About this file

This is a Specification Section (01 10 00 – Summary) for a construction contract under the Bureau of Land Management for flood damage repair work at the Glennallen Field Office in Glennallen, Alaska (MP 186.2, Glenn Highway). The work includes restoration of buildings and infrastructure damaged by flooding, specifically releveling a building, repairing a well house, improving electrical equipment, and altering site utilities. The project will be constructed under a single prime contract, and no geotechnical report is available; attachment and foundation methods are outlined in project drawings and specifications.

The contractor must coordinate with separate contractors performing concurrent work and comply with strict phased construction and sequencing requirements to support government operations during work execution. Key operational constraints include: (1) a 45-day government vacate period for the Headquarters Office Building with power maintained to communications equipment except during an 8-day main distribution panel replacement; (2) a full 8-day site vacation during which main distribution panel, well house repairs, and annex office building utility reconnection occur with no power or water service, with restoration required by day's end and water quality testing allowed thereafter; (3) an additional 8-day window for lift station control panel replacement; (4) utility service interruptions prohibited during regular office hours except with written government approval; and (5) maintenance of clear access to driveways, entrances, walkways, and corridors at all times. The contractor must submit a work plan at least 21 calendar days before the first facility or utility closure demonstrating measures to minimize impacts to government operations, and the plan requires government approval before work commences.

The stated phasing requirements have been approved by the Government as a basic plan while not knowing in advance the Contractor’s eventual ways, means, and methods. The Contractor shall sub‐ mit a work plan that demonstrates their intended approach to minimize impacts to Government operations. The plan shall be submitted no less than 21 calendar days in advance of the first facility or utility closure and must be approved by the Government before work can occur.
