Vendors must meet seven minimum qualifications, including successful implementation of the proposed solution for multiple comparable state and local government agencies within the last three years, completion of at least five Oracle EBS data migrations, and certification as an implementation partner of the proposed software vendor. The current environment includes 3,201 full-time employees, 603 contingent workers, and 2,727 retirees, with approximately 3.4 terabytes of data requiring migration. The City currently operates with third-party solutions including OpenGov, B2G, GovMax, Neighborly, and Kronos, which will require integration consideration during implementation.
