About this file
This document appears to be a field report for a technician's visit to the Yuma Test Center (YTC) to troubleshoot issues with the Integrated Commercial Intrusion Detection System (ICIDS) at various locations. The report details the technician's findings and actions taken to resolve sporadic faults, grid tamper alarms, and issues with arming/disarming the system. The report also notes that two accounts (Yak1054 and Yak1064) can no longer be licensed for ammunition storage, and recommends deactivating those accounts. Additionally, the report identifies multiple issues with the Yak1095 account that require further work, including replacing a Kud8, ribbon cable, and RIM card, as well as repairing a broken wire. The technician ran out of time and was not fully prepared to address all the issues, but provided a detailed report for follow-up.
The related federal contract opportunity is for the JBLM ICIDS IV SOLE SOURCE, which requires the contractor to monitor, maintain, repair, replace, survey, and manage the current JBLM ICIDS IV system. The objective is to ensure the ICIDS IV systems located at JBLM, Washington continue to be properly monitored, maintained, repaired, and administered at 100% operational levels until ICIDS IV operations are transferred to a Government facility and a follow-on contract can be competed.

Date: 6 Dec 2021 Job Title: YTC ASP IDS Troubleshooting
CS0: 2021-12
Technician: EFS
Arrived at YTC 0830 and checked in with Jason Kesselring at the MP station Arrived at the ASP at 0845 and started work at Yak1060 – Sporadic S-fault on the BMS. The loop metered fine however the II zim was extremely out of whack so I replaced it. Able to arm and disarm with no more sfaults on this account while I was on site today.
Yak1080 – Grid tamper. I metered the loop and it was around 1055 ohms. It was in alarm when I got there so I checked on the wiring connections in the panel as well as the J boxes at the two lower grids and tightened all the connections. I was able to get it down to 1025 ohms which cleared the alarm. We might have to put in a potentiometer at a later date.
No more sfaults on this account while I was on site today.
Yak1054 – Grid tamper. I couldn’t replicate this issue. However Gene Bell (ASP supervisor) informed me that as per John Sly, Yak1054 and Yak1064 are no longer licensable so they can’t store ammo in them anymore. I recommend that they deactivate those two accounts to minimize the false alarms.
Yak1095- Users unable to arm/disarm, having to call and get it force closed/opened daily. Multiple issues on this one.
The Kud8 was no longer working so I replaced it with a new Kud8. The KP ribbon cable was damaged so I replaced it. I realized that the front end was receiving any alarm activity from this account. Jonathan worked with me and I installed a new PB2000. We were able to get comms up but the first RIM card wasn’t forwarding alarm info. I replaced that RIM. I also checked all wiring inside the RADC and discovered that the 2 Wire copper for comms coming into the TELCO had a broken lead on the transmit side. I fixed that and we were able to get alarms to the front end in a timely manner. I also found that PIM2 was stuck in alarm. I couldn’t clear that alarm. It will take a 10’ or 12’ ladder and a return trip to work on that. Criss okayed me to 1k that point for now. He wants us to get a price for replacing that PIM, it’s an intrinsically safe one, Sentrol if I remember correctly. This account could really use a couple people to go through it thoroughly. I ran out of time today plus I wasn’t as prepared as I wanted to be (no tall ladder), but I noticed that with all the hands that have been in that account that a valid point on RIM1 had a point on the front end spared out. It has a valid device wired to it and to my knowledge shouldn’t be spared out. The 2nd RIM card has one device wired to it, which I believe was a PIM at once point, but the front end shows it as a spare.
I filled out all the CSOs and left copies at the MP station. Jason Kesselring wasn’t there so I checked out with the desk.
