ICIDS PWS

1. Introduction

1.1. Description of Services: The contractor shall provide all personnel, equipment, tools, labor, materials, supervision, other items and non-personal services necessary to monitor, maintain, repair, replace, survey and manage the current Joint Base Lewis- McChord (JBLM) Integrated Commercial Intrusion Detection System (ICIDS V) Architectural Platform system at 100% operational. To meet the 100% operational status, contractor shall provide monitoring, maintenance, repair and administrative support for hardware and software associated with Commercial Off-The-Shelf (COTS) equipment including interior and exterior sensors, Audio Recording Systems, Security Virtual Local Area Network (vLAN) connection and Closed Circuit TV (CCTV), COBRA Automatic Number Plate Recognition System, equipment exclusive of all Millennium Access Control Systems (not covered under this PWS), as defined in this PWS except as specified in section 3.0 as Government-furnished property. In addition, the contractor shall provide survey and cost estimates, to include labor, materials, design, and programming for new accounts, installation and removal of security system components. These services are to cover all security zones in the Monitoring, Maintenance and Repair (MM&R) ICIDS II & IV baseline contract, and all security zones determined to be above the baseline of the Monitoring, Maintenance and Repair (MM&R) contract, as depicted in the Technical Exhibit (TE) 20.

1.1.1 ICIDS V: DAQ is the hardware platforms manufacturer and StarWatch SMS is command and control operating system for ICIDS V. All installation and service must be completed by a certified integrator. Contractor shall provide and install an Intrusion Detection System (IDS) to include but not limited to Passive Infrared Sensors (PIRS), Remote Area Data Collector (RADC), Balance Magnetic Switches (BMS) for the doors, and any other required equipment to provide a complete and usable Intrusion Detection System for the covered area. All new equipment shall be compatible with the existing ICIDS V system on JBLM. All IDS equipment shall meet UL 2050 and comply with an Extent 3 installation as referenced in UL 2050. All ICIDS V equipment must meet AR 380-5 and AFI 31-101. All ICIDS V equipment and programming must be installed and completed by an ICIDS certified integrator. All IDS system equipment and sensors shall have 4 hours of uninterruptible backup power; this may be provided by batteries, uninterruptible power supply (UPS) or any combination. All ICIDS work shall be compatible with the existing ICIDS V system currently on JBLM. See Attachment #1(Site drawings) and #2(alarm design) for further clarification on the protected area.

a. Area:

(1) Intrusion Detection & Access Control Requirements:

(a) Provide and install ceiling mounted Passive Infrared Sensors (PIRS) in multiple rooms within the Area as shown on

Attachment #1. These shall be mounted in a location to ensure adequate field of view for the infrared sensor.

(b) Provide and install Balanced Magnetic Switches (BMS) at the main entrance to the area as shown on Attachment #1.

(c) Provide and install a Remote Area Data Collector (RADC) where feasible within the entry area.

(d) Contractor shall connect all the IDS equipment/sensors for the area to the telecommunications switch within the area.

(1) All conduit shall be routed within the protected area and shall be encased in EMT conduit. All conduit shall be surface mount. Set screw connections will not be allowed.

(2) Contractor shall submit shop drawings complete with component type, cutsheets, and locations for review and approval prior to installation for all IDS equipment.

b. Intrusion Detection Component Characteristics:

(a) The BMS shall meet or exceed the characteristics of

Magnasphere UL 634 Level 2 High Security Contacts (Surface Mount). All BMS equipment shall be dual throw.

(b) The PIRS shall meet or exceed the characteristics of the GE

Mirror Optic PIR 360° Dual Ceiling Mount

(c) The Remote Area Data Collector shall meet or exceed the DAQ multi-function RADC and shall be compatible with the existing ICIDS V system on JBLM.

c. Testing of the IDS equipment:

(1) Prior to acceptance testing of the work the following shall be supplied to the Government at least 7 working days prior to the scheduled test:

(a) Contractor verification test results indicating that all points received alarm detection as designed and that detection is received at the front end within 5 seconds of detection.

(b) 100% installation drawings

(c) Letter from the security contract indicating 72 hours of account monitoring resulted in zero power or communications deficiencies or anomalies.

(d) All items noted on the O&M requirements.

1.1.2. Contractor shall connect all newly installed IDS equipment, and communication drops to the Building Switch in the nearby Communications room (See Attachment #2). Contractor shall ensure all cabling leaving the protected area penetrates the perimeter of this area at a single opening.

(1) Contractor shall run RGS Conduit from location of ICIDS V equipment to Communication Room.

(2) Contractor shall request port assignment through the Government Project Manager.

(3) Once port assignment is complete, the Contractor shall connect to the VLAN 400.

(4) Upon connection, Contractor shall create graphics page at the system front end

1.2. Background: This Performance Work Statement (PWS) applies to the JBLM which consists of JBLM-Main, JBLM-North, JBLM-McChord Field, and YTC. Services to be performed under this PWS are limited to JBLM-Main, JBLM-North, JBLM- McChord Field, Yakima Training Center (YTC), and Camp Murray (CM). Any additional requirements may increase quantity of work or the number of positions. Any increase or decrease of the number of accounts with 10% shall not change the scope as to tasks performed. A complete list of facilities to be supported is included as Technical Exhibits TE-20. The Integrated Commercial Intrusion Detection System (ICIDS) consists of Commercial Off-The-Shelf (COTS) equipment including workstations, interior and exterior sensors, land-based radar systems, Security VLAN connected and Closed- Circuit TV (CCTV), current JBLM Integrated Commercial Intrusion Detection System (ICIDS V) Architectural Platform, equipment.

1.3. Scope: The contractor shall provide all necessary personnel, services, and equipment required for monitoring, maintaining, repairing, administering, surveying, and installation of all Intrusion Detection Systems/Electronic Access Control Systems (IDS/EACS/CCTV) components exclusive of all legacy Access Control Systems (not covered under this PWS), Security VLAN connected and Closed Circuit Television (CCTV) components, including Integrated Commercial Intrusion Detection System

(ICIDS) components, sensors, connections, system wiring, control units, and conduit that are an integral part of the current JBLM Integrated Commercial Intrusion Detection System (ICIDS V) Architectural Platform, (ICIDS) with 3D Graphic map (100+ lines/800+ accounts) at JBLM. The contractor shall administer, monitor, repair, and maintain the entire IDS/EACS/Security VLAN connected & CCTV/Badging/Guard Tour/Bio-metric & Audio systems in a fully operational state. Contractor shall provide all necessary manpower and material required to perform replacement of components, scheduled maintenance, adjustments, testing, trouble shooting and repair or other scheduled or non-scheduled work. Contractor is responsible for ensuring the ICIDS primary and secondary redundant (backup) monitoring workstations are maintained operational throughout the base and awarded option years. Contractor shall not add or remove any accounts to include material, power, or communication path, regardless of contract execution office, (i.e., Military Construction Army (MCA), Unspecified Minor Military Construction Army (UMMCA) other directorates, agencies, or departments without prior approval in writing from the COR. Personnel performing services under this contract shall not be used to support, troubleshooting, testing, installation, repair or programming for Military Construction Army (MCA) or Unspecified Minor Military Construction Army (UMMCA) work. Exceptions may be permitted and shall be authorized by the COR in advance. Regardless of contracting or project execution agency, NO account or device is to be added or removed without submission and acceptance by the Contract Officer’s Representative (COR) of (TE-11, TE-15,TE-16 TE- 17 and TE-19) as applicable. Those submissions approved for addition or removal shall be updated in the software, hard copy file, and approved via COR signature authority on the appropriate TE.

1.4. Period of Performance: The period of performance shall be for a 1-year base period and one 1-year option periods.

1.5. Additional Information

1.5.1. Quality Control: The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance with (IAW) this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which he assures himself that his work complies with the requirement of the contract.

The contractor shall implement a complete QCP that identifies potential and actual problem areas in providing requirements of the contract as specified, and results in corrective action throughout the life of the contract. The contractor's designated representative or lead quality control person shall be responsible for implementing and supervising all aspects of the plan. The contractor shall develop and submits a Quality Control Plan (QCP) to Contracting Officer (KO) within ten (10) working days after award of the contract. If any changes are made to the QCP, it shall be submitted to KO not later than five (5) working days prior to the effective date of the change. The basic tenet of the plan is that the contractor is responsible for quality. All methods, procedures, and forms shall support this concept. The QCP shall:

1.5.1.1. Be structured to assure the Quality Control personnel have independence from any other parts of the contractor's organization.

1.5.1.2. Identify that the Quality Control personnel have direct accountability to the contractor's top management.

1.5.1.3. Address overall project management and administration.

1.5.1.4. Be a comprehensive program to plan and deliver quality services to the Government.

1.5.1.5. Cover all services described in this contract, prioritize services, and concentrate on the most important services.

1.5.1.6. Describe a method acceptable to the Government for identifying deficiencies in the quality of service performed under this contract before the level of performance becomes unacceptable and address processes for corrective actions without dependence upon Government direction.

1.5.1.7. Establish an inspection system covering all services required by this contract.

The Preventive Maintenance Schedule (PMS) and plan shall specify areas to be inspected on a scheduled and recurring annual cycle IAW this PWS.

1.5.1.8. Contain specific quality control techniques for contract services identified in the Performance Requirements Summary (PRS) list. The quality control methods shall be comprehensive and adaptable to the reporting systems of the CQCP.

1.5.1.9. Include a customer complaint feedback system for correction of validated complaints and inform the customer of corrections. The QCP shall describe how users or other interested parties may identify problem areas or situations to the contractor.

The customer complaint program shall be compatible with the reporting and communication systems of the QCP.

1.5.1.10. Require documentation of all contractor quality control inspections, corrective actions, and maintain such documentation by the contractor throughout the term of this contract. Inspection documents shall be made available to the KO or designated representative.

1.5.1.11. The contractor shall be available M-F, 0730 – 1530 to meet with the COR for scheduled or unscheduled meetings as required in the maintenance, repair and sustainment of the ICIDS.

1.5.2. Contracting Officer’s Representative (COR): The Government will provide a Government POC available twenty-four (24) hours per day, seven (7) days per week, 365 days per year (24/7/365) to oversee contract execution and interact with contractor in the performance of all contact requirements. This position will be identified as a COR and will be limited in the responsibility as stated in the COR Letter of Designated.

1.5.3. Quality Assurance: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the maximum acceptable defect rate(s). However, the Government reserves the right to revise the QASP throughout the life of the contract. The contractor is cautioned that additional costs to re-inspect work caused by unsatisfactory work or nonperformance by the contractor may be charged to the contractor in accordance with the Federal Acquisition Regulation (FAR) Clause 52.212-4, Contract Terms and Conditions – Commercial Items.

1.5.4. Government Remedies: The KO will follow FAR 52.212-4, “Contract Terms and Conditions – Commercial Items” or 52.246-4, “Inspection of Services – Fixed Price” for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

1.5.5. Hours of Operation: The contractor is responsible for conducting monitoring services 24/7/365. All other services with the exception of unscheduled maintenance and repairs shall be between the hours of 0700-1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

The contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Hours of Operation for Special Projects will be identified in individual service orders.

1.5.6. Place of Performance: The contractor shall perform monitoring services at JBLM-Main at the location designated by the COR. All other services shall take place as identified herein.

1.5.7. Invoicing: The contractor shall submit previous month’s invoices for services not later than 5 working days from last working day of the previous month for Contract Line- Item Numbers (CLINs) 0001, 0002 & 0003 for the Base Period. Contractor shall submit a Labor, Materials and Travel (LMT) estimate to the COR on CLIN 0003 Over & Above (Unforeseen Repairs) via verbal notification and must be approved by the COR prior to start of the unscheduled repair services. Repair efforts shall be considered complete once the contractor receives a signed Contract Service Order (CSO) from the COR. The contractor shall complete TE5, Contract Service Order (CSO), TE-6 CSO Field Report, and TE-9, Labor, Materials, and Travel Estimate (LMT), within 3 working days of completing a repair. The CSO and field report shall be detailed and include all required information. The COR-signed CSO acceptance shall serve as the warranty start period. Contractor shall not be responsible for acts of vandalism or user abuse. For Surveys, TE-5, TE-6 and TE-9 shall be completed and submitted within 5 working days of final survey report. Completion means contractor has submitted the CSO to the COR and COR has accepted by signature. Contractor shall receive a signed CSO back from the COR as acceptance of the work and concurrence of the billed labor and material prior to submission of the monthly invoice. Contractor will provide an estimated cost list and parts list (CLIN 0002) on an CSO of damaged IDS equipment that needs replaced to the COR, who will approve and sign the CSO ensuring that the contractor can maintain the ICIDS system in an 100% operational status, but to never exceed the 10% overage of parts on hand. The COR will ensure that all CLINs are present on Contractor monthly Invoices and that correct quantity and dollar amounts are present on invoices and are within contract parameters.

1.5.8. Interruption of Utility Services: All scheduled interruptions of utility services shall be coordinated with the Government COR. The contractor shall make every effort to prevent any unintentional interruption of services.

1.5.9. Equipment Delivery and Secure Storage: The contractor shall be responsible for the preparation and delivery of all required installation materials and equipment, and shall perform loading, unloading, packing, unpacking, inventory, and inspection of said equipment at each site. The contractor shall also be responsible for proper (i.e., secure, weather protected) storage of all materials and equipment under its cognizance during performance of this contract. The purpose of this provision is to ensure that materials and equipment do not become unusable as a result of inadequate or inappropriate storage environments.

1.5.10. Removal of Maintenance, Repair, and Survey Debris: The contractor shall be responsible for the removal and disposal of all debris generated as the result of the maintenance, repairs, or surveys including removed equipment in accordance with the Service Order (SO).

1.5.11. Software Requirement: The maintenance, repair, or survey effort includes all software related and required changes/programming to operate, monitors, and maintain the system as designed.

1.5.12. Warranty Repair (existing accounts) Labor: Contractor shall provide a 30-day warranty for contractor repair or maintenance workmanship for all repairs delivered under this contract. The contractor shall provide warranty service 24 hours per day, 7 days per week. Any warranty repair to occur after normal working hours must be identified to the COR in advance of responding and shall be at no additional cost to the government. Contractor shall not be responsible for warranty work if repair is a result of user abuse, vandalism or utility support infrastructure that supports the ICIDS but is outside the control of the ICIDS contractor, i.e., line power and communication path between the Network Enterprise Command (NEC) switch up to the input for the ICIDS servers and as validated by the COR. Maintenance service reports detailing maintenance problem(s) and corrective action(s) taken shall be submitted to the COR within 3 working days upon completion of warranty repair effort.

1.5.12.1. Warranty Repair (existing accounts) Material: Contractor shall provide a 1-year or manufacturer materials warranty, excluding labor for any new replacement items. If manufacturer warranty is less than one year, contractor shall provide to the COR the duration of manufacturer warranty in writing. Contractor is not responsible for labor or defects related to user abuse, vandalism or utility support infrastructure that supports the ICIDS but is outside the control of the ICIDS contractor, i.e., line power & communication path between the NEC switch up to the input for the ICIDS servers COR shall be contacted once contractor determines damage was caused by abuse, vandalism or outside the ICIDS contractors’ responsibility.

1.5.13. Warranty Repair (new accounts) Labor: The third-party contractor completing the new account installation shall provide warranty response to include labor, travel, troubleshooting, repair, or replacement of all ICIDS items that fail due to contractor installation and/or workmanship. Warranty begins from date of Beneficial Occupancy Date (BOD). The third-party contractor shall provide warranty service 24 hours per day, 7 days per week. Any warranty repair to occur after normal working hours must be identified to the COR in advance of responding and shall be at no additional cost to the government. Notification process for warranty work will be initiated thru the MCA project manager or engineer. Upon completing repairs, the ICIDS contractor shall notify COR of corrective action taken and submit a Service Order as stated in 1.5.7.

1.5.13.1. Warranty Repair (new accounts) Material: If ICIDS material is provided by a third-party contractor, the third-party contractor shall provide a 1-year or manufacturer materials warranty, excluding labor for any replacement items. If manufacturer warranty is less than one year, the third-party contractor shall provide manufacturer warranty in writing. Prior to any ICIDS material being installed the contractor is responsible for any replacement parts and costs until these parts are accepted after the PVT tests are completed and signed by the COR. , Contractor is not responsible for labor or defects related to user abuse, vandalism or utility support infrastructure that supports the ICIDS but is outside the control of the ICIDs contractor, i.e., line power & communication path between the NEC switch up to the input for the ICIDS servers, COR shall be contacted once contractor determines damage was caused by abuse, vandalism, or outside the third party contractors responsibility.

1.6. Security Requirements: The contractor shall have a current company security clearance of Secret. All contractor employees must hold a minimum of a secret level clearance. For specific security requirements refer to qualifications paragraph 1.10.9.

Special Qualifications.

1.6.1. Physical Security: The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. This includes protection of both physical and technical information, drawings, blueprints, schematics, account information and protection of personal information (PII). Sensitive Compartmented Information Facilities (SCIF) information shall be treated as “Controlled Unclassified Information (CUI) and all related documents shall be embossed as “Original, Do Not Duplicate” and marked per AR 25-50, AR 380-5, ICD 705 and local requirements per COR.

1.6.2. Key Control: The contractor shall establish and implement methods of making sure all keys/key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the contractor by the Government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in the QCP. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the COR. All ICIDS equipment keys shall be turned over to the COR immediately upon receipt of the new equipment. COR will issue, receive, and assign all JBLM ICIDS equipment keys on DAFM2062.

1.6.2.1. Lost/Duplicated Keys: In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon direction of the KO, re-key or replace the affected lock or locks. However, the Government has the option to either replace the affected lock or locks or perform re-keying. When the Government replaces or re-keys locks, the total cost of re-keying or the replacement of the lock or locks will be deducted from the monthly payment due the contractor. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system and deduct the total cost from the monthly payment due to the contractor.

1.6.3. Access to Locked Areas: The contractor shall prohibit the use of Government issued keys/key cards by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO.

1.6.4. Directorate of Emergency Services (DES): Directorate of Emergency Services is the ICIDS management and oversight Directorate. DES provides the ICIDS COR responsibility for contract management and contractor oversight. Physical Security Office is available at Building 2007, Room 344, with work hours of 0700 to 1530, Monday through Friday. In addition, the COR is nominated by the KO and will be available by phone 24/7/365.

1.6.5. Limited Access and Special Areas: The contractor shall comply with the following restrictions:

1.6.6. Restricted Areas: The contractor and its employees shall comply with restricted area procedures and instructions when accessing JBLM designated Restricted Areas, In accordance with AR 190-11 & AR 380-5.

1.6.7. Secret Compartmented Information Facilities (SCIF) Areas: SCIF facilities are designated as controlled and restricted. Entrance requires agency SCIF badge if authorized, display badge on outer garment in plain sight, at all times while in the restricted area, sign in, and no portable electronic devices unless approved by the Cognizant Security Officer or Senior Intelligence Officer. Contractor may require escort at all times when working in SCIF facilities. The contractor shall notify DES/Physical Security of the need for a Government representative escort to enter SCIF or other restricted areas as required, in accordance with DODM 5200-01, ICD-ICS 705 & AR 380-5.

1.7. Vehicle and Equipment Operation:

1.7.1. Licensing: Vehicles shall be properly licensed and registered with the State of Washington.

1.7.2. Clear at Contract Completions: Upon completion of the contract, it shall be the contractor's responsibility to collect all Government provided Badges, ID Cards and Keys issued under the contract including those issued to employees. Badges and ID Cards shall be collected and provided with a consolidated list to the KO or COR. Any keys signed out shall be returned and hand receipted back to the KO or COR. Badges, ID Cards, and keys shall be returned to the KO or COR prior to final payment being made.

1.7.3. Contract Extension: In the event of contract extension, it shall be the contractor's responsibility to report and provide documentation of contract extensions to the Vehicle Registration Section at JBLM.

1.7.4. Vehicle Identification: The contractor shall display the company name, city and telephone number on both sides of his vehicles and equipment. Magnetic signs are acceptable, however if magnetic signs are used, contractor shall maintain strict accountability for any lost or missing signs and report them immediately to the COR.

Signs shall be easily readable from twenty (20) feet by persons with 20/20 vision.

1.7.5. Removal of Vehicles: Unacceptable vehicles and equipment shall be removed by the contractor within one calendar day after being notified by the COR or otherwise becoming aware that such vehicle or equipment is unacceptable. Unacceptable vehicles include no proof of Insurance, Registration, or ownership. Vehicles in poor repair or have been determined to be a safety hazard to employees, base community or present a environmental Hazmat to JBLM.

1.7.6. Use of Government Property: The contractor shall not use Government property or Government equipment to perform maintenance or repair on contractor-owned vehicles.

1.8. Compliance:

1.8.1. Interface with Government Operation: Performance of work by contractor personnel under the terms of this contract shall not interfere with regularly scheduled Government operational activities.

1.8.2. Fraud, Waste, and Abuse: The contractor shall be responsible for maintaining proper conduct and good discipline within contractor occupied work areas. Contractor shall maintain a vigilant ICIDS program oversight strategy, sufficient and robust enough to identify early on, any cost savings benefits, ensure timely and productive repair and maintenance efforts, and productive use of monitors’ time while on shift. ICIDS inventory storage shall allow technicians to quickly pull or return spare parts and tooling from inventory while maintaining an accurate inventory count.

1.8.3. Fire Protection: The contractor shall comply with FL Regulation 210-1, Chapter 4, Section I for fire protection and fire prevention.

1.8.4. Accident Reporting: The contractor shall maintain an accurate record of accidents resulting in traumatic injury or death and accidents resulting in damage to Government property, supplies, or equipment, this is reportable to the KO or COR within one duty hour, or two hours outside normal working days and hours.

1.8.5. Safety: The contractor shall safeguard and maintain all Government property, as well as provide for the safety and well-being of personnel employed in the performance of this contract. The contractor shall comply with the Occupational Safety and Health Act (OSHA); and any other applicable safety laws and regulations. Contractor personnel shall wear safety items required by OSHA during the performance of tasks requiring personal protective equipment (PEE) as required when performing work within a construction zone or hazardous work site. The contractor shall develop and implement a Safety Program for employees performing work under this contract. The contractor shall submit the Safety Plan to the Contracting Officer within ten (10) working days after award of the contract. Revisions shall be submitted at least seven (7) working days prior to the effective date of the change.

1.8.6. Smoking/Eating: The contractor shall comply with FL Regulation 1-4, which establishes uniform policies governing smoking at facilities. Contractor shall provide lunch relief for the monitor if necessary for lunch breaks. At no time shall the monitor eat or drink within the monitoring area. Site supervisor shall provide an area and means for the monitor to take lunch, away from the immediate monitoring area.

Site supervisor shall ensure the monitoring station is never left unattended or restricted in any way from being actively monitored at all times.

1.9. Management and Administration

1.9.1. Files: The contractor shall maintain complete and accurate files of documentation, records, and reports required under the terms of this contract. The contractor shall not allow access to the files by any Government agency, non- Government agency, or individual unless specifically authorized by the KO. Files shall be made available to the KO or his/her designated representative upon request. All files will become the property of the Government and shall be turned over to the KO at the expiration or termination of this contract, and before receipt of final payment.

1.9.2. Disclosure of Information: Performance under this contract may require the contractor to access data and information proprietary to a government agency, another Government contractor, or of such nature that its dissemination or use other than as specified in this contract would be adverse to the interests of the Government or others.

The contractor, including its employees, agents, or subcontractors, shall not disclose such information unless authorized in advance by the KO. Contractor shall notify the COR when new personnel are hired or current employees leave the company, regardless of reason.

1.9.3. Interface with Government Operation: Performance of work by contractor personnel under the terms of this contract shall not interfere with regularly scheduled Government operational activities.

1.9.4. Contract Phase-in/Phase-Out Plan: A phase-in period, not to exceed 30 days, shall be utilized to attain continuity of support for hands on live, constructive, virtual, and digital training. During the phase-in period, the contractor shall obtain the appropriate security clearances and become familiar with local standing operating procedures (SOPs). During the phase-in period the contractor shall perform a joint inventory and audit of the support equipment, spares, tools, test equipment, and documentation. In addition, contractor shall be afforded the opportunity to inspect the facilities and training devices. The contractor’s program management structure, organization, and electronic database shall be in place and operational at the end of the Phase-in. The contractor shall be afforded the opportunity to inspect the facilities at contract award

1.9.4.1. Prior to Phase-In, Required Documents: Contractor shall provide proof of required clearances, that they are an authorized vendor/installer of ICIDS and have Certificate of Training on the JBLM current ICIDS (ICIDS IV-V) Architectural Platform, certificates of training with Honeywell CCTV systems and UL2050 certification. In addition, contractor may submit and additional CCTV systems certificates or proof of training and experience. Contractor shall submit to the COR, on company letter head, the names and contact numbers of employees assigned as site supervisor, system administrator, monitors and technicians. This letter shall contain afterhours contact numbers for the site supervisor and system administrator, these employees shall be available by phone to the COR 24/7/365. If either are not available, an alternate shall be provided in advance. The letter shall include detailed summary of the experience that will satisfy the experience requirements from section 1.10.7. to include contact information, location and dates work was performed.

1.9.4.2 Required Documents – Between Award and 90 Days of Award:

1.9.4.2.1. Within 24 Hours of Award:

Contractor shall provide, on company letter head, any updated or revised names, positions, assignments, and contact information from section 1.9.4.1. of all employees and their positions. In addition, provide a primary and secondary afterhours notification number for the site supervisor and system administrator, these employees shall be available by phone to the COR 24/7/365, if either are not available an alternate shall be provided in advance. All employees shall have signed a letter of understanding, as an example; “As the Site Supervisor for contract # XXXXXXXXXXX and working for COMPANY X, I understand the contract requirements and that upon any discrepancy, conflict or requirements interpretation the site supervisor shall be immediately contacted for additional guidance or resolution.” Letter shall be signed and dated by the POC listed in block 17a of SF 1449. Letter shall be rescinded upon employment termination or signed by new employees upon hiring.

Contractor will be provided a fenced in storage, administrative and lab facilities, with CCTV surveillance facilities suitable in size for the protected storage of the existing ICIDS inventory that includes, ICIDS material for both JBLM ICIDS system and JBLM new construction projects, badging, access control, various other pending ICIDS projects, CCTV equipment and various misc.

If facilities are new to this contract the awarded company is responsible to relocate all administrative, lab facilities, CCTV surveillance equipment, protected storage of the existing ICIDS inventory that includes all material within the Government-furnished site.

After installation of equipment into new Government-furnished site, equipment testing is required to ensure the contractor can provide necessary services to perform and maintain the JBLM ICIDS system at a 100% operational status. These facilities shall provide protection from the weather, secured and controlled access, and inventory accountability process.

1.9.4.2.2. Within 30 Days of Award:

Contractor shall provide COR with the annual Preventative Maintenance Schedule, by month, to include at a minimum all maintenance points/devices per TE20. TE20 is available prior to the award. TE20 provides the required information for identifying the number and type of accounts and devices.

Contractor shall complete setup and the ICIDS ESTL system as stated by Section 5.2.3.2.

Contractor shall submit on company letterhead a personnel roster with the names of all employees, position, work contact number and level of security clearances, include date of investigation completed, interim granted and date eligibility granted. Personnel roster and all requirements are required to maintained current and up to date thru the contract period of performance.

1.9.4.2.3. Within 45 Days of the Award: Contractor shall provide the COR with an ICIDS system topography showing the entire system and path from the building communication switch back to the monitoring station via the server(s). Contractor shall identify at each communication switch by the line number, supported account number and type account (i.e. AA&E, SCIF, COMSEC, and CDC). Block legend at the communication switch shall identify total of device locations by room# or room identification if no room number. Topography shall be shown on one sheet, color-coded, sufficiently labeled to identify all equipment and components on the system with a dated legend, and laminated. Upon acceptance contractor shall update daily as needed and reprint/laminate 4 copies. Copies shall be distributed as follows: Critical Unclassified Information and needs to be marked U//CUI and shall not be duplicated, reproduced, or shared without the permission of the COR in writing. (CUI)” and all related documents shall be embossed as “Original, Do Not Duplicate” and marked per AR 25-50, AR 380-5, ICD 705 and local requirements per COR.

1.9.4.2.4 Within 90 Days of Award: Contractor shall have completed, with the Government, a materials inventory by nomenclature, part number, serial number (when required), firmware/software/hardware version (when required), quantity, condition found (serviceable, unserviceable, but repairable or unusable and delete from inventory), location (building and room number) of all major components in service or in inventory. The contractor shall submit results via a single report titled, “JBLM ICIDS and ESS Inventory” that is dated and signed by the site supervisor and COR.

Document shall be living and updated thereafter, as revisions are made contractor shall submit updated inventory to the COR.

1.9.5 Order of Precedence: In the event of a conflict between the text of this document and the references cited herein, the text of this document (PWS) takes precedence followed by ICIDS Performance Specifications, Site Specific Design (SSD), and associated drawings. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

1.10 Contractor Personnel: The contractor shall provide a work force possessing the certifications, accreditations, skills, knowledge, and training to satisfactorily perform the services required by this contract. Documentation of certifications and training shall be maintained on file at the contractor’s corporate office. The contractor shall meet all requirements, shift schedules, and changes as may be required to assure prompt response to the requirements of the contract. All personnel utilized in the performance of the contract shall be employees of the contractor and shall not be construed to be employees of the Government. Contractor employees shall wear identification badges during the course of conducting any work under this contract; badges shall be worn such that they are always visible. Any contract employee issued a Government Common Access Card, (CAC), for logical access to Government logic systems shall be required to complete any required training associated with CAC access and provide the COR with proof of completion. Requirements are recurring and it shall be the responsibility of the contractor’s security manager to ensure the annual requirement is met.

1.10.1 Hiring Actions: Contractor application for employment shall ask potential candidates to disclose date, location, and circumstances of any documented mental illness, domestic violence, traffic violation(s), misdemeanor or gross misdemeanor or felony convictions that have occurred in the past 5 years. Contractor shall conduct initial identity vetting prior to employment offer. Vetting and verification of employee address, name, DoB and SSN is considered acceptable if no derogatory findings from all three of the following sources;

National Crime Information database check

Terrorist Screening Database

Department of Homeland Security (E-Verify)

Any derogatory finding shall be documented and provided to the COR. The COR will discuss with the contractor any concerns regarding future employment and potential impact to employee eligibility to receive a security clearance., The contractor shall complete and have employee sign the SF 312, Classified Information Non-Disclosure Agreement, upon hire, and provide a copy to the COR. In addition, the contractor shall initiate the required documents to obtain the required level of security clearance for the position(s) and complete and issue security clearances prior to conducting work at the required level of clearance. If derogatory information is found that precludes issuance of an interim clearance and/or ultimately final denial of a clearance, contractor shall ensure the employee is excluded from performance under this contract. Security clearance exceptions shall be permitted at the discretion of the COR for a period not to exceed 90 days.

1.10.2 Termination of Employment: Upon termination of employment, contractor shall verbally notify the COR and within 3 working days of termination, submit formal notice to the COR via company letterhead with SF 312 attached. Letter shall indicate the following information.

Reason for termination

Date effective

Debriefing conducted

Collection of identification badge, keys, access cards or any other Mission Support provided equipment.

Deletion of associated usernames and passwords or codes to all physical or intellectual information.

Any stated lost key or access card shall be individually noted, and contractor shall take necessary mitigating measures to ensure no compromise can occur after termination.

1.10.3 Standards of Conduct: The contractor acknowledges that DoD personnel are required to comply with all provisions of DoD Regulation 5500.7-R, Joint Ethics Regulation (JER). This regulation restricts Government employees from engaging in a number of activities that create an appearance of impropriety or otherwise violate the law, including certain activities involving interaction with contractors and their employees. The contractor shall use its best efforts to prevent its employees from taking any action which constitutes or could be construed as soliciting, encouraging, assisting, aiding, or abetting any DoD employee to violate any provision of the JER.

The contractor shall provide a copy of the JER to all of its employees assigned to work under this contract in any Government owned or leased facility (available at no cost at http://www.dod.mil/dodgc/defense_ethics/ethics_regulation/) and require such employees to complete annual Government-furnished on-line training on the JER or Government Employee Standards of Conduct. The contractor shall furnish certificates of completion for its employees who have completed the required on-line training to the COR within 90 days after the contract start date and annually thereafter.

1.10.4 Conflict of Interest: The contractor shall not employ any employee of the United States Government, either military or civilian, if such employment would create a conflict of interest, nor employ any of their relatives or individuals with whom the Government employee has a covered relationship, if such employment would result in a violation of the Joint Ethics Regulation (JER).

1.10.5 Conduct of Personnel: The JBLM Garrison Commander has the authority to bar individuals from the installation for misconduct. The KO will bar any contractor employee from the work site in the interest of security, safety, or other legitimate Government concern. The barring of an employee from the job site or from the installation shall not relieve the contractor of the requirement to provide sufficient personnel to perform the services as required by this contract.

1.10.6 Installation Security Requirements: Contractor personnel or any representative of the contractor entering any of the JBLM sites shall have situational awareness of all security regulations, requirements, and restrictions in the execution of this contract in accordance with FL Regulation 210-1, FL Regulation 190-16, AR 190- 13, AR 190-11, AR 190-51, FL 190-11, and Air Force Instruction 31-101.

1.10.7 Search and Seizure: Contractor personnel and property shall be subject to search and seizure upon entering the confines of JBLM, Washington, and upon leaving the confines of JBLM, Washington.

1.10.8 Personal Appearance: Contractor personnel working under this contract shall practice high standards of personal hygiene and maintain a clean, neat appearance while on duty performing any work under this contract. Contract office personnel i.e., monitors and site supervisors shall wear a collared shirt and field technicians shall wear, either a collared or non-collared shirt with the company logo/name embroidered on the front. ID badge shall be visible at all times with exception when required for safety reasons.

1.10.9 Special Qualifications: The successful contractor shall have a current company security clearance of Secret.
