MEMORANDUM FOR RECORD
SUBJECT: Joint Base Lewis-McChord (JBLM) – Asset Protection Policy, Physical Security, ICIDS Alarm System Codes / Personal Identification Numbers (PINs)

2. Intent: This policy provides end users and supervisors with standard operational procedures in the protection of Army and/or agency assets as determined by regulatory requirements. Read each of the requirements carefully, your signature acknowledges that you understand and accept responsibility in the assignment of duties and responsibilities in the protection of government owned assets to include but not limited to; Physical, Logical (Data & Networks), Information and
Access measures. As a subscriber with unaccompanied access to these protected assets you agree to the following terms and conditions:
3. In accordance with Army Regulation (AR) 190-11, paragraph 3-6, AR 190-13 paragraph 2-1 thru
2-3, and the JBLM ICIDS SOP the following security measures apply to the alarm system code being issued:
a. PIN’s are individually assigned. PINs will not be shared.
b. PINs will be withdrawn immediately when the subscriber is removed from access rosters, departs the organization, or no longer requires unaccompanied access, and/or authority to arm/disarm the alarm system.
c. PINs will be secured from unauthorized release or access. If at any time the subscriber suspects the PIN was compromised the subscriber shall immediately inform your supervisor and the unit or agency security manager. In addition, the subscriber shall inform the
JBLM security system contractor to delete the compromised PIN and request issuance of a new
PIN. Supervisors and security managers shall take appropriate steps to ensure no loss or degradation in security of assets occurred. Suspected compromise to a protected asset shall be immediately reported through appropriate channels.
4. In accordance with the installation, Standard Operating Procedure the following applies to personnel issued alarm system PIN codes (subscribers) including commanders / designated supervisors with current assumption/assignment as commander or supervisor orders/letters on file with the JBLM security contract office.
a. As a subscriber, you are responsible for ensuring that the unattended vault or protected site is secured. This means the alarm is set and vault door secured with the high security pad lock and/or the installed vault combination dial.
b. You are responsible for understanding the alarm panel indicator lights or ACU-6 panel, so that you visually know the current alarm account condition.
c. You must provide and maintain a current Notification Roster with the alarm-monitoring contractor. This memorandum will provide unit/organization contact number to be used during duty hours and after duty hour contact numbers for responsible individuals who will respond to assess alarm activations in your facility. Persons listed on this roster are responsible to respond to security issues when notified by the alarm-monitoring contractor or the Joint Base Operations Center (JBOC) after duty hours. If you are unable to respond immediate notification to your higher headquarters is required.
d. If you are listed as an account subscriber, you are authorized to contact the installation alarm monitor and request the status (condition) of the account you are subscribed to. If you believe there is an issue with opening (unarming) or closing (arming) the alarm system. You must call from an on post number within the facility where the account is located. You may be required to provide the last four digits of your SSN and reenter your PIN code.
e. Upon transfer, deployment or relief from duties requiring access to the alarmed facility of any subscriber the responsible Commander/Supervisor will notify the alarm monitoring contractor at 253-967-5019 and provide an updated Unaccompanied Access
Roster and, if needed, Notification Roster and Assumption of Command orders.
5. If you need assistance or refresher training on the alarm arming or disarming procedures or other system procedures and functions you may make an appointment with the
JBLM security contractor at 253-967-5019.
6. To report issues or concerns regarding the alarm system contractor, contact the
Directorate of Emergency Services, Physical Security Branch at (253) 967-9928 or 967-
7153.
7. Any violation or failure to comply with any one of the above security and administrative procedures may result in removal from the account, remedial training and/or punishment under UCMJ or Title 18, USC.
8. A JBLM formatted Assumption/Assignment as Commander or Designated Supervisor
Orders/Letter, Unaccompanied Access Roster and Notification Roster must be attached to receive a PIN.
9. Effective Period: Until officially rescinded or revised
10. This memorandum supersedes all previous memorandums.
