Section L - PROPOSAL SUBMISSION

L.1 Proposal Submission Requirements. These provisions specify the content, format and quantity requirements required in all proposal submissions. Proposals shall be valid for 180 calendar days after the date of required proposal submission.

L.1.1 The Offeror shall submit the proposal electronically via email to usarmy.redstone.acc.mbx.acc-rsa-lsfs1@army.mil. Any portion of the proposal that is changed (as a result of discussions or proposal revisions) should be annotated and dated. Each volume shall be clearly labeled with its Title and a copy number (e.g., copy 1 of 5).

L.1.2 Proposal Files. Failure to meet this requirement may result in a proposal being eliminated and not being evaluated by the Government.

L.1.2.1 Content Requirement. All information shall be confined to essential matters, sufficient to define the proposal in a concise manner to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked. No price information shall be presented in any part of the past performance or technical proposal.

All information shall be presented in the appropriate volume, shown below.

**For each major subcontractor you may add five pages to the total page count.

Each volume of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Table of Contents and figures/illustrations pages count in the total page count. Indices, acronym lists, and mailto:usarmy.redstone.acc.mbx.acc-rsa-lsfs1@army.mil definitions do not count in the total page count. Pages that exceed the maximum page limitations will not be evaluated.

L.1.2.2 Format. Each paragraph should be single spaced, and shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial font is required. Tables and illustrations may use a reduced font size no less than 10-point and may be produced in landscape mode. The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and Request for Proposal (RFP) number in the header and/or footer. A Table of Contents should be created using the Table of Content feature in MS Word. MS Word (doc) files shall use the following page setup parameters:

Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”

L.1.2.3 File Packaging. Complete electronic volumes shall be written in Microsoft Office format, readable by Microsoft (MS) Word, MS Excel, MS Power Point, and/or Adobe Acrobat (.pdf). Electronic copies shall not be password protected. All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt, etc. Files shall be in read-only format, using PDF files. All volumes shall be assigned files names with a three to five letter indicator added at the start of each file to indicate the offerors name. For example, a submittal by XYZ Corporation would include XYZPastPerf.pdf, XYZTech.pdf, XYZPrice.pdf and XYZSolication.pdf. Subcontractor submission shall identify both the subcontractor and the prime contractor’s name. The sound or video (e.g., MPEG) files shall not be embedded into the proposal files.

All cost/price proposal documents shall be submitted in accordance with Section L.3.2 Cost/Price.

L.1.3 Acquisition Source Selection Interactive Support Tool (ASSIST). ASSIST will be utilized by the Government to support the proposal evaluation and source selection process. A separate tool, the ASSIST2Industry, will be used in conjunction with ASSIST to accomplish all exchanges with Offerors after receipt of proposals pursuant to Federal Acquisition Regulation

(FAR) 15.306.

ASSIST2Industry provides the ability for the Government to issue, and the Offerors to receive and respond to, all Evaluation Notices (ENs) in a secure online environment.

In order to initiate the use of ASSIST2Industry, the Government requires the names, company titles, telephone numbers, and email addresses of two (2) individuals that the Offeror has designated as responsible for receiving and responding to Government ENs through

ASSIST2Industry. The designation of two (2) individuals is for the purpose of insuring availability of one individual if the other individual is not available. The required information regarding these two (2) individuals must be submitted with the Offeror’s proposal and included in the cover letter.

After the solicitation’s closing date, the Government will establish an account in ASSIST2Industry for each individual identified by the Offeror that has submitted a proposal in response to this solicitation. The two individuals named by the Offeror will be authorized access to that account. Two (2) separate system generated emails will be sent to each individual. One of the emails will contain the individual’s ASSIST2Industry username. The other email will contain the individual’s temporary password. Using the provided username and temporary password, each individual can then go to https://ASSIST2Industry.army.mil to access the account. NOTE:

The first time a user logs in, the user will be required to change the temporary password before the user can proceed to use the site.

Whenever the Government issues ENs to the Offeror through ASSIST2Industry, the Government’s Contracting Officer will notify the Offeror through a medium independent of ASSIST2Industry (e.g., e-mail) that the Offeror has ENs in ASSIST2Industry waiting for a response. There will be no ENs in ASSIST2Industry until such notice is issued by the Contracting Officer.

All Offerors are advised that ASSIST2Industry has been updated and it is now the responsibility of PRIME Contractors to establish accounts for their SUBCONTRACTORS to respond to Government ENs. A separate area within ASSIST2Industry has been created to allow authorized Subcontractor POCs to upload proposal files only. Subcontractors will not be able to access any other information on the ASSIST2Industry website (e.g., Questions/Evaluation Notices, Responses, etc.). Once a Subcontractor has been added, they will receive a user ID (e.g., subcontractor0001) and password (an initial password) that will be sent via two separate system generated e-mails. A Subcontractor will have one user ID for all PRIMES and solicitation responses, i.e., if you are a Subcontractor to multiple Prime Contractors and multiple solicitation responses, you will only have one user ID. Once an account has been established for the Subcontractor, go to https://ASSIST2Industry.army.mil to access the account. Prime Contractors will only be able to see the number of files submitted by their Subcontractors; but will be UNABLE TO VIEW the Subcontractor’s files.

L.1.3.1 ACCESSING ASSIST2INDUSTRY PRIME/SUBCONTRACTORS:

Access to ASSIST2Industry will require a two-factor authentication for each Prime and Subcontractor user. All ASSIST2Industry users are required to have a username/password (first authentication) and may select one of the following three methods for implementing the second authentication to access the site:

1) Use an authenticator application on your cell phone (e.g., Google or Microsoft Authenticator) to receive a QR Code.

2) Receive a code via an SMS Text Message to your cell phone; or

3) Receive a code via e-mail.

Contractor POCs should not provide any additional information than what is noted above.

NOTE: Both Prime Contractors and Subcontractors are instructed to review the ASSIST2Industry User’s Guide, located under the “Getting Started” tab on the website. The guide has been updated and provides step by step instructions on how to perform functions and navigate the website.

COMPETITIVE RANGE DETERMINATION IN ACCORDANCE WITH FAR 15.306(C) HAS

COMPETITIVE RANGE WHEN THAT DETERMINATION IS MADE. ALL

NOTIFICATIONS THAT ANY TYPE OF EXCHANGE WITH THE OFFEROR HAS

SENT TO THE OFFEROR BY THE CONTRACTING OFFICER INDEPENDENTLY OF THE

ASSIST2INDUSTRY.

L.2 Entry Gate Criteria. To be eligible for evaluation of Factors 1, 2, and 3, the Offeror must first demonstrate it meets the entry gate criteria:

L.2.1 The offeror shall provide documentation that the offeror has, or by the time of contract award can acquire by ownership or a singularly dedicated lease, a primary aircraft facility within the Redstone Area of Responsibility (AOR) as defined by the PWS. Facility documentation may include demonstrated ownership, signed leases, exclusive leasing rights or evidence of in-progress lease negotiations. In order to satisfy this entry gate criteria, the Offeror must certify that the Government has the right to perform a site survey of the facility during the entirety of the proposal’s validity.

L.2.2 The offeror shall provide current copies of its AS9110, AS9100, and ISO 9001 Certifications.

L.2.3 The offeror shall submit a copy of its 14 CFR Part 145 Repair Station registration and air agency certificate for a facility within the Redstone AOR. Facility documentation may include demonstrated ownership, signed leases, exclusive leasing rights or evidence of in-progress lease negotiations. In order to satisfy this entry gate criteria, the Offeror must certify that the Government has the right to perform a site survey of the facility during the entirety of the proposal’s validity.

L.3 Factors

L.3.1 Factor 1: Technical. The offeror shall include a summary of the team composition to include the prime contractor, partners and/or any subcontractors. The volume shall be organized into the following narrative sections:

L.3.1.1 Technical Areas

L.3.1.1.1 Corporate Capability: Corporate Capability areas include: (i) Quality and Safety Management Systems, (ii) Facility and Equipment Requirements, (iii) Human Resource Plan.

i. Quality and Safety Management Systems

a. The offeror shall provide current copies of approval documentation of Ground and Flight Risk standards to DCMA 8210.1 (to include flight operations). If the offeror does not possess DCMA approved Ground and Flight Risk operating procedures at the time of proposal submission, the offeror shall submit draft operating procedures at the time of submission.

Note: Draft Ground and Flight Risk operating procedures are not subject to page limitations of the RFP.

b. The offeror shall provide the complete results of their last two external AND internal audits (if any have been conducted and completed), including findings.

The audits must have been completed within 36 months from release of the formal RFP. The offeror is not authorized to change the audit in any manner, but the offeror is authorized to provide points of clarification with respect to the findings. The offeror shall, if requested in writing from the Government, make available and provide access to internal processes, manuals, and procedures as a context for this review. The offerors’ supporting manuals and procedures will only be used as reference documentation to fully understand the meaning and context of the findings.

c. The offeror shall provide concise examples, within the last 2 years, of numbers 1-

5 below.

1. Quality monitoring (near escapes and escapes): The offeror shall provide specific detail about the quality monitoring processes utilized during the management of the representative facility. The offeror shall provide in abstract form the details of the metrics that were used, how the data was gathered, and the changes that the data and metrics drove. Additionally, the offeror shall detail any instances in which the quality monitoring successfully identified a quality escape prior to aircraft or production release and any instances in which an aircraft or a produced item was released with a quality issue. Finally, the offeror shall detail the corrective actions taken with respect to the quality escape, including the results of the corrective actions.

2. Special initiative processes and results (including frequency): The offeror shall provide specific examples on Special Initiative Process(es) (SIP) (no more than three) utilized during the management of the representative facility. The offeror shall provide a concise narrative that details the desired result of the SIP, the expected changes, and the planned timeframe. Furthermore, the offeror shall provide the results of the SIP including how the results compared to expectations.

3. Process improvements: The offeror shall provide specific examples (no more than three) about applicable continuous improvement processes (e.g., LEAN, SPC, continuous monitoring, etc.) that were utilized during the management of the representative facility. The offeror shall provide, in concise narrative, the details of each continuous improvement process including the desired result including timeframe.

4. Cost of quality metrics: the offeror shall provide specific examples (no more than three) with respect to cost of quality metrics that the offeror has utilized during the last two years in the representative facility. The term cost of quality refers to savings realized through the employment of the improvements brought about by the quality system or costs incurred by quality escapes. The offeror shall provide a concise explanation of the metric and the follow-on results from using the metric.

5. Personnel – monitoring, execution, performance, and training: The offeror shall provide a concise description of the number Technical Inspectors (TI) used in the oversight of a similar contract and how the Tis are organized (sheet metal, hydraulics, backshops, etc). The offeror shall provide the demonstrated throughput ratio (reviews/day) and first pass approval ratio. The offeror shall provide description and evidence of their current levels of dedicated, non-Technical Inspector (non-TI), quality workforce utilized in support of similar contract requirements. This description shall include the numbers of non-TI, a brief position description of each, and a brief description of associated workforce and data interaction. As Evidence, the offeror shall provide an organizational wiring diagram that provides graphical representation of personnel and data interaction.

The offeror shall provide description and evidence of their current training requirements for TI. The offeror shall submit the list of accomplished orders and basic training requirements to be on initial TI authorized to approve work. The offeror shall provide a list including brief description of any required continuous training classes, refresher training, yearly training, and/or escaped triggered training. The offeror shall provide a description of the training requirements for TI advancement, especially focusing on any ISO, AS9110, AS9100, inspector/auditor coursework, or any other quality certifications. As evidence, the offeror shall provide a copy of the actual forms and records that capture the status / progress of the TI.

d. Critical Safety Items –The offeror shall provide substantiation of AS9017 by means of a process/procedure.

ii. Facility and Equipment Requirements Facility and Equipment requirements: For each of the facilities submitted in the entry gate volume, the Offeror shall provide floor plans, or other supporting documentation as necessary, to demonstrate the facilities meet or exceed the requirements outlined in Section M. Additionally, the Offeror shall provide a list of tooling and equipment (either in possession or readily accessible) necessary to perform aircraft maintenance and modifications. The list must contain enough detail to demonstrate the tooling/equipment meets the requirements in Section M.

iii. Human Resource Plan

The offeror shall submit a Human Resource Plan. Offerors shall provide their proposed approach to recruit and retain employees throughout the life of the contract effort. The plan should include the approach for recruiting, training, screening, and certifying employees to provide a sufficient number of fully qualified employees.

L.3.1.1.2 Sample Order 1

The offeror shall provide its proposed technical approach demonstrating a detailed understanding of the sample order 1 PWS scope of work (RFP Attachment 0013). The technical approach shall include: detailed estimates of labor by category, detailed estimates of material, with supporting rationale, schedule, management plan, identification of critical areas and risk, and the methodology necessary to verify the requirements.

The offeror shall describe their management plan with an organizational chart showing the lines of authority, responsibility, and communication for management, supervisory, and technical personnel. The management approach should consist of a management plan which clearly defines how administrative, technical, financial requirements, and risk will be managed. A milestone chart, projected spending rate, and estimated man-hours should be included.

L.3.1.1.3 Sample Order 2

The offeror shall provide its proposed technical approach demonstrating a detailed understanding of the sample order 2 PWS scope of work (RFP Attachment 0014). The technical approach shall minimally include: detailed plan on accomplishing task, detailed estimates of labor by category;

detailed estimates of material, with supporting rationale; schedule; management plan;

identification of critical areas and risk; and the methodology and testing necessary to verify the requirements.

The offeror shall describe their management plan with an organizational chart showing the lines of authority, responsibility, and communication for management, supervisory, and technical personnel. The management approach should consist of a management plan which clearly defines how administrative, technical, financial requirements, and risk will be managed. A milestone chart, projected spending rate, and estimated man-hours should be included.

L.3.2 Factor 2: Cost/Price.

L.3.2.1 Electronic Copy. The electronic spreadsheet files (workbooks) shall be submitted in a Microsoft (MS) Excel compatible format. Files contained in the L.3.2 Factor 2: Cost/Price electronic submission shall not be password protected. Electronic links are only permissible within the Cost/Price Volume. If files contain links, the links must be intact and maintained through all revisions. The offeror shall not include in the Excel spreadsheets pivot tables or macros and shall not include cell references to data or files which are not included in the Cost/Price Volume. For each workbook, all rows, columns, cells and worksheets are to be visible. Do not include zero height/zero width rows/columns in worksheets.

The worksheets shall include all formulas, functions, computations, or equations used to compute the proposed CPFF price. In support of the CPFF price, the offeror shall provide a supporting narrative describing the basis and rationale of all proposed rates proposed as part of the CPFF effort. Any supporting worksheets and/or proposal narratives shall be provided in files that are MS Excel or MS Word compatible

Provide a Table of Contents showing each file submitted as part of the Cost/Price with a short description of the contents of the file. Hyperlink each of these entries in the Table of Contents to the respective files.

L.3.2.2 The offeror shall provide a completed LSF-1 Cost/Price Template proposing IDIQ Rate Tables (RFP Attachment 0002). It may be necessary for the offeror to revise the number of rows and columns in the LSF-1 Cost/Price Template to reflect differences or nuances in the offeror’s accounting system and estimating practices. The offeror may also incorporate additional worksheets/tabs to assist in calculating rates that are entered into the Government formatted worksheets. However, it is requested that the general format be maintained as much as possible for evaluation and contract administration purposes.

The offeror is required to fill out RFP Attachment 0015, CAGE Code and Cognizant Defense Contract Management Agency (DCMA)/Defense Contract Audit Agency (DCAA) Information to include the DCMA and DCAA Point of Contacts’ (POCs’) email addresses and telephone numbers. If the offeror is not assigned to DCMA for contract administration or is not assigned to DCAA for audit, the offeror shall identify the cognizant federal agency or agencies with the POCs’ email addresses and telephone numbers. The offeror shall ensure that all DCMA/DCAA information is current and that the correct POC information is provided.

If applicable, the offeror shall disclose information pertaining to any proposed Joint Venture (JV), JV mentor-protégé, or mentor-protégé agreement. If the offeror is a JV, then the offeror shall provide information identifying all affiliates and provide a copy of the documentation (e.g.

Contract, Agreement, Evidence) validating the legally binding business relationship. The offeror shall ensure that the documentation clearly identifies the managing entity of the business relationship.

L.3.2.3 Compliance. Failure to comply with the RFP requirements for Cost/Price information may result in reducing or eliminating an offeror’s chance of being selected for award. The offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF33 and continuation sheets.

L.3.2.4 General Instructions. In accordance with FAR 15.402 and 15.403-1, certified cost or pricing data are not required because adequate competition is expected for this procurement.

Data other than certified cost or pricing data is required to be submitted to support the cost realism analysis of the CPFF prices. Data other than certified cost or pricing data may be provided to support the reasonableness of the Cost/Price proposal. In accordance with FAR 15.403-5, the data other than certified cost or pricing data shall be provided in the format as required by RFP Attachment 0002 – LSF-1 Cost/Price Template and must be sufficient for the Government to perform its analysis. In the event that adequate competition is not obtained, the Contracting Officer will request a Certificate of Current Cost or Pricing Data in accordance with DFARS 252.215-7008, “Only One Offer.”

All prices and costs must be in U.S. dollars only, including the amounts for the prime offeror and any potential subcontractors. If the basis for the proposal is in any other currency, the offeror shall state the exchange rate(s) used to convert any currency to U.S. dollars. There are no page limitations for this volume. Proposal information included in this volume, which is not directly related to Cost/Price, will be disregarded. After receipt of proposals, the Government reserves the right to request additional or more detailed data other than certified cost or pricing data to support an evaluation of reasonableness of the Cost/Price proposal and an evaluation of cost realism of the CPFF prices.

L.3.2.5 Cost/Price Proposal Assumptions. The offeror shall use the following assumptions when proposing its LSF-1 IDIQ Rate Tables.

L.3.2.5.1 Period Of Performance: For proposal purposes, the offeror shall assume the following periods:

Calendar Year (CY) 2023: 1 January 2023 – 31 December 2023

CY 2024: 1 January 2024 – 31 December 2024 CY 2025: 1 January 2025 – 31 December 2025 CY 2026: 1 January 2026 – 31 December 2026 CY 2027: 1 January 2027 – 31 December 2027 CY 2028: 1 January 2028 – 31 December 2028 CY 2029: 1 January 2029 – 31 December 2029 CY 2030: 1 January 2030 – 31 December 2030

L.3.2.5.2 Business System Status. The offeror shall provide the most current compliance status and date of adequacy/inadequacy determination of its purchasing system and accounting system and provide supporting documentation (proof) of such determination. The offeror shall identify any known purchasing system and accounting system deficiencies and for any significant deficiencies, provide a copy of the offeror’s plan for corrective action that was submitted to DCMA.

In accordance with FAR 16.301-3(a)(3), the offeror must have an accounting system that is adequate for determining costs applicable to the contract. If DCMA has not approved the accounting system or determined it adequate, the offeror shall indicate that by completing the Pre-award Survey of Prospective Contractor Accounting System Checklist under RFP Attachment 0016. In order for the Army Contracting Command-Redstone to proceed with a request for a pre-award accounting system survey, completion of the Pre-award Survey of Prospective Contractor Accounting System Checklist, included as RFP Attachment 0016, is required. Any known/cited Accounting System deficiencies shall be identified. The Contracting Officer may forward a copy of the Pre-award Survey of Prospective Contractor Accounting System Checklist to the cognizant DCMA office requesting a pre-award survey.

L.3.2.5.3 Cost Accounting Standards Board (CASB) Disclosure Statement. The offeror shall provide a copy of its most current CASB Disclosure Statement, if applicable.

L.3.2.6 Cost Formulation. The offeror shall propose in accordance with the following assumptions.

L.3.2.6.1 IDIQ Rate Tables. The IDIQ contract award will establish IDIQ Rate Tables containing CPFF base labor rates, FFP base labor rates, Direct Labor Wrap Rates, Material/ODC Wrap Rates, Fee/Profit Rates, Facilities Capital Cost of Money (FCCOM) Rates and Storage Rates. The Prime CPFF Labor Rate Table and Prime FFP Labor Rate Table shall contain prime labor costs only. No subcontract costs or non-labor costs shall be included in the Labor Rate Tables. The prime contractor’s proposed rates on LSF-1 orders shall not exceed the rates by contract year in the IDIQ Rate tables.

L.3.2.6.2 IDIQ Total Proposed. The Attachment 0002 – LSF-1 Cost/Price Template is pre-populated with formulas that apply

• base labor rates as proposed in the Prime CPFF Labor Rate Table and Prime FFP Labor Rate Table to RFP provided labor hours;

• Direct Labor Wrap Rates as proposed in the Prime Wrap Rate Tables to direct labor costs;

• Material/ODC Wrap Rates as proposed in the Prime Wrap Rate Tables to RFP provided Material/ODC base amounts;

• Fee/Profit rates as proposed in the Prime Profit-Fee-Storage Tables to proposed costs;

• Storage Rates as proposed in the Prime Profit-Fee-Storage Tables to RFP provided square feet amounts by year; and

• FCCOM rates (if applicable) as proposed in the Prime Profit-Fee-Storage Tables to proposed costs.

The resulting amount, as calculated from the IDIQ Rate Tables, represents the offeror’s LSF-1 total proposed amount for evaluation purposes and shall be rounded to the nearest dollar.

L.3.2.7 CPFF Instructions. In support of the proposed CPFF price, the offeror shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. The CPFF pricing should be sufficiently detailed to demonstrate realism. The offeror is responsible for providing adequate evidence to prove credibility of proposed prices. The offeror’s proposal shall be submitted with any and all information reasonably required to explain the CPFF estimating process, including the judgmental factors applied and the mathematical or other methods used in the estimates, including those used in projecting from known data; and the nature and amount of any contingencies included in the CPFF price. Provide any other general or specific information that may be beneficial in the evaluation of the offeror’s CPFF price. The offeror shall ensure that the Cost/Price Volume includes supporting data and rationale in sufficient detail to enable the Government to evaluate the realism of the offeror’s proposed CPFF price.

The offeror’s cost estimating practices shall be in accordance with the offeror’s established accounting and estimating practices for accumulating, allocating and recording costs to final cost objectives. The offeror shall identify any deviations from the offeror’s standard procedures in preparing the CPFF proposal. If the offeror proposes to absorb a portion of costs, explain the reason and impact on cost elements and the specific accounting treatment that will be given to those absorbed costs to ensure that the Government is not charged for the higher actual costs incurred. Note that these deviations are subject to be included as binding in any resulting contract.

The CPFF price shall be based upon costs that are realistic for the approach and effort to be performed and achievable. In support of the CPFF price, provide information as described below.

L.3.2.7.1 Direct Labor. In Attachment 0002 – LSF-1 Cost/Price Template, the offeror shall provide its mapping of the CPFF RFP labor categories to the offeror’s contractor/corporate labor categories with minimum education and experience to demonstrate that the offeror is proposing qualified personnel for the effort. A listing of minimum employee qualifications for LSF-1 is located at RFP Attachment 0005, LSFS-1 Labor Category Requirements. CPFF direct labor rates shall be segregated by labor category and year. The offeror shall provide the following in support of the proposed CPFF direct labor rates:

L.3.2.7.1.1 A listing of direct labor base rates by labor category and by contractor fiscal year and contract year used in the development of the CPFF proposal. Direct labor rates shall identify the baseline (takeoff point) plus projected escalation for each year. The offeror shall disclose the correlation between the contractor’s fiscal year and the proposed direct labor rates by contract year.

L.3.2.7.1.2 A narrative explaining the basis of estimate for proposed labor rates used in the CPFF price and any escalation factors used to support why the proposed rates are realistic.

L.3.2.7.1.3 The offeror shall provide sufficient details for the Government to evaluate the proposed skill mix for the CPFF effort. If a particular RFP labor category is a composite of more than one of the offeror’s contractor/corporate labor categories, the offeror shall provide the calculation of the composite with the assigned weightings. If a proposed RFP labor category is comprised of only one contractor/corporate labor category, the offeror shall provide the crosswalk to the offeror’s single contractor/corporate labor category and assign a weighting of 100 percent.

L.3.2.7.1.4 The offeror shall include in its proposal submission its policy addressing uncompensated overtime and state whether or not the offeror is proposing uncompensated overtime for the proposed effort. The offeror’s accounting practices used to estimate uncompensated overtime must be consistent with its cost accounting practices used to accumulate and report uncompensated overtime. In accordance with FAR 52.237-10, Identification of Uncompensated Overtime, if uncompensated overtime is proposed for employees who are exempt from the Fair Labor Standards Act, the offeror shall compute an estimated hourly rate for each employee based on the total compensated and uncompensated hours the employee is expected to work during the year and distribute salary costs to all projected tasks/efforts at the estimated hourly rate. If proposing uncompensated overtime, an offeror shall adjust the proposed labor rates to cover the extra hours proposed to be worked and submit the calculations as shown in the following example:

L.3.2.7.1.5 State whether the rates proposed in the CPFF effort represent a Forward Pricing Rate Recommendation (FPRR) or Forward Pricing Rate Agreement (FPRA), and note the date of the recommendation/agreement. If the proposed direct labor rates are based on a FPRR or FPRA, the offeror shall provide a copy of the FPRR or FPRA;

L.3.2.7.1.6 If the direct labor rates proposed in the CPFF effort are based on actual employee payroll rates for employees working in the same or similar positions as those proposed, the offeror shall provide copies of the employees' payroll records from the offeror's accounting system. The offeror shall provide the employees' actual payroll rates, labor categories, job descriptions, and minimum qualifications to demonstrate that the payroll data can be properly mapped to the RFP labor categories.

L.3.2.7.1.7 If the proposed direct labor rates proposed in the CPFF effort are based on agreed to labor rates with prospective employees, the offeror shall provide copies of the letter of intent/contingent offer letters signed by the prospective employees. The offeror shall ensure the letter of intent/contingent offer letters identify the job title, job description, any minimum qualifications, and the agreed to compensation to demonstrate that the letter of intent/contingent offer can be properly mapped to the RFP labor categories.

L.3.2.7.1.8 If the proposed direct labor rates proposed in the CPFF effort are based on surveys (i.e. personnel for that category are not currently employed by the offeror), then the offeror shall provide the applicable pages from the proposed surveys and show which rates were utilized (i.e.

50th percentile, median, etc.). The offeror shall ensure the survey pages identify the job title, job description, and any minimum qualifications to demonstrate that the survey data can be properly mapped to the RFP labor categories.

L.3.2.7.1.9 If the proposed direct labor rates proposed in the CPFF effort are based on something other than a FPRR, FPRA, survey, actual payroll rates, or prospective employee agreed to compensation, the offeror shall provide the supporting documentation to show the proposed labor rates are realistic.

L.3.2.7.1.10 If the offeror is proposing personnel that are subject to a SCLS Wage Determination and/or CBA, the offeror shall provide with its proposal the appropriate Wage Determination and/or CBA. Any applicable Wage Determination and/or CBA provided with the offeror’s proposal will be made part of the resulting contract. The offeror shall provide a crosswalk to show the mapping of the proposed contract labor categories to the Wage Determination and/or CBA labor categories.

L.3.2.7.2 Indirect Costs (to include Facilities Capital Cost of Money (FCCOM)). The offeror shall provide the following in support of the proposed indirect costs on the CPFF effort:

L.3.2.7.2.1 A listing of indirect rates by contractor fiscal year and contract year used in the development of the CPFF proposal. The offeror shall disclose the correlation between the contractor’s fiscal year and the proposed indirect rates by contract year.

L.3.2.7.2.2 A narrative explaining the basis of estimate for indirect rates, proposed as part of the CPFF proposal, that supports why the proposed rates are realistic, to include a general description of the types of costs included in each indirect rate pool;

L.3.2.7.2.3 State whether the indirect rates proposed in the CPFF effort represent a FPRA or FPRR, and note the date of the FPRA or FPRR. If the proposed indirect rates are based on a FPRA or FPRR, the offeror shall provide a copy of the FPRA or FPRR;

L.3.2.7.2.4 If the proposed rates in the CPFF effort are not based on a FPRA or FPRR, the offeror shall provide an indirect rate proposal for the budgeted/forecasted rates used in this proposal. The indirect rate proposal shall provide the total pool and base amounts for each indirect rate proposed. Also, provide the actual indirect rate history for the prior three years for all proposed indirect rates not supported by an FPRA or FPRR, showing the historical total pool and base amounts.

L.3.2.7.2.5 State whether or not the business volume that would be generated if a contract was awarded to your firm, as a result of this RFP, has been included in the proposed indirect rates, providing the effects upon the indirect rate pools and bases. If this effort is not included in the proposed indirect rates, provide the impact this effort would have had on the total proposed indirect pool and base amounts had the offeror included this effort in the proposed indirect rates.

L.3.2.7.3 Fee. Identify the proposed fixed fee rate, as applicable, and the total dollar amount included.

L.3.3 Factor 3: Past Performance. Offerors shall submit a maximum of three relevant Government and/or commercial contracts for the prime offeror and one contract for each major subcontractors during the past three years, from the issue date of this RFP. A major subcontractor is identified as a member of the offeror’s overall team who is expected to perform ten (10) percent or more of the overall proposed effort. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to North American Industry Classification System (NAICS) code 488190 required by the RFP. The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the Offeror.

L.3.3.1 Data concerning the offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order. It shall be organized in the following sections.

L.3.3.1.1 Contract Descriptions

L.3.3.1.1.1 Contractor/Subcontractor place of performance, CAGE Code and DUNS Number, NAICS code. If the work was performed as a subcontractor, also provide the name of the prime contractor and Point of Contact (POC) within the prime contractor organization (name, and current address, e-mail address, and telephone and fax numbers).

L.3.3.1.1.2 Government contracting activity, and current address, Procuring Contracting Officer’s name, e-mail address, telephone and fax numbers.

L.3.3.1.1.3 Government’s technical representative/Contracting Officer’s Representative and current email address, telephone and fax numbers.

L.3.3.1.1.4 Government contract administration activity and the Administrative Contracting Officer’s name, and current e-mail address, telephone and fax number.

L.3.3.1.1.5 Government contract administration activity’s Pre-Award Monitor’s name, and current e-mail address, telephone and fax numbers.

L.3.3.1.1.6 Contract Number and, in the case of Indefinite Delivery type contracts, GSA contracts, and Blanket Purchase Agreements, include Delivery Order Numbers.

L.3.3.1.1.7 Contract Type (specific type such as Fixed-Price (FP), Cost Reimbursement (CR), Time & Material (T&M), etc.). In the case of Indefinite Delivery contracts, indicate specific type (Requirements, Definite Quantity, and Indefinite Quantity) and secondary contract type (FP, CR, T&M, etc.).

L.3.3.1.1.8 Awarded price/cost.

L.3.3.1.1.9 Final or projected final price/cost.

L.3.3.1.1.10 Original delivery schedule, including dates of start and completion or work.

L.3.3.1.1.11 Final or projected final, delivery schedule, including dates of start and completion of work.

L.3.3.1.1.12 Industry certifications that the offeror’s quality system was certified to during the performance of work.

L.3.3.1.2 Performance. Offerors shall provide a specific narrative explanation of each contract listed in L.3.3.1.1, Contract Description, describing the objectives achieved and detailing how the effort is relevant to the requirement of this RFP.

L.3.3.1.2.1 For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence. The offerors shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary. All Requests for Deviation and Requests for Waiver shall be addressed with respect to causes and corrective actions. The offerors shall also provide copy of any Cure Notices or Show Cause Letters received on each contract listed and a description of any corrective action implemented by the offeror or proposed subcontractor. The offerors shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.

L.3.3.1.2.2 For all contracts, the offeror shall provide data on all warranty returns. Data shall delineate total number of warranty returns, number of Could Not Duplicate (CND), number of failures attributable to GFE component failures, and number and nature of failures attributable to the offeror’s delivered product.

L.3.3.1.3 Subcontracts. Offerors shall provide an outline of how the effort required by the RFP will be assigned for performance within the offeror’s corporate entity and among the proposed subcontractors. The information provided for the prime offeror and each proposed major subcontractor must include the entire company name, company address, CAGE Code, DUNS Number and type of work to be performed by citing the applicable Government PWS subparagraph number. This includes all subcontractors who will be providing critical hardware/services or whose subcontract is for more than 10% of the total proposed price. This section will further include written consent of major subcontractors to allow the disclosure of their subcontractor’s past performance information to the Offeror. In addition, letters of commitment shall be included for all major subcontractors

L.3.3.1.4 New Corporate Entities. New corporate entities may submit data on prior contracts involving its offices and employees. However, in addition to the other requirements in this section, the offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Information should be included in the files described in the sections above.

Letters of Commitment shall be included in the proposal for these employees in order to be considered.

L.3.3.2 Past Performance Questionnaire. For all contracts identified in L.3.3.1.1, Contract Description, a Past Performance Questionnaire (RFP Attachment 0009) must be completed and submitted. The offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity POC and technical representative POC responsible for the past/current contract. The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to usarmy.redstone.acc.mbx.acc-rsa-lsfs1@army.mil.

The offeror shall e-mail the Contracting Officer a list of all the POCs who were sent a questionnaire. The Government must receive this list no later than the proposal due date.

Submit the POC List in Word for Windows Table Format to include the following fields:

Solicitation Number; Company Name; Contract Number; Government Agency; POC Last Name, First Name; POC Title; POC Telephone Number; POC E-mail Address; Date E-Mail to POC (month/day).

L.3.3.3 Submissions. Offerors are discouraged from providing points of contact with another contractors’ facility, i.e., in case an offeror (or one of his/her team members) is in a subcontract with another contractor who has submitted a proposal on the same requirement. Offerors shall provide and submit the prime contract number and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in situations as described above.

L.4 SOLICITATIONS, OFFER AND AWARD DOCUMENTS AND

CERTIFICATIONS/REPRESENTATIONS The completion and submission of the items required by L.4 will constitute an offer( proposal) and will indicate the offeror’s unconditional agreement to the terms and conditions in this RFP and any attachments and/or exhibits. Each offeror shall complete (fill-in and signatures) the solicitation sections indicated below using the file (without modification to the file) provided with the RFP. An authorized official of the firm shall sign the SF 33 and all certifications requiring original signature. An Acrobat PDF file shall be created to capture the signatures for submission.
