For non-U.S. small businesses, a separate subcontracting plan meeting FAR 52.219-9 and DFARS requirements is also required. The Small Business Participation Plan will be evaluated according to Section M of the solicitation, with companies encouraged to demonstrate commitment to small business participation through various methods like joint venturing, mentor-protégé programs, and written or verbal agreements.
