About this file
This is a specification document for the Glennallen Field Office Flood Damage Repair project located at MP 186.2, Glenn Highway, Glennallen, Alaska. The work consists of restoration of buildings and infrastructure damaged by flooding, including releveling a building, repairing a well house, improving electrical equipment, and altering site utilities. The project will be executed under a single prime contract with phased construction required to support ongoing government operations during the work period.
The specifications cover multiple divisions of work including general requirements, selective demolition, metal fabrications, thermal insulation, interior painting, mechanical systems (plumbing and HVAC), electrical systems, earthwork, and landscaping. Key requirements include a 45-day government occupancy of the Headquarters Office Building during releveling and repair work, an 8-day complete site closure for Main Distribution Panel replacement and well house repair work, and a separate 8-day closure for lift station control panel replacement. The contractor must submit a construction phasing work plan at least 21 days before facility closures, maintain accessible driveways and entrances, provide temporary facilities (portable latrines, handwashing stations, and potable water stations) for government use, and coordinate all work with existing government operations with 72 hours advance notice of disruptive activities. Submittals include construction schedules, coordination drawings, product data, shop drawings, and test reports, with 14-day review periods for action submittals and 10-day periods for resubmittals. The contractor is responsible for waste management, environmental protection, temporary protection of existing vegetation, and one year of landscape maintenance following seeding work.

GLENNALLEN, ALASKA
Design Alaska, Inc. 01 10 00 - 2
1.5 USE OF PREMISES
A. Contractor shall have full use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by Government right to perform work or to retain other contractors on portions of Project.
B. Phased Construction
1. This project requires phased construction and specific sequencing to support Government operations during the work. The stated phasing requirements have been approved by the Government as a basic plan while not knowing in advance the Contractor’s eventual ways, means, and methods. The Contractor shall sub-mit a work plan that demonstrates their intended approach to minimize impacts to Government operations. The plan shall be submitted no less than 21 calendar days in advance of the first facility or utility closure and must be approved by the Government before work can occur. The Contractor must meet the minimum stated requirements but can offer the Government a work plan that is considered more beneficial to the Government, pending Government concurrence and ap-proval.
2. Government will vacate the Headquarters Office Building for a period of 45 days while the releveling and repair work takes place in this facility. Site communica-tions are distributed from within this facility and, with the exception of an 8-day period where the site’s Main Distribution Panel is replaced, power must remain on at this facility to power the communications equipment.
3. The Government will fully vacate the site for an 8-day period wherein the Main Distribution Panel, repair work in the Well House, and reconnection of the exist-ing temporary Annex Office Building utilities are to occur. During this time there will be no power or water distribution required to the site. By the end of the 8-day period, power and water distribution shall be restored to the site. A few days allowance for laboratory testing of water distribution systems to confirm water quality will be granted for restoration of water service to the Annex Office Build-ing. The 8-day outage period for MDP and Well House work is determined by the first 2-day weekend, a 5-day workweek, and the first day of a second 2-day week-end. The second day of the second weekend is allocated for the Contractor to demonstrate to the Government that facilities are operational and that staff can return to work at the Site. The Contractor shall obtain all necessary work items and have them on hand before beginning the 8-day closure so as to ensure work can be fully and successfully completed during this strict 8-day closure period.
Any exceptions to this approach must be approved in advance in writing by the Government’s Representative.
4. Following this primary 8-day closure, regular contract requirements will apply to any interruption to utilities or Government facilities such as when the new wa-terline for the Annex Office Building is ready for connection or site electrical work that may require a utility outage for turn over.
GLENNALLEN, ALASKA
Design Alaska, Inc. 01 10 00 - 3
5. Replacement of the Lift Station Control Panel must also be accomplished within an 8-day closure that spans a first weekend, a full work week, and the first day of the second 2-day weekend. This 8-day window may align with the primary 8-day window dedicated to the MDP and Well House work. If it does not align with the primary 8-day window, the Contractor must ensure that portable latrines and handwashing stations are provided for Government use and that sewer facilities that utilize the Lift Station are locked out/tagged out from use by personnel.
6. A phasing matrix summarizing these requirements is included at Attachment 1 to Section 01 10 00 Summary.
C. Schedule and sequence operations necessary to complete the work, including coordina-tion with other crafts relative to the Contractor's requirements. Schedule Work in such manner as to avoid delays in overall construction and permit proper installation of work.
D. Use of Site: Limit use of premises to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Confine constructions operations to areas indicated on drawings.
2. Government Occupancy: Allow for Government occupancy of Project site and use by the public. Government personnel will be continuously occupying areas of the building immediately adjacent to the work area, except as previously noted.
Conduct work in a manner that will minimize needs for disruption of normal Gov-ernment operations. Provide minimum 72 hours advance notice to Government of activities that will impact normal Government operations. Secure Govern-ment's written approval of activities that will impact normal Government opera-tions to avoid delays in overall construction and permit proper installation or work.
3. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
E. Utilities: Service interruptions will not be allowed during regular office hours.
GLENNALLEN, ALASKA
Design Alaska, Inc. 01 10 00 - 4
1.6 GOVERNMENT OCCUPANCY REQUIREMENTS
