About this file
This is a specification document issued by the State of New Hampshire for a 29-foot aerial lift and sign body to be mounted on a 2025 Ford F-450 chassis supplied by the state. The specification details the construction requirements for the sign body, including overall dimensions of 136 inches long by 96 inches wide, fabricated from 4-inch by 4-inch angle iron with structural channel longitudinals and cross members. The body must include a diamond plate head sheet, pressure-treated pine decking, two racks for equipment storage, and five WeatherGuard toolboxes of specified models mounted at designated locations. The aerial lift must achieve a maximum stowed height of 10 feet, minimum working height of 34 feet, and minimum horizontal reach of 21 feet, with an end-mounted walk-thru splicing bucket rated for 350 pounds capacity. The lift system shall feature a PTO-driven hydraulic pump, 360-degree boom rotation, hydraulic bucket leveling, full control systems with 12-volt DC solenoid valves, and comprehensive safety features including counterbalance holding valves and a 2:1 structural safety factor. The specification references three preferred manufacturers—Versalift TEL-29-NE, Dur-A-Lift DTS-29, and Altec AT200—as indicative of required quality standards, with all alternative models requiring approval from the Bureau of Mechanical Services prior to bid opening. Vendors must be established businesses with facilities within 45 miles of Concord, New Hampshire.
The vendor shall provide the complete equipment at no cost for a comprehensive safety inspection meeting OSHA and ANSI standards, along with two complete sets of Safety Data Sheets for all materials and fluids used in construction and finishing. The unit includes a one-year no-cost warranty from the in-service date, with two complete sets of operator, repair, and parts manuals provided. Two post-delivery safety inspections are required—one at six months after in-service date and one immediately prior to warranty expiration. The specification mandates that vendors provide no-cost training in maintenance and operation at a date, time, and location determined by the state, with the training scheduled after chassis delivery. The document includes a location drawing showing toolbox placement and notes that potential bidders are encouraged to view the prototype at the State Highway Garage in Concord by contacting James Lamora or Nate Harrison at 271-3721. The specification was revised on February 21, 2020, with an effective date of April 1, 2025.
