The evaluation comprises 11 weighted criteria totaling 100 points, including project understanding (10%), organizational capacity (15%), RFP compliance (20%), management plan (16%), implementation cost (11%), annual support cost (7%), financial stability (10%), base agreement acceptance (5%), and set-asides for Small Business Enterprise (2%), Minority Business Enterprise (2%), and Women Business Enterprise (2%). Vendors must meet seven minimum qualifications, including successful implementation of the proposed solution for comparable state and local government agencies within three years, completion of at least five Oracle EBS data migrations, and certification as an implementation partner. The City currently operates with 3,201 full-time employees, 603 contingent workers, and 2,727 retirees, and requires migration of approximately 3.4 terabytes of data. The existing third-party systems, including OpenGov, B2G, GovMax, Neighborly, and Kronos, must be integrated into the new solution.
