The period of performance spans five years from October 1, 2026 through September 30, 2031, consisting of a base year plus four option years. The work is performed on a hybrid schedule at 2CON 145 N Street, NE, Washington, DC, requiring 40 hours per week up to 1,900 hours annually under a Firm Fixed Price contract. Required qualifications include expertise in policy development, training facilitation, documentation, research and analysis, and inter-agency collaboration related to asset forfeiture operations. The contractor must obtain a T2R level public trust clearance, and travel will be required with advance authorization primarily aligned with AFMS requirements. A government-furnished office and computer will be provided. Weekly status reports are required each Friday documenting assignment status, upcoming travel, and anticipated activities.

TASK ORDER STATEMENT OF WORK
Asset Forfeiture Management Staff – Support Services
1. MISSION STATEMENT: The Asset Forfeiture Management Staff (AFMS) endeavors to effectively and efficiently manage and administer the Asset Forfeiture Fund (AFF) to include, joint law enforcement operation (JLEO) program-related activities executed by the Asset Forfeiture Program (AFP) member agencies. Critical to this mission is the requirement to develop and implement financial policy, facilitate internal and external reporting, and execution of internal reviews to increase accountability and transparency of AFP provided resources consistent with the Asset Forfeiture Financial Management Policy Guide
2. CATEGORY OR GENERAL AREA OF SERVICES REQUIRED:
· Subject Matter Expert. The Contractor shall provide a subject matter expert (SME) on federal forfeiture and inter-agency coordination. The SME will conduct thorough and systematic analysis of forfeiture operations and general investigative expenses to advance the Government’s understanding of the interrelationship of costs and performance measures across all participating agencies.
· Fiscal and Financial Operational Services. The Contractor shall provide services to support Government fiscal and financial operations including the preparation and management of fiscal documents such as disbursement requests, voucher examinations, and cashier receipts. The fiscal and financial assistance services shall ensure accountability and accuracy of Government fiscal records.
3. DETAILED DESCRIPTION OF THE WORK: The Contractor shall provide support services focused on promoting accountability and transparency of AFP initiatives including JLEO program-related expenditures, and interagency coordination. The Contractor shall conduct thorough and systematic analysis of financial and program information, participating component submissions, and internal controls necessary to understand the interrelationship of costs and its compliance with financial guidelines.
In this capacity, the contractor will be expected to provide advanced knowledge regarding the Asset Forfeiture Fund and compliance requirements as outlined in the Asset Forfeiture Financial Management Policy Guide. The contractor serves as a resource for integrating policy, processes, and procedures with day to day, firsthand operational activities performed by law enforcement and non-law enforcement government personnel.
The Contractor shall have expertise and experience in the following:
· Policy Development: Experience developing and updating policies and procedures related to asset forfeiture within an organization or agency.
· Training: Facilitating training to law enforcement personnel, prosecutors, and other stakeholders on asset forfeiture laws, procedures, and best practices.
· Consultation: Providing expert advice and consultation to law enforcement agencies, legal teams, and government officials on asset forfeiture matters.
· Documentation: Experience with proper documentation of asset seizure and forfeiture proceedings, including maintaining records and preparing reports.
· Research and Analysis: Conducting research and analysis on asset forfeiture trends, legal precedents, and legislative developments.
· Collaboration: Collaborating with other agencies, departments, and stakeholders involved in asset forfeiture efforts, such as financial institutions and regulatory bodies.
The Senior Forfeiture Financial Specialist (SRFF), AFMS SME, shall provide the following more specific activities in coordination with AFMS POCs.
· Assist AFMS, as SME, on federal forfeiture nationwide with focus on operational procedures, policies, processes, and standards across participating investigative agencies.
· Monitor and evaluate performance metrics for individual agencies.
· Monitor, evaluate and identify policy or operational enhancement opportunities to reduce operating expenses related to asset management and disposal, third party interests, case related expenses, storage, protection and destruction of controlled substances and firearms.
· Assist AFMS on policy, strategic initiatives and evaluations of AF related programs and initiatives that include but are not limited to the JLEO Program.
· Attend planning and interagency meetings representing AFMS and develop recommendations and solutions for potential risks and issues.
· Support compliance reviews; part of the AFMS team that conducts field reviews; prepare data prior to meetings; complete follow up reports on site visits, to include performance metrics.
· Draft policy and procedures including contributing to updates to the AF Financial Management Guide.
· Assist AFMS in its review and oversight of JLEO activities with a focus on operational procedures, policies, processes, and standards across participating AFP agencies.
· Review and analyze the JLEO-specific budget requests and expenditures for the seven agencies (ATF, DEA, FBI, FDA, OCDETF, USDA, USMS) receiving an annual JLEO allocation.
· Monitor, evaluate and identify policy or operational opportunities to enhance greater transparency and accountability for JLEO-specific activities.
· Attend planning and agency meetings including AFMS-led JLEO and Law Enforcement Liaison Working Groups.
· Support compliance reviews; as a part of the AFMS team that conducts field reviews; prepare data prior to meetings; complete follow up reports on site visits, to include performance metrics; and
· Draft policy and procedures including contributing to the updates of Chapter 6 of the Asset Forfeiture Financial Management Policy Guide.
· Develop recommendations and solutions for potential risks and issues regarding the timely and accurate reporting and expenditure of JLEO-specific activities.
The Records/Examiner Analyst shall provide the following more specific activities in coordination with the SRFF and AFMS POCs.
· Review and analyze the JLEO-specific budget requests and expenditures for the seven agencies (ATF, DEA, FBI, FDA, OCDETF, USDA, USMS) receiving an annual JLEO allocation.
· Support the annual, one-time collection of Microsoft Excel Exhibit 6 data that can include:
· Identification of strengths/weaknesses of the previous data submissions
· Support training of agencies’ POCs in completing Exhibit 6
· Reviewing and updating the existing Exhibit 6 template and instructions
· Collecting, reviewing, cleansing, and standardizing the agencies’ Exhibit 6 submissions into one master data base (generally takes 10 – 14 weeks)
· Working with the AFMS IT Group’s contractors to place the relevant data fields into the Tableau application.
· Support in-depth reviews of the JLEO Program across the seven agencies and/or various expense categories (e.g., disseminating surveys/questionnaires to the agency JLEO POCs, reviewing specific cost categories like vehicles and equipment; performing expenditure reviews).

6. NOTIFICATION OF COMPLETION: At a minimum, notification will be communicated in person and/or in writing to the COR or his designated representative.
7. PROGRESS REPORT: Weekly reports will be provided end of day Friday documenting the status of assignments, upcoming travel, and anticipated activities for the following week.
