for the remainder of the test
5. Remove screw from card reader and gradually remove: verify tamper alarm(s) at monitor station Y/N NA
6. Secure card reader remove during test: verify tamper return at monitor station Y/N NA
7. Swipe the invalid (non-enrolled) test card on the reader: verify “Unregistered ID” in alarms at the monitor station Y/N NA
NOTE: a four-second audible notification is heard from the reader, the LED bar at the top of the reader is illuminated red and the strike or maglock is not released
8. Swipe the valid (enrolled) test card on the reader and put in the 4 digit pin (if equipped with keypad): verify
“Granted Access” or “Valid Access” in card watch at the monitor station Y/N NA NOTE: the led bar on top of the reader is illuminated green and the strike or maglock is released, a red led above the door strike block will illuminate red for a short period
9. Swipe the valid (enrolled) test card on the reader again and put in the 4 digit pin plus 1 (if equipped with keypad):
verify “DURESS” at the monitor station Y/N NA
10. Disconnect sensor points on Controller for Line Supervision Open/Short: verify “TAMPER(S)” on each point at the monitor station Y/N NA
11. Use the exit device correctly for the local controller: the strike or maglock is released Y/N NA
12. Remove the Comms Cable (Port 1) from the Local Controller: verify “Node Failure” at monitor station. This will generally take 5-10 minutes Time Network/Data Disconnected: _________ Time Alarm Received at monitor station:________ Y/N NA
13. Restore Network/Data Connection: verify :NORMAL” at monitor station Y/N NA
14. Restore AC Power to Local Controller: verify “AC POWER NORMAL” at monitor station Y/N NA
15. Verify ALL points on the Local Controller have returned to its recommended state: verify “NORMAL” “AC POWER
NORMAL” “ONLINE” “ACCESS” at monitor station Y/N NA
16. Have the monitor station print Alarm Activity Report for the duration of the test Y/N NA
17. Verify if any other alarms not on this test appeared at the monitor station: Y/N NA
