PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
a. The contractor will be required to furnish all labor, materials, equipment, and personnel necessary to estimate, manage, and accomplish the individual task orders awarded under this contract. Task orders will be in support of real property maintenance, repair, alteration, and minor construction across all of Joint Base San Antonio, Laughlin AFB and Goodfellow AFB .
b. All work shall be performed in strict accordance with current state and federal building codes, Technical Specifications and Statement of Work for individual Task Orders (TO), as well as drawings, and other contract requirements.
c. The Task Orders will include tasks in a variety of trades, including but not limited to site work, roadway construction and repair, drainage, landscaping, utilities, electrical (interior and exterior distribution), construction of building facilities, renovation of existing building facilities, structural repairs, roofing, plumbing, mechanical systems, HVAC, controls, communications, painting, asbestos and lead based paint abatement, demolition, and installation or removal of large equipment such as boilers, chillers, etc.
d. The Contractor shall utilize the most current edition of RSMeans Facilities Construction Cost Data for the preparation and submission of all construction cost proposals for Task Orders under this contract. Cost estimates shall be provided in Microsoft Excel, and follow the Construction Specifications Institute (CSI) division format.
e. The contractor must provide sufficient technical support and project management to ensure complete, accurate estimates; accommodate a number of concurrent "active" projects; provide flexibility of staff and subcontractor pool to handle rapid increases in work volume, perform according to schedule, on time completion and of acceptable quality as outlined in TO documents, process submittals in a timely manner; follow submitted and approved Contractor Quality Contractor (CQC) plans and project schedules; and present a professional demeanor and positive attitude of personnel.
f. CONTRACTOR COMPLETED TASK ORDERS FOR CONSTRUCTION OR EQUIPMENT
INSTALLATION, SHALL BE COMPLETE, FULLY FUNCTIONAL, AND USABLE, WITH NO
FURTHER WORK REQUIRED BY THE GOVENRMENT.
1.1.2 Location
The work may be located across all of Joint Base San Antonio to include locations at: Fort Sam Houston, Lackland, Randolph, Camp Bullis, Canyon Lake, Seguin Auxiliary Field, Medina Annex, Port Annex, Kelly Field Annex, Medical Center Annex, and Grayson Street Annex, Laughlin AFB and

Goodfellow AFB. The exact location will be shown on the Task Order.
1.2 OCCUPANCY OF PREMISES
Building(s) may be occupied during performance of work under this Contract as indicated in the Task Order. Occupancy notifications will be posted in a prominent location in the work area.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.3 HOURS OF WORK
a. Normal work hours shall be eight (8) hours, Monday through Friday from 7:30 A.M. (0730) to 4:30 P.M. (1630) except days observed as Federal holidays. Holidays falling on Saturday are observed on the preceding Friday. Holidays falling on Sunday are observed on the succeeding Monday.
b. The Contractor may request to work on a weekend, after hours, or on a holiday. All such requests must be submitted in writing to the Contracting Officer (CO) with a description of the type of work to be accomplished on that date. Any request to work a weekend shall be submitted by close of business 5 work days prior to the intended weekend work.
c. Requests to work other than weekends shall be submitted a minimum of 48 hours prior to the requested date. The Government reserves the right to approve or deny the request. Contractor's request to work outside standard work hours shall not justify non-standard rates.
1.4 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements: a. Remove or alter existing work, where noted in the Taslk Order, in such a manner as to prevent injury or damage to any portions of the existing work which remain. b.
Repair or replace portions of existing work, as indicated in the Task Order, which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.5 COMMENCEMENT OF MOBILIZATION/WORK
The Contractor shall be required to commence work required by a TO at the time specified on the Notice to Proceed (NTP), execute the work, and complete the entire work not later than the completion time specified on the NTP. The time stated for completion shall include final inspection and acceptance by the Government and final cleanup of the premises.
Provisions for liquidated damages will be determined on each TO by the CO on an as needed basis.

1.6 PRE-CONSTRUCTION CONFERENCE
Pre-Construction conferences will be held for all individual TOs.
1.7 LOCATION OF UNDERGROUND UTILITIES
JBSA, Laughlin AFB and Goodfellow AFBlocations have different requirements for obtaining digging permits through the various departments. The process for all bases, however, is similar and involves completing an AF Form 103, and coordinating the form through the various departments and local utility companies to identify and mark utilities in the field.
JBSA, Laughlin AFB and Goodfellow AFB locations also have special permits for confined space entries, utility outages, work inside airfields and flight lines, street and roadway closures, etc. See specification Section 01 14 00, Work Restrictions for more details.
The Contractor shall:
a. Allow 28 days, from the day of request, to complete digging or outage requests.
b. Verify existing utility locations indicated on contract drawings, within area of work.
c. Identify and mark all other utilities not managed and located by the local utility companies.
d. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered.
e. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.
f. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.7.1 Notification Prior to Excavation
Notify the Contracting Officer at least 21 days prior to starting excavation work.
1.8 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT
Government Furnished Equipment/Materials (GFE/GFM) will not be furnished to the contractor as a general rule. However, the Government reserves the right to provide GFM and/or GFE to be used on any Task Order. If GFE and/or GFM is provided, ONLY the UPB prices for the cost of labor and equipment furnished by the Contractor will be used. The non-priced items clause will be used to price work involving GFE/GFM if and only if the CTC/UPB does not cover the work required.

1.8.1 Delivery Location
The materials and equipment will be delivered per instructions in the applicable Task Order.
1.9 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located as specified in the applicable Task Order.
Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.
1.10 TECHNICAL STAFF SUPPORT
a. The Contractors technical staff must have the capability to perform field verifications and confirmation that construction drawings present all necessary information to complete the project, such as basic layout and planning work, fabrication and assembly of structural elements, form fit and attachment details for installation of materials and /or equipment, and production of shop and/or record drawings.
b. If specifically required by a particular TO, the Contractor may be required to furnish specialized testing or commissioning of a system or equipment by certified technicians or companies which have required certifications and training to provide the testing or certification.
1.11 TECHNICAL RESPONSIBILITIES OF THE CONTRACTOR
The Contractor shall be responsible for the quality, technical accuracy, and the coordination of all field control, testing, commissioning and any other services as necessary to complete a full and functional facility or changes to one as shown on individual Task Order drawings, specifications, and any other industry standard outlined under this contract.
1.12 LABOR REQUIREMENT
No construction, alteration, or repair (including painting and decorating) of public buildings or public works shall be performed under this contract without the utilization of qualified persons/licensed mechanics, or certified technicians who meet the requirements of the work to be performed and accepted.
1.13 CONSTRUCTION AND PERFORMANCE REQUIREMENTS
a. Throughout the life of this contract, whenever there are active TOs, the Contractor shall be available during normal business hours to meet with the CO or his/her representative, at a location specified, within
SECTION 01 11 00 Page 4 twenty-four (24) hours after notification by telephone.
b. The Contractor shall attend all status meetings, site visits and final inspections when held.
c. The contractor shall maintain a copy of the latest codes during the terms of the contract this copy must be current and reflect all revisions. Department of Defense (DOD) Unified Facilities Criteria (UFC) are available at: www.wbdg.org.
d. If there is a conflict between these codes, regulations and Technical Specifications, the most stringent requirements shall apply unless specifically requested otherwise in writing by the Government.
e. Subcontractors: All sub-contractors performing work on JBSA, Laughlin AFB and Goodfellow AFB shall be in compliance with the TX Occupations Code. All licenses and permits shall be current and present. All personnel working on specialty items requiring specific licensing by other regulatory bodies (i.e., TCEQ) shall have and maintain current licenses. All licenses and permits shall be available for review at any time by the JBSA, Laughlin AFB and Goodfellow AFB Civil Engineering Project Manager, Inspector, and Cntracting Officer.
1.14 PROVISIONS ON CONTRACTING OFFICER'S AUTHORITY
Only the CO is authorized to make changes to the contract or any task order issued there under. No other Government or non-Government official may alter this contract or any task order issued in accordance with the basic contract terms and conditions. The Contractor is to report any attempts to alter this contract or any Task Order to the CO. In the event the Contractor affects any such changes at the direction of any person other than the CO, the change will considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
1.15 UNIT PRICE BOOK (UPB): RS MEANS (NATIONAL) TOTAL BARE COST
a. The UPB contains pricing information for the description of work to be accomplished for the unit of measure specified. The unit price for each line item will be the RSMeans Facilities Construction Cost Data using the San Antonio, TX Weighted Average (Total) City Cost Index.
b. The RS MEANS City Cost Index (CCI) is a tool used to compare costs from city to city. The city cost index is a percentage ratio of a specific city's cost as it compares to the national average, the RS MEANS national total bare cost.
c. For work at Joint Base San Antonio, Laughlin AFB and Goodfellow AFB the latest area, TX Weighted Average (Total) CCI will be used and is updated by RS MEANS quarterly.
d. Each TO cost proposal shall be based upon individual Line items derived from the RS MEANS unit pricing book. The National Total Bare Cost (which excludes RS Means overhead and profit) is derived by adding RS MEANS bare cost of material, labor and equipment as shown in Figure 1 and Figure 2 below. Depending on the specific
SECTION 01 11 00 Page 5 line item from the RS MEANS unit pricing book any combination of material, labor and equipment may be added.
See Appendix J: Application Of City Cost Index (CCI) for the following examples:

e. Once all applicable UPB line items are determined they will be listed with any Non-Pre-priced items (NPI) and multiplied by quantities to be installed. Task Order cost proposals shall be prepared with overhead, profit, taxes, and bonding. The cost proposals shall be broken down by bare cost for the divisions of work and mark ups as separate added cost items at the end of the cost estimate.
f. The Contractor shall be required to use the latest version(s) of RSMeans Facilities Construction Cost Data for their cost estimates. The Contractor shall use Government provided technical specifications referenced or provided with the individual Task Order(s) and as part of the Work Plan Requirements, in certain TO's and complete all work requirements.
g. Cost Estimating Requirements: The Contractor shall submit estimate in format as stated on the Request for Proposal and will be hard copy, electronic or both.
1.16 NON-PRICED LINE ITEMS (NPI)
a. If the contractor's TO proposal includes any non-priced items, the burden of justification for the dollar value of the NPI falls on the Contractor, who must provide documentation from three (3) independent sources of the actual installed cost of the item. The following documentation shall be provided with contractor's proposal: A minimum of three (3) independent written price quotes which shall include; material(s) description with unit price and installation cost. The price quotes must be submitted on the contractor's letterhead and be signed by the owner or authorized representative of the company.
b. The total dollar amount of any NPI for an individual TO cannot exceed 10% of the total cost of the TO unless a waiver is obtained from the CO. No TO will be issued when the total amount of all NPI exceeds 25% of the total estimated cost of a specific TO. The contractor shall track the total NPI dollar percentage for each TO and shall clearly indicate the percentage on each new TO or modification proposal.
c. NPI are priced for the local market and therefore are not adjusted by the local city cost index.
d. Contractor shall include in each TO estimate proposal costs for
SECTION 01 11 00 Page 6 project manager and superintendant, and architectural and engineering fees for design services.
1.17 CORRESPONDENCE IDENTIFICATION
a. The Contractor shall use Request for Information (RFI) system for drawing/specification clarifications, subject to the following conditions:
b. The Contractor shall provide electronic copies of RFI's just as if it was a specification submittal.
c. The use of RFI's does not relieve the Contractor of the responsibility for reviewing the contract documents and coordinating the work to be performed.
1.18 COMPUTER AND SOFTWARE REQUIREMENTS
The Contractor shall provide, at his/her cost, all project estimating software needed to develop cost estimates for TO cost proposals. Unless otherwise stated in the Task Order project requirements, the contractor will provide an electronic copy of their estimate from estimating software in Microsoft Excel (.xls) format, in addition to three (3) hard copies.
1.19 RECORD EXISTING DRAWINGS AND AS-BUILT DRAWINGS (INCLUDING UTILITIES)
The Government does not guarantee the availability, accuracy, or adequacy of existing record drawings. It is the Contractor's responsibility to verify all existing conditions prior to starting work on each TO. During the progress of all Task Orders, the Contractor shall keep a marked up set of "Red Line" drawings which will be submitted as part of the project close-out when submitting As-Built drawings. The final, accepted drawings shall be stamped "As Builts" or "Record Drawings" along with the submission of the electronic CAD files which comply to the CAD Standards specified in the Technical Specifications.
1.20 CONTRACTOR QUALITY CONTROL AND INSPECTION
The Government will not perform quality control inspections of work accomplished on TOs, only Quality Assurance (QA). It is the Contractors responsibility to provide quality control as per the submitted and approved Contractor Quality Control Plan(s) (CQC) as specified in Section 01 45 00.10 20, Contractor Quality Control, for those requirements.
1.21 GATE ACCESS/INSTALLATION SECURITY
The Contractor and all of its agents shall comply with JBSA, Laughlin AFB and Goodfellow AFBand location specific access procedures. All contractors that require access to the installation are required to obtain installation access credentials as outlined under specifications Section 01 14 00, Work Restrictions.

1.22 CONSTRUCTION SITE MAINTENANCE
a. Construction sites shall be maintained in a neat and orderly manner. Six foot high temporary construction fencing, and visual screening will be required, and maintained at construction sites. All grass etc. shall be cut as necessary so as to prevent any fire/safety hazards. Contractor shall not leave equipment or materials on site unless prior approval has been obtained from the
CO.
b. Each project site must be cleaned up at the end of each day. All debris (whether blown in or Contractor generated) on the job site shall be picked up and disposed of properly All materials shall be neatly stacked and secured to prevent wind gusts from blowing materials around base. If the CO or his authorized representative deems the project site is unsafe or unsightly the Contractor may be instructed to halt construction and clean-up the site.

PART 1 GENERAL
This Section covers the project requirements unique to Joint Base San Antonio, Texas. Task Orders issued for requirements on Laughlin AFB and Goodfellow AFB will include an edited/site specific version of this specification.
1.1 REFERENCES

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. The following shall be submitted in accordance with Section

1.3 SPECIAL SCHEDULING REQUIREMENTS
All medical and mission critical areas will remain in operation during the entire construction period. The contractor shall conduct his operations so as to cause the least possible interference with normal operations of the activity.
Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 28 days prior to the desired date of interruption.
1.4 CONTRACTOR ACCESS AND USE OF PREMISES
1.4.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar
SECTION 01 14 00 Page 1 with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and cleared for such entry. Mark all Contractor equipment for identification
1.4.1.1 Subcontractors and Personnel Contacts
Provide a list of contract personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency, As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.4.1.2 Installation Access
Non DOD persons (Contractors, vendors, etc) requiring entry to JBSA installation Lackland AFB, Randolph AFB, Fort Sam Houston, or Camp Bullis shall be sponsored by an authorized DBIDS registered DOD ID card holder.
Sponsors must notify the Security Forces Visitor Control Center for the installation that access is required no later than 10 days prior to the requested entry date. Sponsors or Authorizing Official must request the permit in writing or via e-mail from a .mil address to the Visitor Control Center. An Application for the Installation Access Credential form (see Appendix D) will be submitted by the Sponsor or Official to the Pass and Registration Office. Contractor and vendor companies requiring access to Joint Base San Antonio shall provide the credential information for their employees to the sponsor in order to process the access.
All construction contractor employees shall have:
a. One form of picture identification
b. Provide personal (full name, date of birth, home address, and driver license number) and vehicle information.
The following is also required for passes 60 days or longer:
a. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA of where the jobsite is located.
1.4.1.3 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.4.1.4 Government Housing Areas
a. Haul routes to and from construction sites can not go through the housing, residential areas.

b. When working inside a housing area, working hours are limited to 0800 (8 am) to 1600 (4 PM) unless otherwise approved by the Contracting Officer.
1.4.2 Emergency Response Requirement
Contractors reporting an emergency should provide the 9-1-1 dispatcher with the following information:
a. Building number, address or general location
b. Name
c. Phone number
d. Emergency information (cause of fire, explosion, natural gas leak, injuries, etc.)
e. Please, do not hang up the phone until directed by the 9-1-1 dispatcher.
IMPORTANT: If calling 9-1-1 from a mobile phone on any JBSA location you will be directed to the local 9-1-1 dispatcher. Advise the local dispatcher of your location (JBSA-Fort Sam Houston, JBSA-Lackland or JBSA-Randolph). Immediately the local dispatcher will transfer the 9-1-1 phone call to a JBSA emergency dispatcher.
1.4.3 Radioactive Materials and Equipment (Use and Storage)
a. Contractors who intend to use, or store, radiation sources on Joint Base San Antonio, Fort Sam Houston and Camp Bullis must obtain proper authorization in accordance with the above references AFI 40-201 and AFI 48-148 . Contractors will not use radiation sources on referenced locations without an approved Department of the Air Force Radiation Permit issued by the JBSA Radiation Safety Officer (RSO). Such equipment typically includes equipment for Soil Density Testing, Lead-Based Paint Analysis (X-Ray fluorescent analyzer), etc.
b. Contractors require an Air Force Radiation Permit(s)(AFRP) to use or possess ionizing radiation sources on an Air Force installation. For the purpose of this paragraph, ionizing radiation source means any source that, if held or owned by an Air Force organization, would require a specific NRC license or Air Force radiation authorization -
ARA.
c. The non-Air Force applicant will apply by letter with supporting documentation through the Installation Radiation Safety Officer (RSO).
Submit the letter so that the installation representative receives the application at least thirty (30) days before the requested start date of the permit.
d. The Air Force radiation permit (AFRP) application will specify start and stop dates for the AFRP and describe for what purposes the applicant needs the AFRP. Refer to Air Force Instruction (AFI) 40-201, Para 3.4.5.2.1-5 for the latest AFRP requirements and instructions to apply for a permit. The following information shall be submitted to the RSO for the AFRP request.

2) The applicant possesses a valid U.S. Nuclear Regulatory Commission (NRC) Form 347 material license that allows the applicant to use the source as specified in the AFRP application.
3) The applicant possesses a valid Agreement State or Radioactive Material License (Texas Department of Health, Bureau of Radiation Control) license that allows the applicant to use radioactive material (RAM) as specified in the AFRP application and the applicant has filed NRC Form 241, Report of Proposed Activities in Non-Agreement States, with the NRC in accordance with 10 CFR
150.20. A copy of the NRC Rom 241, must accompany the TRC Form 12-1. An AFRP issued under this circumstance will be valid for no more than 180 days in any calendar year.
4) Project Local Point of Contact: Name, Address, and Phone.
5) Company Radiation Safety Officer: Name, Address, and Phone.
6) Copy of Contractual Clause of the Air Force/Army Contract describing work to be performed and inclusive dates (from the contract)
7) Provide log of actual equipment usage to the JBSA-FSH RSO.
8) Leak test documentation for the equipment with the radioactive source(s).
9) Site map defining area where radioactive materials/equipment is to be used.
10) Radiation Safety Program to include standard operating procedures (SOP), training program and designation of Radiation Protection/Safety Officer.
11) Written confirmation that the JBSA-FSH RSO can conduct periodic assessments and has authority to suspend contractor operations believed to be unsafe.
12) For naturally occurring or accelerator produce radioactive material (NORM/NARM) and machine-produced ionizing radiation sources, the applicant has an appropriate State authorization that allows the applicant to use the source as specified in the AFRP application or has in place a radiation safety program that complies with Air Force requirements.
e. All AFRPs will require applicants to remove all permitted sources from Air Force property by the end of the work day. Disposal of radioactive material (RAM) by non-Air Force agencies on Air Force property is strictly prohibited.
Contact the appointed Radiation Safety Officers for JBSA as specified in AFI48-148, IONIZING RADIATION PROTECTION, paragraph 2.15.1 and Attachment 2. Review of the permit request and subsequent approval/disapproval requires approximately 30 days.

1.4.4 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.

Based on the justification provided, the Contracting Officer may approve work outside regular hours.

1.4.5.1 Digging Permits / Utility Locate
a. Digging permits must be obtained prior to any digging, drilling or any excavation work.
b. Digging permit /utility locates are available by submitting the completed US Air Force Form 103 located in Appendix A to the 802 CES

Construction Manager.
c. Contractor to allow (28) days for Government review of digging permit requests. A digging permit for a specified area of excavation expires 30 days after the issue date; the contractor shall re-apply for a new permit to perform excavation in the area if the excavation was not started within the 30-day period.
d. Permits will identify all underground utilities within 5 feet of the designated area. Contractor shall be responsible for all repairs, costs, and damages due to excavating without permit or damaging an identified utility.
1.4.5.2 Utility Outage Permit
a. Contractor shall complete and submit a written request 28 days in advance of the requested utility outage to CES Utility Manager through the 802 CES Construction Manager. The request shall include the utility service to be affected, proposed date, proposed time, and outage duration. Form 103 included in Appendix A can also be used for the request.
b. Contractor shall be responsible to coordinate with the utility system owner about any energy or gas outage request. This coordination is separate than the government coordination.
c. Provide 802 CES Construction Manager a copy of the written Utility Outage request.
d. After submitting the request to the government, the contractor shall received approval from the government prior to schedule a utility outage.
1.4.5.3 Hot Work Permits
Under no circumstances shall hot work operations start without a hot work permit.
All welding and cutting operations shall be performed in accordance with National Fire Protection Association NFPA Standard 5lb Fire Prevention during Welding, Cutting, and Other Hot Work.
Contact the site specific JBSA fire department to request an AF Form 592 USAF Welding, Cutting and Brazing Permit. The Hot Work Permit will be issued by the JBSA RSO Fire and Emergency Services. Air Force Form 592, will be issued by the JBSA- FSH Fire and Emergency Services once the permit is approved.

Permits expire in 30 days. If work will extend beyond 30 day period the contractor shall contact JBSA Fire and Emergency Services to re-issue a new permit.
1.4.5.4 Road Closure Approval Requests
Road closings will not be permitted without approval. To get approval for a proposed road closure, contractor shall submit a traffic control plan to the 802 CES Construction manager 28 days prior to anticipated need for closure.
The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control Devices."
Contractor will provide traffic control signs and barricades for all street widening and extensions. At least one lane of traffic must be maintained at all times.
1.4.5.5 Employment Restrictions For JBSA
The Contractor must not employ any person, for any work required by this contract, who: (1)is a non-immigrant as described in section 101(a)(15)(H)(ii) of the Immigration and Nationality Act (8 U.S.C.
1101(a)(15)(H)(ii), (2) is an alien having a residence in a foreign country which he has no intention of abandoning and who is coming to the United States to perform temporary services or labor.
1.4.5.6 Personnel List
Submit for approval, at least 15 days prior to the desired date of entry, an original alphabetical list of personnel who require entry into Government property to perform work on the project. Furnish for each person:

1.4.5.9 Vehicle List

1.4.5.10 Passes
Submit request for personnel and vehicle passes together. Include the Certificate of Insurance for Contractor and Subcontractor(s) and the Statement of Acknowledgement Form SF 1413 with the submittal. Passes will normally be issued within 21 days.

1.4.5.11 Control
Maintain strict accountability over passes. Immediately report to the source of issue, passes missing or lost and the circumstances. If the Contractor has another active contract or one commencing immediately, employees' names may be transferred from one contract to the other. Final payment will not be effected until employees are transferred to another contract or the records are cleared. Furnish a signed letter, countersigned by the source of issue, stating that passes have been turned in.
1.5 AIRFIELD AND FLIGHT LINE REQUIREMENTS
1.5.1 Airfield Requirements
Work performed under this section shall be coordinated with, and approved by the CO. Due to the potential need to shut the airfield runway down to complete this work the contractor and the CO must agree on the dates and hours that work will occur. It is the contractors responsibility to ensure that the work begins and ends within the agreed to times. This work may involve having to work on weekends or night shifts to meet the runway outage requirements.
Schedule of Work shall be negotiated between the CO and the contractor prior to Task Order award. In the event of any emergency, intense operational demands, adverse wind conditions, and other unforeseen difficulties, the contractor may be required to discontinue all work at locations in the aircraft operational area. The contractor shall notify the CO or technical representative of any changes prior to the start time of each day's work.

The operation of equipment and the performance of work on or in the vicinity of airfields shall be coordinated with the CO and with the Flight Operations Officer. Neither equipment nor personnel shall use any portion of an airfield without permission of these officers. In all cases, verbal communication shall be maintained with the air traffic control tower (ATCT) before and during work on any runway, taxiway or apron which is in operation for conducting flights or aircraft operations. The ATCT staff shall be advised when work is completed. A construction waiver will be obtained by the CO prior to the start of construction. The contractor does not have to do anything to obtain this waiver but they must be aware that it can take up to 90 days to get the waiver signed. The government will add days to the contract to make up for this government delay.
1.5.2 Flight Line Safety
Comply with OSHA 29 CFR 1910. Also, prior to beginning work on the airfield contractor must ensure that contractor personnel receive training on airfield safety and flight line driving from the government (Reference AFI 13-213). For airfield safety requirements contractor will coordinate with the CO at least 30 days prior to beginning work on the airfield via the Government PM. For required flight line driving training contractor must contact the Vehicle Control Officer (VCO) at each JBSA base at least 14 days prior to beginning work.
The contractor shall provide at least two (2) people per construction site who have taken the Airfield Operation provided driving course and have a current AF Form 483 Certificate of Competency. One of these persons must be on site at all times to communicate with the tower and to escort personnel who are on the Entry Authority List (EAL). This person may not escort anyone who is not on the EAL. Construction workers working on airfield sites must also take and pass various training requirements outlined in ETL 13-213.
1.5.3 Emergency Landings and Take-Offs
In a soft closure of the airfield, emergencies shall take precedence over all Contractor operations. Upon notification from the Control Tower of emergency landing or imminent takeoff, all operations shall be stopped immediately and all personnel and equipment evacuated to an area not utilized for aircraft traffic which is at least 200 feet measured perpendicular to and away from the near edge of the runway. Equipment shall be able to clear the work area within three (3) minutes.
In a hard closure of the airfield, emergency landings will be diverted to an alternate location. In a soft closure of the airfield, the contractor shall specify on the bid schedule an hourly rate for aircraft interruptions. The time measurement for the interruptions shall begin with the notification to the contractor to leave the runway, and shall end ten
(10) minutes after the contractor is notified that the runway may be reoccupied. The contractor, however, will be paid for a minimum of one hour for each interruption. Interruptions longer than one hour shall be calculated on the half hour. One hour and fifteen minutes would be considered a one-hour interruption, and one hour, forty-five minutes would be considered a two-hour interruption.

1.5.4 Radio Communication
When the runway is open, no personnel or equipment will be allowed on the runway until radio contact has been made with the Control Tower and permission is granted by the Control Tower. A radio for this purpose will be made available by the CO. The Contractor shall be in contact with the Control Tower at all times during the removal work.
In a soft closure of the airfield, radio communications shall remain open between the contractor and the Control Tower, even if there is no one in the Control Tower. There is always someone on duty at the airfield and they can open the Control Tower at any time if there is an emergency or unscheduled flight.
Before anyone is allowed access to the airfield they must first have a back ground check, and be added to the Controlled Area Entry Authority List (EAL). Provide names, driver’s license numbers and date of birth to the CO 14 days prior to start of construction. Suppliers whose names cannot be provided must be escorted by a government employee. Notify the CO 30 days prior to start of construction. This government escort is for security reason not for communicating with the tower.
1.5.5 Foreign Object Debris
Foreign Object Debris (FOD) is not allowed on the airfield. Remove rock and pebbles from your shoes and vehicle wheels and truck beds prior to entering the airfield. No hard hats, soft hats, lose clothing, scarf, and lose papers, drinking cups or cans, gum, cigarette butts, chew, trash…anything that can be picked up by the wind of a plane engine.
Sweeping is required.
In a soft closure of the airfield, all FOD must be removed regularly to ensure that if there is an emergency landing then all equipment, personnel and FOD can be removed within three (3) minutes. Sweeping is required.
In a hard closure of the airfield, all FOD must be removed prior to leaving the construction site. Sweeping is required.
If it is found that FOD related to the construction site caused damage to an airplane or delayed the airfield usage, then the contractor will become liable for damages accordingly.
