About this file

This is a Required Aircraft Table attachment establishing contractor aircraft provision requirements for daily mission launch operations.

The contractor must provide aircraft to meet Daily Mission Launch requirements based on School Fleet Size, Concurrency Rate, Maximum Aircraft Per Day, and Excess NMCS Adjustment procedures. School Fleet Size is calculated by subtracting PO fleet aircraft from Total Aircraft Assigned. Concurrency Rate establishes the percentage of aircraft required for concurrent use to meet Government requirements; when exceeded, additional performance applies to Monthly Surge Mission Performance (MSMP). Aircraft are counted as part of Required Concurrent Aircraft from issue time until returned to contractor control at scheduled sortie end time plus 60 minutes, or at rejection time with no additional minutes. Maximum Aircraft Per Day identifies the maximum aircraft by fleet required each training day; exceedances also apply to MSMP. An Excess NMCS Adjustment applies to both Concurrency Rate and Maximum Aircraft Per Day when validated fleet NMCS exceeds the Fleet NMCS Threshold of 13%, with the excess percentage subtracted from the applicable rates to determine adjusted requirements.

Table 1 specifies Concurrency Rates and Maximum Aircraft Per Day percentages for six aircraft fleets: AH-64E (62% concurrency, 145% maximum), CH-47F (65% concurrency, 135% maximum), UH-60M (60% concurrency, 145% maximum), UH-72A Cairns (71% concurrency, 150% maximum), UH-72A BWS (71% concurrency, 150% maximum), and MV-75 (60% concurrency, 150% maximum). Table 2 establishes MEDEVAC mission aircraft requirements available 24 hours daily/365 days annually, including 1st UP MEDEVAC, 2nd UP MEDEVAC, MEDEVAC SPARE, and MEDEVAC Training aircraft at Fort Rucker and Eglin AFB locations, each requiring 6 flight hours Monday through Friday with varying Saturday/Sunday/Holiday requirements.

ATTACHMENT 0003 REQUIRED AIRCRAFT TABLE v1.7 7APR26

1. The Contractor shall provide aircraft to meet Daily Mission Launch requirements established in accordance with the Tables 1 and 2. The Contractor shall provide the identified number of aircraft with proper configurations as determined through the coordination meeting. Static display aircraft on the base field do not count against Concurrency Rate or Maximum Aircraft per Day.

2. The Contractors’ aircraft requirements are established according to the School Fleet Size, Concurrency Rate, Maximum Aircraft per Day, and if applicable, an Excess NMCS Adjustment applied to these percentages. Concurrency Rate and Maximum Aircraft Per Day are expressed as a percentage of the School fleet. Data from CDRL A013 Daily Aircraft Status submission validated after Government review is used and applies for the entire day for the fleet

a. Fleet Size: The School Fleet size identifies the aircraft total that the Concurrency rate and Maximum Aircraft per Day are multiplied by to calculate Contractor aircraft requirements for each fleet. The School Fleet size is determined by subtracting the PO fleet aircraft from the Total Aircraft Assigned for each fleet.

Fleet Size Example: UH-60M Total Aircraft Assigned: 105 aircraft 105 UH-60M PO Fleet aircraft: 5 aircraft - 5

UH-60M School Fleet: 100 aircraft 100

b. Concurrency Rate: The Concurrency rate establishes the percentage of aircraft by fleet, required for use concurrently to meet the Government’s aircraft requirements. At any time throughout the training day this is exceeded, additional mission performance shall be applied to Monthly Surge Mission Performance (MSMP). The Required Concurrent Aircraft total is determined by multiplying the School Fleet size times the fleet Concurrency Rate and rounding the result down to the nearest whole number.

Concurrency Rate Example: UH-60M School Fleet Size: 100 aircraft UH-60M Concurrency Rate: x 60% UH-60M Required Concurrent Aircraft: 60 aircraft

(1). Aircraft issued by the Contractor are counted as part of Required Concurrent Aircraft from the aircraft issue time until returned to the Contractor’s control. Aircraft are returned to the Contractor’s control:

- At scheduled sortie end time plus 60 minutes. This is the time scheduled in GTIMS for the Sortie end plus 60 additional minutes. This allows for variation due to early returns, extensions, delays, and other circumstances and allows the Contractor time to prepare aircraft for follow-on usage.

- At time the aircraft is rejected (no additional 60 minutes apply).

(2). Contracted follow-on aircraft issue times shall are only affected if the concurrency rate is exceeded and only for the number of aircraft above the Required Concurrent Aircraft.

Any aircraft issues delayed when this is exceeded shall be issued individually Required Concurrent Aircraft total falls below the Concurrency Rate requirement. The Contractor shall issue aircraft up to concurrency rate/Required Concurrent Aircraft and may elect to issue aircraft within the one-hour turn-around window to meet contracted requirements.

c. Maximum Aircraft Per Day. The second number identifies the maximum aircraft, by fleet, required to be provided by the Contractor each training day. At any time throughout the training day this is exceeded, additional mission performance shall be applied toward MSMP.

Maximum Aircraft Per Day is calculated by multiplying the School Fleet size times the Maximum Aircraft Per Day percentage and rounding the result down to the nearest whole number.

Maximum Aircraft Per Day Example UH-60M School Fleet Size: 100 aircraft UH-60M Maximum Aircraft Per Day: x 145% UH-60M Required Maximum Aircraft Per Day: 145 aircraft

d. Excess NMCS Adjustment: An Excess NMCS Adjustment will be applied to the Concurrency Rate and Required Maximum Aircraft Per Day when validated fleet NMCS exceeds the Fleet NMCS Threshold to determine an Adjusted Concurrency Rate and Adjusted Maximum Aircraft per Day using the procedure below:

(1). Validated Fleet NMCS % is rounded to the nearest whole percentage.

(2). If validated fleet NMCS % is equal to or less than Fleet NMCS Threshold then no adjustment is applied.

(3). If Fleet NMCS % is above the Fleet NMCS Threshold, the percentage above the

Fleet NMCS Threshold is the Excess NMCS Adjustment percentage. This percentage is subtracted from the Concurrency Rate and Maximum Aircraft Per Day percentages to determine an Adjusted Concurrency Rate and Adjusted Maximum Aircraft Per Day and calculate the Required Concurrent Aircraft and Required Maximum Aircraft Per Day per procedures above.

Excess NMCS Example 1:

Validated UH-60M Fleet NMCS: 13.2% Rounded to nearest whole percentage: 13% Fleet NMCS Threshold: 13% Excess NMCS Adjustment: 0% - No Adjustment is applied Adjusted Concurrency Rate: Concurrency Rate (60%) – Excess NMCS Adjustment (0%) = Adjusted Concurrency Rate (No adjustment) Adjusted Maximum Aircraft Per Day: Maximum Aircraft Per Day (145%) – Excess

NMCS Adjustment (0%) = Adjusted Maximum Aircraft Per Day (No adjustment)

Excess NMCS Example 2:

Validated UH-60M Fleet NMCS: 15.5% Rounded to nearest whole percentage: 16% Whole percentage above Fleet NMCS Threshold: 3% Excess NMCS Adjustment: 3% Adjusted Concurrency Rate: Concurrency Rate (60%) – Excess NMCS Adjustment (3%) = Adjusted Concurrency Rate (57%) Adjusted Maximum Aircraft Per Day: Maximum Aircraft Per Day (145%) – Excess

NMCS Adjustment (3%) = Adjusted Maximum Aircraft Per Day (142%)

Table 1 Required Aircraft
