Performance Work Statement
UH-60A Unique FMS
Enhanced Phase Maintenance Inspection (PMI) Program
9 February 2022
REVISION DATE PARAGRAPH CHANGE
1.0 CONTRACT OBJECTIVES
The Contractor(s) shall produce refurbished UH-60A in support of the upcoming Foreign Military Sales (FMS) mission.
The Government intends to award the refurbishment of five (5) UH-60A aircraft in support of FMS requirement.
1.0 SCOPE
This Performance Work Statement (PWS) describes the reconditioning efforts (i.e., Enhanced Phase Maintenance Inspection (E-PMI)). The E-PMI efforts include: induction of aircraft at the contractor’s facility either by flight or via line-haul; conduct an initial aircraft assessment/inspection; harvest parts; perform controlled exchange of components; transport aircraft; and/or induct the aircraft into the reconditioning program which includes stripping paint;
PMI I and II; clean airframe and components; corrosion prevention (e.g., prime and paint);
apply/integrate Modification Work Orders (MWO); ensure all required safety and maintenance messages have been complied with; store parts; ship parts; conduct scheduled and unscheduled maintenance; aircraft storage; and the delivery and transportation of five (5) H-60A aircraft. All United States Government (USG) interfaces shall be conducted at the contractor’s primary facility, not including items that are coordinated for repair by the Government.
2.0 APPLICABLE PUBLICATIONS
Applicable publications are listed but not limited to those in Appendix A, Reference Publications. Other publications and directives may be applicable and are the responsibility of the contractor to identify and comply with the latest versions of all publications as required or as directed by the Government. The Government will assist in providing publications upon request.
3.0 PROGRAM MANAGEMENT
The contractor shall implement and perform all program management functions to ensure successful completion of this effort, to include the Integrated Product Team (IPT) process in accordance with (IAW) the contractor’s established program management processes and procedures. The contractor shall provide a dedicated Program Manager responsible for IPT, monthly reporting of cost and schedule, and serving as the single point of contact for the Government. The contractor shall track all touch labor and cost on a per aircraft basis in accordance with the defined Contract Line-Item Number (CLIN) structure. The Program Management Plan shall be submitted IAW DI-MGMT-81797, Contract Data Requirements List (CDRL) A001.
3.1 PROGRAM INITIATION
3.1.1 KICKOFF MEETING
The contractor shall conduct a kick-off meeting at the contractor’s facility within 15 days after receipt of order (ARO). Not later than (NLT) ten (10) days prior to the kick-off meeting, the contractor shall coordinate a detailed agenda with the Government Project Lead, and deliver agenda IAW DI-ADMN-81249, CDRL A002, and deliver meeting minutes IAW DI-ADMN-
81250, CDRL A003. A copy of all briefings shall include any corrections made during the meeting in accordance with applicable CDRL. The contractor shall identify its Project Lead for this effort at the kick-off meeting. All contractor personnel responsible for the requirements within the scope of the PWS shall be present to discuss their approach to successful completion of this PWS.
3.1.2 INTEGRATED PRODUCT TEAM (IPT) COORDINATION
The contractor shall implement an IPT process with defined membership roles and responsibilities and participate in Government led IPT meetings. The contractor’s Project Lead, or his designee, shall be empowered to make decisions for the contractor in all matters related to the conduct of this PWS. The contractor (and sub-contractor, if applicable) project leads or subject matter experts shall participate to discuss progress, requirements, issues/concerns, and anything related to project execution. IPT meetings minimum frequency will be once per month; cost, schedule, performance, and identified risks shall be covered. Meeting minutes shall be submitted IAW DI-ADMN-81250, CDRL A003.
3.2 COST AND PERFORMANCE REPORTING
The contractor shall prepare and deliver a Monthly Status Report IAW DI-MGMT-80368, CDRL A004. The contractor shall prepare and deliver financial reports IAW the Logistics Support Facility Management Activity (LSFMA) Multi Award Indefinite Delivery Indefinite Quantity (MAIDIQ) CDRL LSFS001.
4.0 REQUIREMENTS
4.1 INSPECTIONS
4.1.1 AIRCRAFT INDUCTION
The contractor shall depopulate aircraft, provide onsite secure indoor climate-controlled hangar space, ship, receive, maintain accountability of all required components for inspection, and perform reinstallation. Engines and blades will be inspected at an external facility and provided to the contractor as Government Furnished Equipment (GFE). GFE will be delivered to the contractor’s primary facility.
4.1.2 The contractor shall maintain and update all aircraft forms and records in accordance with DA PAM 738-751. The contractor shall make aircraft records available for inspection and delivery as required by the Government.
4.1.3 The contractor shall strip the aircraft of exterior paint, not to include composite surfaces.
Stripping shall occur prior to conducting airframe inspections associated with PMI. The contractor shall conduct a thorough airframe inspection noting any corrosion, cracks or airframe faults; the contractor shall notify the Government (UHPO) via EMAIL of any major structural and or maintenance issues found on the airframe after removal of paint.
4.1.4 The contractor shall conduct PMI I and II, IAW TM 1- 1520-237-PMI.
4.1.4.1 In conjunction with the PMI I and II, the contractor shall conduct a thorough aircraft cleaning and apply Corrosion Prevention Compound (CPC) to all applicable areas exposed during maintenance to include but not limited to the following areas: crew seat adjust cables, fuel cell components, tail rotor control cables, avionics boxes and seams, grounding studs and all common hardware within the avionics locations, battery compartment and connectors, tail landing gear lock pin hardware, stabilator attachment hardware, all main transmission attachment hardware and flight control alignment points, gust lock and gear, and to all water traps, in particular, traps caused by upper fairing rails and the traps on the input modules.
4.2 PERFORM REPAIRS
The contractor shall correct all deficiencies and perform required repairs which were noted during the inspection phase of the E-PMI, i.e. repair cracks, corrosion, leaks, replace faulty or low time between overhaul (TBO) components, etc. to correct all write-ups (For proposal purposes assume 480 hours). The contractor shall apply required safety and maintenance messages per the appropriate maintenance manuals and directives. For proposal purposes the contractor shall assume that all safety and maintenance messages have been complied with. The contractor shall provide dedicated production personnel (operations) and Quality Control personnel. The contractor shall, in regard to the repair portion of this requirement, conduct daily production coordination meetings which will include, at a minimum, Production, Quality and Defense Contract Management Agency (DCMA) representatives.
4.3 PARTS AND MATERIAL
The contractor shall procure all consumables and hazmat parts and components from vendors, Original Equipment Manufacturers (OEMs) and/or Post Blackhawk Exchange and Sales Transaction (BEST) sources, to meet maintenance requirements. If parts are unavailable, lead times impact schedule, or costs associated with contractor procured parts are unreasonable, the contractor shall notify the Government representative for guidance and to coordinate for Government Furnished Material/Equipment (GFM/GFE). Non-Consumable parts will be provided as GFE by the Government. The contractor is responsible as an alternate source of supply for items not available through the Government supply chain. For proposal purposes the contractor shall provide a bill of materials (BOM) and pricing for contractor provided consumables.
4.4 RE-POP AND INSTALL COMPONENTS
The contractor shall repopulate, install equipment, modifications IAW TM 1-1520-237-PMI, Electronic Manual (EM0613), and IAW Appendix A. Deviations will be directed by the Government.
4.4.1 The contractor shall install/re-install parts, components and systems to configure the aircraft as directed by the Government.
4.5 FMS UNIQUE CONFIGURATION PROCUREMENT OF KITS AND/OR MWO
APPLICATIONS
Utilizing USG Approved Installation Instructions, the contractor shall conduct the installation of Garmin 750, Cobham 5000, ARC 220(V3), Improved Durability Gearbox (IDGB), and Improved Flight Controls for five (5) aircraft. The contractor shall provide commercially available components to support the installations. For proposal purposes utilize MWO 1-1520- 237-50-AFG1 for installs.
The Government will provide five (5) each Improved Durability Gearbox Kits and five (5) each Improved Flight Control Kits. The contractor shall procure commercially available components to support five (5) installations of the FMS Unique Configuration Installation Instructions and/or MWO Applications.
5.0 AIRCRAFT PAINT
5.1 The Contractor shall paint the five (5) UH-60A aircraft. The Contractor shall reference Army Technical Manual TM 1- 1500-345-23 for additional safety markings pertinent to UH-60A/L aircraft. For proposal purposes use a Single-Color Chemical Agent Resistant Coating (CARC)-F paint scheme.
5.2 The final paint inspection will be conducted by the Government utilizing the Paint Inspection Criteria listed below. Completed paint will be evaluated based on the type of discrepancies that exist and the location of these discrepancies on the aircraft. Critical areas of very high visibility and non-critical areas of mid to low visibility are identified in the aircraft specific checklists.
These will be used to determine cosmetic acceptability of the finished paint.
Critical areas (fuselage top, sides and nose, engine nacelles, upper wings and lower surfaces of the horizontal stab) shall be inspected. Critical areas shall only be allowed small amounts of debris. The acceptable discrepancy is no more than 5 particles per a 10 square foot area and the aircraft must be cosmetically acceptable from 10 feet. Non-critical areas shall be inspected. The following discrepancies are the only discrepancies allowed:
• Small amounts of debris are acceptable, but no more than 10 particles per a 10 square foot area. Must be cosmetically acceptable from 10 feet.
• Inspection to be conducted with adequate lighting as directed by the inspector.
• Minor scratches or abrasions shall be touched up to present a cosmetically acceptable appearance from 10 feet.
• Slight color variation is acceptable. Must be cosmetically acceptable from 10 feet.
• Slight orange peel is acceptable. Must be cosmetically acceptable from 10 feet.
• Minimal flooding is acceptable if not visible from 10 feet.
Runs are acceptable only if they are not visible from 10 feet and are limited to 2 per 10 square feet.
6.0 POWER-ONS, MAINTENANCE OPERATIONAL CHECKS (MOCS),
MAINTENANCE FLIGHTS AND ACCEPTANCE
The contractor shall perform power-on, MOCs, Acceptance Test Procedures (ATPs), Ground runs, and maintenance flight tests. The contractor shall have dedicated Quality Control and Pilot Support.
6.1 AIRCRAFT STORAGE
At the direction of the Government, the contractor shall store aircraft in “Flyable Storage”. The contractor shall perform all scheduled maintenance activities called out in the technical manuals
TM 1-1520-237 Series to include 14 day run-ups while the aircraft is in flyable storage. For proposal purposes assume five (5) aircraft to be stored in flyable status and all aircraft will be stored for six (6) months.
7.0 OVER AND ABOVE/SPECIAL LABOR:
7.1 OVER AND ABOVE (O&A) will be in accordance with H-29 clause referenced in the Logistic Support Facility Management Activity (LSFMA) Service Indefinite Delivery/Indefinite Quantity (IDIQ) base contract.
7.2 CONTROLLED EXCHANGE
The contractor shall conduct controlled exchange at the direction and approval of the Government.
7.3 AIRCRAFT TRANSPORTATION
The Government will deliver the Aircraft to the contractor’s maintenance facility as GFE. If required at the direction of the Government (UHPO) the contractor may be required to transport aircraft.
7.4 INSTALLATION INSTRUCTIONS OR MWO APPLICATION (IN ADDITION TO
THE PREVIOUSLY REFERRED ITEMS WITHIN THIS PWS)
The contractor shall install components and/or apply MWOs at the direction of the Government.
7.5 SPECIAL LABOR (OVERTIME)
Overtime approval request shall be submitted by the contractor to the Contracting Officer Representative (COR) or Contracting Officer (KO) and the LSFMA Program Integrator (PI) for approval prior to overtime being conducted.
8.0 AIRCRAFT LOADOUT
8.1 At the direction of the Government (UHPO), the contractor shall deliver aircraft to either an Aerial Port of Embarkation or Sea Port of Embarkation. For proposal purposes assume Huntsville International Airport.
8.2 At the direction of the Government (UHPO), the contractor shall conduct load out operations for transport via cargo aircraft or sealift. For proposal purposes assume cargo aircraft.
9.0 INSPECTION AND ACCEPTANCE
Government inspection and acceptance of Origin CLIN’s will be made by DCMA AIMO Eglin Department of Defense Activity Address Code (DoDAAC) S0109A at the Contractor’s facilities.
Government inspection and acceptance of Destination CLIN’s will be submitted in Wide Area Work Flow (WAWF) with the inspection and acceptance DoDAAC W58H0Z.
When Certificate of Conformance is authorized, contractors will "execute" Certificates in WAWF-RA by including the appropriate indicator in the electronic transaction rather than through the inclusion or attachment of the text of the certificate.
10.0 GOVERNMENT FURNISHED EQUIPMENT (GFE)/GOVERNMENT FURNISHED

The Government will provide all the below GFI/GFE items and additional required items upon request by the contractor and approved by the Government.

11.0 CONTRACTOR FURNISHED FACILITIES AND EQUIPMENT
The contractor shall provide onsite indoor climate controlled hangar space located at the contractor’s primary maintenance facility and the equipment, tools, and test equipment necessary to concurrently store; conduct PMI I and II; apply FMS Unique Configuration; and strip and paint aircraft as directed in this PWS.
12.0 AIRCRAFT SCHEDULE/PERIOD OR PERFORMANCE (POP)
The contractor shall induct the first aircraft within 30 days (Objective)/60 days (Threshold) of contract award. Subsequent aircraft shall be inducted 30 days (Objective)/60 days (Threshold) following prior aircraft. The contractor shall deliver each aircraft to the government 100 days (Objective) / 200 days (Threshold) of induction.
13.0 OPTIONS
13.1 Options for additional aircraft shall be priced on a range quantity cost basis. A total of 10 aircraft can be awarded through options. Option aircraft induction and delivery will be IAW paragraph 12.0. Option The range quantities are as follows:
a. 1-2 aircraft
b. 3-5 aircraft
c. 6-10 aircraft
The period of performance for the options induction is 380 days ARO. The options period shall be valid for 24 months. It is the USG’s objective to award options such that no breaks in production occur.
