About this file
This file is a comprehensive project specifications document (Attachment 07, Part 1 of 3) for EHRM Infrastructure Upgrades at Bedford VAMC, Department of Veterans Affairs Project Number 518-22-700, issued for construction on June 4, 2025. The document was prepared by Triple C - The A&E Group and includes detailed technical specifications across all construction divisions, plus the Infrastructure Standard for Telecommunications Spaces (ISTS) Version 4.0.
The project scope encompasses phased infrastructure upgrades to multiple buildings on the Bedford VAMC campus over a projected 730-calendar-day performance period. Key construction work includes: replacement of all communications cabling with fiber optic (OM4/OS2-10GB plenum rated) and CAT 6A copper cabling with 20 percent additional capacity; new telecommunications rooms (TR) and main computer room (MCR) infrastructure with redundant power distribution units, uninterruptible power supplies, and patch panels; new electrical distribution systems including service panels, transformers, and automatic transfer switches; dedicated mechanical cooling units with condensate management; fire suppression system modifications and new clean agent systems for MCR; new CCTV cameras integrated with existing video management systems; physical access control systems for all TR doors; site fiber conduit in concrete with trenching and hand-digging at utility crossings; and site work including concrete walkways, landscaping, and fencing. The contractor must provide all labor, materials, testing, and third-party inspections; maintain continuous medical center operations with no service interruptions except as approved; complete initial building commissioning before multi-building concurrent work; submit comprehensive project schedules and coordination drawings; and provide warranty management, operations and maintenance manuals, and training. Critical requirements include BICSI-licensed telecommunications contractors with five years' experience, registered communications distribution designers on-site throughout the project, certified testing laboratories, compliance with VA IT security and infection control standards, daily superintendent presence on-site with no concurrent project assignments, and phased utility shutdowns coordinated with the contracting officer at least two to three weeks in advance.
