This report summarizes our observations, analytical results, findings, and recommendations related to the work performed. The work described in this report was performed by ECS in general accordance with the Scope of Services described in ECS Proposal Number 55:5989 and the terms and conditions of the agreement authorizing those services.

1.0 SITE DESCRIPTION
The subject property is located at 10 Calle Casia in San Juan, Puerto Rico. The property is occupied by the San Juan VA Medical Center. The medical center is composed of the following buildings:
• Main Building (Building 1, built in 1969, 452,162 square feet)
• Laundry Building (Building 2, built in 1969, 10,030 square feet)
• Nursing Home - CLC (Building 10, built in 1988, 93,900 square feet)
• Outpatient - OPA (Building 19, built in 1999, 350,037 square feet)
• North Parking Garage (Building 20, built in 1999, 170,000 square feet)
• SICU (Building 26, built in 2009, 11,477 square feet)
• Electrical Distribution (Building 29, built in 2015, 9,480 square feet)
• South Bed (Building 30, built in 2010, 229,877 square feet)
• Administration (Building 40, built in 2012, 169,538 square feet)
• Modular Buildings (Buildings 50-53, built between 2015-2018, 768 square feet each)
• South Parking Garage (Building 60, built in 2016, 325,641 square feet)
Additional ancillary structures occupy the subject property (e.g. guard towers), but were not included in this scope of work. The project areas were specified as the TRs Server Room Upgrade Locations as specified in Appendix II of this report, no other areas within the subject buildings were included in this scope of work.
Environmental Health & Safety Services (EHSS) previously completed Asbestos Inspection Reports for Building 10 (Dated June 10, 2014), Building 19 (Dated August 16, 2016), Building 30 (Dated July 13, 2016), and Building 40 (Dated August 30, 2016). Based on the laboratory results from the above referenced reports, no asbestos-containing materials (ACMs) were identified and each of the buildings received asbestos-free certifications. As requested by CB Design Group, ECS did not resample building materials which were sampled during the above-referenced surveys.
Prior to ECS's April site visit, ECS was notified of asbestos-containing fireproofing located throughout the basement floor, first floor, and second floorof Building 1. Due to ongoing renovations in Building 1, it is understood that asbestos-containing fireproofing had been abated in select sections of the building. ECS was provided with asbestos-free fireproofing location drawings for Building 1 (dated August 5, 2020) by Radames Perdomo Figueroa, Healthcare Engineer for the VA Caribbean Healthcare System. Plenum spaces, above Building 1 offices and hallways, where asbestos-containing fireproofing is expected to be located, were not accessible for entry and inspection at the time of ECS' April 24-24, 2023 survey.
ECS utilized information regarding the locations of already known ACM in conjunction with the current project area locations to derive the following sampling protocol used for this assessment:
ECS assessed/surveyed suspect ACMs, LBPs, and other possible Hazardous Materials in the existing and planned TRs Server Room Upgrade Locations, as provided in the design plans.
ECS did not access ceiling areas where asbestos‐containing fire proofing is known to exist.
These areas are considered regulated work areas and building materials (such as top of ceiling tiles and TSI pipe‐ wrap) are expected to be in contact with the ACM fireproofing.

ECS did not sample fire-rated building materials such as fire‐rated drywall.
ECS continued with survey/sampling in areas certified to be asbestos free, based on the documentation provided, in the specified project area, as necessary.
ECS collected samples of previously untested suspect bulk materials in areas that have been certified as asbestos free in the specified project area, as necessary.
The buildings were operational at the time of ECS' inspection. It is understood that the structures are planned for renovations. The survey targeted accessible interior and exterior portions of the buildings, not including the roofing systems.
Generally, construction materials included a concrete block and wood-framed structure on concrete slab foundation, with stucco and wood siding exteriors. Interior finishes were typical of commercial buildings and included plaster, drywall, ceiling tiles, ceramic and vinyl flooring.
2.0 PURPOSE
The purpose of the Limited NESHAP Pre-Renovation Asbestos Survey and Lead Paint Screening was to identify Asbestos-Containing Materials (ACMs) and lead based paint (LBP) that may be present within the building, prior to the start of renovation activities.
3.0 METHODOLOGY
ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of ACMs and LBP.
The asbestos survey was performed on April 24-28, 2023 by Stephanie Lister and John O'Neil, who are EPA certified asbestos inspectors with ECS. ECS is an asbestos-consulting firm licensed by the State of Florida Department of Business and Professional Regulation. This report was reviewed by a Florida Licensed Asbestos Consultant (LAC), as required by statute.
3.1 Asbestos-Containing Materials
US EPA NESHAP regulation requires a survey for asbestos prior to building renovation or demolition.
Demolition is defined under NESHAP as the removal of a load-bearing structure or member.
The survey consisted of observing the accessible areas of the structure for the presence of suspect materials which may contain asbestos. The survey involved detecting both friable materials (materials which can be pulverized or reduced to a powder by hand pressure when dry) and non-friable materials (materials which pose a hazard when sawn, sanded, drilled or pulverized). Homogeneous materials (based on material type, color, texture, etc.) were identified in various functional spaces during the survey.
The NESHAP and EPA sampling guidelines for a comprehensive asbestos inspection are as follows:
Friable Surfacing Material: Friable surfacing materials, where encountered, are sampled based on the recommendations found in the EPA “Pink Book” entitled “Asbestos in Buildings: Simplified Scheme for Friable Surfacing Materials” (EPA document 560/5-85-030a). Nine samples per homogeneous sampling area are recommended. If nine samples cannot be collected then the number of samples collected is based on the square footage of the homogeneous area of the material. If less than 1,000 square-feet (ft2) of suspect friable material is present, three samples are collected. If the area is between 1,000 and 5,000 ft2, five samples are collected. If the area is greater than 5,000 ft2 then seven samples are collected.
Thermal System Insulation (TSI): If present, at least three samples are collected in a randomly distributed manner from each homogeneous area of TSI not assumed to be ACM. At least two samples are collected from each homogeneous area of patched TSI. Where cement or plaster is used on fittings such as tees, elbows, or valves, samples will be collected in such a manner sufficient to determine whether the material is ACM or not ACM.
Miscellaneous Materials: This includes materials such as acoustical ceiling tiles, floor tiles, wallboard, wire insulation, caulking sealants, draperies, etc. (basically, anything that does not fall into the first two categories). Suspect miscellaneous materials will be sampled in such a manner as to determine whether or not they contain asbestos. The number of samples collected of a given miscellaneous material will be left to the discretion of the inspector.
The National Emission Standard for Asbestos (Subpart M 40 CFR Part 61.141 to 157 and Appendix A) of the National Emission Standard for Hazardous Air Pollutants (NESHAP) deals with Regulated Asbestos-Containing Materials (RACMS) during demolition activities. According to the NESHAP, friable RACM and RACM that may become friable must be addressed in buildings that are scheduled for complete demolition. For the purposes of this survey, accessible areas associated with the structure were observed for potential asbestos-containing materials.
Sampling Protocol: After these visual observations were completed, representative samples of select materials were obtained. The sampling protocols were determined in the field by our AHERA certified building inspector based on previous experience and in general accordance with applicable NESHAP and OSHA regulations. Some materials may be hidden and may be only accessible during the demolition process. ECS is not responsible for any non-accessible materials that could not be sampled. However, we can assist in the event that they are identified.

As requested by CB Design Group, ECS did not resample building materials which were sampled during the above-referenced surveys.
During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs.
In Building 1, plenum spaces which still contained asbestos-containing fireproofing were not accessible. Unidentified suspect ACMs may be located in these and/or other inaccessible areas.
Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.
Multiple samples of each unique material were submitted.
Samples were analyzed using “Positive Stop” methodology. If one sample of a homogeneous material is reported to contain asbestos, the remaining samples of that material are not analyzed. EPA regulations stipulate that if one sample contains asbestos the entire quantity of that material contains asbestos, regardless of additional analysis.
Samples of suspect ACMs were collected utilizing hand tools and were placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to Scientific Analytical Institute, Inc.
in Greensboro, North Carolina for analysis via Polarized Light Microscopy (PLM) in accordance with current EPA-600 methodology. Materials consisting of additional layers were analyzed separately.
Scientific Analytical Institute, Inc. is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.
3.2 Screening for Lead in Paint and Surface Coatings
The screening was conducted the U.S. EPA definition of LBP. Under this definition, painted surfaces which contain lead in concentrations equal to or greater than 1.0 milligrams per square centimeter (≥ 1.0 mg/cm2) are classified as coated with LBP. Paints with concentrations of lead detectable by the XRF are considered lead-containing paints. Additionally, fixtures or components that are manufactured with a factory applied glazing (i.e., sinks, toilets, ceramic tiles, etc.) are tested as these factory-applied finishes often contain lead. Activities which disturb lead-containing paints and glazing (while not lead-based paints by the U.S. EPA definition) are regulated by OSHA (29 CFR 1926.62).
Because the current or proposed use of the property is not residential or child-occupied, the scope of the LBP screening was not conducted in accordance with HUD Chapter 7 requirements. This representative screening included walls, windows, doors, and miscellaneous components. Walls are listed by letter with wall “A” being the entrance of the subject building, proceeding clockwise to “B, C, D”, etc.
4.0 RESULTS
The following is a summary of laboratory results, findings and observations.
4.1 Asbestos-Containing Materials
An ACM is defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix A, Subpart F, 40 CFR Part 763, Section 1, PLM. Materials are categorized by the U.S. EPA in the following categories:
• Friable ACMs are defined as any ACM that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure.
• Non-friable ACMs are defined as any ACM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
• Category I non-friable ACM are listed as the following: packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than one percent (>1%) asbestos.
• Category II non-friable ACM are listed as any material, excluding Category I non-friable ACM, containing more than one percent (>1%) asbestos.
• RACM (Regulated Asbestos-Containing Materials) are friable ACM or non-friable ACM that is damaged, or that will be or has been subjected to sanding, grinding, cutting, or abrading or has crumbled, been pulverized, or reduced to powder in the course of renovation and/or demolition operations.
In total, 198 bulk samples from 35 homogeneous areas (HA) were submitted to the laboratory for analysis. Some of the samples were separated into additional layers by the laboratory for analysis.
The laboratory provided results for 305 analyzed layers. Scientific Analytical Institute, Inc. submitted a signed final laboratory report to ECS on May 9, 2023.
Findings: Based on the PLM laboratory analysis of the bulk samples collected during the survey, five (5) materials listed in Table 1 were reported to contain asbestos above 1% and are therefore considered to be ACM, under EPA definitions. All of the five materials listed are located within the Main Building (Building 1).

*The Approximate Quantities listed above are for informational purposes only, and are based on observational field estimates of overt, accessible ACM, at the time of our site inspection. These conservative quantity approximations may include estimates of possible presumed ACMs, which may be occluded by overlying building materials or other barriers at the time of our site inspection. These ACM quantity approximations should not be used for legal or financial matters, nor should they be relied on by asbestos abatement contractors for their own contract bidding purposes. Any contactors bidding on asbestos abatement work should visit the project site prior to bidding, to field-verify the locations of named ACMs, and to develop their own quantity estimates.

Based on the PLM laboratory analysis of the bulk samples collected during the survey, five (5) materials were reported to contain asbestos (>1%). All of the five (5) materials listed are located within the Main Building (Building 1).
• HA-C220-A: 9"X9" White with Black Streaks Vinyl Floor Tile (VFT), was found to contain 4% asbestos and is identified as ACM. The ACM is located on the floors in the Main Building (Building 1). The estimated area of ACM is 1,000 SF.
• HA-C220-B: Black Mastic Backing, was found to contain 20% asbestos and is identified as ACM. The ACM is located under 9"X9" White with Black Streaks Vinyl Floor Tile (VFT). The ACM is located on the floors in the Main Building (Building 1). The estimated area of ACM is 1,000
SF.
• HA-A251: Black HVAC Duct Mastic, applied to the HVAC ductwork, was found to contain 5% asbestos and is identified as ACM. The ACM is located on HVAC duct work near the ceilings of the Main Building (Building 1). The estimated area of ACM is 1,000 LF.
• HA-A251-B: Black Mastic, was found to contain 5% asbestos and is identified as ACM. The ACM is located under 12" x 12" Gray with Specks Vinyl Floor Tile (VFT) (which was not identified as ACM). The ACM is located on the floors in the Main Building (Building 1). The estimated area of ACM is 3,000 SF.
• HA-A251: Red HVAC Duct Mastic, applied to the HVAC ductwork, was found to contain 4% asbestos and is identified as ACM. The ACM is located on HVAC duct work near the ceilings of the Main Building (Building 1). The estimated area of ACM is 1,000 SF.
A complete list of the sampled materials submitted for analysis and sample locations are located in the Appendix of this report. Photographs of the project area and collected samples are also located in the Appendix of this report.
4.2 Suspect or Assumed Asbestos-Containing Materials
Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within the building hidden behind inaccessible areas that include, but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities, etc.
These areas were deemed inaccessible and were not assessed.
If these materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to disturbance for asbestos content by a certified asbestos inspector in accordance with 29 CFR 1926.1101.
4.3 Lead in Paint and Surface Coatings
During ECS' April 24-28 site visit, accessible suspect lead-containing paints/coatings were analyzed in the field using a calibrated X-Ray Fluorescence (XRF) Spectrometer. Paint and surface coatings which contain detectable concentrations of lead are considered “lead-containing paints”. Since OSHA has no specific action level for lead in paint, all paint on the site found to have a measurable concentration of lead should be assumed to be lead containing. Work performed which may disturb lead-containing paint is regulated under OSHA as referenced under 29 CFR 1926.62. A total of 114 XRF scans were conducted during the survey, including calibration scans. Paint and other surface coatings which are defined by applicable regulation as lead-containing paints are summarized in the table below and photographs of lead-containing paints identified are located in the Appendix. It should be noted that lead-based paint (those with detectable concentrations above ≥1.0 mg/cm2) were not detected in the client-designated path of construction.
The following types of materials were found to contain detectable concentrations of lead, and are considered lead-containing paints:

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS
Based on our understanding of the purpose of the Limited NESHAP Pre-Renovation Asbestos Survey and Lead Paint Screening, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.
5.1 Asbestos-Containing Materials
Where a material type has been identified as asbestos containing that other materials with similar color, texture, age and size throughout the building’s interior and exterior be assumed to contain asbestos. Please refer to Section 4.1 for a complete list of building materials that were reported positive for asbestos and to Section 4.2 for materials that were assumed to contain asbestos. Figures in the Appendix show their approximate locations.
Based on the PLM laboratory analysis of the bulk samples collected during the survey, the following materials were reported to contain asbestos (>1%):
• HA-C220-A: 9"X9" White with Black Streaks Floor Tile in the Main Building (Building 1)
• HA-C220-B: Black Mastic in the Main Building (Building 1)
• HA-A251: Black HVAC Duct Mastic in the Main Building (Building 1)
• HA-A251-B: Black Mastic in the Main Building (Building 1)
• HA-A251: Red HVAC Duct Mastic in the Main Building (Building 1)
ECS recommends that the above ACMs be properly abated and disposed of by a licensed Puerto Rico Asbestos Abatement Contractor prior to the onset of demolition activities.
A ten day notification is required prior to initiating any renovation, demolition or asbestos abatement activities. Notifications can be submitted in person or via certified mail for EPA approval to the following address: City View Plaza II, #48 Carr. 175 STR 7000, Guaynabo, PR 00968-8073. Following EPA approval, DNER permits can be submitted at www.drna.pr.gov/acai/ asbesto/.
5.2 Handling of ACMs
If ACMs are to be removed, it is recommended that an industrial hygienist or other qualified professional monitor the asbestos abatement project. This involves collecting air samples from within and outside abatement work areas to monitor the asbestos abatement contractor’s work practices over the course of the project. The abatement project monitor should evaluate if the asbestos abatement work is in accordance with project specifications, U.S. EPA regulation 40 CFR Part 61-National Emission Standards for Hazardous Air Pollutants Subpart M: National Emission Standard for Asbestos, and U.S. Occupational Safety and Health Administration (OSHA) regulation 29 CFR
1926.1101 – Asbestos in Construction. The project monitor should assess each work area to monitor the removal of ACMs. Only after the project monitor has determined the identified ACMs have been completely removed and the work area meets visual compliance with ASTM E1368 consensus standards should final clearance air samples be collected (if necessary, for reoccupation of the abated building area).
Federal, state, and local regulations require asbestos-containing materials be removed prior to disturbance by demolition operations. However, if the building is to be demolished, by regulation, Category I non-friable materials and in some instances Category II materials may remain in place during demolition under the following provisions:
• The Contractor must have appropriate training and/or use certified personnel; must notify appropriate state and federal agencies including US EPA (10 Day Demolition Notification), the debris must remain wet during demolition and cannot become friable; the contractor cannot compact the debris once the building is demolished with Category I/II non-friable materials present.
• Salvage of materials is also prohibited once the building is demolished and Category I/II non-friable materials are mixed in the debris.
• The landfill receiving the waste must be permitted to accept asbestos waste, and must also be notified in writing that it is receiving Category I/II non-friable materials, and it must acknowledge that it can accept this type of waste.
• The contractor is required to comply with all OSHA regulations regarding asbestos.
Suspect ACMs not observed due to inaccessibility or not sampled due to the destructive means that sampling would require may also be encountered during construction activities. At the time of the survey, only limited destructive methods, carried out using hand tools, were used to locate or sample suspect ACMs; therefore, additional suspect ACMs may remain within inaccessible areas that include, but are not limited to, sub-grade walls, structural members, topping slabs, exterior areas, sub-grade sealants, flooring located below underlayments, vapor barriers, pipe trenches and other subsurface utilities, etc. If additional suspect ACMs are uncovered which were not accessible during this survey, it is recommended that these materials either be assumed to contain asbestos or be sampled prior to disturbance upon discovery for asbestos content by an asbestos inspector in accordance with 29
CFR 1926.1101.
Lead in Paint and Surface Coatings
Based on the findings of the Lead Paint Screening, detectable concentrations of lead were identified on some paints and surface coatings. Although relatively low levels of lead were detected in these paints and coatings, ECS considers that, using best management practices during renovation, there will be little likelihood of a lead-related hazard to renovation workers. It is unlikely to pose a hazard during renovation activities. It should be noted that lead-based paint (those with detectable concentrations above ≥1.0 mg/cm2) were not detected in the client-designated path of construction.
The EPA definition of lead-based paint is 1.0 mg/cm2, which relates to pre-1978 housing and child-occupied facilities due to the risk of exposure to children. The risk to children is primarily by hand to mouth exposure from dust created from friction surfaces coated with lead-based paint. None of the surfaces identified are friction surfaces and therefore are not likely to generate dust during renovation activities.
The presence of lead is a concern primarily when conditions exist where it may be inhaled or ingested.
Regardless of the analytical results of a material, all painted and/or glazed surfaces may still contain concentrations of lead in the paint, which when disturbed, may generate lead dust greater than the Permissible Exposure Limit (PEL) of 50 micrograms per cubic meter (ug/m3) as an 8-hour Time Weighted Average (TWA) established by the OSHA “Lead Exposure in Construction Rule (29 CFR 1926.62).”
The OSHA standard gives no guidance on acceptable levels of lead in paint at which no exposure to airborne lead (above the action level) would be expected. Rather, OSHA defines airborne concentrations, and references specific types of work practices and operations from which a lead hazard may be generated (reference 29 CFR 1926.62, section d). Environmental and personnel monitoring should be conducted during any removal/demolition process (as appropriate) to verify that actual personal exposures are below the Permissible Exposure Limit (PEL) of 50 micrograms per cubic meter (µg/m3) as an 8-hour Time Weighted Average (TWA). Under OSHA requirements, the contractor performing renovation work will be required to conduct this monitoring and follow applicable requirements under 29 CFR 1926.62 if disturbing lead-containing paint.
6.0 LIMITATIONS
The conclusions and recommendations presented within this report are based upon a reasonable level of assessment within normal bounds and standards of professional practice for a site in this particular geographic setting. ECS is not responsible or liable for the discovery and elimination of hazards that may potentially cause damage, accidents, or injuries.
The observations, conclusions, and recommendations pertaining to environmental conditions at the subject site are necessarily limited to conditions observed, and/or materials reviewed at the time this study was undertaken. No warranty, expressed or implied, is made with regard to the conclusions and recommendations presented within this report. This report is provided for the exclusive use of the client. This report is not intended to be used or relied upon in connection with other projects or by other unidentified third parties without the written consent of ECS and the client.
Our recommendations are in part based on federal, state, and local regulations and guidelines. ECS does not assume the responsibility of the person(s) in charge of the site, or otherwise undertake responsibility for reporting to any local, state, or federal public agencies, any conditions at the site that may present a potential danger to public health, safety, or the environment. Under this scope of services, ECS assumes no responsibility regarding any response actions initiated as a result of these findings. General compliance with regulations and response actions are the sole responsibility of the Client and should be conducted in accordance with local, state, and/or federal requirements.
During this study, samples were submitted for analysis at an accredited laboratory via polarized light microscopy. As with any similar survey of this nature, actual conditions exist only at the precise locations from which samples were collected. Certain inferences are based on the results of this sampling and related testing to form a professional opinion of conditions in areas beyond those from which the samples were collected. No warranty, expressed or implied, is made.
