About this file
This is a Clarification Questions and Answers document for Request for Proposals 15JPSS26R00000037 for Asset Forfeiture Administrative Support Services issued by the Department of Justice. The document addresses four vendor questions that resulted in clarifications to RFP requirements and submission deadlines.
The Government confirmed that small business participation goals (36% Small Business, 5% SDB, 5% WOSB, 3% HUBZone, 5% SDVOSB) should be calculated as a percentage of total planned subcontracting dollars rather than total contract value, consistent with FAR 19.704 and Attachment 8. The recency requirement for past performance projects was updated to five years from the RFP closing date, aligning with prior Q&A response #50. Due to critical clarifications provided in Q&A Response #36 regarding specific agencies and locations for required Key Personnel (Agency Managers and Project Directors), the Government extended the proposal submission deadline from the original date to June 22, 2026, at 10:00 a.m. EST to allow all vendors equal opportunity to compete. Additionally, the Government clarified that designations in the "Current Services by Location" document—"AFF" (Asset Forfeiture Fund), "Direct" (Direct Appropriations), and "HIDTA" (federal grant program)—represent funding sources rather than contractor counts, with these positions currently marked as vacant. The completed past performance questionnaire remains due June 1, 2026, at 10:00 a.m. EST.

15JPSS26R00000037 Asset Forfeiture Administrative Support Services Attachment 9
Question No.
RFP Section and Attachment No. if applicable
RFP or Attachment Page No.
Vendor’s Question
DOJ Answer
1
RFP, Volume I - Entire Business Proposal, Section 6. Small Business Subcontracting Plan.
43-44
Section L, paragraph 6 states that "The goals listed below represent the dollar percentage of total contract dollars," while the Q&A response to Question #15 indicates that the goal percentages should be distributed among subcontracting dollars rather than the ceiling value. Attachment 8 reinforces the latter interpretation, with each percentage calculated as a "Percent (of Line 3)" where Line 3 is Total Subcontracting. Can the Government please confirm that the small business participation goals (36% Small Business, 5% SDB, 5% WOSB, 3% HUBZone, 5% SDVOSB) are to be calculated as a percentage of total planned subcontracting dollars, consistent with Attachment 8 and FAR 19.704, rather than as a percentage of total contract value?
Yes, the small business participation goals should be calculated as a percentage of total planned subcontracting dollars. Updates to the RFP are in blue font.

RFP Section 4 - Solicitation Provisions: Volume V – Past Performance
46 of 52
The RFP states that Offerors shall submit summaries of relevant projects "with performance ongoing or having been completed... within the past five (5) years from the closing date of the RFP." However, the same section later states, “'Recent' is defined as occurring within the last three years prior to the RFP closing date.” Can the Government please update the recency requirement to be five (5) years, in line with previous Q&A response #50?
Yes, the recency requirement has been updated to five (5) years in line with the Q&A response for #50.
3
Section 2. Procurement Schedule and Section 3. Proposal Due Date and Submission
In Q&A Response #36, the Government provided critical clarification regarding the exact agencies and locations of active Agency Managers and Project Directors required for submission. Because these specific requirements were not detailed in the original RFP baseline, non-incumbent Offerors must now identify, screen, and secure qualified candidates for these precise agency footprints within a highly compressed timeframe. To ensure full and open competition and allow all vendors an equal opportunity to deliver high-quality, fully compliant Key Personnel resumes, will the Government please grant a two-week extension to the proposal submission deadline?
The proposal due date has been extended to June 22, 2026, at 10:00am EST.

Current_Services_by_Location.pdf
8-10
Within the "Current Services by Location" PDF, several rows under the "Number of Contractors" column utilize the designations "AFF", "Direct", and "HIDTA" instead of numerical values. Can the Government please clarify what these designations mean within the context of this document and whether these personnel are part of the AFASS program?
The Asset Forfeiture Program is funded by the Asset Forfeiture Fund (AFF) or Direct Appropriations. HIDTA is a federal grant program that law enforcement can apply for resources. This is not AFF funded or supported. DEA is the biggest user of the program, but if any assets are seized, they must be processed through the Asset Forfeiture Management Staff. The positions with the designations of “AFF”, “Direct” and “HIDTA” are currently “vacant”.
