About this file

This document is Section 01 50 00 (Temporary Facilities and Controls) of the specifications for the Bureau of Land Management's GFO Flood Damage Repair project in Glennallen, Alaska.

The section establishes comprehensive requirements for temporary construction facilities and controls. The contractor must provide temporary utilities including water and electric power service, with the government supplying these services without metering or use charges, except during periods when the Well House or Main Distribution Panel are under repair—at which times the contractor must provide their own water and power supplies. The contractor must submit a site plan showing temporary facilities, utility hookups, staging areas, and parking; an air quality permit five days before commencing covered activities; a landscape protection plan seven days before construction; and first aid plans before operations begin. Safety fencing must consist of orange plastic fencing minimum 4 feet high, and tarpaulins must be waterproof, fire-resistant, and UL-labeled with flame-spread ratings of 15 or less. The contractor must provide two portable latrines and two handwashing stations dedicated to government personnel use (one of each ADA-compliant), located adjacent to the AnnexLog Office Building, plus a potable water supply station dispensing 20-30 gallons daily for government personnel. Additional latrines and facilities for contractor use must be in a separate area. All portable facilities require daily cleaning and sanitation. The contractor must install temporary fire protection, security measures, barricades, warning signs, and lighting; provide waste disposal containers complying with NFPA 241; and remove all temporary structures, debris, and materials by Substantial Completion, restoring all areas to original or better condition including topsoil and seeding as necessary. Compliance with NFPA 241, NECA, NEMA, UL standards, and AASHTO MUTCD requirements is mandatory.
